ism Eco- Recreation So-ciety (ZATERS) felt when the group embarked on it’s first adventure tour-

ism activity, - a 1.8 km trek on the “recreation-al” zone of the protected area of the “Pasonanca

Natural Park” as the group encourag-es Zamboangueños to try trekking the “ r e c r e -a t i o n a l area” to appreci-ate it’s value and b e a u t y and as a way of p romot -ing tour-ism in the city. More than 30 members of the multi-sectoral adventure tourism group literally climb it’s way to the densely forested area of the Pasonanca Natu-ral Park extending to the then RCPI “repeater” area in Muruk (now being used by the ZC water District) with DENR 9 and SPELEO-Zamboan-ga (professional tour guides) leading the way up the park.Assistant Protected Area Superintendent Joel A. Baysa Jr. ori-ented the group on the various trees covering the park’s “recreation-al zone” while ascending the 1.8 km zone. Some trees that caught the group’s attention were: the century old- 25meter-high Banuang tree com-

monly known as the “Binuang” tree, a material commonly use for fruit crate,

toothpick, pads and pa-pers; the 70 year old- 20 meter-high Dao tree and the 50 year old-15-meter-high Kamagong tree.Mr. Baysa revealed of some sightings of wild tarsiers in the park. “But they (tarsiers) can only be seen during

night-time since Tarsiers are nocturnal by nature” he was quoted as saying. The group, after reaching the peek of the Park’s “recreational zone” proceed-ed to the “repeater” tower in Muruk where everybody was mesmerized and amazed of the picturesque view over-

seeing the entire city. From “up there” one can see the entire city comparable to “ants falling in line”. A beauty be-yond words and beyond compare.

Pasonanca Natural Park- a backgrounder

The Pasonanca Natural Park is locat-ed at the Western-most tip of the Zam-boanga Peninsula and North of the City proper. It is embraced by seven barangays in the Protected Area and Buffer Zones namely Bunguiao, Talosa, Salaan, Luma-yang, Pasonanca, Dulian and Baluno. The Natural Park has 20% to 90% slope category. Most often, land configu-ration is rough, steep to very steep with

lowest elevation recorded at 78 meters above sea level while the highest is 1, 364 meters above sea level. A noticeable mountain rock formation called mount Pulong-Bato is situated at the southern tip of the watershed. This rock formation has an elevation of approximately 324 meters above sea level. The watershed unit is traversed with streams and creeks draining into the main river. There are more than 20

perenial springs and six streams flowing within the area. The main river is called Tumaga River . It is the source of domes-tic, industrial and irrigation water sup-ply. It is the city’s only source of potable ground water. Soil Strata of the natural park are composed of clay, clay loam, loam and sand.

Endemic Birds in the Park The dense forest of the park is nesting/breeding ground for en-demic bird species. Among those birds than can be found in the watershed are: Zamboanga Bul-bul (hypsipetes rufigularis), Phil-ippine Hawk Eagale, Philippine Falconet, Crested Serpent Eagle, Rufous Hornbill, Mindanao Taric-tic Hornbill, Writhed hornbill, Mindanao Broadbill, Blue-naped parrot, Blue crowned Racquet

it, that a Philippine Eagle was sighted in the area. 6

Mammals are occasionally seen in thickly wooden portions of the forest. There are a number of wild boars, wild

cats, deer, monkeys, tarsier and Mindanao Flying Lemur roaming the forest floor in search of food and prey.

Reptiles such as king Cobra, coral snake Mindanao Pit viper, Boiga, Philippine cobra and Philippine Sailfin Lizard, Water Moni-

tor Lizard (Bayawak) are likewise found in nooks and niches of the watershed.

ZATERS and Adventure Tourism

The trekking venture was one of Zamboanga Adventure Tourism Eco- Recreation Society’s (ZA-TERS) outdoor activities as a way of helping propel the city’s Ad-venture Tourism. The group hopes to tone

d o w n n e g a -t i v e p e r -c e p -t i o n a b o u t t h e

city thru Adventure Tourism. ZATERS was organized on August 28, 2010 with an initial of 40 members. An ini-

tiative of the Philippine Information Agency 9 in partnership with the Department of Tourism and SPELEO-Zamboanga. Members and supporters of the Ad-venture Tourism Group are: government employees (mostly information offi-cers) from DOT, DENR, DTI, DOLE, DILG,

PIA, OCD, DPWH, OWWA, NLRC, TES-DA, NNC, Bureau of Fire, OCENR, City Mayor’s Office, Stu-dent Council leaders from Western Mind-anao State Universi-

Executive Secretary Paquito N. Ochoa Jr. said on Sunday that the de-ployment ban to Afghanistan and Iraq stays, but Filipinos currently employed in military bases and facilities of the United States (US) are

excluded and will be allowed to continue working in these countries.

Ochoa: OFWs in US facilities in Afghanistan, Iraq not covered by deployment ban

“After making an assessment of the conditions in Afghani-stan and Iraq based on input from Depart-ment of Foreign Affairs (DFA), we have rec-ommended that Fili-pino workers who are already employed in US military bases and installations in these countries be allowed to remain there to contin-ue their employment,” Ochoa said. Ochoa, who chairs the Overseas Prepared-ness Response Team, however stressed that for security reasons, the deployment ban covering Afghanistan and Iraq stays and no new workers will be al-lowed to travel to these countries for work.

According to Ochoa, President Be-nigno Aquino III ap-proved the recommen-dations last Friday. Concerns were raised when the US military ordered all contractors last year not to hire third coun-try nationals, whose domestic laws prohib-it their citizens from traveling and working in Iraq and Afghani-stan. Washington had warned that contrac-tors caught violating the order would no lon-ger be allowed to bid in US projects in Iraq and Afghanistan. The DFA esti-mates that the com-bined number of Fili-pinos working in Iraq and Afghanistan could

reach 7,000. Ochoa reiterat-ed that the govern-ment would continue to closely monitor the situation on the ground to ensure the safety of Filipino workers who choose to remain in Af-ghanistan and Iraq. “Ensuring the safety and security of our OFWs who work in Afghanistan and Iraq is our primary concern. Just as their livelihoods are important to them, their lives are impor-tant to us. We will take whatever precautions necessary so that noth-ing untoward happens to Filipinos who work in these countries,” Ochoa said.

Dr. Rogelio Aturdido said the OL traps or dengue mosquito traps will be distributed to ar-eas identified with cases of dengue.The mosquito trap was developed by the Industrial Tech-nology Development Institute as an in-expensive, nontoxic mosquito control. An OL trap as-sembly consists of a black cannister for water, a 1x6.5x1/2 inch lawanit strip, and pellets of irgan-ic sources.

The lawan-it strip, which is plunged into the water and pellet so-lution, serves as an attractant for female mosquitoes to lay their eggs on; the solution prevents the eggs and larvae from developing. The number of cases this year, however, accord-ing to records of the disease surveillance unit of IPHO remains more than half to that of the same pe-riod last year. Only one death has also

been recorded in tge entire province. Dr. Aturdido, however, urged full cooperation as the OL traps need su-pervision to be ef-fective. He said the wa-ter and pellet solu-tion must be replaced regularly because it only potent for 7 to 10 days. If not replaced, the solution can be-come a breeding place of mosqui-toes. DOLE assures intervention for repatriated OFWs

Dir. Domingo urged the public to help disseminate the programs of DOLE to the affected OFWs particularly the technical and financial assistance to start livelihood project or to acquire skills to manage small businesses. The DOLE’s programs enrolled under the Com-munity Based Employment Program fit the needs of the affected OFWs, where their dependents could be priori-tized for employment under

the Special Program for the Employment of Students (SPES) or they, themselves and their family members could avail of the techni-cal assistance in forms of training, referral and place-ment and consultancy ser-vices which will be provided by OWWA, TESDA, POEA, RTWPB, NLRC, NCMB and PESO and financial and live-lihood assistance in a form of starter kits to be provided by DOLE.

RD Domingo added that these are not the only programs the affected OFWs DOLE can offer. They have just to visit or call any of the DOLE attached agencies and field offices to seek for the assistance that they need and they will be immediately entertained. Caraga’s pick for the Nat’l Best PESO AwardBUTUAN CITY, Aug. 28 (PIA) -- Six (6) Public Employment Service Office (PESO) managers from Caraga region were nominated for the the National Best PESO Award. Deliberation will be done by the Bureau of Local Employment. Awarding will be held during the 11th National PESO Congress set on October 5-7, 2011.

The regional selec-tion was done by the Evalu-ation Team headed by the Department of Labor and Employment (DOLE) Caraga

SUMAPI in Surigao City pays 13 workers 1.3MBUTUAN CITY, Aug. 28 (PIA) -- The Single Entry Approach (SENA) or the 30-day mandatory conciliation-mediation approach in the disposition of cases proved to be a blessing not only to the Department of Labor and Employ-ment (DOLE) but also to the workers as it hastened settlement of claims and complaints filed by workers in any DOLE office. It has become true in Surigao City where one company, the Surigao Ma-rine Products Incorporated (SUMAPI) paid a total of P1,347,022.74 for 13 work-ers in just one (1) hearing of the case. This settlement has been the highest in the his-tory of case disposition thru SENA in the province of Su-rigao del Norte, involving only one company. From February to August 2011, Surigao del Norte posted settlement

amount of P2,321,632.30 with the following details: February - 96,260.49 ben-efiting one (1) worker; March - 786,787.61 ben-efiting six (6) workers; July - 1,347,022.74 benefiting 13 workers; and August - 91,561.32 benefiting three (3) workers. DOLE-Caraga Region-al Director Ofelia Domingo continues to encourage the SENA Desk Officers in ev-ery field office and attach agency to always uphold and support the President

Aquino’s goal to “reform la-bor arbitration and adjudi-cation systems by stream-lining procedures, removing red tape, and at the same time, restore integrity and fairness in the system”. RD Domingo is very proud of the first semester accomplishments of Caraga making the region the to-pnotcher in SENA imple-mentation and is hopeful of a sustained effort in the next semester. DCWD workers donate blood to Red Cross

DIPOLOG CITY, Aug. 28 - - With the onslaught of dengue virus in the country more particularly in Metro Manila, the city government here led by Mayor Evelyn T. Uy has designated the City Health Office (CHO) as the lead agency in the campaign against dengue-causing mosquitoes.

The CHO has con-ducted year-round “search and destroy op-erations” of all potential breeding places of den-gue carrying mosqui-toes resulting in the de-crease of dengue cases in the city from January to June this year. CHO records showed that only 30 dengue cases were re-ported from January to June this year as com-pared to 131 cases dur-ing the same period last year. Earlier the Depart-ment of Interior and Lo-cal Government (DILG) has issued a memoran-dum to the local gov-ernment units (LGUs) urging them conduct

cleanup activities aimed at destroying all poten-tial breeding places of dengue carrying mos-quitoes. The said circular also calls for the en-forcement of environ-mental sanitation such as dredging of clogged canals, esteros and other waterways, prun-ing thick bushes or tree branches and removal or draining of recep-tacles containing stag-nant water, and the conduct information drive on environmental control of breeding sites of dengue-causing mos-quitoes. In a related de-velopment, Undersec-retary Yolanda Quijano

of the Department of Education (DepED) has urged the school princi-pals and teachers to be models in leading the campaign against den-gue in their respective communities. Uy disclosed that all the regional directors of the different line agencies based in the region together with the provincial gover-nors, city/municipal mayors and non-gov-ernment organiza-tions (NGOs) are ex-pected to attend the said conference to discuss the different issues and concerns as well as programs to be implemented in the region. Being the poor-est town in the coun-try, Siayan is now a recipient of a number of programs and proj-ects by government

and non-government agencies to help alle-viate the plight of its poor constituents. Among the gov-ernment agencies whose programs and services have already benefitted the com-munity people is the Department of Social Welfare and Devel-opment (DSWD) with its three-pronged program: Pantawid Pamilyang Pilipino Program (4P), SEA-K and KALAHI-CIDSS. Local media men who participated in a media tour organized by DSWD to this town last June 16, had personally witnessed and heard the testi-monies of the bene-

ficiaries of 4P, SEA-K and KALAHI-CIDSS. The once passive and diffident Sub-anen people,of this municipality, who comprise the major-ity of the inhabitants have now learned to actively participate in family development sessions. PMA holds entrance examination for cadetshipISABELA CITY, Basilan, Aug 26 (PIA) – The Philippine Military Acad-emy is conducting the PMA Entrance Examination for PMA Cadet-ship today, August 28 on 37 examination centers nationwide, the 6th Civil Relation Group of the Armed Forces of the Philippines an-nounced.

In a press state-ment, the military said that getting ac-cepted in the Philip-pine Military Acad-emy (PMA) entails getting a well-round-ed education in aca-demics, leadership, teamwork and physi-cal fitness while re-ceiving a salary and allowances higher than those received by the highest rank-ing enlisted person-nel of the Armed Forces of the Philip-pines (AFP)—all these while studying. Moreover, a guar-anteed job awaits ev-ery PMA cadet after graduation and each is assured to have a

progressive career as a Regular Officer in the Philippine Army, Philippine Air Force (PAF) or the Philip-pine Navy (PN). Most important-ly, it bestows a rare privilege to serve his or her country. For one to be-come a PMA cadet, he or she must be a natural born citizen, single and has never been married, stands at least 5’4” for male and 5’2” for female, graduated high school with a general aver-age of 85 percent or higher, physically fit for training and has no administrative or criminal case.

Applicants must at least be 17 years old, but not a day old-er than 22 years old and a day younger than 17 years old, on April 01, 2012. And more importantly, they must pass the PMA entrance exami-nation. The military fur-ther noted that an exemption has been made that allows 16-year-old applicants for cadetship who meet the aforemen-tioned qualifications to take the qualifying examination since its result will be valid for two years. Plans to improve air base in Palawan underwaySABELA CITY, Basilan, Aug 28 (PIA) – As part of the development program being pushed to improve the capabilities of the Armed Forces’ services in the province of Palawan, the planning team from the 570th Composite Tactical Wing (CTW) sat down with its counterpart from the Western Command (WESCOM) and the Naval Forces West (NFW) to map out the development of the air base in Palawan. In a press release, the 6th Civil Relations Group of the Armed Forces of the Philippines reveals that a two-day conference was held last August 18 and 19 to formulate the Master Development Plan of Antonio Bautista Air Base (ABAB). ABAB is one of the nine air bases eyed for the priority development pro-grams of the Philippine Air Force (PAF). Maximizing the use of its land resources is the primary objective of com-ing up with a Master De-velopment Plan for ABAB. The lay-outs of the land areas of both WESCOM and NFW were integrated

in conceptualizing the plan since the two are adjacent to ABAB. As the three military headquarters share some common needs, the plan-ners aim to come up with a strategic design that would serve as a basis for deciding where to put up a facility, like a hospital for instance, that is most con-venient and accessible to all. Equally important is that conceptualizing the Master Development Plan would allow the planners to decide what project is most suited to a certain land area so as to maxi-mize its utilization. Experts have been

consulted in formulat-ing the conceptual plan for ABAB. For instance, with the help of an envi-ronmentalist, the effect of a certain project on the natural environment has been assessed and taken into consideration. Should the Nation-al Headquarters approve the plan and the National Government provide the fund for its implementa-tion right after, it would not only translate to an improved headquarters’ lay-out, but it would also mean better services for the people. Cruz at about 8:30AM on August 27, 2011 by the joint ele-ments of the Philippine Drug Enforcement Agency (PDEA) in Zamboanga del Norte represented by IOI Ran B. Avenido and POI Maryjel E. Alaban of the Provincial Pub-lic Safety Company, based in Camp Hamac. Sicayab, Di-polog City. Zamboanga del Norte Provincial Drug Enforcement Officer IO2 Jury Rocamora said the drug buy-bust oper-ation was implemented after Adaza (the suspect ) agreed to sell to a PDEA agent who posed as buyer at his resi-dence two (2) heat-sealed plastic sachets containing white crystalline substance called “shabu” for Two Thou-sand Pesos (P2,000.00) Items recovered in the possession of the suspect are two(2) Rizal match boxes containing heat-sealed plas-tic sachets containing shabu with an estimated weight of 0.6434 grams and two (2) One Thousand Peso Bills as marked money.

After the arrest of Adaza, at about 9:30AM, Avenido and Alaban conducted a search operation at the residence of the said barangay official to implement the Search War-rant issued by Judge Jose Rene Dondoyano of the Mu-nicipal Trial Court of Cities in Dapitan City. This operation resulted in the seizure of the following items-four (4) pieces, match boxes, with heat-sealed transparent plastic sachets containing white crystal-line substance believed to be shabu; two(2) match boxes of dried marijuana leaves; one(l) cigarette foil containing dried marijuana leaves; fifteen (15) unused aluminum foils; six (6) rub-berized tubings; four(4) assorted glass tubings; one(1) improvised bamboo stick sealer; (1) cut mirror; four(4) used cut aluminum foils; four(4) repacking ele-ments; three(3) rolled alu-minum foils; two(2) dispos-able lighters(pink and blue); one(1) sando bag with la-bel Gaizano Ozamis; two(2) plastic tubing and a knife; five(5) disposable lighters, several aluminum foils and cigarette packs; one big roll of aluminum foil; one (1)

pink pouch containing cash and paper bills amounting to P2,263, believed to be the proceeds money. The estimated weight of confiscated illegal drugs during the search is 26.4399 grams (1.2081 grams, shabu and 25,2318 grams, dried marijuana leaves). According to Rocamo-ra, Adaza has already been placed under surveillance for quite some time by the PDEA after numerous reports were received by his office on the illegal activities of the said barangay official. Adaza is now detained at the Zamboanga del Norte Provincial Police Office deten-tion cell at Camp Hamac, Si-cayab Dipolog City while ap-propriate case is readied to be filed against him in court for violation of Republic Act 9165, otherwise known as Comprehensive Dangerous Drugs Act. Baldoz thanks P-Noy for additional Php168.1M for DOLE’s SPES program

Baldoz was on a 2-day visit, here, recently to meet with the Regional Coordinat-ing Council (RCC) officials and beneficiaries of the Integrat-ed Livelihood Project of the Department of Labor and Em-ployment (DOLE), and deliver the keynote address of the 1st Regional Occupational Safe-ty, Health, and Environment Summit held at the Pearlmont Hotel. Released by the Depart-ment of Budget and Manage-ment (DBM), the additional budget for the SPES program of DOLE will benefit an addi-tional 52,000 poor but deserv-ing students up to December 31, 2011, nationwide. “I am very thankful to the President for the release of more money for this very important work appreciation program for poor, but deserv-ing Filipino students. The ad-ditional money will go a long way in enabling SPES benefi-ciaries to earn tuition money for their college education,” said Baldoz. She recalled that in

President Aquino’s Labor Day 2011 speech, he promised the increase in the SPES budget, saying poor but industrious students who face the pros-pect of not being able to enroll in college due to lack of funds deserve government assis-tance. He also promised to continue increasing the bud-get for the SPES program in 2012 as prescribed under the SPES law. The Labor Secretary said that DOLE-Regional Office No. 10 will get a share of Php13 million from the increase, bringing the total 2011 SPES budget for Northern Mindanao to Php19 million. Meanwhile, Atty. Allan Macaraya, Regional Director of DOLE-10, who hosted Sec-retary Baldoz, said the ad-ditional SPES budget for his region will benefit more than 7,000 students. “This is very good news for Northern Mind-anao,” he said. The additional budget of P168.1 million will bring the total budget for the SPES pro-

gram for 2011 to Php350.282 million, benefitting an esti-mated 136,000 students, na-tionwide. In view of the release of the additional fund for the SPES, Baldoz directed all DOLE regional directors to plan for its immediate implementation starting September until De-cember 2011, as the validity of the allotment is only till the end of the year. Mandated under Re-public Act No. 7323, the SPES program helps poor but de-serving students pursue their education by encouraging their employment during summer and/or Christmas vacations. SPES beneficiaries are paid by employers sixty per-cent (60%) of their salaries or wages and forty percent (40%) through education vouchers paid by the govern-ment. The program is open to all qualified high school, col-lege, technology or vocational students or drop-outs and in-terested employers. (DOLE/PIA-10)

GP3 urges government, business sectors to go “Green”

He sounded the call during a conference of the Green Purchasing, Green Productivity, towards a Green Philippines (GP3) with the theme “Facing Cli-mate Change and Achiev-ing Sustainable Growth.” Acosta, who is the Chairperson of the GP3 Convener Committee, said the country needs “the consciousness of a Green Philippines” and invited stakeholders to “find ways to live a green life.” Consumers are the biggest problem and the main solution on this movement and local gov-ernment units are urged to support entrepreneurs who are at the center for a green strategy, he pointed out. “We need political will to continuously collab-orate efforts of the public and private sector on how to inculcate this move-ment”, he added. Acosta, who chaired the Committee on Ecology, when he was Congress-man of the First District of Bukidnon, pointed out that the two main factors

for the success of a green economy is sustainability and localization. “One can’t legislate economic and social be-havior, but one can legis-late policies to prevent the economic behavior,” he noted. Acosta shared that based on a recent study, about 262 million people are already affected by cli-mate change-related mat-ters, while another 1.8 billion is expected to suf-fer from water shortage in 2025 in Asia and Africa. The study further proved that with a “green” economy, there can be higher gross domestic product, reduced pover-ty, more jobs, enhanced social equity and better quality of growth than a “brown” economy. Integrated in the GP3 conference is the interna-tional initiative programs for a green economy. Ex-amples are EU switch Asia programs which high-light business potentials through sustainable con-sumption and production in Asia, initiated by Green

Philippine Islands of Sus-tainability (GPIS), Zero Carbon Resort and SMART Cebu Project. The GPIS is a project that aims to contribute to an improved environmen-tal and sustainable indus-trial development of Metro Manila and CALABARZON, by reducing the pollution level and by increasing re-source efficiency in specif-ic companies. On the other hand, Zero Carbon Resort proj-ect seeks to enable tour-ism small and medium en-terprises (SMEs), such as, hotels and resorts, to pro-vide their energy services in an efficient, cost effec-tive, and environmentally sound way. The project applies the 3R strategy: Reduce-Replace-Redesign. A showcase “Zero Carbon Cottage” will be built in Palawan, which will oper-ate using solar- and bio-mass-based energy gen-eration systems. Iligan LCC warns public of substandard plywood sold in the marketILIGAN CITY, Lanao del Norte, Aug. 28 (PIA) -- The Local Price Coordinating Coun-cil (LCC) of the city is warning the consuming public to watch out for smuggled Chinese plywood that could possibly be sold by construction dealers, here.

Based on informa-tion disclosed by the Philippine Wood Produc-ers Association (PWPA), the plywood is substan-dard and not durable compared to plywood made from falcatta wood in Mindanao.

These products did not pass the quality test of the Department of Trade and Indus-try – Bureau of Product Standards (DTI-BPS) as these has only a thick-ness of 5mm. The substandard

plywood can be identi-fied because the grains are rough and fibrous and cheaper by Php15, each, compared to gen-uine plywood. (CIO/PIA-10)

DOTC has given go signal for continuation of Laguindingan Airport work

ILIGAN CITY, Lanao del Norte, Aug. 28 (PIA) -- Mayor Lawrence Ll. Cruz was elated to announce that the Department of Transportation and Communications (DOTC) has given the go signal for the continuation of work in all aspects of the Laguindingan Airport in Laguindingan town, Misamis Oriental.

Cruz, who is the Chairperson of the Re-gional Development Coun-cil, region 10 (RDC-X) 10 said this development is the result of the meeting of undersecretaries and technical staff of DOTC with Secretary Mar Rox-as, last week. As can be recalled, work on the Laguindingan Airport was temporarily suspended by DOTC, the project being under their agency for the purpose of checking on the status of the project. Mayor Cruz said DOTC directed that the

project be given priority, especially, in the procure-ment of aviation facilities for the safety and conve-nience of people that will use the airport. Because of this, RDC-X is negotiating with a supplier of the needed facilities that has proven technology. He also admitted that the completion of the project will experience a delay of about eight (8) months from its target completion date of April 2012. As of press time, work on the Laguindingan

Airport is 85% complete, Mayor Cruz said. The Chairman of RDC-X, in his visit to DOTC, was accompa-nied by Governor Oscar Moreno of Misamis Ori-ental, Representative Ru-fus Rodriguez of Cagayan de Oro City’s 2nd District and Engr. But not for Gov. Ro-dolfo P. del Rosario, who is hoping to see a seemingly impossible dream finally come true at the remaining decades of his life. When asked what would be his wish when he blows out the candles come his 77th birthday on Sep-tember 1, 2011, the gover-nor revealed his lone fond-est wish is for the country to eventually attain a just and lasting peace. “I hope I will live to the day that there shall fi-nally be a lasting peace in this country,” said del Rosa-rio, who has become an in-stitution in the realm of pro-poor and pro-people local governance. After pouring in bil-lions of hard infrastructure projects in the province dur-ing his previous administra-tions, the governor rolled out his human-centered de-velopment strategy known as P.E.O.P.L.E.

He revealed the very purpose he pursued his pro-people agenda is to be able to contribute to the over-all objective of President Be-nigno Simeon Aquino III in striking a just and lasting peace and inclusive econom-ic growth in the country. “I really envisioned this program to help attain the president’s vision of achieving lasting peace and sweeping progress in our country,” he said. He cited the province is doing its share in attaining the president’s goal by pro-viding essential services di-rectly to the people, particu-larly in affording improved health, better education and broader livelihood and in-come opportunities. As he puts it, the strat-egy is designed to develop Davao del Norte as a major gateway to Mindanao, “as we go out linking ourselves to the world in a global com-petition.”
