 DEFINITIONS  OF  AREAS  AND  BOATS    Corridor.    The  area  along  the  sides  of  the  Race  Course  between  the  Virtual  Boundary  and  the  Exclusion  Zone.  

Marshals  Boats.    Boats  enforcing  the  Exclusion  Zone  and  Corridors.  

Exclusion  Zone.    Zone  inside  the  lines  created  by  the  Stake  Boats  where  only  Flagged  Vessels  are  allowed.  

Flagged  Vessel.    Boat  that  has  an  official  America’s  Cup  Flag  and  has  specific  duties  in  the  Race  Area.  

Mark  Boats.    Boats  that  define  the  Race  Course  and  the  Race  Yachts  go  around.  

Medical.    Boat  Carrying  rescue  divers  and  medical  staff  on  standby  for  emergencies.  

On  Water  Operations  Director.    (OWOD)  Harold  Bennett  

Photo.    Boats  carrying  photographers  and  media.  

Race  Area.    The  entire  area  where  racing  can  take  place.

 POSITIONS  DURING  THE  RACE    Regardless  of  these  instructions  the  On  Water  Operations  Director  and  the  Principal  Race  Officer  have  the  authority  over  all  Flagged  Vessels,  including  removing  the  flag  privilege.    Team  VIP  Super  Yachts  and  other  Super  Yachts  Before  the  start  Take  position  in  the  VIP  Area  no  later  than  45  min  before  the  start  and  remain  in  this  area  until  the  conclusion  of  the  racing.  No  anchoring  is  allowed  in  the  VIP  area  as  they  can  be  repositioned  quickly.    Communication  with  VIP  boats  will  be  on  VHF  67.    After  the  start  Maintain  their  position  in  the  VIP  Area  until  the  conclusion  of  racing  or  when  excused  by  the  OWOD.    Boats  that  have  left  the  VIP  Area  may  not  re  enter.    At  the  finish  Maintain  their  position  in  the  VIP  Area  until  the  conclusion  of  racing.    Larger  Boats  that  for  size  reasons  can  not  maintain  position  in  the  VIP  Area  will  be  given  a  position  prior  to  the  race  day  and  shall  hold  that  position  throughout  the  racing.    Team  VIP  RIB    Before  the  start,  after  the  start  and  at  the  finish  Are  to  remain  in  the  Corridor  just  inside  the  Stake  Boats.    They  may  move  up  and  down  the  sides  of  the  Corridor  obeying  the  speed  limit  of  5  knots.    They  can  at  no  time  enter  the  Race  Course  or  cross  the  Virtual  Boundary.    Race  Committee  and  Mark  Boats  Will  set  up  the  Race  Course  which  the  Race  Yacht  will  sail  on.  The  Virtual  Boundaries  and  the  Exclusion  Zone  will  be  defined  by  the  Race  Committee  around  the  Race  Course.    Before  Start  Race  Committee  will  be  in  the  Race  Area  assessing  wind  conditions  and  decide  where  and  at  what  angle  to  set  up  the  Race  Course.    At  start  and  during  races  Race  Committee  boat  will  be  anchored  at  the  start  line  and  conducting  the  start  procedure.  Mark  Boats  hold  position  when  the  Race  Yachts  round  them  but  can  change  position  or  remove  themselves  from  the  Race  Course.    Umpires  Umpires  will  follow  the  boats  and  umpire  during  racing.      Before,  during  and  after  racing  Umpire  Boats  can  move  as  required  by  their  duties  in  the  Course  Area  and  Race  Area.    Medical  and  Rescue  The  Medical  and  Rescue  boats  are  on  constant  alert  should  the  boats  suffer  any  emergencies.

 Before  start  Following  the  boats  and  taking  positions  behind  start  line  and  at  first  reaching  mark.    After  start  They  move  up  and  down  the  Corridor,  one  on  each  side  and  follow  the  fleet  to  minimize  time  to  action.    TV  The  TV  Boats  are  under  the  direction  of  the  Race  Committee  but  are  in  constant  contact  with  TV  Production  to  deliver  requested  images.    Positioning  can  vary  in  different  races.    Before  the  start  Behind  the  Race  Yachts  to  windward  or  leeward  at  the  start  following  them  along  the  first  reach.    After  the  start  Following  the  Race  Yachts  around  the  Race  Course  and  along  the  Virtual  Boundary.  TV  can  be  close  to  the  Race  Yachts  but  must  avoid  the  line  of  sight  between  Umpires  and  Race  Yachts,  Race  Yacht  to  Race  Yacht  and  Race  Yacht  to  Marks.    Team  Chase  Boats  Assisting  their  Race  Yacht  before  and  after  the  race.    Before  the  start  At  the  Preparatory  Signal  for  the  first  race  of  the  day,  a  Teams  Chase  Boat  shall  be  in  the  position  shown  in  diagram  Corridor  or  as  instructed  by  the  Race  Committee.    At  all  times,  a  Team  Chase  Boat  must  ensure  they  do  not  leave  the  Corridor  or  obstruct  TV  or  Photo  Boats,  unless  the  Race  Committee  has  given  permission  over  the  UHF  Radio.    After  the  start  May  travel  up  and  down  the  Corridor  to  remain  in  touch  with  its  yacht.    A  Team  Chase  Boat  must  ensure  it  does  not  leave  the  Corridor  unless  the  Race  Committee  has  given  permission  over  the  UHF  Radio.    Marshal  and  Stake  Boats  Stake  Boats  will  prior  to  the  start  take  positions  to  define  the  Exclusion  Zone.  Marshal  Boats  will  patrol  their  assigned  sectors.    More  information  in  Marshal  and  Stake  Boat  Operations  Instructions.    Photo  Will  operate  in  the  Corridor  and  be  at  predefined  areas  at  different  stages  of  the  race.    More  information  in  Photo  Boat  Operations  Instructions.

 SAFETY  AND  RULES  OF  CONDUCT    Safety  The  captain  is  responsible  for  the  safety  and  control  of  his/her  boat  and  all  persons  on  board;  and  the  conduct  of  his  vessel  in  accordance  with  maritime  law  and  good  seamanship.  Boats  must  be  operated  safely  at  all  times.    Speed  Restriction  A  speed  restriction  of  5  knots  apply  around  the  Race  Area.    Speed  restrictions  will  be  necessary  for  to  enhance  safety  for  the  spectator  fleet  and  to  reduce  the  effect  on  Competitors.  The  speed  limit  will  apply  when  the  Exclusion  Zone  is  set  up.  Boats  with  specific  instructions  in  the  Race  Area  are  exempt  from  the  speed  limit.  See  Boat  Descriptions.    Operating  Instructions  Observe  "The  Rules  of  the  Road"  at  all  times  and  obey  instructions  from  Maritime  Authorities.  The  On  Water  Operations  Director  will  be  aboard  the  Committee  Boat  and  will  give  instructions  to  spectator  vessels  through  VHF  Channel  67    This  channel  must  be  monitored  at  all  times  when  in  the  Race  Area.  Anchoring  is  not  allowed  in  the  Race  Area  since  the  Race  Course  can  change  quickly  depending  on  the  wind.    Other  Rules  of  Conduct  No  Flagged  Vessel  is  to  display  any  signage  on  or  around  the  course  area  without  the  approval  of  ACEA.    The  only  signage  that  will  be  approved  is  that  of  the  sponsors  of  the  Event  and  the  bona-­‐fide  sponsor  of  a  competing  team.    The  Event  Authority  may  approve  other  signage  at  its  sole  discretion.    In  order  to  ensure  that  the  rights  of  the  ACEA  and  the  competitors  are  protected,  the  Captain  of  each  Flagged  Vessel  will  ensure  that  no  one  on  that  Flagged  Vessel  uses  any  video  recording  or  broadcast  equipment  in  competition  with  the  rights  holders.    No  commercial  exploitation  in  television,  print,  internet  or  any  other  media  (as  news  coverage  or  otherwise)  or  photographs  or  video  taken  aboard  a  Flagged  Vessel,  or  transmission  of  any  audio  commentary  of  the  races  (including  cellular  telephone)  from  a  Flagged  Vessel,  may  be  made  without  the  written  permission  of  ACEA  except  by  authorised  media  with  rights  to  exploit  such  photographs,  video,  audio  commentary,  subject  to  the  restrictions  imposed  on  such  media.    EMERGENCY  PROCEDURES    ACRM  have  responsible  people  with  the  capability  to  deal  with  any  emergency  situation  both  ashore  and  on  the  water.      General  Public:  Where  an  emergency  response  is  required  report  to  the  On  Water  Operations  Director  immediately  on  VHF  Channel  67.

 The  OWOD  will  require  the  following:  •   Station  calling  •   Nature  of  the  incident  •   Your  position  The  OWOD  will  then:    •   Acknowledge  the  caller  •   Confirm  the  incident  •   Alert  the  required  response  unit  and  dispatch  to  position  given      Injury  on  Race  Yacht:  •   Person  with  Radio  on  board  will  call  Race  Committee  on  the  “Boat  Radio”  UHF  

Channel  8  (Race  Yacht  Channel)  or  UHF16  (Emergency  Channel).  •   Nature  of  the  injury  •   Your  position  •   What  assistance  is  required,  serious  injury,  not  so  serious,  can  treat  in-­‐house  (minor)    Race  Committee  Response:  •   Release  the  Team  Chase  Boat  to  attend  alongside  and  change  to  UHF  Channel  16  

(Emergency  Channel)    •   Medical  will  have  heard  the  call  and  will  be  prepared  •   If  assistance  is  required  Race  Committee  will  release  Medical  to  go  to  the    

position  given  •   Medical  will  communicate  via  the  “Boat  Radio”  on  UHF             Channel  16  for  further  information    •   Medical  will  stand  off  from  the  yacht  until  such  time  as  they  are  invited  by  the  yacht  

or  its  Team  Chase  Boat  to  come  alongside             OR  •   The  Team  Chase  Boat  will  bring  the  casualty  to  Medical  and  treat  the  patient  then    

advise  the  Race  Committee  of  the  course  of  action  to  be  taken.  e.g.  Patient  can  be  treated  and  returned  to  boat  5  mins;  evacuation  required  patient  would  not  be  returned  to  yacht.  

 Race  Yacht  Capsize  or  Collision    •   Person  with  Radio  on  board  or  the  Team  Chase  Boat  will  call  Race  Committee  on  the  

“Boat  Radio”  UHF  Channel  8  (Race  Yacht  Channel)  or  UHF16  (Emergency  Channel).  •   Inform  of  capsize  (most  likely  seen)  •   The  yacht’s  position  relative  to  the  nearest  mark.  •   Report  on  whether  crew  are  in  the  water  or  still  with  the  yacht,  What  assistance  may  

be  required  or  report  serious  injury,  not  so  serious,  can  treat  in-­‐house  (minor)    Race  Committee  Response  •   Release  the  Team  Chase  Boat  to  attend  alongside  (will  most  likely  be  responding)  and  

change  to  UHF  Channel  16  (Emergency  Channel)    •   Medical  and  Rescue  will  have  heard  the  call  and  will  proceed  to  the  capsized  yacht  

and  standby  50  metres  to  windward  of  the  capsized  AC45.    Crew  on  Medical  and  Rescue  are  prepared  to  enter  the  water  to  rescue  if  required  

•   The  Team  Chase  Boat  will  check  that  crew  are  safe  and  assess  whether  they  require  assistance  from  either  Medical  or  Rescue  

•   If  Medical  is  not  required,  the  Team  Chase  Boat  will  right  the  AC45  but  both  Medical  and  Rescue  will  remain  in  attendance  until  the  yacht’s  chase  boat  or  the  yacht  releases  them  to  return  to  the  “Reserved  Corridor”

   •   If  medical  attention  is  required  Medical  will  communicate  via  the  “Safety  Radio”  on  

UHF  Channel  16  for  further  information    •   Medical  will  stand  off  from  the  yacht  until  such  time  they  are  invited  by  the  yacht  to  

come  alongside  or  to  enter  the  water  for  a  rescue  •   Medical  will  attend  the  patient(s)  and  report  to  Race  Committee  the  status  of  the  

patient(s)     OR  •   The  Team  Chase  Boat  will  bring  the  casualty  to  Medical,  treat  the  patient,  then  advise  

the  Race  Committee  of  the  course  of  action  to  be  taken.  e.g.  Patient  can  be  treated  and  returned  to  boat  5  minutes;  evacuation  required  patient  would  not  be  returned  to  yacht.  

• If  evacuation  is  required,  On  Shore  Security  will  have  been  listening  and  will  have  alerted  all  required  services  to  receive  the  casualty  at  the  on  shore  evacuation  point.

Inside  Course  Area    MEETING  TIMES    Team  Chase  Boat  Drivers,  Friday  11th  May  1700hrs    Photo  Boat  Drivers,  Friday  11th  May  1700hrs    Team  VIP  RIB  and  Super  Yacht  Captains,  Friday  11th  May  1730hrs    All  meetings  to  be  held  at  ACRM  base  in  the  Event  Village.      FLAG  DISTRIBUTION  Flags  will  be  distributed  at  the  VIP  meetings.  Please  complete  Flag  Application  form  attached  to  this  document.    Flags  must  be  returned  to  the  ACRM  offices,  On  Water  Director  no  later  than  Sunday  20  May  1800hrs.      COMMUNICATIONS  Communication  from  the  Race  Committee  with  Race  Information  including  course  changes  requiring  spectators  to  move  will  be  on  channel  VHF  67.  VIP  boats  are  required  to  listen  on  this  channel.    Communications  with  Law  Enforcement  will  be  from  the  Committee  Boat  Representative  assigned  by  the  local  Law  Enforcement  who  will  be  aboard  whilst  the  Exclusion  Zone  is  active.    All  other  communications  between  ACRM  boats,  Competitors  and  between  Boats  and  the  Shore  will  be  by  private  UHF  channels  listed  below.
