    1. Purpose of This Change. This change transmits revised pages to Federal Aviation

    Administration Order JO 7210.3Z, Facility Operation and Administration, and the Briefing Guide.

    2. Audience. This change applies to all Air Traffic Organization (ATO) personnel and anyone

    using ATO directives.

    3. Where Can I Find This Change? This change is available on the FAA Web site at

    4. Explanation of Policy Change. See the Explanation of Changes attachment which has

    editorial corrections and changes submitted through normal procedures. The Briefing Guide lists

    5. Distribution. This change is distributed to selected offices in Washington headquarters,

    service area offices, regional offices, the William J. Hughes Technical Center, the

    Mike Monroney Aeronautical Center, all air traffic field facilities, international aviation field

This change also updates and clarifieslanguage relating to environmental review andreferences procedures contained FAA OrderJO 7400.2, Procedures for Handling Airspace Mat-ters, paragraph 4−1−6.

    c. 2−1−13. AIRCRAFT IDENTIFICATION-PROBLEMS

    This change requires facilities to report and recordoccurrences of ADS−B alerts to aircraft operators.The procedures for doing so are identical to thosecurrently in use for reporting and recording similarsounding aircraft call signs.

    d. 2−6−14. WORK ASSIGNMENTS AFTERSUSPENSION OR TERMINATION OFTRAINING

    This new paragraph incorporates policy for workassignments after suspension or termination oftraining to ensure consistency across the NationalAirspace System.

    e. 3−6−6. TERMINAL DIGITAL RADARSYSTEM AND DISPLAY SETTINGS

    This change removes the requirement for a facility’spermanent beacon target location to be included in afacility directive at Digital Terminal AutomatedSystem (DTAS) locations, and also updates theTechnical Operations System Management Office(SMO) manager to Technical Operations SystemSupport Center (SSC) manager.

    f. 4−2−2. PILOT EDUCATION

    This change significantly modifies paragraph 4−2−2to delete references to the discontinued OperationTakeoff and adds subparagraphs, notes, and refer-ences about the current optional Operation RainCheck program to better support pilot/controlleroutreach efforts.

    g. 4−3−1. LETTERS OF AGREEMENT

    This change removes the ambiguity of the LOAdevelopment guidance by defining that LOAs aredeveloped to provide clarity of operational proce-dures at the facility and are completed per thedetermination of the air traffic manager.

    h. 4−3−1. LETTERS OF AGREEMENT4−3−2. APPROPRIATE SUBJECTS

    This change provides a reference that explains theRunway Condition Assessment Matrix and removes“fair” as a reportable braking action condition,replacing it with “medium.” This change also addstwo new categories to reportable braking action(“good to medium” and “medium to poor”).

    i. 6−7−12. TRANSFER OF POSITIONRESPONSIBILITY

    This change clarifies the previous updates to thelegacy language.

    This change adds paragraph 8−1−4 to standardizeflight plan drop intervals at air route traffic controlcenters (ARTCC). This change also modifies para-graph 17−5−4 which requires the Air Traffic ControlSystem Command Center (ATCSCC) to update theits advisory page when notified by an ARTCC thatflight plan drop times have been amended.

    This change incorporates existing guidance forTraffic Management Units (TMU) planning teleconsfor weather impacting routes adjacent to SpecialActivity Airspace (SAA).

    m. 17−23−2. DEFINITION17−23−3. RESPONSIBILITIES17−23−4. PROCEDURES

    This change updates the definition of ContingencyPlan Support System (CPSS) and its location athttp://www.atcscc.faa.gov/ois/. Paragraphs 17−23−3and 17−23−4 have been updated in accordance withFAA Order JO 1900.47E, Air Traffic Control Opera-tional Contingency Plans.

    n. 20−1−1. SYSTEM OPERATIONSSECURITY MISSIONThis change is part of the overall revision ofChapter 20 which updates the organizational mis-sions of ATO System Operations Security. The mostnotable change is the addition of the Special Opera-tions Security Organizational Mission, which isabsent from the original publication of Chapter 20.

    o. Editorial ChangesEditorial changes were made to paragraphs 3−6−2,3−8−5, 10−3−14, 13−4−6, 17−6−4, 17−16−3,17−19−4, and 10−1−7. In addition, ERAM termi-nology was updated in paragraph 4−3−8.

It provides guidance regardingapproval requests for multiple runway crossings andspecifies those requests be submitted to the ServiceArea Director of Air Traffic Operations. This changealso adds a requirement to ensure compliance with allapplicable taxi procedures in the FAA Order JO7110.65, as well as requiring a review of all runwayincursions attributable to multiple runway crossingclearances. The current requirement to send theresults of this review to the Terminal Safety andOperations Support Office was removed. Addition-ally, a note was added stating that two or morePermission Based Exemptions may not be combinedthat exceed 1,300 feet.

    l. 10-4-6. SIMULTANEOUS INDEPENDENTAPPROACHES

    This change incorporates the latest Flights StandardsService (AFS) guidance concerning centerlinespacing in the conduct of simultaneous parallelapproaches. It consolidates the provisions of closelyspaced parallel approach paragraphs into a newarticulation for which dual and triple simultaneousindependent approaches can be conducted andaccounts for a new chart note annotation on approachcharts. New language that was coordinated betweenAOV and AJT concerning glide slope outages inexcess of 29 days now requires a Letter ofAuthorization from AOV, and includes a revisedAppendix 4. This content was not processed andpublished in 2014 as expected and is incorporated inthis change. Additionally, this change accounts forthe use of FUSION when conducting final monitoractivities, and corrects the names of responsibleoffices in headquarters due to the recentre-organization.
