It is my pleasure to have the presentation in here to talk about the Organic Asia. I will focus on the Great China area which included HongKong, Taiwan and China. My background more related to Education exchange, government policies and business marketing which are not the special on the skill side. Therefore, I will show you more on big pictures and not the details in my 10-15 mins.

Even Asia economic is bumming now, the Mainland China's per capita GDP is still just around 5,400 U.S. dollars, a lot of people might wonder, could people afford to eat expensive organic products?   According to the “EU-China trade project”(EUCPT 2007) annual report, the Chinese mainland in the next 10 years, organic production will be up to the annual growth rate of 30% to 50% growth. The target consumers in the Chinese mainland are that the family annual income of more than 100,000 RMB (around 17,000 USD) which is about 200 million people in China.

However, the organic market is chaos.

As early as October 2010, the 12 stores in Chongqing (重慶), the largest U.S. retail chain Wal-Mart that has been accosted as ordinary pork as organic pork for sale. City Industrial and Commercial Bureau immediately ordered to receive the outlets closed down for 15 days and fined up to about 257.5 Million RMB (around 43 Million). Wal-Mart Mainland China Headquarter later admitted to violations of the rights and interests of consumers.��Wal-Mart has 13 stores in Chongqing, 12 stores posing ordinary pork as organic pork sales, total sales of 63.5 tonnes in the 20 months to reap illegal profits of about 70 Million (around 11.6 Million). Wal-Mart is a hung international company and doing this kind of things. Other organic products can be imagined in China.

New organic product certification system on the road.

Therefore, In March 2012 last year, the national commission revised” The organic product certification regulation 2005”. The Chinese government release of a new organic product certification mark rules on July 1, 2012. Since July 1, the production of organic products in mainland China will be unified with the national commission approved the new logo. The new logo contains organic certification mark, organic coding, the name or logo of the certification body. Consumers can also login the database identify the truly code of organic products.

The strictly regulations affect the international products.

What is the difference between the new Regulation/Certification systems with the past? Is the new system for the future development of the organic market impact?   The new certification standards become more stringent. The past certification body responsible only to the samples sent for testing, not responsible for product control certification. However, in the future, certify bodies must be monitored from the production, transportation, marketing and sales. All certification mark can be found at the official commission database website . Manufacturers who mislabeled will be fined tens of thousands of RMB (around 10,000 USD).   This new regulations affect the foreign products. The Chinese national commission invited a number of certified units held a conference in Beijing In mid-September 2012. If the people want to be sold foreign certified organic products which means not made inside or not made in China and name of the "ORGANIC", must obtain organic certification issued by the Chinese Authorities. This one is to force the international certification body to the adoption of the certification of the Chinese mainland.

Case Study: Beijing Broadwood City

Reviewing the history of the organic market of mainland China, since 2003, Chinese supermarkets began selling organic food for the past 10 years.Alpha Broadwood City supermarket opened in 2006 which is the largest organic supermarket chain in mainland China. They have 7 stores in Beijing and opened the new store in Shenzhen on 2009. Each store monthly turnover is around 400,000 RMB (around 67,000 USD). They have targeted the family in mainland China annual income of more than 100,000 RMB (around 17,000 USD). According to their marketing research, the annual sales of organic market in Mainland China are nearby 100 billion RMB (around 16.7 billion USD). In 2011, organic food sales in the United States is $ 25 billion, a gap of 8 billion USD will be marketroom for future growth.

How IOIA can involve?

Being a service provider agency, I think growing demand for organic products creates growing demand for more inspectors and for continuing education for working inspectors. In Taiwan, HongKong and China, we are looking for the assistance from IOIA. However, the language is the first gap we need to consider. With IOIA staff of multi-lingual trainers located around the globe, courses will provided in the language of the region and using the most appropriate regional organic standard. I know that “The IFOAM/IOIA International Organic Inspection Manual” is the basic text for all 100-level entry level inspector courses. It is available in English, Spanish, and French version. I will suggest that we might be do some translate and interpreter.

2010 IOIA Organic Crop Inspector Training in Taiwan

This program is divided into two parts: a 2 days Seminar and a 4.5 days IOIA Organic Crop Inspector Training. Participants who apply for IOIA Organic Crop Inspector Training (certificate-bound) are required to attend the 2 days Seminar. The IFOAM/IOIA International Organic Inspection Manual and the USDA National Organic Program standards are the basis for the Crop course.
