RESOLVE Marine Group began as a mom-and-pop operation after I

bought my first tug, RESOLVE in 1980 (left). At the time that Exxon

Valdez ran aground in 1989, we were doing a lot of salvage work in

the Caribbean on various small freighters and island vessels. When

the OPA-90 regulations were established, I realized that we had to

offer services to comply with them if we wanted to remain in business

another 10 years.

To get involved in the market, we needed to have the ability to fight

tank vessel fires. In order to do this, we needed a firefighting team and,

as it turned out, the only way to establish one was to build a training

facility. We soon became the only salvage company with an in-house

firefighting team of experts who were also professional instructors.

While we realized the OPA-90 model had worldwide ramifications,

we decided initially to focus on the North American market. At the

time, we were the only SMFF provider that focused solely on offering

the best services in the U.S. As a result, we have a strong network of

22 depots nationwide, stocked with our own equipment at all times.

Once we established our U.S. capabilities, we applied our OPA-90

emergency response model worldwide. We now have operations in

the U.K., China, Singapore, India, and New Zealand offering our

comprehensive response efforts.

The most durable and reliable in emergency response, we build our

firefighting pumps, Lynx, Wolverine, and Badger with a positive

hydraulic priming system to enable priming within seconds. They

have industrial heat exchangers, carefully chosen to avoid the issue

of sediment buildup, and subsequent system failure. Unlike most

lightweight marine engines that corrode easily and are inept in

muddy waters, we design our pumps to handle deployment in any

situation. RESOLVE pumps are also oil lubricated, allowing them

to run for extended periods of time with minimal maintenance.

In even the most arduous conditions, all equipment is tested twice

annually. Our in-house manufacturers are available for support.

Our hydraulic power units (HPU) are custom built for safety

and performance in-house. They are skid-mounted, all-aluminum

constructed and are powered by a 6-cylinder, 174-horsepower

air-cooled turbo diesel engine. Our HPU engines are equipped

with a spark-free hydraulic starter, spark-arrested exhaust system,

and are capable of producing a maximum of 5000psi with a flow

rate of up to 56gpm.

Due to their intrinsically safe designs, these units can be operated

in hazardous environments, ensuring a sufficient base for all

lightering procedures.

Our emergency transfer and lightering systems employ hydraulic

submersible pumps built to handle petroleum products and

hazardous liquids. All pumps can be passed through standard

Butterworth openings. Pumps included in deployed systems are

selected for size, design and construction suitable to the volumes

to be handled, access to the tanks to be discharged, and chemical

properties of the materials to be pumped.

field supervisors, and marine firefighting staff exceed

industry standards due to our selective hiring process.

Our integrated network of resource partners include

emergency towing specialists, diving and salvage experts,

and pumping contractors.

T R A I N I N G

RESOLVE is the only SMFF provider to own and

operate its own training academy. Resolve Maritime

Academy trains our personnel extensively to prepare

them for maritime firefighting. Certified by Det Norske

Veritas (DNV), our academy trains over 3,000 students

annually and is known for offering customizable training

programs, even to external clients.

As part of our commitment to client plan holders,

RESOLVE regularly participates in training seminars,

tabletop drills, and field exercises sponsored by client

shipowners and Qualified Individuals based in the U.S.

We also support and participate in annual exercises led

by the USCG and industry.

We have completed over 200 drills since the inception

of SMFF regulations in 2010. We are actively engaged

in all 41 USCG Area Planning Committees and maintain

currency on every Area Contingency Plan.

As an ISO 9001:2008 certified organization, we

continually improve our programs and safety analysis

systems to deliver a genuine culture of safety.

150 miles off the Yucatan Peninsula, a 102,000-ton passenger

cruise lost propulsion and nearly all generator power due

to an engine room fire. The anchor-handling tug, Resolve

Pioneer, worked on transporting the cruise ship to Mobile,

Alabama, while another RESOLVE vessel, Lana Rose,

supplied provisions to the 4,200+ passengers and crew

utilizing a helicopter and heli-rescue basket. Constant

communication among the teams enabled the smooth

success of both operations.

CRUISE SHIPAlabama; Emergency Tow

The 72,171 DWT bulk carrier went aground while entering

the harbor channel at Barber’s Point. RESOLVE immediately

mobilized a salvage master, salvage engineer and a local

resource partner to perform the initial survey. The vessel

was refloated, its hull temporarily repaired, and fuel lightered

prior to port entry. RESOLVE reloaded the fuel upon

completion of cargo operations.

BULK CARRIERHawai i ; Sa lvage

The 450’ fuel barge hit a submerged object, capsized, and

sank 25 miles offshore from Sabine Pass, Texas. RESOLVE

responded by lightering all of her cargo (No. 6 diesel fuel),

stabilizing, refloating and towing the capsized vessel to

Theodore, Alabama. At Theodore, RESOLVE crews cleaned

the tanks and removed the deckhouse before delivering the

barge to its owner.

BARGE Texas ; Sa lvage

The 95,663 DWT tanker collided with a barge in the Sabine-

Neches waterway spilling approximately 450,000 gallons of

crude oil. RESOLVE, acting under the vessel’s response plan,

mobilized numerous assets including portable fire pumps,

lightering pumps, and intrinsically safe powerpacks to the

casualty. Working closely with USCG Incident Command,

RESOLVE stabilized the vessel and successfully lightered her.

1. Resource provider is currently working on response service needed.

RESOLVE Marine Group, Inc has provided marine salvage

and emergency response services since 1980.

2. Resource provider has documented history of participation in successful salvage and/or marine firefighting operations, including equipment deployment.

RESOLVE’s extensive response record includes comprehensive services

as mentioned in the Recent OPA-90 Responses.

3. Resource provider owns or has contracts for equipment needed to perform response services.

RESOLVE owns and operates dedicated salvage and response vessels

and equipment, and these are strategically located throughout the U.S.

to facilitate prompt response services.

4. Resource provider has personnel with documented training certification and degree experience.

RESOLVE’s emergency response personnel include but are not limited

to licensed masters, ship engineers, degreed naval architects, and certified

fire science professionals.

5. Resource provider has 24-hour availability of personnel and equipment, and history of response times compatible with the time requirements in the regulation.

6. Resource provider has ongoing continuous training program. For marine firefighting providers, they meet the training guidelines in NFPA 1001, 1005, 1021, 1405, and 1561.

RESOLVE’s array of specialized equipment and proprietary training

facilities serve our salvage and marine firefighting teams. Our

DNV-certified school, Resolve Maritime Academy, trains over

3,000 students annually.

7. Resource provider has successful record of participation in drills and exercises.

For the last ten years, RESOLVE has been cited in approximately

40% of all OPA-90 vessel response plans on file with USCG.

RESOLVE has a file of FOSC-approved operations plans detailing our

numerous salvage and marine firefighting since the implementation of

OPA-90. Though often confidential, some examples of FOSC-approved

operations plans and their associated modifications can be discussed.

10. Resource provider has insurance that covers the salvage and/or marine firefighting services which they intend to provide. Working with Marsh, RESOLVE constantly reviews its complete

suite of insurance coverages written for work in the salvage and

marine firefighting business.

A copy of RESOLVE’s insurance certificate is available upon request.

11. Resource provider has sufficient up front capital to support an operation.

For over 30 years, RESOLVE has demonstrated the ability to undertake

operations requiring significant capital to mobilize and to sustain large-

scale response efforts across the U.S. and worldwide. RESOLVE

is proud to report the company has never abandoned a job for any reason

-- financial or otherwise.

12. Resource provider has equipment and experience to work in the specific regional geographic environment(s) in which the vessel operates (e.g., bottom type, water turbidity, water depth, sea state, and temperature extremes).

RESOLVE’s extensive inventory of equipment and support network

are ideal for delivering services in any climate and condition.

13. Resource provider has the logistical and transportation support capability required to sustain operations for extended periods of time in arduous sea states and conditions.

RESOLVE’s job history includes salvage and diving operations offshore

in winter conditions and marine firefighting at great distances from

homebase and satellite support facility locations. RESOLVE has also

sustained operational progress for months at a time in remote locations.

14. Resource provider has the capability to implement the necessary engineering administrative, and personal protective equipment controls to safeguard the health and safety of their workers when providing salvage and marine firefighting services. The safety of RESOLVE’s crews and protection of the environment

are paramount to the planning and project management of each job.

The engineering and logistics teams focus on the development and

maintenance of the safest working plans possible.

15. Resource provider has familiarity with the salvage and marine firefighting protocol contained in the local ACPs for each COTP area for which they are contracted.

As part of an effort to train with USCG and industry response teams,

RESOLVE regularly participates in Area Planning Committee meetings

across the country. Please see section Drills & Exercise Safety.

WHITE SEAThe U.S. Coast Guard cited a RESOLVE Marine Group

job as an example of best practice in the Federal

Register (33CFR155.4050):

“...an example of the benefit of the VRP plan holder

having a pre-arranged contract with a reputable

salvor can also be found in the salvage response to

the White Sea, a 243 m tanker, which ran aground

near Ambrose Light, off Coney Island, New York

on July 12, 2007.”

After the tanker lost steering and ran aground,

RESOLVE lightered the vessel and refloated it.
