Traffic passes over the Hoan Bridge in March. Several lawmakers are asking for changes to bridge to improve safety after a driver was killed after his truck skidded off the bridge on Dec. 19.
The new $1.1 billion U.S. Bank Stadium was pricey to build — and maintaining it will require a chunk of change, too.
The Minnesota Sports Facilities Authority earlier this month ap-proved a long-term capital budget that calls for spending about $32 million to maintain and improve the new downtown Minneapolis stadium over the next five years.
As part of that plan, board mem-bers approved a first-year capital budget of $3.673 million that will be used mainly on upkeep projects scheduled for 2017. That amount includes $1 million to add storage space to the 1.75 million-square-foot building.
That to-do list is part of a five-year, $31.923 million spending plan to “keep this building in the shape it should be in,” said Ted Mondale, CEO and executive director of the Minnesota Sports Facilities Author-ity.
The legislation authorizing the construction of the new home of the Minnesota Vikings had called for approximately $3 million a year in “ongoing capital investment” in the building. The Vikings and the state are to share that expense.
Beyond that, the Minnesota Sports Facilities Authority intends
The death of a motorist who fell off the Hoan Bridge ear-lier this month has a group of lawmakers wondering why the Wisconsin Department of Transportation had not taken the recent reconstruction of the landmark structure as an opportunity to strengthen the structure’s safety protections.
Last week, Christopher We-ber was driving north on the
Hoan Bridge when his truck spun out of control and crashed through a guardrail. The car landed on its roof, killing the 27-year-old.

COLUMBUS, Wis. (AP) — A federal workplace-safety agency has cited a Wisconsin company after a teenage worker was fatally injured at a machine shop.
The U.S. Occupational Health and Safety Administration said Tuesday it had issued various
safety and health violations against G.D. Roberts & Co. of Columbus.
Authorities say 17-year-old Dusty Babcock became trapped in a machine at G.D. Roberts on June 27. Police say Babcock was cleaning scrap metal under a laser cutter when the machine engaged and came down on him. He later died.
OSHA found the company had failed to ensure procedures were followed to lockout the machine, and did not train its employees properly in such safety proce-dures. The agency is proposing $119,000 in penalties. G.D. Rob-erts says it continuously improves its workplace safety, and is cooper-ating with OSHA.

to allocate “certain funds generated through operation of U.S. Bank Stadium” to maintain and “maxi-mize the economic potential and community usage of the stadium,” according to the documents.
One of the biggest events now scheduled to come to the stadium is the NCAA’s 2019 Final Four basketball tournament. Meeting the NCAA’s lighting requirements will necessitate the installation of a multimillion dollar “blackout curtain” system.
The system will be paid for out of the 2018 capital reserve budget as established by the five-year plan, said Michele Kelm-Helgen, chairwoman of the sports author-ity's board.
“We are just finalizing what the design will be and looking at how we would put that out to bid,” Kelm-Helgen said at a board meeting earlier this month. “But the Final Four isn’t until 2019, so we have some time.”
Besides more storage space, the 2017 capital budget calls for everything from additional pal-let racks ($28,000) to new cool-ing units in the “amp rooms” ($300,000). The amp rooms, which house sound equipment, have been known to have internal temperatures as high as 95 de-grees, so the additional cooling is necessary to protect equipment, Mondale said at the meeting.
Requests for proposals will be issued for the larger capital proj-ects, said Patrick Talty, general manager for SMG, which oper-ates and manages the stadium on behalf of the Minnesota Sports Facilities Authority.
For smaller jobs, SMG will fol-low its “internal purchasing poli-
cies,” which require the receipt of at least two written bids or quotes, he said after the meeting. SMG looks for participation by compa-nies owned by women, minorities or veterans, Talty said.
The Minnesota Sports Facilities Authority now has $2.65 mil-lion in a capital-reserve account, according to the organization’s documents. Its 2017 budget fore-sees the receipt of another $1.5 million from the Vikings and the state, and the use of $2 million worth of operating revenues.
After the sports authority spends
$3.67 million on the 2017 im-provements, the fund is expected to have a balance of about $4 mil-lion by the end of next year.
“If you don’t keep up along the way, you get so far behind it’s almost impossible to catch up,” Kelm-Helgen said of the mainte-nance needs. “We want this to be a 30-year building. It’s going to function that way as well.”
The main sources of money for the stadium were the Vikings ($608 million), the state of Minne-sota ($348 million) and the city of Minneapolis ($150 million).

Vikings stadium panel falls, others damaged by weather
A zinc panel fell off U.S. Bank Stadium on Monday morning and several others were damaged by high winds following a spate of freezing rain over the weekend.
No one was injured when the panel fell, said Jenn Hathaway, a spokeswoman for the Minnesota Sports Facilities Authority. When told of the damage, stadium officials cordoned off part of a plaza in front of the stadium, where the panel had fallen.
Beyond the panel that fell, sev-eral others were found to have partially disengaged, Hathaway said in the statement. Rainfall that swept across the city on Saturday night froze over the weekend. On Monday morning, winds were gusting at speeds of up to 34 mph at the Minneapolis-St. Paul International Airport, according to the National Weather Service’s office in Chanhas-sen.

contractor for the stadium proj-ect, and the sheet-metal contrac-tor MG McGrath of Maplewood arrived at the stadium early Tuesday morning to investigate the damage, and workers were making repairs that afternoon. The work was expected to be finished by the end of the week.
The stadium authority is ask-ing the contractors for repairs that will hold up for the long run. “We are awaiting a recommen-dation regarding next seeps to permanently resolve this issue,” Hathaway said in the statement.
This is at least the third time weather has damaged the panels. In early June, two weeks before the stadium opened, between 10 and 20 of metal panels came loose during a nighttime windstorm.
That damage followed weather damage in May. McGrath and the stadium designer HKS of Dallas worked together to repair the $1.1 billion stadium after the June incident.
bridge safer. The letter came from Rep.
Christine Sinicki, Sen. Chris Larson and Rep. Jonathan Brostoff, all Democrats from Milwaukee. Their concerns touched on a number of topics, ranging from the height of the bridge’s guardrails to the way that Milwaukee County road crews had plowed snow on the bridge.
A WisDOT spokesman said that department officials are making plans to meet with the lawmakers to discuss the Hoan Bridge.
The Hoan Bridge is a “key link” in southeast Wisconsin’s transportation network, accord-ing to WisDOT. The bridge con-nects Interstate 794 in down-town Milwaukee to the Lake Freeway across the Milwaukee River inlet. Thousands of peo-ple travel the bridge every day.
The bridge was recently re-built as part of the I-794 Lake Freeway project. The work, finished in 2015, included the removal and replacement of the existing bridge deck, structural modifications and a cleaning and repainting of the bridge's steel, among other things. As a result, the bridge is now expected to last an additional 40 to 50 years.
Sinicki said on Wednesday that she wonders why WisDOT of-ficials had not looked at that work as an opportunity to also make the bridge safer. She suggested install-ing taller railings or placing warn-ing signs along the roadway, she said.
“I don’t know why this wasn’t looked at to begin with,” she said.
Brostoff said that he is not out to tell WisDOT officials what engi-neering techniques they should be using or how otherwise to do their jobs. His interest, he said, is merely in making sure that safety is a priority.
Sinicki added that she was not asking WisDOT to perform re-en-gineering work or come up with a project that is so large that it would have to go out to bid. That process could take years.
"Safety needs to be a primary concern, and that's kind of what we're looking at here," she said.
She said WisDOT officials should look for relatively small improvements that can be made quickly.
“This is kind of an urgent situ-ation,” she said. “I would love to see something done before next winter.”
