The week-long celebration that started on November 26 is anchored on the theme, “Mindanaon’sAspiration for Peace.” ARMM’s Chief of Staff Atty. RasulMitmug said, the Mindanao Week of Peace celebration is a manifestation that the ARMM is strongly support the peace agreements of the Philippine government and Moro Islamic Liberation Front (MILF) to officially attain the just and lasting peace in Mindanao. “The ARMM and the Mindanao as a whole experienced the long-decades of war and affect the lives of many Filipinos,” Mitmug said. He added, peace is one aspiration that we want to achieve.

“The regional government organized the Shoot for Peace, Run for Peace, Bike for Peace and other sports to make us one in celebrating the gains of peace”, Mitmug added. He said, the Shoot for Peace (Nov.25), a friendly game and basketball exhibition between the Team Trabaho of former TESDA Sec. Joel Villanueva and ARMM All Stars led by Regional

Meanwhile, on Nov. 30, more than 600 bikers coming from the ARMM and Central Mindanao jointly pass through the roads of Cotabato City, Sultan Kudarat in Maguindanao, Pigcawayan, Libungan and Midsayap in North Cotabato, DatuPiang, Datu Saudi Ampatuan, Guindulungan, Talayan and Datu Odin Sinsuat in Maguindanao going to ARMM Compound as the finish line. The 134 kilometers Bike for Peace was led by the Archdiocese of Cotabato and was sponsored by the regional government.

MANILA -- President Benigno S. Aquino III has signed into law a measure protecting seafarers against ambulance chasing and penalizing individuals charging excessive fees with the promise of monetary award. Signed by the President last November 26, Republic Act 10706, also known as the Seafarers Protection Act, states that it is “unlawful for any person to engage in ambulance

chasing or the act of soliciting, personally or through an agent, from seafarers or their heirs, the pursuit of any claim against their employers for the purpose of recovery of monetary claim or

benefit, including legal interest, arising from accident, illness or death, in exchange of an amount or fee which shall be retained or deducted from the monetary claim or benefit granted to or awarded to the seafarers or their heirs.”

The new law declares that it shall be the policy of the State to promote and protect every Filipino seafarer who wants to work overseas by securing the best possible terms and conditions of employment.

“As some unscrupulous individuals have taken advantage of the plight of our seafarers who met an accident, illness, or death in the course of their service by exploiting the compensation system, our seafarers have fallen prey to an unfair scheme where ambulance chasers charge exorbitant fees, with the promise of huge monetary award,” it states.

According to the new law, violators will be fined not less than P50,000 but not more than P100,000 and/or imprisonment of one to two years. The same penalties shall be imposed on any person who shall be in collusion in the commission of the prohibited activity.

Republic Act 10706 likewise states that fees collected by an individual who appears or represents seafarers in cases of recovery of monetary claim or benefit, including legal interest, arising from accident, illness or death, should not exceed 10 percent of the compensation or benefit awarded to the seafarer or his heirs.

Fees stated in the new law refer to the total amount of compensation of the person who appears for or represents the seafarer or his heirs for services rendered.

Section 6 also states

that “within 90 days from the approval of the Act, the Secretary of Labor and Employment, in coordination with the Maritime Industry Authority and the Philippine Overseas Employment Administration, shall promulgate the necessary rules and regulations for the effective implementation of the provisions of this Act.” (PCOO/PND)

PARIS, France- President Aquino met with officials of Airbus on Tuesday to discuss enhanced cooperation between the Philippines and the European airplane manufacturer. Significant components for Airbus A350 are sourced from the Philippines such as actuators, galleys and toilets,

said Communications Secretary Herminio Coloma Jr. who joined President Aquino during the meeting.

The Philippine aviation industry is ramping up with new capacity and the country has now become a high potential source of components for plane manufacturing, he continued.

Airbus is the world’s leading manufacturer of commercial jetliners and military airlifters, with a 40-plus year track record of innovation, technological firsts, and industry milestones.

Airbus was established in July 1967 by France, Germany, and Britain who agreed to strengthen European cooperation in the field of aviation technology to promote economic and technological

progress in Europe.

They also agreed to take appropriate measures for the joint development and production of an airliner, which is the airbus.

During the 1969 Paris Air Show, the A300 is officially born in the form of a joint partnership between Europeans, establishing an airplane brand out of passion and commitment.

OPAPP, civil society remain steadfast for BBL passage

“We are not giving up on the BBL. We are asking all stakeholders to stand firm on the peace process. The panels have been continuously meeting on different issues for the immediate

passage of this law. The fight for peace continues,” said Office of the Presidential Adviser on the Peace Process (OPAPP) Secretary Teresita Quintos Deles.

QUEZON CITY-- Despite persistent delays on the legislative deliberations on the proposed Bangsamoro Basic Law (BBL) in Congress, the Office of the Presidential Adviser on the Peace Process (OPAPP) together with civil society organizations and other peace stakeholders continue to push for its passage in pursuit of peace in Mindanao and the rest of the country.

Women Engaged in Action on 1325 (WE Act 1325) National Coordinator and Miriam College – Center for Peace Education Executive Director Jasmine Nario–Galace called on legislators to attend plenary sessions and resume the discussions on the BBL.

“This is a task that the lawmakers should fulfill. The BBL is not a simple legislation but a compilation of the Bangsamoro dreams and aspirations for self-determination. Passing this law is a duty of the Congress,” Galace said.

Last October, WE ACT 1325, All-Out Peace, PILIPINA and Philippine Misereor Partnership Incorporated (PMPI) launched a signature campaign at the Congress committing legislators

to pass the BBL under the Aquino administration. Cong. Rufus Rodriguez, alongside other peace champions in both the Senate and the House of Representatives, has kept faith that the challenges in the plenary floor will be hurdled and that they will continue attending sessions to take up the BBL. Galace also appealed to the Filipino people to play their part on the peace process by pushing their representatives to continue the plenary discussions on the BBL and put the Bangsamoro peace process on their agenda before their term ends. “The passage of the BBL does not only concern the people in Mindanao but the whole country. Various CSOs, non-government organizations (NGO) and sectors of the society are campaigning

for the enactment of this law. We are not alone in this fight for peace.”

Solons vow to pass BBL under Aquino admin

Several House members reaffirmed their commitment to the BBL passage, last October, in line with efforts by the government and Mindanao stakeholders to establish genuine and meaningful Bangsamoro autonomy before the end of the term of President Benigno S. Aquino III in 2016.

“We are committed to the following: 1. Expeditious and principled debates on the substitute bills towards the legislation for meaningful Moro autonomy; 2. Passage and approval of the Basic Law for the Bangsamoro region in the 16th Congress,” the statement, which was signed by House Deputy Speaker and Lanao del Sur 2nd District Representative Pangalian Balindong, read.

Also signatory to the statement were Davao del Norte 1st District Representative Anthony del Rosario; Misamis

Occidental 2nd District Representative Henry Oaminal; Batanes Representative Henedina Abad; Party-list representatives Ibarra Gutierrez of Akbayan; Reymond Democrito Mendoza of TUCP; and Sitti Djalia Turabin-Hataman of Anak Mindanao.

“Recognizing our moral, public and constitutional duty to enact public policies for sustainable peace and development in Muslim Mindanao, [we are] aware that the 1987 Constitution has mandated the legislation of meaningful autonomous governance in Muslim Mindanao as one of the means for attaining (these objectives),” the solons stated.

“Defining meaningful autonomous arrangement as one that vests the Bangsamoro autonomous region with clear and workable powers, structures and processes towards real political and fiscal autonomy and relevant justice and security mechanisms is our commitment,” the group added.

importance of the government’s 2014 negotiated peace accord with the Moro Islamic Liberation Front (MILF) in establishing a regional government to replace the current Autonomous Region in Muslim Mindanao (ARMM). “[We consider] the peace agreements with the Moro revolutionary groups and in particular the Comprehensive Agreement on the Bangsamoro (CAB) as

roadmaps in the development of meaningful autonomy.” “We believe that the development of autonomy is evolving and incremental thus the imperative to build on the gains already achieved than postponing the legislation of Moro autonomy to an uncertain future,” the statement concludes. (OPAPP)

Aid for displaced Lumads in Surigao del Sur continues

QUEZON CITY -- Some 574 families or 2,793 persons from Surigao del Sur affected by the civil unrest in the province continue to re-ceive the converged services of concerned government agencies, non-government organizations (NGOs), and the local government unit (LGU), according to the Department of Social Welfare and De-velopment (DSWD).

The government and non-government organizations (NGOs) continue to ensure the safety and well-being of those who are still staying at the three evacuation centers as the civil unrest in the province is being resolved. As of last week, close to P7.5 million worth of relief assistance has been provided to the displaced families from the combined resources of the Department of Social Welfare and Development (DSWD) with P2.7 million, P2.1 million from other government agencies and private individuals/institutions, P1.5 million from NGOs, and P1.1 million from the LGU. The DSWD reiterated it has enough relief supplies to augment the resources of the LGU of Surigao del Sur for the evacuees. To maintain hygiene in the evacuation centers, additional latrines were constructed by the International Committee of the Red Cross (ICRC) and are now being used by the evacuees inside the SDS Sports Center in Tandag City. On the other hand, a consultation dialogue with 27 community leaders was conducted by the DSWD-Field Office CARAGA to enable the

evacuees to avail of the Cash-for-Work (CFW) and Food-for-Work (FFW) programs while at the evacuation center. Qualified evacuees will render CFW and FFW activities such as declogging and making of canals, gravelling, weeding, and grass cutting. The Field Office and the Provincial Social Welfare and Development Office are now preparing the proposal for the CFW and FFW. The DSWD Field Office is also consolidating the list of children-evacuees who will be granted college scholarship by the Commission on Higher Education (CHED) and other agencies. Social workers from the DSWD-Field Office and from the LGU hold continuous dialogue with community leaders to determine how the evacuees can be further assisted. (DSWD)

BUTUAN CITY– As part of the activities for the yearly celebration of the Mindanao Week of Peace, the Diocese of Butuan through the Commission on Services, in cooperation with the Caraga Con-ference for Peace and Development (CCPD) together with the Muslim Communities, Indigenous Peoples and different stakehold-ers in the region held the ‘Climate Solidarity Prayer March’ on No-vember 29, 2015, 5:00 a.m. at the city’s Guingona Park.

Bishop Pueblos revealed that on November 29, 2015, hours before the meeting of world leaders in Paris for the Conference of Parties (COP) 21 Climate Summit, over a million people will also gather in over 2,000 cities around the world for a historic Global Climate March. “The Global Catholic Climate

Movement (GCCM) has enjoined every Catholic and non-Catholic to participate in this event. We fervently pray that this climate scenario will not worsen and encourage the renewal of our relationship with God’s creation, for current and future generations,” discoursed Bishop Pueblos.

TANDAG CITY, Surigao del Sur – The Department of Trade and In-dustry (DTI) here has made public the average prices of basic ne-cessities, prime commodities, construction supplies, and “Noche Buena” products in Tandag City for November 2015.

Romel Oribe, DTI provincial director, said it was “part of DTI’s mandate to protect and promote responsible consumerism.” Through the trade and industry division (TID), the director came out with the lists of virtually all commodities being monitored, specifying therein the “Size” and the corresponding “Average Price This Month.” Media was tapped with the

understanding that they “can be of assistance in disseminating this information to the general public.” Meanwhile, the same office had likewise furnished media a copy of “information materials which can be of helpful tips to responsible consumers.” Noticeably, these tips had something to do with shopping. “Exposed to a variety of goods

To save time in locating products, familiarize yourself with the arrangements of

stocks in the stores where you frequently do your shopping; To avoid missing special, genuine sales, shop systematically up one aisle and down the other; Keep a sharp eye for special price reductions of products which can be reserved for future use; and Be alert for low-budget, economical but nutritious recipes and other consumer product information. Go for quality, not for quantity were only some of the top tips, a dozen of them, that the DTI chief had shared.

Zambo City sectors agree on gov’t West PHL sea position, yet issue needs to reach grassroots

SanchezZAMBOANGA CITY (PIA) – In a focused group discussion (FGD) held after a forum on the West Philippine Sea (WPS) issue in a local hotel here last November 26, representatives coming from different local sectors agreed on the validity of the government’s position in our claim on the disputed waters, yet they emphasized that the government should take more steps in informing the citizens on this sensitive national issue.

Fr. Sebastiano D’Ambra of the Silsilah Dialogue Movement for his part said “the reality is we have so many problems in Mindanao alone, but the (West Philippine Sea) issue is still very important and we have to be informed about it”. A representative from the fisheries sector commented: “We have to have a larger audience for this issue. Other communities do not even know about what the country is fighting for.”Earlier that day, Foreign Affairs

Assistant Secretary Charles Jose briefed the forum participants on the Philippines’ position on the West Philippine Sea issue. He emphasized that the Philippine claim is based on international law, the United Nations Convention on the Laws of the Sea (UNCLOS) with China itself as one of the signatories, as opposed to China’s historical claim and the 9-dash line. “The international community recognizes our assertion,” Asec. Jose pointed out.

The FGD participants agreed that government action on the WPS claim is adequate, however, “it should plan for the worst”, shared by Major Franco Rafael Alano of Western Mindanao Command (WESMINCOM). “We should think way ahead,” he added. The participants were also in agreement that the Philippines should maintain a “diplomatic stance” in dealing with the WPS issue. “China has been steadfast in their position, but we on the other hand have always fought for

what is rightfully ours,” another participant said. Meanwhile, even if the international tribunal will rule in favor of the Philippines’ claim, the participants showed concern over who will enforce said ruling. Asec. Jose explained that in such a case, China has to abide by pressure from the international community. “If they will accede with the international court’s decision, they will be deemed as an international outlaw. Of course, they would not want that,” Asec. Jose said.

DIPOLOG CITY (PIA) – “Everything you can imagine, you can do and whatever you dream will come true,” Mayor Evelyn T. Uy told girl scouts coming from Dapitan and this city during their 27th Council-Wide Encampment on November 26-30 at the Dipolog City Sports Complex, Olingan.

In her speech, Mayor Uy motivated the children to be the next crop of good leaders and the future innovators of the country.She encouraged the children to achieve their dreams and think what they can do for the country like Aisa Mijeno, a young Filipina engineer who invented a lamp powered only by water and two spoons of salt.Uy also then congratulated the implementers of child-development programs for the various awards and recognition given to the city such as being a Child-Friendly City Hall of Famer in 2013. In September 2014, the National Council for the Welfare of Children conferred the city with the “Seal of Child-Friendly Local Governance”. Dipolog City also honed in the Hall of Fame of the Department of Health’s Red Orchid Award for its relentless campaign to keep our city tobacco-free, the Gawad Galing Pook Award and the Seal of Good Housekeeping.Uy stressed that these developments are happening

because “we are putting children’s welfare and their future at the heart of our governance program”.Meanwhile, during the encampment period, various activities such as torch parade, acquaintance party, Voices against Violence facilitated by Dipolog City police, Personality Configuration (an activity concerning good grooming), Master Chef cooking sardines dishes, City tour, Obstacles games, Tita’s Night and Camp Fire were held and participated in by the campers themselves.”These various activities are for them to develop and make them better citizens in our community,” Amy Gayle Bagatoan of the Girl Scouts of the Philippines’ (GSP), Executive Council said.The 27th Girl Scout Council Wide Encampment is an annual activity of the Girl Scouts of the Philippines (GSP) participated in by elementary and secondary schools from Dipolog and Dapitan City Division anchored in a theme: “Imagine, I achieve, I serve.”

Davao architects eye Datu Bago monument

DAVAO CITY- A lo-cal chapter of the United Architects of the Philippines (UAP) is planning to build a monu-ment to Datu Bago, the local chieftain who ini-tially fought Span-ish encroachment in the 1800s.

Ericson Europa UAP dis-trict director said the Datu Bago monument was conceptualized by a newly formed Datu Bago chapter, one of the UAP chapters in Davao City. “The group want-ed to honor the person to whom the chapter was named so they thought of having a monument.” Europa said. director said the Datu Bago mon-ument was conceptualized by a newly formed Datu Bago chapter, one of the UAP chapters in Davao City. “The group wanted to honor the person to whom the chap-ter was named so they thought of having a monument.” Europa said. Being UAP members they are supporting initiatives of fel-low UAP chapters. The group has asked the support of the City Government particularly the City Environment and Natural Re-sources Office (CENRO) who is in-charge in the upkeep of parks and monuments in the city. CEN-RO head Engr. Elisa Madrazo in turn has asked the help of the Davao Historical Society Founda-tion as to where the monument will be placed. Engr. Manuel Mendros, DHSF board of director said that he will be recommending that the monument be placed near the University of Immaculate Con-ception campus in Bankerohan, Mendros said that this was Datu Bago’s stronghold. Datu Bago was a chieftain from Sulu who fought the expe-ditionary force of Don Jose Oy-anguren who wanted to officially establish Spanish authority and create a Christian settlement in

Davao during the mid 19th cen-tury. Mendros said he is recom-mending that the group build a diorama type of monument to depict the battle between Oyan-guren and Datu Bago. He esti-mates the monument could have an area of at least 50 square me-ters. Currently there is no monu-ment to Datu Bago who is widely regarded as a local hero for fight-ing Spanish colonization. Datu Bago was eventually vanquished in the battle and Oy-anguren was able to build a set-tlement that became the nucleus of Davao City, one of the most progressive cities in the country. Panabo City Mayor delivers State of the Chil-dren AddressPANABO CITY, Davao del Norte- In celebration of the children’s month last Nov. 10, 2015, the City Government of Panabo in co-operation with the Council for the Protection of Children under the DSWD organized an event called State of the Children Address with a Theme: ”Komunidad at Pamahalaan, Magkaisa, Pang-aabu-so sa Bata Wakasan na.” The City Mayor of Panabo Engr. James G. Gamao delievered his State of the Children Ad-dress. He thanked the agencies and offices of the government and private sectors in giving im-portance to the children espe-cially in Four (4) Primary Rights of the children which is the Sur-vival, Development, Protection, and Participation. On Health and Survival Issues the City Health Office focused on mental care, child care, exclusive breastfeed-ing, immunization,and environ-mental sanitation. In relation to Child Protec-tion, the City Council for The Pro-tection of Children formulated an action plan last 2014 which are City and Barangay Ordinances imposing curfew hours; con-duct symposium on Drug Abuse Prevention, Rehabilitation and Treatment. services for the elderly, women and children in cases of abuse.
