Overview of Duties • Responsible for procurement operations; develop and manage the processes of procurement of materials and services for the USCG Offshore Patrol Cutter (OPC) Program. • Lead negotiations with suppliers to obtain cost-effective, long-term contracts that develop a secure and cost-effective supply chain. • Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies for the Company. • Negotiate with vendors for good and services, negotiating the best possible price and service guarantee. • Compile data from a wide variety of sources for the purpose of analyzing issues, ensuring compliance with a wide variety of purchasing policies and procedures, and/ or monitoring purchasing processes. • Perform risk management regarding supply contract and agreements. • Interface with all levels of management and cross-functional teams throughout the Company’s operation. • Develop Purchasing policies and procedures and ensure compliance. • Identify and source new suppliers and vendors. • Ensure a robust and reliable supply chain for purchased material and contracted services. Qualifications • Ability to obtain and maintain a SECRET security clearance. • Bachelor’s degree in Business Administrative, Materials Management, or a related field, five or more years experience in a Purchasing supervisory position desired. An equivalent combination of education and experience may be considered. • Ability to rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports. • Proficiency in purchasing management and contract negotiations. • Ability to effectively present information and respond to questions from senior management, vendors, government officials, and the public. • Intermediate level Microsoft Suite experience including Word, Excel, and Outlook required; experience with CDRL Development and Management desired.
