The provincial health team andvolunteerswereheadedbytheprovince’sbudgetofficerLynetteEstandarte.Theyalsoconductedreliefdistributionandfree

medical and dentalmission in somevillagesofSultanKudarattown. Estandarte said, the provincialgovernor allotted 221 sacks of NFAiron-fortified rice for Sultan Kudarat.Of these 120 sacks have already givento the constituents on Barangay Limboand Gang. Palace says Framework Agreement with MILF constitutional

Malacanang expressed optimism on Tuesday that the Framework Agreement signed by the government

and the Moro Islamic Liberation Front (MILF) will pass constitutional scrutiny.

Malacanang echoed this statement as two petitions were filed before the Supreme Court questioning the constitutionality of the draft Framework Agreement.

One of the petitions was filed by lawyer Ely Pamatong asking the high court to stop the implementation of the agreement. He also wants President Aquino to explain the peace deal.

In a regular press briefing in Malacanang on Tuesday, Deputy Presidential Spokesperson Abigail Valte said the government peace panel negotiation with the MILF was made after having taken into consideration the failed memorandum of agreement on ancestral domain during the Arroyo administration.

“The panel was very mindful of what had happened in the past, and that every step they took was mindful of the mistakes of the past. We are confident that it will pass constitutional scrutiny,” Valte said.

Pamatong, a nuisance candidate in 2004 presidential poll, said the government peace panel committed grave abuse of discretion, arguing that the Constitution only provides for the Autonomous Region in Muslim Mindanao and the creation of a “Bangsamoro” is nowhere cited.

Pamatong claimed that the peace panel “usurped the power of Congress to enact, amend or

repeal laws vested on it by the Constitution.”

The government and the MILF signed the Framework Agreement for Mindanao peace on Oct. 15. President Aquino, Malaysian Prime Minister Najib Razak and MILF chair Murad Ebrahim witnessed the signing in Malacanang.

In 2008, the Supreme Court struck down the memorandum of agreement on ancestral domain declaring it unconstitutional. The high court’s decision enraged some groups within the MILF, attacking villages that resulted to several casualties.

DIPOLOG CITY - A motorcade around the major thoroughfares here was held Sunday to mark the start of the observance of press week which culminates on Dec. 8. Some 30 media practitioners from the different print and radio outfits attended the motorcade that preceded a short program at the

Dipolog Boulevard. Speaking at the opening program, Mayor Evelyn T. Uy encouraged the press to take

an active role in supporting all initiatives/efforts that aim to protect the environment and/or mitigate the effects of climate change. Uy told the media men that the city government has intensified its campaign for proper waste disposal throughout the city. She even recalled that the place where the boulevard now stands was once occupied by squatters who indiscriminately threw their wastes into the sea, polluting the shorelines in the area.

The boulevard is now the favorite hangout for those who want to watch the sunset and savor the cool sea breeze. Mayor Uy has issued last Nov. 19 an executive order declaring Dec. 2-8, 2012 as press week in the city “in recognition of the important role played by the fourth estate in a democratic society.” The weeklong celebration was spearheaded by the Zamboanga del Norte Press Club with the theme, The Press: Democracy in Action.

Zamboanga City - Hundreds of city government employees crowded the streets as they participated in the lantern parade held last night as opening salvo to the city’s annual Christmas festivity dubbed as “Pascua na Zamboanga” (Christmas in Zamboanga).

“The Pascua na Zamboanga is one of the most celebrated festivals and celebrations in the city that makes the celebration of the birth

of the Lord Jesus Christ even more meaningful,” Sheila Covarrubias, City Information Officer, said in a press statement.

“Mayor Celso Lobregat lead the city government officials and employees in a lantern parade to usher the merry month of the year,” Covarrubias said. The parade started at Ledesma Street down to Plaza Pershing where the opening program was conducted. “Anchored on the theme, “Celebra kita el Pascua con alegria na Ciudad de Zamboanga”(let’s celebrate Christmas with fun in the City of Zamboanga), this year’s two-week Christmas festivity starts with the ceremonial switch on of the Christmas lights that adorn the façade of City Hall, the giant Christmas trees and decors at Plaza Pershing, Plaza del Pilar and Paseo del Mar,” Covarrubias said. Part of last night’s opening activity of Pascua na Zamboanga was

the magnificent fireworks display at Plaza Pershing that delighted the spectators. Also part of the program was the presentation of Christmas carols by the city government employees (by clusters) and many other presentations that were reflective of the Yuletide season. “Other activities during this two-week Pascua festival are the best dressed Santa Claus competition, canciones de Zamboanga, lantern competition, the best Christmas landmark competition and Christmas Food festival to name a few,” Covarrubias enumerated. “The opening of Pascua na Zamboanga festival comes a day after the Catholic Church celebrated the first Sunday of advent,” she said.

Typhoon Pablo hits Davao Region inflicting damage to life and property

Davao City eyes hosting of APEC 2015by Rudolph Alama

DAVAO CITY-Davao City is eyeing the hosting of a significant meet-ing in the Asia-Pacific Economic Cooperation (APEC) Summit this 2015. A delegation from the APEC secretariat visited the city last November 28 to look into Davao City’s facilities particularly the accommodations, venue and other infrastructure. The country was chosen to host the APEC 2015 Summit during this year’s APEC Summit in Russia held last September. DIGOS, DAVAO DEL SUR– Several residential houses along the coastal barangays in two towns in Davao del Sur were damaged after a storm surge generated by Typhoon Pablo hit the affected areas at dawn today. In Don Marcelino, some 58 houses in four coastal barangays were totally damaged and 20 were partially destroyed, affecting 79 families with 395 individuals. Maia Johnson, chair of Don Marcelino Municipal Disaster Risk Reduction and Management Council, said the preventive evacuation done yesterday spared the residents from being harmed, as she reported no casualties. Johnson said the affected residents have evacuated to safer grounds such as in schools and barangay gymnasiums. 5 farmers’ groups get free hermetic cocoons from DA 12By Dani DoguilesKORONADAL CITY, South Cotabato -- Five farmer groups in General Santos City and South Cotabato have received free hermetic cocoons from the Department of Agriculture (DA) 12.

September last year to help improve the agency’s ongoing campaign against the spread and attacks of various farm pests.

Members of the teams are responsible for monitoring of pest and diseases in their areas of responsibility to ensure immediate detection and interventions in cases of attacks.

They report these incidents to RCPC and the agricultural offices of local governments in their areas.

Application of pesticides and insecticides to prevent pest damage would also come from the recommendations of the Bantay Peste Brigade.

South Cotabato provincial agriculturist Reynaldo Legaste in an earlier interview underscored the importance of brigades especially in the prevention attacks

of pests like rodents, Brontispa, corn borers, and many others that could cause havoc on the farmers’ production and income when left uncontrolled.

Recently, brigades in nearby Tampakan town have reported rice black bug attacks along the town boundary with Koronadal City.

At the gathering, DA 12 regional executive director Amalia Jayag-Datukan said, integrated pest management is one of the most important aspects that farmers need to consider.

When farmers are well trained in the proper management of pests and diseases they are likely to earn more from their farms, she said.

As a highlight of the forum, farmers were tested on their knowledge as pest scouts through contests including creation of “ammunitions”

against specific insect pests, quiz bee and insect identification. There was a contest in ADUSAY (Awit, Dula at Sayaw). Winners received cash prizes.

Three carabaos, 2 hand tractors, 100 plastic tarps, 10 plastic water drums were also raffled off.

Melbert Orquia of T’boli and Norie Ferrer of Tampakan, all in South Cotabato as well as Eduardo Lopez of Columbio, Sultan Kudarat won one carabao each.

Analyn Seguisa of Matalam, North Cotabato and Josefina of Lambayong, Sultan Kudarat got the hand tractors.

A hermetic cocoon is a storage system where grains are placed inside

an airtight container, which stops oxygen and water movement between the outside atmosphere and the stored grain.

It can be used for paddy, brown rice, and other cereal crops

such as corn as well as coffee.

According to a literature from the International Rice Research Institute (IRRI), hermetically sealed grain storage systems improve grain quality and seed viability because they maintain the original storage moisture content and reduce

pest damage without using pesticides.

North Cotabato town pilot tests barangay profiling systemBy Aida AgadKORONADAL CITY, South Cotabato -- The local government of Makilala pilot-tested one barangay in its municipal-wide profiling system aimed to promote transparency in local governance.

The barangay profiling system is also part of the effort of the local government under Mayor Rudy Caoagdan to make residents informed of its policies and services and other initiatives.

Last November 22, the LGU tested four sets of simplified forms that cover the individual family profile, community general information, basic infrastructure status and needs, and community governance practices.

The pilot run was conducted in Barangay Leboce, with the smallest population of about 100

families, as compared to the other 37 barangays of Makilala, a report reaching the Philippine Information Agency said.

The final profiling forms and the conduct of the profiling system will cover all the barangays of the Municipality early next year.

Family profile form includes the essential information of the family, and the four elements that affect human security. These include economic sufficiency, social security, peacefulness, and good governance.

The simplified forms

were crafted from the standard profiling forms being applied by agencies like the social welfare, health, and local government, the report said.

Data generated from this profiling activity shall be used in the barangay-approach program of the LGU set to commence early next year.

The barangay-approach program will bring all the services of the LGU to the barangay, and implement services and projects identified by community people as their priorities, within a short period of time.
