In Metropolitan Tokyo, the coverage of the sewerage system achieved

approximately 100% by the end of FY 1994, and virtually all domestic

wastewater and industrial wastewater is treated by the Water Reclamation

Centers. However, this does not mean that the problems of pollution of

Tokyo's rivers and sea areas (called as public water body) have been

completely solved. The current sewage treatment system was originally

intended for domestic sewage, and has difficulties in completely treating

wastewater from workplaces.

Also, discharging harmful substances into the sewerage system damage the

treatment capability of the Water Reclamation Centers.

In order to realize a pleasant water environment, the understanding and

cooperation of all companies regarding prevention of discharging harmful

substances and improvement of wastewater quality is necessary.

The Sewerage Law and the Tokyo Sewerage Ordinances provide water

quality regulations for wastewater containing harmful substances, etc. This

pamphlet explains the overall water quality regulations for wastewater when

using the public sewerage system.

※ In this brochure,

Workplace means a place which discharges wastewater

with business such as factory, restaurant, hospital,

university, institute, etc..

Specified facility means a facility which defined in

Sewerage Law .

Specified workplace means a workplace which has more

than one specified facility.

- Items subject to regulation and their effect on public sewerage system - Regulations regarding the water quality of wastewater discharged to the public sewerage system have been formulated from the point of view of conservation of public water areas, maintenance of sewerage facilities, etc. The items subject to regulation and the effect when discharged into the public sewerage system are as follows.

Alkyl mercuric compound, organic phosphorous, lead, total mercury, cadmium, arsenic, hexavalent chromium, copper, zinc, total chromium, dissolved iron, dissolved manganese, polychlorinated biphenyls, selenium, boron

Reduces the biological treating function in Water Reclamation Centers. Makes treating and disposal of sludge arising from Water Reclamation Centers, etc., difficult.

2 Among , the criterion for total chromium applicable to the operator of a specified facility discharging less than 50m3/day applies tooperators of factories or operators of specified workplaces established on or after 1st April 2001. The criteria for copper, zinc, phenols, iron, andmanganese apply to the operators of factories established on or after 2nd April 1972 or specified workplaces established on or after 1st April 2001.Factories are defined in Article 2-7 of "Environmental Ordinance to ensure the Health and Safety of Residents (Tokyo Municipal Ordinance No. 215,2000), and specified workplaces are defined in Article 8 of the same Ordinance.

- Discharge Standards to sewerage (dioxins)-

(Note) pg means picogram, and TEQ is the abbreviation for toxic equivalent.

- Specified Facility in accordance with the Sewerage Law - Sewerage Law prescribes the facilities which ought to be regulated on the drainage quality. The facilities are as follows. A facility complying with 1 or 2 below that continuously discharges wastewater to the public sewerage system.

1 A specified facility defined by the Water Pollution Control Law

2 A facility for which the water quality of the wastewater is regulated by the Law on Special Measures concerning Countermeasures against Dioxins

- How to Observe the Discharge Standards -

To enable wastewater from workplaces to observe the discharge standards, first investigate the following items. 1 Ingenuity of manufacturing method, processes, etc. 2 Ingenuity of usage of chemicals and ingredients. In addition, reduction of the consumption. 3 To collect the waste fluid, and outsourse the disposal to waste disposal firm. If it is not possible to comply with the discharge standards by these methods, it is necessary to install a treatment facility to process the wastewater. Typical processing methods are shown on and after page 16.

- Wastewater that does not comply with the standards cannot be discharged - . . . A workplace that discharges wastewater not complying with the Sewerage Law can be punished (up

to 6 months' imprisonment or up to 500,000 yen fine. Up to 3 months' imprisonment or 200,000 yen fine in the case of an unintentional act). Also, in the case of a workplace that is considered to have the possibility of discharging wastewater that does not comply with these standards, an order may be issued to improve a specified facility, to temporarily stop using a specified facility, or to stop discharging to the public sewerage system.

. . . An order may be issued to a workplace that have discharged wastewater that does not comply with these standards to improve the quality of their wastewater, or to temporarily stop discharging to the public sewerage system.

It is a duty to appoint the Water Quality Manager

- What is the Water Quality Manager system? – There are some substances that are difficult to treat at the Water Reclamation Centers. In order to preserve the water quality of public water body and to protect the public sewerage system, it is necessary that there is self-management of wastewater on workplaces. In Tokyo it is obligatory to appoint a water quality manager on workplaces that have a possibility of discharging wastewater that does not comply with the discharge standards, and notify the Metropolitan Government. In some cases there is an exemption for appointment of the water quality manager. For details inquire at the relevant Sewerage Office (see the back cover). Measures to Deal with Water Quality Accidents

The Sewerage Law requires measures to be taken on specified workplaces when a water quality

accident occurs

1 When an accident occurs in which wastewater that includes harmful substances or oil* is discharged into the public sewerage system, specified workplace must immediately take emergency measures, and promptly notify the relevant Sewerage Office of the status of the accident and an outline of the measures taken.

However, if the discharge standards are satisfied even though wastewater has been discharged into the sewerage system, there is exemption from taking measures when the accident occurs.

If appropriate emergency measures are not taken, the Director General of the Bureau of Sewerage of Tokyo may order emergency measures to be taken.

There are Other Matters that Must be Observed

- Measurement and recording of water quality - Operators of specified facilities that discharge wastewater are required to measure the water quality of the wastewater. Records of the measurement results must be retained for 5 years. Please consult with the relevant Sewerage Office (see back cover) regarding the method of measurement, measurement locations, and method of recording. 1 Acid or alkali (hydrogen ion concentration (pH)) Treatment of acidic or alkaline wastewater is carried out by the neutralizing method in which a neutralizing agent with different properties (acid or alkaline) is added to adjust the pH to neutral. Sulfuric acid or sodium hydroxide (caustic soda) can be used as the neutralizing agent. For strong acidic or strong alkaline wastewater, it is difficult to obtain treated water with a stabilized neutral pH with one stage treatment, so it is necessary to carry out the neutralizing process in two stages. Also, if both acidic and alkaline wastewater is generated, it is possible to economize by neutralizing agent by mixing them. However, if wastewater is used as a neutralizing agent for final neutralization, etc., it is necessary to take sufficient care regarding regulated substances such as heavy metals that may be included in the wastewater used as neutralizing agent. 2 Biochemical oxygen demand (BOD) Polluting substances measured as BOD are mainly organic substances. These substances consume the dissolved oxygen. As a result, corruption of the wastewater happens, and it becomes the cause of a bad smell and the poisonous gas. Treatment of BOD wastewater is normally carried out by a method such as the activated sludge process or the contact aeration process. In the activated sludge method, activated sludge is mixed with the wastewater, air is fed into the mixture, and the polluting substances are oxidized and decomposed by the action of aerobic microorganisms in the sludge. On the other hand, in the contact aeration process, an element referred to as a “fixed filter bed” to which a microbial membrane is adhering is immersed in the wastewater, air is fed into the wastewater, and the polluting substances are oxidized and decomposed by the action of aerobic microorganisms adhering to the element. Also, a process using microorganisms such as yeast is used for treating wastewater with high BOD.

To remove both nitrogen and phosphorous simultaneously, some methods such as anaerobic-anoxic-oxic-process and combination of nitrogen treatment and coagulant are general.

5 Suspended solids (SS) Wastewater which needs SS treatment is from almost all food manufacturing or kitchen facilities that are subject to processing for BOD and normal-hexane extracts. Therefore SS treatment is normally not carried out alone, but methods such as the dissolved air flotation method, which is a method of BOD treatment or normal-hexane extracts, the natural flotation method, the filtration method, and the chemical precipitation process are generally used.

6 Normal-hexane extracts

Normal-hexane extracts refers to oils in wastewater that are extracted by normal-hexane as the solvent. These oils are normally treated by the biological treatment, the pressurized flotation method, the chemical precipitation process, etc. In the case of kitchen wastewater, biological treatment can be carried out together with BOD and other organic material. In the dissolved air flotation method oils are made to adhere to fine air bubbles, and then separated and removed by flotation. In the chemical precipitation process, the process is the same as for SS treatment, and this process is used in particular with the purpose of mineral oils treatment. 7 Volatile organic compounds (VOC) such as trichloroethylene, etc. In addition to trichloroethylene, “trichloroethylene, etc.” refers to the 9 substances from tetrachloroethylene to 1, 3-dichloropropane among the organic substances listed in page 5, and benzene and 1, 4-dioxane. These substances are used for removal of grease, cleaning metal products, peeling paints, dry cleaning agents, and etc. To treat trichloroethylene, etc., dissolved in water, the adsorption method or the aeration method are used. With the adsorption method, trichloroethylene is adsorbed and removed by directly passing through activated carbon. On the other hand, in the aeration method, air is blown into the wastewater to expel dissolved trichloroethylene, etc., and after it is vaporized in air it is removed by adsorption onto activated carbon. Also, for dichloromethane or 1, 2-dichloroethane, both among trichloroethylene, etc., are comparatively easily dissolved in water, and the concentration in wastewater can be easily increased, so it is necessary to avoid mixing these substances with water as much as possible. As for the other method, the wastewater including these solvents can be collected and treated by industrial

waste disposal operators.

Air

8 Iodine consumption Iodine consumption refers to the quantity of iodine consumed by reducing substances in the wastewater. This is the quantity of reducing substances that consume oxygen in the wastewater expressed as the quantity of iodine consumed. The substances that cause an increase in the iodine consumption in the wastewater include reducing substances such as hydrogen sulfide, sodium sulfite, sodium sulfide, sodium thiosulfate, organic matter, etc. Treatment methods include the oxidation method by aeration, etc., or the chemical oxidation method. However for processing wastewater containing hydrogen sulfide, harmful gas is generated by the aeration method, so the chemical oxidation method using sodium hypochlorite or similar is used. 9 Cyanide compound The alkaline-chlorine method or the ion exchange method, etc., are used for processing cyanide containing wastewater. The normal processing method used is the alkaline-chlorine method in which the wastewater is made alkaline, and the cyanide is oxidized and separated using an oxidation agent. The cyanide oxidation and decomposition reaction using the alkaline-chlorine method proceeds in 2 stages, so a cyanide processing facility normally consists of an adjustment tank, a primary and secondary reaction tank, a chemical tank, etc. The oxidizing agent used for oxidative decomposition is normally sodium hypochlorite, which is easily handled. Control of pH adjustment and addition of the oxidizing agent in the reaction tank is carried out using a pH meter and an ORP meter. If the wastewater contains heavy metals such as iron , nickel, they form complexes. In this case, it is difficult to decompose the cyanide, so treatment must be carried out by a special method such as the ferric hexacyanoferrate method or the zinc white method. Therefore, in the operation processes on workplaces, it is necessary to sufficiently separate the wastewater systems so that wastewater containing iron and nickel that form complexes that are difficult to decompose and wastewater containing cyanide are separated. Also, if cyanide wastewater also contains heavy metals, further treatment is necessary to remove the heavy metals. As for the other method, the wastewater including cyanide can be collected and treated by industrial waste disposal operators.

10 Hexavalent chromium The combination of reduction and chemical precipitation method is used for wastewater treatment containing hexavalent chromium. In this method, hexavalent chromium is reduced using a reducing agent, and after converting it to trivalent chromium, a hydroxide that is insoluble in water is generated by the chemical precipitation process, and separation is carried out by precipitation. Normally sodium disulfite or sodium bisulfite is used as the reducing agent. The facilities used for the reduction process normally include an equalization tank (raw water tank), a reduction tank, and a chemical tank. The adjustment of the pH and the addition of reducing agent in the reduction tank are controlled using a pH meter and an ORP meter.

11 Heavy metals (cadmium, lead, trivalent chromium, copper, zinc, iron, manganese) Heavy metals are discharged from the workplaces of various types of industry, such as the manufacturing industry, chemical industry, plating industry, and metal product manufacturing industry, etc.. The heavy metals are present in the wastewater as solids not dissolved in the water, or as metallic ions dissolved in the water. Methods of wastewater treatment containing heavy metals include chemical precipitation method, and ion exchange method, but normally chemical deposition method is used in which an alkaline chemical is added to the wastewater, and the heavy metals are deposited and removed as hydroxides. However, in case of existence of complexes with cyanide ,, it is necessary to treat the cyanide in advance as a pre -treatment . Also, the chemical precipitation process with slaked lime is used to treat wastewater containing copper pyrophosphate as a special treatment method. A polyelectrolyte flocculant is also used to promote separation of the generated hydroxide water. Of the heavy metals, in the case of lead, the hydroxide flock after flocculation is very fine, so it is necessary to install a filtration facility such as a total filter press, etc., to separate the solids and the water. * Disposal of industrial waste, etc. Please do not discharge the recovered waste liquid and the sludge remaining after treating the wastewater to the public sewerage system.
