1 INTRODUCTION & BACKGROUND OF CONSULTATION

The Government of the Punjab, with the financial assistance of the World Bank, is implementing

the “Punjab Cities Governance Improvement Project (PCGIP). The project is focused at

strengthening of systems and governance improvement for enhanced service delivery and is

being implemented inn five large cities i.e. City District Governments (CDGs) of the Punjab

which include Faisalabad, Gujranwala, Lahore, Multan and Rawalpindi. The project utilizes the

results based approach and is consistent with this focus. The disbursement decision is based on

achievement of pre-specified results, referred to as Disbursement Linked Indicators (DLIs),

determined with the Government of Punjab.

The project has been segregated into three components i.e. Performance Grants, Project

Implementation and Capacity Building, and Contingent Emergency Response. Component 1

focuses on two areas of urban governance and is aligned with seven (7) disbursement linked

indicators (DLIs).

The first sub-component addresses resource planning and management, seeking to improve

decision-making, consolidate fragmented revenue sources and strengthen resource

mobilization; DLIs 1-4 are linked to this subcomponent. The second sub-component addresses

transparency and voice in the preparation, monitoring, and evaluation of plans and programs in

urban areas. DLIs 5-7 have been linked to this subcomponent.

DLI-1 focuses on “Improved Resource Planning and “ Capital Enhancement” which entails the

development of a GIS based Asset Inventory and Management System as well as a "Medium

Term Integrated Development and Asset Management Plan (IDAMP)" for CDGs and WASAs.

IDAMP, nonetheless, will be an instrument of shifting the paradigm of annual planning to

medium term basis in the City District Governments and their entities with a real focus on the

effective management and control of assets and resources. It will, hence, be a panacea to the

issues of disintegrated approach, disjointed planning, inadequate care of infrastructure and

poor service delivery, and because it will inculcate the concept of coherent thinking embodied in

the integrated budgeting and planning based upon future vision for sustainable development

through efficient management of assets and prudent allocation of resources.

The proposed participants of the Consultative Session were as follow:

Water & Sanitation Agencies: MDs, Directors Planning, Directors Finance

Departments: Representatives from Planning & Development Department, Local Govt. &

Community Development Department, Housing, Urban Development & Public Health

• To share, discuss and finalize the IDAM forms.

• To discuss the Manual for Medium Term Integrated Development & Asset

Management Plan

• To get nomination of focal persons from CDGs and WASAs for data collection and

discussion on IDAMP Process

• To Finalize the timeline for Preparation of IDAMP

3 PROCEEDINGS OF THE SESSION

The Consultative Sessionon Manual for Medium Term Integrated Development & Asset

Management Plan(IDAMP) was held at Committee Room of The Urban Unit, Shaheen Complex,

Lahore on April 27, 2015, there were 21 participants from CDGs, & WASAs from Districts

Faisalabad, Gujranwala, Lahore, Multan and Rawalpindi and Urban Unit. The detailed List of

Participants is attached as Annexure. A

The workshop was formerly started with a round of introduction. Dr. Nasir Javed, Chief

Executive Officer of the Urban Unit welcomed the participants and describe objectives of the

assignment that Cities are to prepare Medium Term Integrated Development and Asset

Management Plans (IDAMP). The preparation of these plans will be coordinated at the city level

and will be based on integration of the capital improvement and asset maintenance plans of the

city and its entities. The planning will be for a three-year period, with the first year detailed to

form the annual budget for that year. These plans will be updated each year for a three-year

period on a rolling basis. This will help improve the consistency of development and asset

maintenance plans across the city space and for all services, and to prioritize and rationalize

investment decisions on a periodic basis, and purpose of the workshop briefly.Then agenda of

the workshop was proceeded.

4 PRESENTATION &DISCUSSION ON MANUAL FOR MEDIUM TERM

Presentation on Manual for Medium Term Integrated Development & Asset Management Plan

(IDAMP)for CDGs&WASAs) was given. A brief description on Manual for Medium Term

Integrated Development & Asset Management Plan (IDAMP) was given to the Consultative

Session’s participants. Background &Objectives of the assignment(DLI 1-Resource Planning)

were also emphasized that CDGs and WASAs will prepare Integrated Development & Asset

Management Plan (IDAMP), to support CDGs in devising to maintain, rehabilitate, replace and

create new assets to increase and maintain their level of service delivery.

To develop IDAMP is a deeply analyzing endeavor which was needed seriously. In this whole procedure the accuracy of data is very important thing and is very satisfying that Urban Unit is doing its best in this domain. The underground infrastructure which is being marked in Un Urban Unit, after its completion should be verified from Director P & D of WASA Lahore for its ultimate accuracy.

It is expressed that due to audit and accounts standards compliance issue, WASA Faisalabad was planning to make such software itself, but we are satisfied that the Urban Unit is working over it and we need not to work ourselves on it. In my opinion, to make this system a success story, is appropriate to do the assets revaluation of WASA Assets by expert evaluators before start of working of this software. Further specific staff of each entity should be identified and trained well in time by conducting special sessions. It is pertinent to mention here that due to ban on purchase of IT equipment is difficult for WASA to purchase new computers and IT devices for this system. It is my suggestion that a minimal level of IT equipment should be provided for this. On the whole the software is satisfactory and efforts of Urban Unit are praiseworthy.

This session is the continuity of IDAMP I which inventory has been completed by WASA & CDGR. This data has been entered in the computer program. Form 1 reflects the asset inventory has already been completed. Annex-II relates to Level of Service Delivery with target. However, the present level of service updated on basis of gestating with accurately measured or assessed. This needs to be improved. Annex-3 can easily be assessed. Annex-4 required some time as most asset are inter-related and segregation required for salaries, operational and R & M Cost. Annex-5 also required time for assessing cost.

In this session it is well explained that how assets of entities will be managed & GIS based Asset Inventory will be prepared. Major problem is faced in depreciated cost of asset. Level of service will be improved by following :

The Guidelines. By the study of condition of present assets, It can be predicted in which area of improvement is required by operation & maintenance, where the new installation should be done. By energy audit study we can save the capital & finally we can take steps for improvement in Loss (Level of Service)

It is suggested that such consultative session be arranged at district level as well. So that the information be conveyed at the implementation level. CDG Gujranwala ensures its full support & cooperation for implementation of the project.

After implementation of IDAMP WASAs will be able to increase their service delivery and save resources. In conclusion we simply can say that a meaningful and conceptual session has been conducted.
