Assessing the state-of-play for INSPIRE

• To assess the INSPIRE data-sharing

conditions ARe3NA has performed a ‘Study

of the terms of use and the usability barriers

of the INSPIRE data resources’ * to:• Provide an overall picture of the data-

sharing approaches being used with geospatial

data and services accessible from the INSPIRE

sharing as a first step towards possible

INSPIRE data sharing principles

• INSPIRE provides several rules and

recommendations to share datasets

in harmonised conditions.

• Regarding data-sharing, the

Implementing Rules 1205/2008 on

Metadata require two free-text

metadata fields to be completed:• Conditions for Access and Use

• Limitations on Public Access

• However, data providers can choose

the licensing and pricing

conditions applying to their

resources.

• Desk experiment where we take the role of a user• aiming to reuse certain data resources potentially also for commercial

purposes

• By interpreting the information provided by the INSPIRE metadata

and complementary information retrieved through the INSPIRE

geoportal.

• To do this, a structured analysis of the text relating to terms of use

was done:

• At the metadata level: availability, completeness…

• At the terms of use level: language, versioning, type and name of

license document (if any), format, fees, open data, type of conditions,

prohibitions, rights granted…

29,876 metadata records collected on the 22/01/2016 from the INSPIRE

Geoportal were processed (alongside the ARe3NA study on Access Control).

Future work?

• To reduce the complexity of the data

policy landscape, consider :• Harmonise licences (challenging)

• Harmonise the semantics of the terms of use

• For the latter, we could consider the

creation and reuse of new registers and

code lists• Licence Register

• Digital Rights register: reusing some
