ORDINANCE NO. 17-16 AN ORDINANCE OF SOUTH OGDEN CITY, UTAH, AMENDING CURRENT PUBLIC WORKS STANDARDS / SPECIFICATIONS; MAKING NECESSARY LANGUAGE CHANGES TO THE PUBLIC WORKS STANDARDS / SPECIFICATIONS TO EFFECT THOSE CHANGES; AND ESTABLISHING AN EFFECTIVE DATE FOR THOSE CHANGES. ORDINANCE NO. 17-16

AN ORDINANCE OF SOUTH OGDEN CITY, UTAH, AMENDING CURRENT PUBLIC WORKS STANDARDS / SPECIFICATIONS; MAKING NECESSARY LANGUAGE

CHANGES TO THE PUBLIC WORKS STANDARDS / SPECIFICATIONS TO EFFECT THOSE CHANGES; AND ESTABLISHING AN EFFECTIVE DATE FOR THOSE

CHANGES.

Section 1 - Recitals:

WHEREAS, SOUTH OGDEN City ("City") is a municipal corporation duly organized and existing under the laws of Utah; and,

WHEREAS, the City Council finds that in conformance with Utah Code ("UC") §10-3-717, and UC § 1 0-3-70 1, the governing body of the city may exercise all administrative and legislative powers by resolution or ordinance; and,

WHEREAS, the City Council finds that in conformance with UC §10-3-717, and UC §10-3-701, the governing body of the city has previously adopted revised Public Works Standards / Specifications; and,

WHEREAS, the City Council finds that certain changes must be made to the previously adopted revised Public Works Standards / Specifications; and,

WHEREAS, the City Council finds it is in the public interest to change the Public Works Standards / Specifications ("Standards") to insure they are up to date with industry and engineering standards; and,

WHEREAS, the City Council finds that the changes should be effective upon passage of this Ordinance; and,

WHEREAS, the City Council finds that the public safety, health and welfare is at issue and requires action by the City as noted above;

S E C T I O N 10

P V C C900 & C905 P R E S S U R E P I P E

10.0 G E N E R A L : This specification applies to the furnishing and installation o f PVC (polyvinyl chloride) C900 or C905.

10.1 M A T E R I A L S : A l l PVC plastic pressure pipe wi th integral bell and spigot joints shall be made from clean, virgin, Type 1, Grade 1, unplasticized polyvinyl chloride (PVC) and shall meet the requirements o f the latest revision o f A S T M D-1784, cell class 12454-B, with standard dimension ratio (DR-18) for all pipe, unless otherwise approved. A l l Pipe shall meet A S T M D-1599 and A S T M D-2444 test standards; integral pipe and bell wi th fittings shall meet A S T M F-477 requirements and shall be NSF approved.

A . PUSH-ON-JOINTS: A l l push-on j oints shall meet the requirements o f A W W A C I 11. Gaskets shall be free from defects and less than one year old. The bell shall consist o f an integral wall section with a solid cross-section rubber ring which meets the requirements o f A S T M D-3139. The bell secfion shall be designed to be at least as strong as the pipe wall .

B. LUBRICANTS: A l l Lubricants shall be non-toxic and have no deteriorating effects on gasket materials. It shall not impart taste to water in a pipe. It shall conform in every way to ANSI 21.11.

A . FITTINGS: Tees, elbows and crosses, and reducers shall be used for changes in direction and outlets, as shown on the drawings.

B. ANCHORS: Anchors and thrust blocks shall be placed at valves, elbows, tees, etc., or as directed by the City Engineer.

C . JOINT FITTING A N D LUBRICATION: A l l PVC plastic pipe installation shall proceed on a stable foundation with joints closely and accurately fitted. Joints shall be clean and dry and an NSR 60 approved, non toxic, joint lubricant, as recommended by the pipe supplier, shall be applied uniformly to the mating joint surfaces to facilitate easy, positive joint closure.

F . A L I G N M E N T : Each pipe shall be laid true to line and grade and in such a manner as to form a close concentric joint with adjoining pipe and to prevent sudden offsets to the flow line.

Select material shall be compacted around the pipe to firmly bed the pipe in position, i f adjustment o f position o f a pipe length is required after being laid, i t shall be removed and re-joined as for a new pipe. Service lines and laterals must

be assembled so that no strain is placed on the pipe during or after backfill operations. After laying o f the pipe is completed, i t shall be center loaded with backfill and bedding to prevent arching and whipping under pressure. Center loading should be done carefully so that joints can easily be inspected.

In addition to the above requirements, all pipe installation shall comply with the specific requirements o f the pipe manufacturer

G. PROTECTION A N D CLEANING: As work progresses, the interior of the pipe shall be cleared o f dirt and superfluous materials o f every description. Where a cleaning after laying is difficult because o f small pipe size, a suitable swab or drag shall be kept in the pipe and pulled forward past each joint immediately after jointing has been completed. Trenches shall be kept free from water until pipe jointing has set and pipe shall not be laid when condition o f the trench weather is unsuitable for such work. At all times when work is not in progress, all open ends of the pipe and fittings shall be securely closed to the satisfaction o f the South Ogden City Public Works or the City Engineer so that no water, earth, or other substance w i l l enter the pipe or fittings. When laying is not in progress, the ends of the pipe shall be closed with a tight-fitting stopper to prevent the entrance o f foreign material.

10.4 G R A V E L F O U N D A T I O N : Wherever the subgrade material does not afford a sufficiently solid foundation to support the pipe and superimposed load, and where groundwater must be drained, the subgrade shall be excavated to such depth as may be necessary and replaced with crushed rock or gravel compacted into place. Gravel for PVC pipe foundations shall be clean crushed rock or gravel wi th 100% passing a one-inch screen and no more than 5% passing a No. 4 sieve or other granular material as approved by the City Engineer.

10.5 P I P E B E D D I N G : A l l pipes shall be protected from lateral displacement and possible damage resulting from impact or unbalanced loading during backfilling operations by being adequately bedded.

A groove shall be excavated in the bottom o f the trench to receive the bottom quadrant of the pipe. Before preparing the groove, the trench bottom shall be excavated or filled and compacted to an elevation sufficiently above the grade of the pipe so that, when completed, the pipe w i l l be true to line and grade. Bell holes shall be excavated so that only the barrel o f the pipe receives bearing from the trench bottom.

Pipe bedding materials placed at any point below the midpoint o f the pipe shall be deposited and compacted in layers not to exceed 6 inches in uncompacted depth. Deposition and compaction o f bedding materials shall be done simultaneously and uniformly on both sides o f the pipe. Compaction shall be accomplished with hand or mechanical compactors. A l l bedding materials shall be placed in the trench with hand tools or other approved method in such a manner that they w i l l be scattered alongside the pipe and not dropped into the trench in compacted masses. Bedding materials shall be loose earth, free from lumps, sand or gravel, free from rocks larger than one-inch diameter; with all materials free from roots, sod, or other vegetable matter.

In the event trench materials are not satisfactory for pipe bedding, modified bedding w i l l be required. Modified bedding shall consist of placing compacted granular material on each side o f and to the level o f 12 inches above the top of the pipe. Modified bedding material shall be graded as follows: 100% passing a 1 inch screen and 5% passing a No. 4 sieve or other granular material as approved by the City Engineer.

10.6 C L E A N I N G AND F L U S H I N G : The Contractor shall take every precaution to remove dirt, grease, and all other foreign matter from each length o f piping before making connections in the field. After each section o f piping is installed, it shall be thoroughly cleaned to remove rocks, dirt, and other foreign matter by washing, sweeping, scraping, or other method that w i l l not harm the lining of the pipe.

The Contractor shall furnish water required for flushing. A l l temporary connections for flushing and drainage shall be furnished, installed, and subsequently removed by the Contractor.

A l l open ends o f pipes shall be bulkhead or plugged when workmen are not on the job or in the immediate area to prevent rocks or other foreign matter from entering the pipe.

10.7 S E R V I C E C O N N E C T I O N S : Service Connecfions to PVC pressure pipe shall be as follows: 1

A. 3/4" or 1" connections to main lines shall be made with nylon coated single service saddle, Mueller DN2S or Romac 202N Single Service Saddle with stainless steel straps. Corporation stop to be Mueller B-25028 or approved equivalent. I

B. 1-1/2" or 2" connecfions to main lines shall be made with Mueller DR2S series single saddle or approved equal. A 1-1/2" or 2" Mueller H-10283 or H-20283 Oriseal valve shall be provided. The Oriseal valve shall be connect to the saddle with a 1-1/2" or 2" close nipple. The minimum distance between taps is 36 inches with a 5 degree stagger. Service taps that are within 36 inches o f the end o f the pipe are not permitted.

10.8 P I P E S I Z E S : I f the size o f any pipe is not clearly evident in the drawings, the Contractor shall request instructions form the City Engineer as to the proper sizing. Any changes resulting from the Contractor's failure to request clarification shall be at the Contractor's expense.

10.9 L O C A T O R T A P E : Blue colored locator tape marked "Water" shall be used when installing PVC Waterlines. Tape shall consist o f a 6-inch wide, nominal 4- mi l overall thickness, inert 100% low-density acid and alkali resistant polyethylene plasfic film, formulated for extended use underground. Locator tape shall be placed continuously directly over the pipe 18-inches below finished grade.

10.10 L O C A T O R W I R E : Locator wire shall be used when installing PVC waterlines. Wire shall consist of 14 ga. T H W N , insulated, single-strand wire and shall be placed along the

top o f all PVC waterline pipes to facilitate locating. Secure the tracer wire to the pipe every 10' (min) wi th nylon straps. Branch continuous leads to all fire hydrants and secure the leads to the fire hydrant bolts at the top o f the barrel. Continuous leads shall also be run to all valves and secured inside the valve box.

SECTION 15

POLYETHYLENE PIPE FOR CULINARY WATER SERVICES

15.0 GENERAL: This specification applies to polyethylene pipe installed for culinary waterservices between the water main and the meter box.

Polyethylene pipe shall conform to the following standards:

• NSF Standard No. 14• ANSI/AWWA C901-88 American National Standards Institute/American

Water Works Association Standard specifications for polyethylene pressurepipe, tuning, and fittings (½" to 3" for water)

• ASTM D 1248 Standard specification for polyethylene plastics molding andextrusion materials

• ASTM D 3350 Standard specification for polyethylene plastics pipe andfittings material

• ASTM D 2239 Standard specification for polyethylene (PE) plastic pipe(SIDR-PR) based on controlled inside diameter

• ASTM D 2737 Standard specification for polyethylene (PE) plastic tubing

15.1 PIPE: Polyethylene pipe for culinary water services shall be PE3408 water service linetubing (ASTM D 2737), service pressure rated at 200 psi, standard dimension ratio SDR-9copper tubing size, and NSF approved for potable water. As per ASTM D 1284 PE3408water service line tubing shall be Type III, Class C, Category 5 Grade P34 (IIIC5P34) veryhigh molecular weight polyethylene pipe material with a hydrostatic design stress rating of800 psi.

15.2 FITTINGS: Fittings shall be compression type as designated on the South Ogden CityPublic Works Standard Drawings. Use stainless steel inserts at all fittings and connections.

15.3 PIPE LAYING: All pipe installation shall comply with the specific requirements of thepipe manufacturer.

15.4 TRACER WIRE: Furnish and install tracer wire consisting of 12 ga. THWN, insulated,single strand wire along all polyethylene water service to facilitate line locating. Connect thewire to the pipe with nylon straps at 10' intervals. Secure the end of the wire in the watermeter box. A minimum length of six inches of wire should be stubbed into each box.

Wire splices shall be made with “3-M” direct bury splice kits, DBR, Part No. 054007-09964,or approved equal.
