1.0 Introduction This document has been prepared to guide the Koala Beach Wildlife and Habitat Management Committee by collating all ongoing management requirements from the separate species, habitat and environmental management plans and conditions of development consent. The original document was prepared in 2005 and has been updated in 2008. 2.0 Role of the Koala Beach Wildlife and Habitat Management Committee A Koala Beach Koala Management Committee was established in accordance with the original Koala Beach Koala Management Plan (1994). This Committee was re-named in 2003 to the Koala Beach Wildlife and Habitat Management Committee (hereafter referred to as ‘the Committee’) to reflect the expanded role. The roles and responsibilities of the Committee are reflected in the current Koala Beach Koala Plan of Management (2004). Whilst the Committee’s responsibilities extend to the management of other species and habitats at Koala Beach, the actions of the Committee are required to be consistent with the Koala Plan of Management (2004) by focusing on protection, restoration and management of the natural environment. The major ongoing function of the Committee will be to ensure implementation of the actions detailed in this document. At each bi-monthly meeting the Committee will be responsible for reviewing all listed actions to ensure compliance and to identify tasks to be undertaken prior to the following meeting. The Committee is to remain in perpetuity, with participation actively sought amongst residents of the Koala Beach Estate. 3.0 Ongoing Environmental Management Issues The following compliance conditions and requirements have been compiled from environmental assessment reports, species and habitat management plans, bushfire management plans, and the conditions of development consent that have been prepared and approved in conjunction with each successive stage of the Koala Beach development. Many of the conditions contained in these documents relate to the construction phases of development. General conditions of development consent have required the subdivision to be carried out in compliance with the original NPWS Section 120 Licence and subsequent Eight Part Test Reports. However, these Overall Management Guidelines are confined to conditions that require ongoing management, maintenance and monitoring actions to be overseen or co-ordinated by the Committee. Again, the main purpose of this document is to provide clear guidance and direction for ongoing implementation by the Committee.

4.0 Estate-wide Koala Beach Habitat Restoration Plan The Koala Beach Koala Plan of Management (2004) required the preparation of an Estate-wide Habitat Restoration Plan. The habitat restoration plan was prepared by Rhonda James (with input from John Callaghan) to accompany the 2005 Overall Management Guidelines document. 5.0 Habitat Protection Measures Codes used in the following tables to indicate primary responsibility include: TC = The Committee; TSC = Tweed Shire Council and C = Consultant. REQUIREMENTS ACTIONS CODE Koala PoM (2004) Protection of all primary Koala food trees and identified home-range trees by Conservation Agreement, Covenant on title and/or specific ordinance. Primary Koala food trees at Koala Beach include: Tallowwood Eucalyptus microcorys, Forest Red Gum E. tereticornis, Swamp Mahogany E. robusta, Small-fruited Grey Gum E. propinqua and a naturally-occurring hybrid of E. tereticornis and E.robusta.

7.0 Habitat Restoration Measures As indicated above, the Committee will be responsible for overseeing implementation of the Estate-wide Habitat Restoration Plan. This plan incorporates the existing Stage-specific restoration plans and provisions including those contained in the individual Management Plans for Environmental Protection Zone lands adjacent to each stage of the Estate. 8.0 Ongoing Research, Monitoring and Reporting As indicated above, the Committee will be responsible for overseeing the implementation of the monitoring provisions contained in the Koala Plan of Management Plan (PoM), the Glossy Black-cockatoo PoM, the Blossom Bat PoM, the Planigale PoM, the Arthraxon PoM, the Estate-wide Habitat Restoration Plan, and other relevant plans and provisions including those relating to feral animal management programs. 10.0 Bushfire Management

13.0 Feral Animal Management Program As indicated above, the Committee will be responsible for overseeing the implementation of the feral animal management program. Ideally, this program should be detailed in a Feral Animal Management Plan. The Committee will also assist council by monitoring and reporting inundation levels of areas identified by Council as mosquito breeding grounds. 14.0 Funding for Implementation Initial funding for implementation of some of the above actions was provided by the Ray Group, ceasing in 2008 with finalisation of stages 1 to 6. Funding for ongoing implementation of the above provisions is to be from the “Special Rate” administered by TSC and allocated through the Committee. The allocation of funds by TSC and the Committee from the “Special Rate” is required to be consistent with the KPoM and listed actions and should be in accordance with the budget outline contained in Appendix 1 of this document. The budget outline provides for allocation of funds for the three-year period 1st July 2008 to 30th June 2011. An outline of consultant tasks is provided in Appendix 2. 15.0 Fauna Sighting Records The Committee should encourage the recording of fauna sightings by residents. Records of threatened fauna and feral pest species in particular should be utilized in conjunction with established monitoring programs. Suggested species are Koala, Glossy Black-cockatoo, Bush Thick – knee, Rose Crowned Fruit –dove, foxes and dogs. A fauna sighting record sheet is provided in Appendix 3 and should ideally be distributed to residents and collected by the Committee annually.
