Referee Assessment and supporting referee documents

The referee assessment and referee supporting documents were reviewed by the SOOC and updated in September. The Referee Assessment document is now organized in three sections to support the developing referee, mentor referee and evaluator.

3. Pre-Session Checklists (page 5 to 7)

The SOOC re-organized the supporting documents for referees with the following documents

Referee Pre-Meet Guidelines that outlines the duties before the start of a session for a referee

and the general briefing flow.

Inspector of Turn positioning

Judge of Stroke positioning - 1 per side

Judge of Stroke positioning - 2 per side

These documents were presented at the 2018 Officials seminar and evaluator educational session held September 22. The full presentation is posted on the Swim Ontario website HERE.

Evaluator webinar For those that were unable to attend the evaluator educational session at the Swim Ontario conference, the SOOC has organized a webinar to review the material. The webinar will be held on Tuesday, November 20 starting at 7:30 PM. Registration is required by Fri. Nov. 16 and is open to all Level V officials (evaluators and mentor referees). Registration is required with the service provider for the webinars. Register at https://form.jotform.com/83076158173258.

Facility Rules related to Dive Starts The new Swimming Canada Facility Rules are now published as a separate document from the Swimming Canada rule book and can be found HERE. Dive Starts are allowed from the starting platforms and deck/bulkhead or, if depth is insufficient an in-water only start is allowed. The Swimming Canada rules now cover these different types of starts.

• All meet packages will need to define what type of dive will be conducted at the competition. The highest level of dive is outlined in the meet package, however, novice and developing swimmers may choose a lower level dive or in-water start. As an example, provided the depth is sufficient for dives from the platforms (blocks) a swimmers is allowed to start from the deck or an in-water start.

Para swimmers Meet Managers now have the ability to produce a para classification swimmer report from the Meet Entry Management page. The report provides meet managers with the classification and exception codes for all Canadian para swimmers entered in their competition (via the online entry system).

From the meet manager account. Go to Meet List and click on View Entries “loop” for a particular meet. Scroll to the right and click on Para Classification Report (top right).

Meet Managers can export this report and share with the Competition Coordinator and Session

Referees.

Coach Compliance at Competitions

Beginning November 30, 2018, meet managers will cross reference the list of coaches in attendance at

their competition with the Swim Ontario Compliancy lists. If a coach is not on this list, meet

management is obligated to enforce the Swimming Canada policy and not permit that coach to attend

meet. Meet management will forward Swim Ontario a list of coaches who they have found to be in non-

compliance

Name badges and Official material

A reminder to clubs that Swim Ontario will now be awarding a Swimming Canada rule book to all new Level III beginning this season. Name badges will no longer be provided. Name badges and other material for officials can be ordered through the Merchandise Order Form. Name badge orders are placed on the first business day of the month. Also available are certification cards, official’s certification pins, 10-year service pins, red polos, and rule books.

Less than 1.2m No Diving, in water starts only

1.2m – 1.35m Diving from the permanent deck or bulkhead where the height is not more

than 0.35m from water surface is permitted.

High Speed Video Training As part of our continued success in hosting competitions at the Toronto Pam Am Sports Centre, Swim

Ontario has scheduled some High Speed Video (HSV) training during the Youth Cup meet Dec. 8 to 9,

2018.

There are 3 upcoming competitions that will use HSV:

Ontario Junior International (OJI) – Dec. 14-16, 2018

Canadian Swimming Trials – Apr. 3- 7, 2019

Ontario Swimming Champs (hosted by Whitby Dolphins) – June 27-30, 2019

High Speed Video is used in competitions in place of timers. It is the backup to the electronic touchpads.

High Speed Video operators determine times while watching video of the finish of a race. Trainees

should be comfortable with computers. Attention to details is an asset. Learning the operation of the

HSV and determining times takes practice and is best done during a competition. Trainees can signup

for more than one session. Trainees are asked to sign up for the training if they are also willing to help

at some sessions at Canadian Swimming Trials (April 2019) and Ontario Swimming Champs (June 2019).

Appeals of Referee's Decision / Jury of Appeal We would like to remind Meet Managers and Competition Coordinators that copies of completed Appeal Forms should be submitted to Swim Ontario following any sanctioned competition. CGR 9.3.1.5 The Chairperson of the Jury shall make a formal written record of the proceedings, (Jury Record), including a description of the incident, the initial decision and protest, the jury members, the witnesses called, the final decision rendered and a brief description of its rationale. All members of the jury shall sign the "Jury Record". One copy shall be provided to the protestor and one copy, along with the original protest form and other pertinent data, to the Swimming Canada/PS office along with the official meet results. This requirement is re-enforced in the Swim Ontario Meet Manager Checklist alongside incident reporting. The rules covering Protests (GR 9.2) and Jury of Appeal (GR 9.3) are essential parts of a healthy officiating system with checks and balances. Reviews of Appeals Forms permit Swim Ontario and the SOOC to ensure that our provincial officiating is operating effectively.

Officials Clinics All officials’ clinics have been updated by Swimming Canada and can be found HERE. Powerpoint presentations are available by contacting [email protected]. As part of the continued updates for officials’ clinics, Swim Ontario has created an online form to collect feedback from instructors on clinics. Click HERE for details. Details on hosting clinics can be found at http://www.swimontario.com/page.php?id=2991 . A reminder that clinic registration is required for all clinics conducted in Ontario. Clubs or instructors can register the clinics HERE.

Guidelines and Requirements for Officials Clinics presentations:

A Level II Official may present only the Level I Clinic with a Level IV or V Mentor present A Level III Official may only present

o the Level I Clinics, without a Mentor present. o Level II Clinics with a Level IV or Level V Mentor present o If a Level III Official wishes the clinic to have a sign-off to count towards Level IV

Certification, then a Level V Mentor must be present and observe the clinic presentation before signing the Officials Certification Card.

A Level IV Official may present any of the Level I and Level II Clinics without a Mentor. o If a Level IV Official wishes the clinic to have a sign-off to count towards Level V

Certification, then a Level V Mentor must be present and observe the clinic presentation before signing the Officials Certification Card.

A Level V Official may present any of the Level I or Level II Clinics and the Referee Clinic without a Mentor.
