THE State of Osun House of Assembly has readriot act over indiscriminate arrest andharassment of leaders and members of All

Progressives Congress (APC) by security operativesdeployed for the August 9 governorship election inthe state.

At the plenary of theHouse on Wednesday, thelegislature resolved to setup a committee to reviewthe allegations of arrestsand harrasment, with aview to taking appropriateaction and if possible, suethe Federal Government.

Opening the floor fordiscussion, the DeputySpeaker, HonourableAkintunde Adegboye,representing Osogbo StateConstituency, recalledhow masked security menstormed the state in thename of the election and

started shootingsporadically into the air,describing the situation asbarbaric.

He said the situation gotworse on the eve of theelection, when the maskedmen stormed houses ofsome APC leaders andmembers and arrestedthem, only to release themafter the election.

Honourable Dejo Bello,representing Boripe/Boluwaduro, criticised theuse of masked men assecurity operatives, saying

that the act was an attemptto subject Osun to totalwar.

According to him, theway the operativesoperated prior to theelection and especially onthe eve of the election,scared many voters tocome out and exercisetheir franchise.

In his own address atthe House session,Honourable RasheedAfolabi, representingIfelodun Constituency,related how the State

Attorney-General andCommissioner forJustice, Mr Wale Afolabiand the ExecutiveSecretary of IfelodunLocal GovernmentCouncil, as well asmembers of the party,were arrested withoutcommiting any offence,only to be released afterthe election.

He noted that thesecurity operatives,especially DSS officialsthat made arrest werebeing led to the houses of

APC leaders and membersby Peoples DemocraticParty (PDP) members.

He wondered why theDSS operatives stooped solow to be engaging inpartisan operation, sayingthat appropriate actionshould be taken againstthem.

Honourable FolarinFafowora, representingIlesa West Constituency,narrated that he wasarrested at the eve of theelection and detainedalongside some NYSCmembers and electoralofficer.

He said that though, theNYSC members and theelectoral official werereleased few hours later, hewas released after fourdays in detention.

Also, HonourablesWasiu Adebayo(Olorunda), KamardeenAkanbi (Ede North),Abiodun Awolola(Egbedore), Ipoola Binuyo(Ede North), FolorunshoBamisayemi (Ife South)and Kamil Oyedele(Irepodun/Orolu) amongothers, condemned thedisposition of the securityoperatives prior to theelection.

While speaking, theSpeaker, HonourableNajeem Salaam, said hewas afraid of the future ofNigeria’s democracy,considering the way poweris being abused.

He wondered whyelection should bemilitarised, as done inOsun, saying that if not forthe militarisation and thearrest of APC leaders andmembers, more peoplewould have come out tocast their votes.

According to him,though there were securityoperatives that are workingwithin the law, but thedesperation that greeted theelection compromised thesystem.

He commended theIndependent NationalElectoral Commission(INEC) for the way ithandled the election, sayingthat with little adjustment,things would improve.

Diekola Berates Jonathan, PDP Over Militarization Of PollBy SHINA ABUBAKAR

A chieftain of the All Progressives Congress(APC) in the State of Osun, Alhaji FataiOyedele Diekola has berated President

Goodluck Jonathan for deploying heavy militarypersonnel to the state during last Saturday’sgovernorship election.

He said the way themilitary was controlled bythe PDP-led administrationin the state has shown thatthe country’s nascentdemocracy is in danger,particularly as the 2015general electionsapproach.

According to the partychieftain, elections aresupposed to be a routineexercise for the people todecide who oversees theaffairs of their state forfour years, frowning at theway the FederalGovernment used thesecurity outfit before,during and after the poll.

He wondered who wasin charge of a specialmilitary group that movedaround the state arrestingAPC leaders in the middleof the night and in the weehours of Saturday, sayingthe trend has shown thedesperation of the PDP towin poll at all cost.

Diekola further decriedthe role played by the likes

of Alhaji Jelili Adesiyan andMr Musiliu Obanikoro inusing the military tointimidate voters in thestate in the build up to thepoll, saying their actionwas an insult on theintegrity of the service.

He disclosed that shouldthe actions of the militarygo unchecked, thenNigeria may not have asuccessful 2015 election inthe country, as the militaryhas been turned into a toolof intimidation by thePDP-led FederalGovernment.

However, the partychieftain commended theresilience of the people ofthe state before, duringand even after the poll byrefusing to be intimidatedby the presence and actionof the security personnel,particularly the DSSbefore the poll.

He lauded theirdetermination to re-electGovernor Rauf Aregbesolafor another term based on

his performance, sayingthe Osun poll would be aneye-opener for all that thepeople’s will cannot besubjugated by anyone.

Also, the party chieftainfurther commendedmembers of the APC fortheir loyalty to the partyand for working tirelesslyto ensure that the antics of

the opposition did not deterthem in their efforts atreaching out to the people.

He then urged politiciansin the state to join handswith the state governor,Ogbeni Rauf Aregbesola, inhis effort to make the statea better place for all andsundry to live and thrive in,saying Osun belongs to all

and must work for itsdevelopment.

While describingAregbesola as a visionaryand passionate leader,working towardsdeveloping the state, hecharged otherstakeholders to cooperatewith him to realize hisvision for Osun.

THE clear cut and wide margin with which the flag-bearer of the All Progressives Congress (APC)candidate in the just-concluded gubernatorial

election in the State of Osun, Ogbeni Rauf Aregbesola, beathis opponent, could best be described as a reward for hisoutstanding performance in less than four years.

A chieftain of the partyfrom Ede FederalConstituency, PharmacistTijani MuslihudeenAdekilekun, disclosed this ina congratulatory message tothe Governor-elect, OgbeniRauf Aregbesola on hisvictory at the poll.

He said being the firstgovernor to be elected forsecond term in the history ofOsun, Oyo and even the oldOyo State, was an indicationthat the people of the statewant Ogbeni Aregbesola toinstitutionalise goodgovernance in the state, sothat Osun would become a

reference point for goodgovernance anddevelopment in Nigeria.

He said: “This is the firsttime history is being made,when our peopleoverwhelmingly re-elected asitting governor. This is to tellyou that people of Osun willdo anything to sustaindevelopment and defendtheir future and that of theirchildren.”

The pharmacist noted thatthe people have spoken evenin the face of intimidation andpersecution by the men andofficers of the FederalGovernment-controlled

security agencies, who arebeing trained and paidthrough tax payers’ money.

Osun DevelopmentAgenda (ODA) has alsosaluted the courage of thepeople of the State of Osunfor trooping out to voteGovernor Aregbesola forsecond term, despite heavypresence of security agents.

The group alsocongratulated the governorand commended theIndependent NationalElectoral Commission(INEC) for improving on itsperformance, while it taskedthe body to prepare more forthe 2015 general elections.

A statement issued inOsogbo by the DeputyConvener of the group,Barrister Ramon Shenge,urged the governor to seethe victory as a challenge tobe more dedicated to the

welfare of the people toensure steady progress.

Also, the victory of thegovernor of the State of Osunin the just-concludedgovernorship election hasbeen described as a victoryfor good governance.

This was contained in apress statement by theCoalition of Oodua SelfDetermination Group(COSEG) signed by itsChairman, Ifedayo Ogunlana,stressing that the victoryshould be dedicated to thegood people of the state, whovoted massively for thecandidate of their choice,despite intimidation andharassment.

The group however,posited further that PresidentGoodluck Jonathan shouldendeavour to guarantee free,fair and credible elections in2015.

Omisore Asks Court To Stop Panel Probe

THE governorship candidate of the Peoples’Democratic Party (PDP) in the State of Osun,Senator Iyiola Omisore, has secured an

interim order from the State High Court to preventthe panel of enquiry on disturbance of public peaceset up by Governor Rauf Aregbesola, frominvestigating him.

Ebola: Osun Govt Inaugurates Prevention Committees

SEQUEL to the spread of the dreaded Ebola virus inNigeria, the Government of the State of Osun hasinaugurated five different committees on the

prevention of the disease in the state.The state Commissioner

for Health, Dr (Mrs)Temitope Ilori, whoinaugurated the committeesstressed the need for thevarious members of thecommittees to work towardsensuring total prevention ofthe disease in the state.

According to Ilori, thepurposes of inauguratingthe five committees are tosensitize the public anddeliberate on ways ofpreventing the dreadedEbola Virus in the state.

The five committees areMedical, Information andEnvironment, Forestry,Education and WomenAdvocacy Committees.

She stated that each ofthe committee will beinvolved in sensitizationand advocacy programmesin order to ensurepreventive control of theEbola Virus in the state.

THE deployment of soldiers and masked snipersfor the recently-conducted governorshipelection in the State of Osun has been

described as a confirmation of the allegation raisedby former President Olusegun Obasanjo to theeffect that President Goodluck is having a killersquad.

The Coalition of OoduaSelf DeterminationGroups (COSEG) in apress release signed by itscoordinating councilChairman, ComradeIfedayo Ogunlana, inOsogbo disagreed withspokesperson of the StateSecurity Service (SSS),Mariylin Ogar, over herclaim that the service mendeployed to Osun did notharass innocent citizens.

The group stated thatdeployment of securitybefore and during electionis mainly to protectelection materials, butposited that it was not thecase in the lastgovernorship election inOsun, as most of theoperatives were used toharass and intimidateofficials of just onepolitical party, which isnot in tandem with

democratic norms.According to COSEG:

“The deployment ofsnipers for the last electionis a confirmation of theallegation raised by formerpresident that PresidentJonathan is having a killersquad.

“It is instructive to notethat the conduct of thesecurity operatives duringthe election showed clearlythat they were on amission, as they weremasked, moved around inunmarked vehicles andintimidating the people.

The group alsoquestioned the rationalebehind the arrest of onlyone political partychieftains on the eve of theelection without anyexplanation or justificationfor the arrest.

“If not for the

consciousness of thepeople of the State ofOsun, who defied heavypresence of the securitymen, who were shootingsporadically with majorintention of scaring thepeace-loving people beforethe election.

“And to our dismay,these snipers, who claimedto be men of DSS were onmask, which made itpractically impossible toidentify any of them in theprocess of committing thecrime. This is strange tous and capable of

general body weakness aswell as embarking on seriouspublic enlightenmentthrough the media.

The committee memberswere drawn from theministries of Information,Agriculture and FoodSecurity, Environment,

Women and ChildrenAffairs and Tourism.

Members are also drawnfrom Non Governmentbodies including the RotaryClub and Red Cross Society.

The committee membersalso include Market Women,Religious leaders,

Traditionalist and securityoperatives, while medicalPersonnel are drawn fromthe Obafemi AWOLOWOUniversity TeachingHospital (OAUTH)and theLadoke Akintola Universityof Technology (LAUTECH)Teaching Hospital, Osogbo.

Aregbesola ‘ll Not Sack Any Worker - SA

THE government of Ogbeni Rauf Aregbesola hasno intention of sacking any worker.

The Special Adviser tothe Governor on LocalGovernment andCheiftaincy Affairs,Honourable Bisi Odewumi,stated this at the prayersession organised by theMinistry of LocalGovernment andChieftaincy Affairs to thankGod for the re-election of

Ogbeni Rauf Aregbesola.Odewumi stated that

Ogbeni Rauf Aregbesola isa man that has no intentionof victimizing anybody.

He added that thegovernor is committed tothe welfare of the workersof the State of Osun.

The governor’s aidefurther commended the

people of the state for theirpeaceful conduct at the lastgovernorship poll.

He adjudged the electionas the best election everconducted by INEC.

In his own address onthe occasion, the StateCommissioner for LocalGovernment andChieftaincy Affairs,Barrister Kolapo Alimi,appreciated the supportand co-operation of thestaff of the ministry, as the

management and staffcannot do it all alone.

Barrister Alimi gaveglory to Almighty God forthe peaceful conduct ofthe election, saying theresult of the election trulyreflected the wishes of thepeople of the state.

Present at the prayersession were thePermanent Secretary, MrMuftau Oluwadare,Directors and otherstaffers of the ministry.

The chairman of thecommission, HonourableJustice Moshood Adeigbe,said the panel had receiveda court order from theState High Court, orderingthat status quo bemaintained pending theruling on the application.

The panel hadsummoned the Minister ofPolice Affairs, Alhaji JeliliAdesiyan and Omisore toshow up, following apetition written by SenatorIsiaka Adeleke.

Omisore, who hadrefused to appear before

the panel, said that thecommission lacks powerto investigate him.

Both Adesiyan andOmisore were alleged tohave assaulted Adelekeduring a stakeholders’meeting of the PDP atIdeal Nest Hotel in April,

this year.Adeleke, who recently

defected to the ruling AllProgressives Congress(APC) alleged thatOmisore and Adesiyanthreatened to kill himduring the meeting andurged the commission toinvestigate the allegation.

Meanwhile, counsel tothe petitioner, Mr. LekanOlayiwola, urged the panelto allow the petitioner togo on with the hearing ofthe matter, despite theinterim order of the court.

The Chairman of thepanel, who said that thepanel is lower to the HighCourt, however, adjournedthe sitting till August 9,2014 pending the time thecourt will determine theinterim order.

Meanwhile, HonourableJustice Oyejide Falola ofan Osun State High Court,sitting in Osogbo onAugust 13, has said thatthe Standing Commissionof Enquiry OnDisturbance Of PublicPeace can go ahead withthe probing of the PoliceAffairs Minister and MrSogo Agboola.

The commissionappeared before the courtto seek clarification overthe interim order grantedto Senator Omisore,preventing the panel frominvestigating the petitionfiled by Senator Adeleke.

While responding to thematter, Justice Falola saidthe interim order onlycovers the applicant,Senator Omisore, sayingthat since the petitions arethree different andseparate petitions.

Osun Election: Falana Petitions NHRC Over Observer’sHarassment By SnipersA human right lawyer and Senior Advocate of Nigeria

(SAN), Chief Femi Falana, has given the NationalHuman Rights Commission a 14-day ultimatum to

investigate an alleged violation of the rights of an accreditedobserver, Mr. Lanre Suraj, by masked snipers during thegovernorship election in Osun last Saturday.

Falana, in a petition datedAugust 12, 2014, threatened tosue the NHRC if it fails toinvestigate the violation ofSuraj’s rights during the OsunAugust 9 governorshipelection.

He said his client was“brutally assaulted by a gangof snipers without anyjustification” while monitoringthe election in Osogbo, thestate capital.

The petition, which was

addressed to the ExecutiveSecretary of the commission,was titled: ‘Request forinvestigation of the abuse ofour client’s fundamental rightsby snipers during the OsunState governorship electionheld on August 9, 2014.’

According to the petitionmade available to the newsmen,Falana said Suraj was accreditedas an election observer by theIndependent National Electoral

Commission to monitor theelection and was abused bysuspected snipers, whoclaimed to be men of DSS.

Suraj, is the NationalCoordinator of a non-governmental organisation, theHuman and EnvironmentalDevelopment Agenda.

He however, added thatSuraj could not identify any ofthe “snipers” who assaultedhim because they weremasked.

Falana also claimed that hisclient also witnessed how thesnipers violated other innocent

persons’ rights on the day ofthe election.

He said that his request forthe recording of the “criminalactivities of the officialterrorists” was rejected by thepolice.

The petition reads in part:“We are counsel for Mr. LanreSuraj, the National Coordinatorof the Human andEnvironmental DevelopmentAgenda, a non-governmentalorganisation, on whose behalfand instructions we write thisletter.

“Our client was duly-accredited by INEC to monitorthe Osun State gubernatorialelection, which held onSaturday, August 9, 2014.

“In the course of monitoringthe said election in Osogbo,Osun State, our client wasbrutally assaulted by a gang ofsnipers without anyjustification.

“As the snipers wereallowed to wear masks, ourclient was unable to identifyany of them. Our client alsowitnessed the harassment andintimidation of other innocentpeople by the snipers.

“However, our client’srequest to the police to recordthe criminal activities of theofficial terrorists was turneddown.

“Having confirmed that themasked persons were notmembers of any of the securityagencies in the country, wehereby request the NHRC toinvestigate their involvement inthe Osun State governorshipelection and the brutalisation ofour client by the extra-legalsecurity outfit.

“More so, that the FederalGovernment had vehementlydenied knowledge of theexistence of snipers in thecountry,” Falana said

Osun Election, Triumph Of Peoples’ Will - YRG

A socio-political youth organisation, YouthReformation Group (YRG), has attributed thesuccess of the just-concluded governorship

election in the State of Osun to the people, whodesired to enthrone the people’s government.

The group said itrequired seriousd e t e r m i n a t i o n ,commitment to achievesuccess during theelection, considering thesecurity tyranny displayedduring the election.

YRG in a statement byits National Coordinator,Comrade Oludele Abiola,congratulated GovernorRauf Aregbesola for his re-election, which itdescribed as reward forgood performance andcommitment to thewelfare of the people.

Oludele alsocommended the people ofthe state for standing firmin the face of securityprovocation andharassment and urged thegovernor to see the victoryas a challenge to make lifemore abundant for thepeople in the state

The group howeverfrowned at the conduct ofsome security agentsbefore and after theelection which itconsidered as a threat todemocracy.

According to Oludele:

“YRG can authoritativelysay that the activities ofsome security agents,most especially, the StateSecurity Services (SSS,are inimical to the conductof free, fair and credible

election and sustenance ofdemocratic governance inNigeria.”

Corroborating theposition of thecommissioner, the SpecialAdviser to the Governor onLands, Dr Ayodele Owoade,said the governor hasassured the teemingpopulace of being thegovernor of everyone in thestate, irrespective of partyaffiliation.

He assured the people thatthe various developmentalprojects on going in the statewould be completed and newones initiated.

He said by the end of thetenure of the administrationin the state in 2018, Osunwould be an Eldorado for allresidents of the state.

Similarly, the SpecialAdviser to the Governor onYouths, Sports and SpecialNeeds, Comrade BiyiOdunlade, commended theentire civil servants in thestate for the success theadministration has achievedso far, urging them to domore for the success tocontinue.

He described thegovernor as a selfless man,whose passion fordeveloping Nigeria isunrivalled by anyone.

Also speaking, the SeniorSpecial Assistant to theGovernor on Electronicsmedia, Engineer OluremiOmowaye, commended themembers of staff of theministry for always helpingto disseminate objectivereports of events in the build-up to the poll.

He also commended MrGovernor for investing in theOsun State BroadcastingCorporation to be able todischarge its dutieseffectively.

In his remark, thePermanent Secretary ofMinistry of Information andStrategy, Engineer Adurojapledged the commitment ofthe management staff toserving the state objectivelyand professionally.

(APC) in last Saturday’s governorship election, OgbeniRauf Aregbesola, on his re-election for a second term inoffice.

Describing the outcomeof the election as anexpression of the will of thepeople, Fayemi saidGovernor Aregbesola’svictory was well-deservedin view of the positiveimpact of his administrationon the lives of the people ofthe state.

Overwhelming presenceThe overwhelming presence ofsecurity men in the state in thedays ahead of the poll did notimpede the electorate from exer-cising their will on who governsthem. That indeed, is a reassuringsign for many Nigerians and theinternational community that the2015 election could be a free andfair election.Indeed, ahead of the polls lastweekend, the APC and its flagbearer, Aregbesola, had in the faceof the strong presence of securitymen around the state betrayedclear signs of unease. The APC’snational spokesman, Alhaji LaiMohammed in statements paintedthe impression of the determinationof the presidency to rig the electionin a clear determination to reshapethe political configuration of theSouthwest ahead of the decisive2015 election.Such panic caused the oppositionparty to summon all its electedoffice holders and political appoin-tees from across the country toshow presence in Osun State fromlast Tuesday as a way of boostingthe morale of its supporters in thatstate.The PDP’s candidate was alsolifted by the presence of strongdetachment of the security forceswhose presence helped to suppresswhatever advantages the incum-bency factor would have given toAregbesola.Omisore also had his friends fromthe Senate including SenatorsEnyininnya Abaribe, EhigieUzamere and some others to lifthis heart. But the most decisivefactors were the voters on groundwho at the end of voting on

Saturday showed their preferencefor the incumbent.The outcome was, however, not arout as the Aregbesola camp hadpredicted it would be without rigging.That underscored the agitationamong some PDP loyalists who hadsought for an alternative candidate.Omisore, a former deputy governorof Osun State had before thiselection been on the winning side ofall the gubernatorial electionsconducted in Osun State. He wasdeputy governor to Chief BisiAkande, strongly supported theimmediate past governor, PrinceOlagunsoye Oyinlola in 2003 and2007, but, however, came short indelivering himself into an office hehad in the past helped others toenter.Though a very lively man with soundeducation, the factors againstOmisore were mostly fanned byperceptions about him arising fromhis trial for the murder of Chief BolaIge, a former attorney general of thefederation. Omisore who wasacquitted of complicity in thatmurder, however, did little to clearthat perception. Besides, his politicalfoes helped to fan the negativeperception about him.Oyinlola, the immediate past gover-nor of the state who himself had agrudge against the PDP rubbed inthe Ige wound on the people whenhe questioned why PresidentJonathan had surrounded himselfwith all those who were questionedover the murder of Ige.“The candidate of the PDP wasarrested for killing Ige. He wasarrested and detained. “The nationalsecretary of the [PDP], ProfessorWale Oladipo, was also detained inconnection with the killing. TheMinister of Police Affairs, JeliliAdesiyan, was also detained.“The chairman of the party in this

state, Ayobami Olaoluwa, was alsoarrested. So, why is everyone whowas in detention given appointment orput in a position of authority? We needto ask the government,” Oyinlola said.Great minusLinking anyone or party with the deathof Ige was a great minus especiallygiven the adoration that Ige continuesto draw from most parts of the state.The election was also an opportunityfor political enemies in the Southwestto hit at him. Tinubu had by everyindication mounted the platform ofpolitical leadership of the Southwestwith the dominance of his party in fiveof the six Southwest states. After theloss of Ekiti, his political empire wastrimmed to four states and the pros-pect of losing Osun, had in the lastweeks of the campaign become anexciting lure for Tinubu bashers in theregion.Internal dissentIt was especially so, given thatAregbesola was generally consideredthe closest of the APC governors toTinubu.The internal dissent to Tinubu in theSouthwest was especially fanned byvestiges of Afenifere, the socio-political organization through whichTinubu, himself emerged as governorof Lagos State in 1999. But the formergovernor’s alleged role in splinteringAfenifere after his emergence asgovernor helped to create animositythat today irks many Yoruba leaders.Even though many Afenifere leadersdid not come out openly to antagoniseTinubu and Aregbesola ahead of theelection, some of them were enthusi-astically waiting to celebrate thedownfall of the APC in Osun.Celebrating the downfallAPC leaders who learnt from theirlaxity in Ekiti were well prepared forOsun and went out of the way to wooknown and unknown enemies. PDP onthe other hand did not help its candi-

date with the clear animositytowards rebels in the party. Thetreatment of Oyinlola and anotherformer governor of the state,Senator Isiaka Adeleke subse-quently proved to be one of themajor problems for the PDP onElection Day.Though Oyinlola did not musterenough votes to win his booth,Adeleke’s grip on Ede, one of thelargest towns in the state helped tofirmly deliver the town to the APC.After being lured into the PDPgubernatorial contest, the formergovernor was allegedly forced outby what he claimed to be impedi-ments put on his way. That was thebeginning of his defection to theAPC, a move the PDP would nowregret not to have stopped.One APC source revealed thatAdeleke was the candidate theparty feared most could troubleAregbesola. But even after hewithdrew, the PDP hierarchy in thestate failed to soothe him giving himroom to defect. Tinubu, the APCnational leader and the manypresidential aspirants in the partywould be very gleeful with theoutcome of the polls. Yesterday, asource said Tinubu was himself verybouncy as he saw the result as avindication against the aspiration ofhis internal foes in the Southwest.For the presidential aspirants, theoutcome of the election gives hopethat their permutations of forging aSouthwest and Northern allianceagainst the PDP remains feasible.For President Jonathan, the permu-tation may have been that whateverloss of support he may have suf-fered in the North would be gainedin the Southwest. Osun Invests In Biometric Identification AndSmart ID Card For All Public School PupilsIN line with the commitment of the gov

ernment of the State of Osun to use technology to improve planning, allocation of

resources and service delivery in its educationsector, a first-of-its-kind Smart Identity Cardwith biometric features was launched for allpublic school students in the state onWednesday, August 6, 2014 at Salvation ArmySchool, Alekuwodo, Oshogbo, Osun State. Aninitiative of Chams Plc, the Smart ID Card islinked back to a central database which pro-vides the government of the State of Osunwith accurate and reliable data on the identityand number students attending public schoolsin the state.

Launching the Smart ID Card for Osunstudents, Ogbeni Rauf Aregbesola, Governor,State of Osun said, “In the history of humaninventions, there are not too many inventionsthat are as useful as technology in terms of itsefficiency and effectiveness at providingsolutions to human problems. This is thereason why the government of the State ofOsun adopted and is deploying technology asthe solution to the legacy ofinefficiency bequeathed to the civil service bypast inept leaders. The Osun Student SmartID card which is embedded with biometricfeatures is also an ingenious technologysolution that we have adopted to furtherraise the service delivery levels in theeducation sector.”

Ogbeni Aregbesola added that with thecard, each student is a unique and identifiableindividual that cannot be mistaken for anotherperson. “Effortlessly, government can identifyall students in public schools, and have accessto their information at the push of a button. Itimproves the effectiveness of life enrichingprogrammes such as the O’Meals, O’Schoolsand Opon Imo, among other other innovationsput in place for the welfare of students. TheSmart Card makes tracking possible, implyingthat we are provided with more accurateinformation on the exact number ofbeneficiaries which eliminates fraud andaccounting error of any type.”

Commenting on the project, Mr. TitilayoLaoye-Tomori, Deputy Governor of the Stateof Osun, who is also the Commissioner forEducation said, “This is indeed a significantmilestone for the State of Osun becausewithout accurate data, a holistic transforma-tion of the education sector in Osun mayremain elusive. Issuance of smart identitycards to all public school students will ensurethat we have accurate data for use in updatingour education strategy and sustain ourpragmatic work-plan to ensure overall policysuccess. In no small measure, the smartidentity card will also ensure accountability togovernment by students of public school as itmakes it possible for schools to trackattendance.”

She added that the government of the Stateof Osun will continue to upscale itsinvestment in education across the statebecause it regards education of children andyouths as one of the prime investments thatcan guarantee the exponential growth anddevelopment of the state in the 21st century’smaturing knowledge economy which placesvery high premium on human capital.

On his part, Mr. Demola Aladekomo,Managing Director, Chams Plc said, “TheOsun Smart ID card provides biographical andbiometric identification of public schoolchildren from elementary schools to middleschools and high schools, equippinggovernment relaible demographic data of thestudent population in the State. The card withbiometric features can be used by the civilservants outside the country and is acceptedby over 16 million merchants worldwide.

ID Card scheme points to commitment ofthe government of the State of Osun toits 2011 education policy which sought anintegrative and ICT enabled approach to theeducation of children and youth in the State.The policy evolved from the Osun EducationSummit held also in 2011, and it hasbeen described by local and internationalstakeholders and education regulatory bodiesas a comprehensive and holistic response tothe deterioration of public school system inthe state.

the nation’s imagination justended last Saturday – with Osun

voters choosing to return their governor,Rauf Aregbesola, over the corn-eatingSenator, Iyiola Omisore.

So we know who won the electionand who lost it, but who really won fromthe events of last Saturday?

THE WINNERS

APCRumours of the party’s demise were

greatly exaggerated. After Ekiti, thenarrative spread – with good reason –that Nigeria’s only real opposition partyin a decade had imploded, done in byits confusion, its arrogance and its lackof connection with the larger populace.Apparently, it was just a question ofnumbers. The All ProgressivesCongress went into Osun with all it hadand it got a crucial lifeline. It’s gameon, again.

BourdillonThe story of the APC is the story of

its centre of power, and for that all roadslead to the Kingdom of Bola AhmedTinubu, the lion who resides atBourdillon, Ikoyi, Lagos. Losing Ekitiwas a perception disaster for him, justas he was consolidating a repitatioonas the country’s alternative leader. Hehad to deploy an Opeds machine acrossthe media to combat the odour of lossaround him. Aregbesola is also his righthand man, in more ways than one. Withthese results, expect the strut to return.

Attahiru JegaFor the first time in as long as any

member of this generation canremember, we are all in awe of anelectoral commission. ProfessorAttahiru Jega, who heads theIndependent National ElectoralCommission, has recovered fromegregious errors in previous electionsto restore faith through the conduct inEkiti and now in Osun. It is now official:this man will do right by us. His hearthas always been in the right place, butnow his hands are firmly on the till.

GEJOf course, 2015 will be the real test,

but as it stands, President GoodluckJonathan has made a very good casefor himself in ensuring free and fairelections, which is one of the firstpromises he made when he got intopower. The toga of desperation thatother presidents (we’re looking at you,OBJ) have carried won’t fit with thisman. When the story of our democraticevolution is told, the man who let theLabour Party, the All ProgressivesGrand Alliance and the APC thrive willhave pride of place.

PollstersThis week, wherever you turned,

there were pollsters talking about theOsun elections. There was TNS-RMS,there was the BD Consultants, therewas this one and then there was thatone. They all predicted victory for RaufAregbesola. And they were right. All

suspicion is gone, data is good, andNigerian elections are the better for it.

THE LOSERSIyiola OmisoreWe know we said losers apart from

the two candidates, but IyiolaOmisore’s loss goes far below the lossof this election – it’s the loss of standingand of a national profile following this.First, unlike his competitor, he has noexisting political job. Second, he hasso much baggage leading from the BolaIge death that his election here wouldhave done well to wipe away. Third,following Ayo Fayose’s victory, his isin fact a humiliation. The only way fromhere is not up for him.

Femi Fani-KayodeWe’re not sure if this wasn’t his plan

in the first place – to somehow find hisname mentioned when the story of theOsun election is told. That is certainlythe only explanation that makes senseas to why the man half of the countryalready sees as unstable would waituntil it had become abundantly clear thatthe APC was winning the election… andthen declare that the PDP was. By thetime this man is through with his ownreputation, not even his gate man willtake him seriously.

Olagunsoye OyinlolaWe hope Oyinlola knows that not

even his new friends in the APC trusthim? We don’t have any exclusives inthat regard, but it would appearmadness for them to trust a man who

has moved from the PDP to the nPDP,then to the APC, always in the nick oftime. Not only is it nationally confirmedthat loyalty is not his strength, but itappears the former Osun governor isalso of no electoral value. He lost in hisOkuku Ward polling youth – and badlytoo. The PDP got 125 votes. His partygot 61.

Omisore’s DeputyThe other half of the losing team also

makes it to this list. Adejare Bello, whowas running mate to Omisore didn’t justalso lose the election; he also lost in hispolling unit in Ede. The APC got 130votes, and the politician? Just 30! WithOmisore’s loss, a strong showing by hisostensible deputy would have bolsteredthe latter’s reputation as an independentpolitical force. But right now, he’s justa postscript moving forward.

Bisi AkandeThe former National Chairman of the

All Progressives Congress is a formergovernor in Osun. His party also justwon the elections to the seat he onceheld. So, he certainly must have playeda huge part in that process. Yes? Not ifyou ask his neighbours. He lost, thoughonly by four votes. Much better thanthose before him here, but sir, the titlethey gave you is National Chairman.You can do better.

On The Osun Governorship PollDESPITE widespread public

concerns of possible rigging andviolence, the Osun State

governorship election was successfullyheld last Saturday.

The All Progressives Congress (APC)incumbent Governor Rauf Aregbesola wasoverwhelmingly returned to office,recording 394,684 votes as announcedby the Independent National ElectoralCommission (INEC) -over 60 per centof the votes cast. His main opponent, Mr.Iyiola Omisore, of the PeoplesDemocratic Party (PDP) obtained292,750 votes; quite impressive, but stilla distant second. He wascomprehensively beaten and hasconceded defeat.

As expected and because of the hugestakes involved, the election was closelyfought by the main contenders in a long,hard and often bitter campaign. Tensionwas high in the state and there was a realpossibility of violence breaking out duringthe election. But it turned out to be quitepeaceful and, by and large, the resultsreflected the electoral choice of theelectorate. The observers adjudged theactual voting to have been free and fair.

Governor Aregbesola deserved to winthe election. His performance ingovernment has been quite impressive,with an astonishing development ofinfrastructure. His schools’ reforms havealso been widely acclaimed as innovative.Despite reservations in some enlightenedquarters, his populist and charismatic styleof government earned him a hugeelectoral victory in the election. But healso campaigned very hard, leavingnothing to chance. He and the APC leadershad learnt some hard and useful lessonsfrom the Ekiti governorship election,which Governor Kayode Fayemi lost tohis PDP rival, Mr. Ayo Fayose.

In contrast to Governor Aregbesola, hisopponent, Iyiola Omisore, had little ornothing to offer the electorate. When hewas in office as deputy governor in theBisi Akande administration, his recordwas really appalling. It included hisdetermined and prolonged effort toorganise Akande’s impeachment asgovernor. The source of the frictionwhich paralysed the government wasAkande’s refusal to meet his financialclaims for a fraudulent contract Omisorehad purportedly concluded with theprevious military administration. I triedto resolve his differences with GovernorAkande, but failed as Omisore wanted hisfinancial claims met. In addition, there isstill a considerable public speculation thathe may have been involved, or implicated,in the assassination of the late Alliancefor Democracy (AD) leader and FederalAttorney-General, Bola Ige, a case whichhas remained unresolved since 2002.Soon after, he defected from the AD.

Because of all these, public perceptionof him as a politician has been quitenegative. His character, or lack of it, hasnot matched his lofty and remorselesspolitical ambition to be governor of thestate at all costs. He tried the Ekiti strategyof ‘stomach infrastructure’ but this didnot work. He was rejected. His electionas governor would have been a terribleset back for the state.

Though the election was largely devoidof any serious violence, this was duelargely to the remarkable andcommendable restraint shown by theelectorate in the electoral process,particularly on the voting date. A weekbefore the election, the PDP FederalGovernment deployed a large number ofmilitary forces, including the Police andthe State Security Service, evidently tointimidate and harass the APC and its

supporters. There were palpable fearsthat the security forces would be used torig the election, which the PDP wasdetermined to win, after its victory in theEkiti State governorship election.

Scores of APC leaders, including itsNational Publicity Secretary, LaiMohammed, were arrested on the eve ofthe election. What was even worse andtotally unacceptable was the deploymentby the PDP Federal Government ofhooded armed men that were not evenpart of the regular armed forces of thecountry, with the clear intention ofintimidating the electorate. This isreminiscent of Hitler’s storm troopers,the infamousSS, used by the Nazis tosubvert democracy in Germany. Not afew innocent German heads were brokenby Hitler’s SS men in his quest forabsolute power in Germany. Are these notthe men that former President OlusegunObasanjo warned the nation about in hisattack on Jonathan last year? Has he notbeen proved right in raising the alarm?

Those so arrested and detained by thesearmed men included my youngest brother,Folarin Fafowora, a member of the StateHouse of Assembly. It was claimed thatballot papers were being stamped in hishouse. But the house was not evensearched by the DSS in the first place. Infact, as he has since told me, he was ridingan Okada in Osogbo when he was pickedup by the DSS officials. He was onlyreleased on Tuesday after four days inillegal detention. I have asked him to suethe DSS for his illegal detention and denialof his rights. We cannot continue to havethe security forces acting illegally sobrazenly against innocent citizens. Thisis provocative and designed to subvertthe electoral process in the state. Butundaunted by the heavy militarypresence, the voters refused to beintimidated and cast their votes in apeaceful manner. They displayedadmirable and exemplary courage that thevoters in other states should show in

future elections to restore electoralintegrity.

Next year’s general elections, includingthe presidential, are crucial for the futureof free and fair elections and the survivalof democracy in our country. We cannotaccept the continued use by the PDPFederal Government of military and illegalpara-military forces to intimidate theelectorate. That was why a substantialnumber of voters simply decided to stayaway rather than risk intimidation andillegal detention by the securityforces, including hooded and unidentifiedarmed men. The role and use of securityforces in future elections in our countryshould be clearly spelt out and definedby the INEC. Armed forces, regular orirregular, should not be deployed unlessasked for by the INEC, or by thecontending political parties themselves.When deployed, such security forcesmust be plainly neutral between thecontending political parties.

The Federal Government cannotarrogate to itself the right to deploy itssecurity forces anywhere in the country,except where a situation of emergencyhas been declared, and duly approved bythe National Assembly. What happenedduring the election in Osun State wasfarcical, disgraceful and plainly illegal.The APC must ask the courts topronounce on the legality, or otherwise,of the use of the military by the FederalGovernment during the elections when astate of emergency has not been declared.The Federal Government must not beallowed to unleash a reign of terror in thecountry, particularly during elections.

Even among senior military andsecurity officials, there is a serious andgrowing concern regarding thedeployment of armed soldiers in electionsin our country as we saw during boththe Ekiti and Osun states elections. Theseofficers are concerned that the Army isbeing illegally used to determine theoutcome of elections in Nigeria. This willinevitably lead to the military becomingmore politicised and less professional. It

is a road we have often taken in thiscountry in the past with disastrousconsequences. It destroys theprofessionalism and political neutrality ofthe military. There are enough securitychallenges for the military in our countrywithout them being further dragged intothe vortex of politics.

Now that he has been deservedlyreturned to power, Governor Aregbesolawill be well advised to review and reflecton some of his controversial policies andstrategies which have created divisionsin the state. I refer here, specifically, tohis education policy to which Christianleaders have raised strong and determinedopposition. He may have good intentionson this issue, but there are seriousconcerns that he may have unwittinglyfuelled religious tensions in the state.Osun state is multi-religious with both theMuslims and Christians living togetherpeacefully for over a century. Thegovernor must keep things this way andnot create among the electorate theimpression that the government is insupport of one side or the other of thereligious divide. His electoral victorywould probably have been morecomprehensive had the religious factornot crept into the consideration ofChristians in the state, most of whomprobably voted for Omisore, despite hisseveral shortcomings and lack ofelectoral appeal.

In addition, the quality of governancein the state should be elevated.Governance is a serious business. Itshould not be handled in a cavalier styleas is the case now. The governor mustreach out to all sections of the civil societyin the state, particularly the workers andteachers. No matter the support andattraction that a populist strategy maygenerate for the governor, sight shouldnot be lost of the need to ensure that thestate is not polarised economically, orreligiously.

Saturday is one of the wonders ofour time. A lot people are takingcredit for what they did not intendor do. However, as somebody whoobserved it, I personally believe allpraises are due to the AlmightyGod, who controlled everythingdivinely.

To state that there was palpabletension in the state prior to theelection is to make anunderstatement. The campaign ofmudslinging, brickbats andtantrums did not help matters.

The federal might was alsodeployed in such a way that createdpanic and fear in the people.President Goodluck Jonathan’sdecision to deploy massivesecurity personnel in the state wasby every indication not to providesecurity alone but to perform othersurreptitious functions.

Locals, who interacted withsome of the security personneldeployed to the state, were toldthat they had instruction from theirsuperiors to come to the statebecause the governor was allegedto be a terrorist, whatever thatmeans.

If that assertion is not to bebelieved, how does one explain thearmada of security on the state?Members of the Department of theState security (DSS) were the firstto arrive. They came in two batcheswith 50 new pick-up vans. Some ofthem were masked. They shotsporadically into the air on the firstday, but were surprised that theywere greeted with the broomrevolution by the people. By thesecond day when the secondcontingent came, the people wereamazed by their disposition.

Informed sources had it that uponinteracting with the people, theydiscovered that not only was thegovernor a peaceful man, he wasmore popular and loved by hispeople.

After that experience, the PoliceMobile Force team was broughtinto town. The personnel of theNigeria Security and Civil DefenceCorps (NSCDC) were alsodeployed. A contingent of themilitary was not left out, whilepolice dogs were also brought into assist in the enforcement ofsecurity.

It was also at this time that thepowers that be at the federal level

especially the Minister of Statefor Defence, Ambassador MuslinObanikoro and the Minister ofPolice Affairs, Alhaji, JeliliAdesiyan played a strong role atthe tail-end of the campaign ofOtunba Iyiola Omisore, thePeoples Democratic Party (PDP)standard bearer.

This was so because the people’sgovernor goes about withoutblowing siren. The blowing ofsiren, which is a bit alien to thepeople, suddenly became theorder of the day. Campaignvehicles were driving at top speed,while the road in front of the PDPsecretariat witnessed snail-speedof vehicles, whenever Otunba wasin town.

As a partaker in election, I wasafraid the election might befraught with some disturbances. Alot of people had that thinking too,but to the surprise of everyone,

everything went on smoothly. In mylife time, I have observed certainthings that created a lot of fears andanxiety in the minds of people,which God made so easy that webegan to wonder how he did ithappen so peacefully.

One cannot but agree with thosewho say God is a Nigerian. Iremember vividly the post-June 12th

1993 election, when Igbos movedmassively to the East inanticipation of an impending crisis.I was sojourning in Lagos then,when the Igbos, under the pretenceof going for Yam festival, movedtheir movable properities to theEast from Lagos and other parts ofthe country.

The recent election in Osun wasthe second one, where many peoplewere anticipating the worst butwhere everything went onsmoothly.

The Other Side OfAregbesola’s Victory

and probably the inner caucus ofhis government that know what theywent through. The massive securityoperatives were not deployed toprovide level-playing ground forthe political parties, even thoughthe Presidency is claiming creditfor the smooth election.

On the whole, credit should goto the people, who stood resolutelyto vote and let their votes count.There is no doubt that without suchstrong determination, the electioncould have gone anyway.

The whole state was in ecstaticmood after the Returning Officer(RO), Professor Bamitale Omole,announced the results of theelection. The little delay of abouttwo hours, which it took Omole totabulate and announce the result,caused apprehension in certainquarters. People were enquiring toknow, was there something amiss,when in actual fact, the results wasalready in public domain. Theinternet was aglow with theelection results. The social mediawas not left out. The ElectoralOfficers of the various localgovernment council areas hadannounced the results of eachcouncil area, so the anxious peopleof the State of Osun wereexpecting results to be announcedin a matter of minutes, which tookclose to two hours, whenjournalists started demanding forthe results.

There is no doubt that the wholeexperience must have subjectedAregbesola to mental torture andtake him off balance, if he was notmade of sterner stuff.

Above all, what helped him, apartfrom divine intervention, was hisperformance and the fact that herelated with the people well. Hismajor opponent was seen as beinghaughty, apart from his othershortcomings. His so-called 8–point programme was unknown tomost people in the state, except theboast that the PDP was going to winthe election at all cost, come whatmay. Their supporters claimed tohave the federal might that coulddo anything. He equally boasted ofundoing all that Aregbesola hasdone. Many people were interestedin somebody who could build onwhat the current government hasdone. It is a lesson to all that youcan win election, only if you are inthe mind of the people and notbecause somebody somewhere hasthe power to impose you on thevoters.
