LAKHIMPUR KHERI FARMERS AND GOVT REACH AGREEMENT AS OPPOSITION PARTIES ‘FAN FIRE’ New Delhi: In signs of truce between the Uttar Pradesh government and farmers over the Lakhimpur Kheri vio- lence that left eight peo- ple, including four farmers, dead on Sun- day, the state police an- nounced an ex gratia of Rs 45 lakh for the kin of each of the deceased, a Govt job and Rs 10 lakh each for the injured. Appearing in a joint press conference with BKU’s Rakesh Tikait on Monday, UP Additional DG, Law and Order, Prashant Kumar, an- nounced that the state government after talks with farmer represent- atives had decided to agree to their demands. “FIRs under relevant sections will be lodged as demanded by the farmers. The incident will be probed by a re- tired high court judge and perpetrators caught within eight days,” said Kumar. The state gov- ernment may just have averted a major crisis in the area. AICC general secre- tary Priyanka Vadra was detained at Sitapur guesthouse near the epicentre of violence, Chhattisgarh CM Bhu- pesh Baghel and Punjab CM Charanjit Channi were not allowed to land in Lucknow, SP chief Akhilesh Yadav wasn’t allowed to move out of his Lucknow home, while BSP and TMC leaders have also been stopped. First, the farmers protesting peacefully were brutally killed by driving vehicles of BJP leaders’ convoy, then op- position leaders are being stopped from going there, which is absolutely wrong. Priyanka ji was going to stand with the families who lost their loved ones in yester- day’s violence. It is totally unfair to stop them for dis- charging this duty. The inhu- man face of the BJP govern- ment has come to the fore. Ignoring the demands of the farmers, breaking the farmer movement, oppressing them and then not allowing any op- position party to stand with them, this is the anti-demo- cratic form of the ruling par- ty, and the more it is con- demned is less.” Gehlot said, “The CM of Chhattisgarh and the Deputy Chief Minister of Punjab are being prevented from coming to the state by the BJP gov- ernment of Uttar Pradesh, which is condemnable. Live-in partner got woman killed over property feud

Jaipur: Police has cracked the mystery be-hind the murder of a woman whose body was found abandoned on the highway near Morija bridge under Chomu police limits in the city.

According to the po-lice, the woman was working with the Elec-

tricity department in Delhi. She was staying with Babulal Meena in a live-in relationship for the last 14 years af-

ter the death of her hus-band.

However, they had a running feud over some property. Meena hired 6 contract killers for Rs 2.5 lakh to eliminate the woman. The mercenar-ies brought her to Go-vindgarh, killed her in-side the car and dis-posed of the body on roadside to give it an appearance of a suicide by jumping before a speeding vehicle. How-ever, the 3-page ‘suicide note’ helped the cops bust the case.

Jaipur: Rajsamand MP Diya Kumari on Mon-day visited the land al-lotted for the museum to be built in the ‘Statue of Unity’ complex located at Kevadia in the Nar-mada district of Guja-rat. During the visit, the work plan and frame-work for the construc-tion of the museum were discussed. It is to be recalled that MP Diya Kumari was recently nominated as a member

Couple held for gangrape of woman in SikarFirst India Bureau

Jaipur: A couple has been held from Jaipur late on Sunday night in connection with the gangrape by sending a girl from Jaipur to Si-kar. The victim was found in an uncon-scious condition in the middle of the road 10 days ago. She was bru-tally assaulted also.

The investigation found that she was sent from Jaipur to Sikar for Rs 8,000. Earlier, the po-lice arrested 4 accused by taking the victim’s statement. The broker

Nagaur: A 30-year-old govt female employee was raped and blackmailed by a security guard by making obscene photos and videos. The accused security guard and the victim woman used to work at the same place. The accused guard was fi red about a month ago. The victim reached the Women’s police station on Sunday night and fi led a case. Jaipur: A garments trader from Uiara in Tonk was kidnapped on the night of October 1 and released after the family paid Rs 1 lakh ransom. Ghamandi Lal, 18, was kidnapped by six to seven masked men in a Bolero. The kidnappers called his father and demanded a ransom of Rs 3 lakh in lieu of releasing him. The matter reached San-ganer police station.

The father of the youth, being upset by the threats of the mis-creants, transferred Rs 1 lakh to the accused. Af-ter this, the miscreants left Ghamandi Lal at a secluded place near De-oli in Tonk district late at night on October 3. He was brought to Jaipur where his statement was recorded.

Dilsukh Meena, a res-ident of Udaipuria vil-lage of Uniara tehsil in Tonk, filed a case at San-ganer police station on October 2. He said that he along with Ghaman-di Lal came to Jaipur to get some material and got off the bus at around 11 pm in front of Kumb-ha Marg on Tonk Road.

Jaipur: The ACB team on Monday night ar-rested two police per-sonnel for taking bribe in the East district of Jaipur Police Commis-sionerate.

Jaipur ASP (city) Alok Sharma and DSP Neeraj Gurnani along with a team at Jawahar Circle police station ar-rested the head consta-ble and a constable for taking Rs 3,000. Earlier, the constable had col-

lected a bribe of Rs 2,000 from the complainant at the behest of the head constable.

Jaipur: As the corona has subsided in the state, dengue and viral fever has started strik-ing hard. The cases of dengue and chikungun-ya are on the rise.

In the month of Sep-tember, more than 1,774 cases were reported in the state. The maximum number of dengue cases has been reported in Jaipur where 389 den-gue patients have been found in the last 3 months (July, August and September).

Of these, 287 patients have been found the

maximum in Sept.A large number of pa-

tients with fever, cough

and cold are coming to SMS hospital and most these patients are being

tested for dengue and malaria. Apart from Jaipur, Alwar, Bhilwara, Bikaner, Dholpur, Jais-almer, Jodhpur, Kota, Udaipur and Pratap-garh are in dengue hot-spots list.

The number of den-gue-malaria patients in Jaipur started increas-ing from August, but neither the health department nor both the municipal corporations paid attention to stop it. Fogging started in the city from September. That too only in those places from where the demand for VIPs would come.

Reacting to the allegations, the board Chairman, D P Jaroli, ruled out the possibil-ity and said that there should be no politics on the conduct of exam. Jaipur: Governor Kalraj Mishra said on Monday that the pur-pose of the Governor’s Relief Fund is not only to collect money, but to provide assistance.

Mishra was address-ing a virtual meeting of the members of the Advisory Committee of the Governor’s Re-lief Fund from the Raj Bhavan.

He said that the scope of the Gover-nor’s Relief Fund has been increased with

the aim of benefitting the maximum people.

“Assistance is being provided to victims in famine, flood, accident, aid for medicine and equipment during pan-demics, one-time assis-tance for critical pa-tients,” he said.

The governor in-formed that there has been an unprecedented increase in the collec-tion of funds in the last two years. In the year 2020-21, Rs 54 lakh was collected, which has in-creased to Rs 1.85 crore in the year 2021-22.

OVID-19 is pushing the world to the brink. The pandemic has killed more than 4.7 million people,

caused global GDP to decline by 4.6% in 2020, and pushed 119-124 million more people into ex-treme poverty. Today, nearly one in three people globally do not have enough food to eat, while conflicts and climate-change-in-duced natural disasters are forc-ing families from their homes. And the resulting school disrup-tions are leaving crisis-affected children ever-further behind.

When world leaders launched Education Cannot Wait, the Unit-ed Nations’ global fund for educa-tion in emergencies and protract-ed crises, at the 2016 World Hu-manitarian Summit, 75 million children and youth globally were being denied their right to an edu-cation as a result of conflict, dis-placement, and natural disaster.

Fast forward to the present. As COVID-19 continues to rav-age the world’s least-developed countries, and with other crises on the rise, the number of chil-dren who are out of school has increased to an estimated 128 million. This is a rough estimate that will likely increase as the world’s multiplying crises deep-en, and it is already more than the population of Japan, or the populations of France and Italy combined.

Air India serves over 60 destinations across conti-nents and is a member of Star Alliance, a global avia-tion alliance. The sell-off is happening because the air-line is heavily debt-ridden---Rs 40,000 crore---with the clo-

sure of skies during the pan-demic being a major contrib-uting factor. The govern-ment, it is said, intends to pass on a debt of only Rs 23,000 crore to the Tata Sons. There’s no dearth of money with the Tatas or manage-ment skill to revive the ailing airline. If the Tata Sons’ bid gets a final nod from the gov-

ernment, the Tatas will merge AirAsia India and Vistara businesses to bring them under one entity.

Air India has the third largest market share in In-dia’s aviation sector. Air Asia India’s 7.1 percent and Vista-ra’s 6.4 percent of market share together will make Ta-tas the second biggest group-ing in the country’s aviation sector after Indigo which en-joys a market share of 55.5 percent. It will then act as a major disruptor for Spicejet. For Jet Airways it’s like tak-ing a bird-hit at the runway itself. he face of financial transac-tions and access to financial services has potentially been revolutionized in early Sep-tember 2021, when a new technology infrastructure Account Aggregator (“AA”) was launched at a virtual event wherein 8 largest banks of India namely, State Bank of India, ICICI Bank, Axis Bank, IDFC First Bank, Ko-tak Mahindra Bank, HDFC Bank, IndusInd Bank and Federal Bank came together to join the network for a smooth and centralized tran-sition of financial data.

Account aggregators are a subset of non-banking finan-cial companies (“NBFCs”), which function as technology intermediaries between enti-ties requiring financial data of customers (financial infor-mation users “FIU”) and those holding that data (financial information providers “FIP”).

SIMPLIFYING AAThe whole process has a three-tier structure and the license for AAs is issued by

the RBI. These will help in facilitating financial data of customers to FIPs and FIUs which include banks, lenders who do not delve into bank-ing, insurance companies and mutual funds, who seek financial data and documents from their customers. Infor-mation scattered across all of the financial institutions that one deals with will be stored via a centralized mechanism and shared to an FIU if the customer consents for the same. Thus all the digital footprints of the customer will be compiled in one place and facilitate the information acquisition to lenders.

HOW IS AA REVOLUTIONARY?z IMPROVED FINANCIAL

UNDERSTANDING: The most pertinent benefit of an Account Aggregator ser-vice is the ease with which customers can analyze financial information to make well-informed decisions with regards to their banking and investment choices.

z LESS TURNAROUND TIME: AAs essentially cuts down the enormous amount of time that customers have to undertake in order to avail of a financial service, and thus the hassle to run around and collect all the

financial documents before availing of financial services will be done away with. This time saved could be rather invested into analyzing the services provided by various competitors in the market!

z LESS PHYSICAL INTERAC-TIONS: COVID-19 has been a major roadblock on physical restrictions and end-users are afraid to visit banks and other financial offices. This can be potentially solved by an AA that creates secured digital access to personal data. To cite an example, data sharing through AA to procure information collat-eral can be used to access a small formal loan by MSMEs who generally ask for physi-cal collateral.

z FRAUD REDUCTION: It reduces the fraud associ-ated with physical data by

introducing secure digital signatures and end-to-end encryption for data sharing. Further, the services of third parties cannot be used for undertaking the business of account aggregation. Moreover, the consent of the customer is at the core of the AA ecosystem. Thus, if a person decides to not share the financial data, it will stay with the finance provider. According to Sahamati, a collective AA ecosystem, an AA is “data-blind” which es-sentially means that all data transferred is encrypted and could only be accessed by the FIU for which the data is intended.

z SYNERGY BETWEEN UNI-FIED PAYMENTS INTER-FACE (“UPI”) AND AA: With the onset of UPI, payments have become increasingly accessible and pervasive. The AA system works on a similar idea, the only differ-ence being in the data which is being exchanged. The technology-driven payment services application allowed customers to exchange pay-ments on several banking accounts via a single appli-cation by a virtual payments address, with each having a unique separate identity. The AA entities will also fol-low suit of the UPI payment mechanism and will enable a user to transfer numerous financial data held by the user in multiple accounts (saving accounts, term de-posits, mutual and pension funds etc.) through a single virtual address exclusive to each user.

CONCLUDING REMARKSThe ecosystem has the poten-tial to serve as the holy grail of financial services provid-ers and customers alike, pro-vided its execution is done immaculately. AA mecha-nism can achieve meteoric success if all financial ser-vices providers, as well as government entities such as Income Tax and GST and other business entities, are on the platform. It is not com-pulsory for every financial service provider to partake in the AA ecosystem as of yet. However, it is mandatory for an entity that wants to be-come an FIU and provide more personalised services to its customer base to become a FIP as well that is, it should be willing to share its cus-tomer’s data (with customer consent) with other FIUs.

New Delhi: Delhi Chief Minister and Aam Aad-mi Party’s national con-vener Arvind Kejriwal has announced the name of chief ministe-rial candidate in Uttara-khand by naming re-tired Colonel Ajay Kothiyal as the contend-er. But when asked about Punjab, Kejriwal says that at the right time he will announce the name of the party’s chief ministerial candi-

date. When elections are to be held simultane-ously in both the states, how come the right time has come in Uttara-khand and not in Pun-jab? In Uttar Pradesh too, the party has de-clared Sanjay Singh as its Chief Ministerial face.

In fact, Kejriwal is in a dilemma about Pun-jab. Earlier he had said that Jat Sikhs would be the Chief Minister and Dalits would be the Dep-uty Chief Ministers if

AAP formed the govern-ment. But now Congress has made a Dalit, CM and therefore the stake of Deputy CM will not

attract much to the vot-ers. On the other hand, BJP has announced to make Dalit CM. That’s when Kejriwal’s dilem-

ma has increased. Ac-cording to informed sources, there is also an opinion in his party that the Leader of Opposi-

tion of Punjab Assem-bly Harpal Singh Chee-ma should be made a contender. He is a Dalit and is representing the party in Assembly. This will strengthen the cred-ibility of the party.

But this is worrying for Kejriwal as he knows announcing a name would result in loosing the Jat Sikh vote. He is feeling that if he also de-clared a Dalit claimant, then the Jat Sikh vote will outrightly go to the Shiromani Akali Dal. In

fact, there is no confu-sion in SAD about who will become the CM, as everyone knows that if the Akali Dal govern-ment is formed Sukhbir Badal will be the CM and SAD’s ally Bahujan Samaj Party, that has ap-peal in Dalits, will be given the Deputy CM position. AAP MP Bhag-want Mann is pressuris-ing party to declare CM candidate, but consider-ing him as a non-serious politician, Kejriwal is deferring the decision.

New Delhi: The Shiv Sena, which is heading the Maha Vikas Aghadi government of Maha-rashtra, has given some advice to its ally Con-gress and has also passed comments about its leaders. No one can deny the advice of Shiv Sena that Congress should elect a full-time president.

However, many Con-gress leaders have be-come angry with this and are advising Sena not to interfere in their internal affairs. But what the Sena has said is not wrong too and it is high time that the Con-gress should elect a full-time president at the earliest since not having a president gives all par-ties an opportunity to attack the Congress.

Sena’s second com-ment is more important than this advice. Sena has written in its mouth-piece ‘Saamana’ that senior Congress leaders have joined hands with the BJP and their aim is to stop Rahul Gandhi. There is no doubt that many senior Congress

leaders do not want Ra-hul to take over the reins of the party and suc-ceed, if he does. It is sur-prising but true that in-stead of being disap-pointed and worried over the poor perfor-mance of the Congress, most elderly leaders, sit-ting in Delhi, are happy since they think Rahul is failing, the article said.

However, the remarks that senior leaders have met the BJP are also not

a trivial issue. In August last year, when 23 Con-gress leaders wrote a let-ter to Sonia Gandhi ask-ing for elections to be held for all the posts of the organisation, in-cluding the President and members of the Congress Working Com-mittee, Rahul had alleg-edly said that everyone of these leaders is hands in glove with the BJP. However, later when Ka-pil Sibal got angry, it was clarified by the Con-

gress that Rahul had never said such a thing. Now Sena has also reit-erated that senior Con-gress leaders are in alli-ance with the BJP.

It is a coincidence that Sena’s remarks came at a time when Captain Amarinder Singh, who was Con-gress’s chief minister in Punjab for 9.5 years, has shown his close-ness to the BJP. Now they are calling for their secular conduct but the question is not on their conduct. The question is about his closeness to the BJP and its top leaders. As soon as he stepped down as CM, national security became such a big issue in Punjab that he met the Home Minis-ter and the National Security Advisor. It is being said that he is go-ing to form a party to help the BJP.

For Congress leader Digvijay Singh, it cannot be said that he has col-luded with the BJP. But the timing of praising Amit Shah and the RSS while recalling his Nar-mada Yatra four years ago is astonishing.

New Delhi: The Su-preme Court on Mon-day while approving Centre’s disaster man-agement guidelines on payment of Rs 50,000 ex-gratia compensa-tion to the next kin of those who died of Cov-id-19, said the money to be disbursed within 30 days of applying.

A Bench of Justice MR Shah and Justice AS Bopanna ordered that no state should deny the ex-gratia compensation of Rs 50,000 to the next kin of persons who died of

Covid on the sole ground that the death certificate does not mention Covid-19 as the cause of death. The payment will be from SDRF, it added.

No State shall deny the Rs 50,000 benefit on the ground that cause of death in death cer-tificate is not Covid, Bench ordered, adding that district authori-ties to take remedial steps to have cause of death corrected. Dist level committee details to be published in print media, it said. —PTI

Kochi: Kerala HC on Monday quashed Kerala govt’s order to reduce charges of RT-PCR tests in private laboratories to Rs 500 from Rs 1,700.

HC also quashed the order to initiate criminal proceedings against those who are not implementing the order. In May, the Kerala govt had issued an order to reduce the RT-PCR test rates in the state from

Rs 1700 to Rs 500. A bench of Justice TR Ravi also directed the state to hold discussions with owners of private laboratories and take a fresh decision in this regard. Court’s ruling came on PIL filed by Accredited Molecular Testing Laboratories and Devi Scans pvt ltd seeking to set aside the order.

The decision of pricing is taking time owing to 2 factors; one is that it is a three-dose vaccine and the other is its application. A needle-free applica-tor or a jet injector is used for the application of the ZyCov-D vaccine, which can be used to vaccinate 10,000 people. Sources told that price from the govt is expected to be around Rs 300/dose. Mumbai: Thousands of users on Monday re-ported that they were unable to access the ser-vices WhatsApp, Insta-gram and Facebook. Social media users took to Twitter to report that they were unable to ac-cess the services of the aforementioned sites.

Downdetector.com, a website that tracks is-sues related to traffic on major websites, also saw a spike in number of reports which con-firmed that a large num-ber of people are unable to access WhatsApp, Fa-cebook and Instagram.

Over 20,000 people have reported that the WhatsApp is not work-ing for them. The web.whatsapp.com is also displaying this error message - 5xx Server Er-ror. Insta is also show-ing the same message.

The Facebook web-site shows an error mes-

sage “Sorry, something went wrong. We’re working on it and we’ll get it fixed as soon as we can.” The WhatsApp messaging app is unable to send or receive mes-sages while Instagram and Facebook’s messag-ing platforms are also facing an outage.

The issue has seem-ingly affected people late in the evening, with outage starting at roughly 9:15 pm IST.

This is not the first time apps like What-sApp have crashed. A similar outage occurred in June, while another in July. “We’re aware that some people are having trouble access-ing our apps and prod-ucts. We’re working to get things back to nor-mal as quickly as possi-ble, and we apologize for any inconvenience,” a Facebook spokesperson said. —Agencies

New Delhi: The SC Monday re-fused to entertain a plea seeking cancellation of the NEET UG held on September 12, 2021 on the ground that the examination was not conducted in a fair and transparent manner. The apex court dismissed the plea saying that cancellation of the exam cannot be at the cost of lakhs of students. A bench headed by Justice L Nageswara Rao, which stopped short of imposing Rs 5 lakh cost, noted that the petitioner seeks setting aside NEET-UG Exam and directing the NTA to conduct the exam afresh.

New Delhi: A virtual SC hearing took an interesting turn when Justice DY Chandrachud referred to historical painting behind former AG Mukul Rohatgi. Court was hearing a petition by real estate developer Supertech where former AG was representing it. Justice Chandrachud said, “This is the central hall of Bombay HC during Tilak trial.” The Attorney General thanked Justice for the praise. As he saw the painting of Bal Gangad-har Tilak’s trial in the Bombay High Court in 1907, Justice Chandrachud repeated the last words that Tilak said during his trial.

VIOLENCE ERUPTS ACROSS STATES

New Delhi: The inci-dent of violence in Ut-tar Pradesh’s Lakhim-pur Kheri is resonating politically in Punjab, whose farmers have been protesting at na-tional capital Delhi’s borders against three farm laws.

Lakhimpur Kheri is under Section 144 of the CrPC, which prohibits gathering of two or more people. The local administration and Ut-tar Pradesh Police have stopped a number of leaders from visiting the area where farmers were holding a protest. They claim that a con-voy of Union minister Ajay Mishra Teni’s son Ashish ran over four farmers which caused their deaths.

Speaking during a roadshow in Ludhiana, Badal further said that a case under Section 302 of the IPC must be reg-istered with immediate effects against the cul-prits and a high-level probe should be carried out for free and fair in-vestigation. —PTI

Hanumangarh: Mild force was used to push back the farmers who al-legedly tried to enter the Hanumangarh collector-ate during a protest, de-manding procurement of rice on the minimum support price. The farm-ers tried to enter the col-lectorate to press for their demands but the entry gate was closed by police. Some of the farm-ers jumped the gate and entered the premises, prompting them to use mild force, police said.

“The farmers tried to enter the premises forci-bly. Therefore, they were pushed back,” CO Prashant Kaushik said.

“The farmers were de-manding the procure-ment of rice on the MSP. They were peaceful but police used force against

them,” said Raghuveer Singh Verma, a member the Sanyukt Kisan Mor-cha. He said that the dharna of the farmers will continue till their demands are met. Mean-while, Congress MLAs Rohit Bohra, Danish Abrar and Chetan Dudi were arrested by UP po-lice when they tried to reach Laxmipur Khiri.

Marriage registration bill stuck in Raj BhavanFirst India Bureau

Jaipur: The Rajasthan marriage registration amendment bill 2021, passed in the Rajasthan Legislative Assembly, is stuck in the Raj Bhavan due to controversies. Two bills to be sent by Governor Kalraj Mishra to Delhi for the approval of the President of In-dia include the Crimi-nal Laws Amendment Bill 2021 to prevent adul-teration in the state and the Rajasthan Registra-tion Amendment Bill 2021, but the third bill meant to amend the compulsion of mar-riage, which is not be-ing sent.

In the session held in the Rajasthan Legisla-tive Assembly in the month of September, 15 bills including the Com-pulsory Registration of Marriage Amendment Bill 2021 were passed. Out of which 9 bills have already become law after the approval

of Governor Mishra while some bills are still in process.

The BJP had alleged that child marriage will be encouraged if this bill becomes law. The bill also provides for

compulsory registra-tion of child marriages. Against this, the delega-tion of BJP MLAs had also complained to the Governor. MLA Sanyam Lodha also raised his voice against this bill.

PIL AGAINST REGISTRATION OF CHILD MARRIAGESJaipur: A public interest litigation (PIL) has been filled in the High Court challenging the state govt’s order making it mandatory to register all marriages including child weddings. The petition, filed by a voluntary organisation Sarathi Trust, is likely to come up for hearing before a Divisional Bench of the court on Oct 5. The trust has con-tended that though child marriage is a cognizable offence, the govt is trying to give it a legal sanction through the amendment. The tweak in the law allows a month’s time to register a marriage between couple below of legal age.

Barmer: A woman along with her two kids jumped into a water-filled ditch in Taratara village under Chauha-tan police limits today.

Barmer: Three armed criminals carried out a dacoity in broad day-light and escaped with rupees 5.5 lakh cash from SBI branch in Bar-mer. On getting in-formed police reached at the spot and made a blockade in the nearby area. Till the last report police were clueless about the accused.

Incident took place on Monday evening at SBI branch in Khandap under Samdari police station area. According

to the information, three accused entered the bank. Two had pis-tols in their hand while one has a knife. The ac-cused while threatening the bank employees and

Jodhpur: A BSF jawan, resident of Maharash-tra, was injured after he fell down while practic-ing juggling with a mo-torcycle at the STC Pa-rade Ground at the Jodh-pur headquarters of the Rajasthan Frontier. He died during treatment in the hospital.

According to the re-port filed by the BSF at Mandore police station, 34-year-old Kiran Bharat Jadhav, a resident of

Sholapur district of Ma-harashtra, was doing routine exercise at STC Parade where he fell down due to imbalance of the motorcycle. De-spite wearing a helmet,

he sustained a serious head injury. He was im-mediately rushed to MDM Hospital, where he succumbed to his in-juries during treatment on Sunday.

CLASS 10 STUDENT HANGS HIMSELF, ‘WAS UPSET WITH LIFE’ WROTE IN LETTER Dungarpur: A Class 10 student hanged himself on Sunday night under the Kotwali police station area of Dungarpur. The police have recovered a suicide note from near the dead body, in which it was writ-ten that he was upset with his life. The teenager was alone in the house. The body remained hanging from the noose throughout the night till the arrival of the relatives. The deceased, Chirag Pandor, 16, lived with his mother Paru Pandor in a rented house near Shani Mandir on Adarsh Nagar Road in Dungarpur. The police sealed the room and sat outside the room overnight, waiting for the arrival of the relatives. The body remained hanging on the noose all night.

Jaipur: Deputy Leader of Opposition Rajendra Rathore said that Chief Minister Ashok Gehlot was trying to instigate the villagers against the revenue department employees for boycott-ing the Prashasan Gaon ke Sang campaign by saying that their non-compliance was ham-pering revenue related works at the camps. He called the campaign “a hoax” saying how could it be successful if an im-portant link, revenue department, was not a part of the campaign?

Rathore said it would have been better if Ge-hlot showed sympathy for them and fulfilled the 7-point demand

keeping in mind the agreement between the Patwari, Girdawar and Tehsildars of the reve-nue department and the state government in 2018 and July 2021.

Rathore said there is deep resentment among the revenue depart-ment employees due to non-compliance of this agreement.

Jaipur: Chief Minister Ashok Gehlot inaugu-rated the painting exhi-bition ‘Mohandas se Mahatma’ on the ‘Life Journey of the Father of the Nation Mahatma Gandhi’ in Sudarshan Gallery at Jawahar Kala Kendra (JKK) to-day. The exhibition has been conceptualized by MLA Niwai Prashant Bairwa.

The Chief Minister walked around the exhi-bition, appreciated the artworks and said that the exhibition presents several moments of Gandhi’s life which have been shown for the first time. “The large painting of Gandhi makes one feel as if he is watching us all. Eve-ryone should read Gan-dhi’s biography at least once in their life. It will change the very con-cept of their lives,” he said.

The exhibition also showcases the world’s largest standing paint-ing on canvas of Gan-dhi. It is a 6 ft by 11 ft painting that took 6 months to prepare. It has been created by art-ist and Associate Pro-fessor, Banasthali Vid-yapeeth, Annapurna Shukla.

GEHLOT APPROVES DUTY CONCESSION TILL DEC 31

CM Ashok Gehlot has given approval to extend the period of concession of 2 percent in stamp

duty on documents of fl ats up to Rs 50 lakh in multi-storeyed buildings till December 31, 2021. Also, the stamp duty on residential plots up to a value of Rs.25 lakh has also been reduced from 6 per cent to 4 per cent. This exemption will contin-ue till December 31, 2021.

development.The funds will be utilised for strengthening of hostels and resi-dential schools made for students, de-velopment of facilities in these hostels and schools, providing sports materials and computers and an assistance of Rs 5,000 per person to buy tools for youngsters to make them employable.Gehlot has also approved Rs 5.57 crore from Valmiki Fund to provide proper opportunities to children and young-sters of the Valmiki Samaj.

LAKHIMPUR KHERI VIOLENCE

Jaipur: The National Green Tribunal (NGT) has declared commer-cial activity at the Na-hargarh Fort in Jaipur as illegal and has or-dered to stop the activi-ties while considering them as non-forestry activity.

Rajasthan Tourism Development Corpora-tion (RTDC) runs a res-taurant and bar ‘Padav’ outside the fort. Another restaurant is operating inside the fort for which the space has been given

on lease to a private firm by the Department of Archaeology.

Apart from this, a light show is also organ-ised. Rajendra Tiwari, on whose petition the NGT had issued the or-der, said that the six-member Constitutional Bench of the NGT con-

ducted hearing and stat-ed that the activities go-ing on in Nahargarh are non-forest activities.

The NGT reprimand-ed Archaeological De-partment & RTDC and said that they have no right to conduct com-mercial activities in the sanctuary area. The tri-bunal ordered to imme-diately stop commercial activities and get the fort vacated. NGT has directed the Forest de-partment to develop eco-tourism there. —PTI

Jaipur: Rajasthan Chief Minister Ashok Gehlot has written a letter to Union Minister for Consumer Affairs, Food and Public Distri-bution Piyush Goyal urging him to start procurement of paddy on sup-port price in the state at the earli-est.

Gehlot said that 2.62 lakh metric tonnes of paddy is estimated to be produced during the year 2021-22 in Hanu-mangarh and Sriganga-nagar districts in the state and in such a situ-ation, a target of pro-curing 50,000 metric tonnes of paddy on sup-port price should be

fixed while appointing FCI as the agency and all necessary arrange-ments should be made, according to a release.

He has written in the letter that the Govern-ment of India has set a target of doubling the

income of farm-ers by the year 2022 and the pur-chase of agricul-tural commodi-ties at support price has a direct

impact on the income of the farmers.

The Chief Minister said that if the procure-ment is not started ear-ly, then these farmers will not be able to get the proper price for their produce like last year and they will have to suffer financial loss.

he used to be a chirpy young woman whenever she visited my clinic with brilliant eyes and a radiant smile, full of life carrying an aura of dance, music, medita-

tion and fitness. Then came Cov-id19 and caught her along with her husband. Both came out vic-torious against the dangerous virus but she lost something in her core. Now she looks vulner-able and emotionally fragile with eyes hardly holding back tears and a visible tremor in her voice.

Then there is another ex-ample. A woman of very happy disposition lost her brother-in-law, a close lady friend and hus-band of another close friend to Covid19 in a very short period. She always used to plan big for life and her attitude was also positive but when's this time she came to my consultation room, I failed to recognise her. She aged by years in these 12 months and her eyes dribbled tears at fre-quent intervals. She was ex-tremely - and insecure for her husband and children and was suffering from nightmares re-garding them. Never did she im-agined this sort of life and eve-rything happened as though lightning has struck.

They are an elderly couple

in their late 70s who lost their young and brilliant son during the Indo-Pak war. They forgot to smile after that. As brave par-ents, they never wept publicly but a deep sorrow is noticeable whenever they enter my consul-tation room and evident is their abhorrence to war and violence as both these human follies con-clude nothing. War, according to them, might be necessary though always a debatable choice but one thing is beyond doubt - its futility as far as a conclusive so-lution of the problem is con-cerned.

Similar examples can be seen aplenty in marriage break-downs, business failures, cheat-ing by friends and foes, leakages of examination papers, apathy and bribe seeking by govern-ment officials and so many more fields of life. The human emo-tional world has become a grand

saga of turmoil. All these three examples

highlight one thing - gross public ignorance amounting to apathy as far as emotional health is con-cerned. The commonest com-ment " don't worry, everything would be fine" is indicative of superficiality of thought process and casualty of attitude. As the country is undergoing rapid ur-banisation, India needs a strong emotional support system in place because the traditional so-cial support system has, by now, become more or less extinct.

Post Traumatic stress syn-drome mainly came to the fore after the 9/11 attack on Ameri-can civilians by a moron group of some cruel people. Before that, it was not a regular diagno-sis by medical professionals but after the Covid19 pandemic, it is now being recognised with all seriousness. In a pandemic like

Covid19, a sick person feels com-pletely isolated - no friends, no relatives, nowhere to go, no one to share jokes and no one to lend a comforting shoulder. Such a situation occurs very rarely and no one is prepared for this. Even the doctors are significantly fearful, anxious or depressed. Telemedication isn't an option that a sick person opts for in the first place, it is the last straw for him and can not replace the reas-suring physical checkup by a known healer.

Urbanization, the forma-tion of nuclear families, unsus-tainable expectations amongst parents and children have cre-ated a web of mental states where people start harming each other within a family. One exam-ple can highlight the traumatic situation. She is an intelligent mother, highly devoted to her family, especially to her son but

the son starts blaming her for his every failure. She isn't at fault at anything but the son sees every-thing from a different angle and heeds no counsel from anyone. The mother is unnecessarily forced to live in a mental quag-mire for the rest of her life. She has only one option to lead a rea-sonably normal life and that is if she dares to detach from every-thing called family. Would she be able to do so? Most probably, not.

These are the examples that tell us that emotional health should be taken as seriously as physical and mental health. Con-trary to common belief, emotion-al health is not a psychiatric is-sue and needs no medicine and psychiatrist but the requirement is that of a counsellor or psychol-ogist. But once again, there is a big dilemma - our country has very few established and well-recognised psychologists. Psy-

chology is a difficult art to prac-tice as the vast majority of the population is unaware of its use-fulness, doesn't want to pay for it. Thus, only very few opting this as a career. Except for very few, almost all psychologists are dependent upon referral from psychiatrists which limits their capacity to innovate and im-prove and this is seen by the pub-lic as a money-making plan. In itself, this system of referral would never allow psychologists and counsellors to gain individ-ual recognition and identity. It appears that India's emotionally disturbed people won't be able to reach a state of cloud 9 with the help of their counsellors.

Finally, a few words for the art of counselling. These days I have seen psychologists being trained to evaluate their clients by a type of protocol. They give a sheet of questions to a client, evaluate the answers and draw their inference. This is just like a high school examination and is almost mechanical, monoto-nous and repetitive. A counsel-lor has to have a philosophical depth of understanding human emotions, a lot of compassion and plentiful patience to listen, contemplate and comfort. These are the reasons we don't find many dedicated psychological counsellors, their place is al-most completely taken over by Gurus who may or may not be capable of individual healing. Counselling is not a profession in itself, it has to be a mission for someone capable of being a friend, philosopher and guide.

World Mental Health Week @ JNU CITY FIRST

Since 1992, The World Health Or-ganisation recog-nizes the month of

October as World Mental Health week and identi-fies October 10 as World Mental Health Day. It aims to create awareness among the general popula-tion with the help of vari-ous social, political, ad-ministrative, educational and religious bodies.

With this initiative in mind, the Department of Psychiatry at Jaipur Na-tional University Institute

for Medical Sciences and Research Centre, Jagat-pura, Jaipur has organ-ised world mental health week from Oct 4 2021 to Oct 10. 2021 which in-cludes various guest lec-tures, free medical check-

up camps, activities with Senior citizen’s forum and a rally on mental health awareness.

The beginning of The World Mental Health Week was marked by an exhibition on various

mental illnesses at the Hospital lobby and was inaugurated by Chancel-lor Dr Sandeep Bakshi.

On this occasion, Dr Bakshi said that due to the stigma of mental illness in society, many people do

not come for treatment. He emphasized the impor-tance of treating mental illnesses for the holistic growth of individuals, so-ciety and the nation as a whole.
