Humanitarian Context 

Health  authorities  in  Yemen  confirmed  a  cholera  outbreak  on  6  October  2016,  posing  an 

increased health  risk  to  the population especially  children. The Ministry of Public Health  and 

Population (MoPHP) announced that a total of 11 out of 25 suspected diarrhea cases have been 

confirmed  as  Cholera  cases  in  the  capital,  Sana’a.As  of  30  October  2016,  a  total  of  1410 

suspected  cases  of  cholera,  including  45  associated  deaths  have  been  reported.  Laboratory‐

confirmed  cases  of  cholera  have  been  reported  from  Taiz,  Aden,  Lahj,  Al‐Hudaydah,  Hajjah, 

Sana'a, Al‐Baida and and Ibb governorates.(WHO, 30 OCt 2016) 

Economy and public sector‐ There are reports that some sections of the public sector have been 

paid; however, they have only received a proportion of previous month’s overdue payments. As 

a result, government services have slowed or come to a complete stop. The political rancor over 

the  location  of  the  Central  Bank  of  Yemen  (in  either  Aden  or  Sana’a)  remains  a  highly 

contentious issue. As ERC Stephen O’Brien noted, Yemen is “one step away from famine”.

1‐ Launch of Water Supply System  in Alhadaa Village of Lawder District in Abyan  October 2016

  HAJJAH AND AL HUDAYDAH INDIVIDUALS ASSISTED: 604,212 LOCATIONS: Az Zuhrah, Al Sukhnah, Hays (Al Hudaydah), Abs, Haradh, Hayran (Hajjah)  

Community Engagement and Coordination:    EFSVL team conducted the community sensitization and mobilization in AL‐Mehssam AL‐Hajawrah and AL‐Harah targeted Camps under ECHO project  in Abs district to ensure community participation and full awareness about Oxfam targeting process where the   team facilitated the process of forming two Project Support Committees (PSCs)  in AL‐Mehssam   AL‐Hajawrah and AL‐Harah. The formed two PSCs were orientated and trained on their key responsibilities and contribution to  the  project  facilitation.  The  formed  PSCs  signed  the  TOR  as  part  of  process  documentation  and  to  enhance  team commitments. Simultaneously the EFSVL Team come up with final 6 formed PSCs in targeted camps funded by DFID with 46 members ( 18  female 39% , 28 male 61% ) .  PHP team organized  A total 128 community awareness sessions in Abs and Hayran districts . The main topic was hand 

washing at critical times, and preventive measures from diseases such as cholera. Number of beneficiaries is reached 

2,816 HHs (19,712 individuals :4,222 male, 4,057 female, 5,831 boys and 5,602 girls). 

  

Food Security   In  spite  of  access  issues  encountered  previously,  EFSVL  Team  completed  the  registration  process  for  the  remaining 

targeted households  in both ECHO and DFID targeted camps. Data collection for 645 beneficiaries HHs was finalized to 

cumulatively reach the final  list of 1,500 HHs under ECHO. Similarly, data collection of 54 UCT beneficiaries HHs and 19 

LHP HHs was completed this week.  

 

Market Price Monitoring  

The  team  continued  the market monitoring  activity  in 

Abs district to monitor basic food commodity, fuel, gas 

and non  food  items prices  and  availability. During  this 

reporting  period,  it  was  observed  that  basic  food 

commodities prices such as wheat  flour and sugar was 

stable. However, there are increased on rice, beans and 

cooking  oil  prices  by  8.35%,  5%  and  3 %  respectively. 

Price  of  vegetables  such  as  onion  experienced  some 

increase  this  week  by  11%  compared  with  the  last 

reporting  period  due  to  decreased  on market  supply. 

Petrol price was  increased by 54% on  the 4th week of 

October.  The  increase  of  petrol  prices were  observed 

either on  the  fuel  stations or  in  the black market. The 

difference between prices in formal market fuel stations 

and  in the black markets  is at a rate of 6%. There  is stability  in diesel prices with variance at 5% between diesel  filling 

station and black market. The value of Yemeni Rail rate  is still at the same rate as  last week; 250 / 1 USD  in the official 

banks and YER 300/USD1 in the black market.

WASH  

 Water  Trucking:  As  a  part  of  providing  technical  support  to  Bani  Hassan  Camp  “MSF’s  operation  area”,  Oxfam  has 

continued providing  treated  trucked water  to  the camp with daily quantity of 277m3  totalling  to 4,155 m3 of  trucked 

water provided during  this  reporting period. Cumulatively, 24,376 m3 of  treated water was delivered so  far benefiting 

3,227 HHs represents 22,589 individuals (6,528 female; 6,642 male; 4,631 girls and 4,788 boys) from both IDPs and host 

community.  

 

Water Supply Scheme WSS 

Solar pumps: As a part of support to rural water supply system for the sake of reducing O&M costs and  improving the 

sustainability of water service in the targeted communities, the installation of two solar pumps been started in Al‐Sadah – 

Hayran and Kedf Al‐Muhrah. Another ten solar pumps are still under procurement.  

 

Rehabilitation of WSS: As part of water trucking exit strategy, rehabilitation of Al‐Bedah and Deer Al‐Hessi WSSs been 

completed and all  IDP’s  tanks were connected  to  the existing water supply network.  In addition,  rehabilitation of nine 

water  supply  systems are under  implementation while eleven WSSs are under procurement and  thirteen WSSs under 

designing  and  BoQs,  rehabilitation  of  five  dug  wells  in  Abs  district  were  completed  and  ten  dug  wells  are  under 

implementation. Procurement process is still in progress g for rehabilitation of five dug wells   in Abs district 

Sanitation: Construction of 230 latrines in Al‐Zuharh district is in progress. While the required materials for another 400 

latrines planned in Abs district have been already delivered to the warehouse and digging of pits is ongoing. 

Solid Waste Management:  Based on the MoU signed with Cleaning Fund (CF) in Abs district Oxfam has provided over the last two weeks 1,180 liters of diesel  to support CF  in properly managing   solid waste materials  in Abs benefiting   2,980 HHs  representing   20,860 individuals (4,470 male, 4,304 female, 6,159 boys and 5,927 girls).  

Public Health Promotion PHP   During  the  reporting period, a  total of 2,944 HHs  (20,608  individuals: 4,414 male, 4,241  female, 6,096 boys and 5,857 girls) were visited by CHVs  in Abs and Hayran districts, results of house’s visits showed  that 62% of houses have clean jerry  cans while 38% have unclean  jerry  cans  , 33% of houses observed with waste  and  garbage  in  and  around  their houses; 70% of households are washing  their hands with water and soap, while 30% with water. 30% of houses were observed with feces around their houses, 63% of Oxfam latrine were visited are in used with only 10% latrines with soap. Furthermore, results of visited houses  in Bani Hassan showed  that 367 cases have acute non bloody diarrhea and 274 cases affected by rash with a suspension of being scabies.  This was communicated to UNICEF IP which is the responsible of public health promotion in the camp.  Global Hand Washing Day (GHWD) Activities School hygiene clubs were formed in 19 schools consisting of 114 boys and 114 girls with 24 male teachers and 14 female teachers  as  supervisors. All  228  students  and  teachers  received one day  compact  training on  child  to  child  approach covering roles and responsibilities of school hygiene club, importance of WASH in schools and CHAST approach.  Hand Washing Campaigns During reporting period 161 hand washing campaigns were carried out in target areas during GHWD activities with a total beneficiaries 11,766 (6,001boys and 5,765 girls.)  Cholera Response:  Oxfam  Shafer  team  is  currently  responding    to  cholera outbreak  in Hajjah  and Hodeidah with  fully  coordination with WASH cluster in Hodeidah governorate and Health Office in Hajjah governorate. In Hajjah governorate: Oxfam will sign a service  contract with Hajjah  radio  station  for  broadcasting  awareness  flashers,  talk‐shows  and  episodes.  In Hodeidah governorate, Oxfam prepared 1400 soap kits ( 5 body soap and one bag 2kg powder soap) for distribution  in Al‐Zuharh city based on coordination with Health Office in Al‐Zuhrah and EU.

 AMRAN   

INDIVIDUALS ASSISTED: 54,607    

LOCATION: Khamir, Huoth, Al‐Qaflah and Bani Suraim 

 

Community Engagement and Coordination  Tow coordination meeting organised during the reporting period attend by MSF, OXFAM, Health office (nutrition sector) and Relief  International, main agenda covered update on the ongoing activities, health situation with  focus on Cholera and Malaria. At Amran  level tow meetings organised with Amran Deputy Health Manager, Amran Hospital Manager, Amran head of Diseases Surveillance, to discuss the level of cholera preparedness at governorate level and inform of OXFAM plans, the concerning feedback there  is no any preparedness plan done until 18 October the date of the meeting and there  is no contingency stock available with existence of more than 4 humanitarian organisation in Amran. Another meeting organised with local Executive Unit, OXFAM interventions is highly acknowledged by Head of Executive unit and his deputy  ,  they  requested OXFAM  to  share weekly or monthly update of accomplishments and  to be more flexible on sharing beneficiaries list which will be used ultimately with other actors to avoid duplications and to cover the gap.     

Food Security  The EFSVL  team conducted  the  first  instalment of unconditional cash  transfer  for  the  targeted beneficiaries  funded by DIFD,  A  total  of  2,235  HHs  out  of  3000  (507  Female‐Headed  HHs  and  1728 Male‐Headed  HHs)  received  their  cash assistance, each HH got total of 24,500 YER which is equivalent to 98 USD to meet 80% of the food basket cost in Khamir, Houth  ,  Bani  Soruim  and  Alqaflah    districts  of  Amran    governorate.  The  distribution  process  went  smoothly  in collaboration with post office team across 15 payment centres in the four districts.   The EFSVL and PHP team  jointly finalized verification of beneficiaries  list for families with malnourished children within Khamir district. A target of 450 families with malnourished children will receive  the 1st Unconditional Cash Transfers cycle under SDC funded project by next week. The  identification of the beneficiaries  is conducted  in coordination with Relief International and the local communities  Market Price Monitoring  Throughout the  last month food and fuel prices remain stable. However, an  increased of fuel prices  in the market was observed by 38% compared to the previous month. While the official rate of the YER against the USD remained the same (1 USD=YR 250), the exchange rate at the black market was YR 302 to 305 against the dollar. 

 WASH 

 Water Tank Cleaning Campaign  As part of AWD prevention measures  OXFAM with community participation organised water tank cleaning campaign in Houth and Al‐Qafla IDPs camp, in Houth T11 tank cleaned with water, soap and detergents serving 1400 individuals while in Houth 5 water tanks cleaned benefited 1337  individuals.  PHP A total number of 690 HHs visits conducted  in Khamir, Houth, Al‐Qafla and Bani Suraim, focused on cholera prevention 

and symptoms the discussion formed around cholera leaflets, the HHs visit benefited 4,380 individuals  (922 men, 1,485 

women, 955 boys and 1,018 girls). 

Water Trucking :Oxfam Continued the water trucking Supply for 5 IDPs camps in AL Qaflah  district (DFID Crisis)

Sanitation: 

The team started the dislodging for 7 IDPs camps in Khamir, Houth, and AL‐Qaflah (HPF) while the tender of construction 

of 6 new latrines in Houth camp has been finished and the contractor selected, now the process is pending  signing the 

contract . 

Water Supply Scheme  The  renovation work  Khamir Water Network  (Section  2)  is  progressing with  33%  of milestones  achieved.  The  construction  of      1  Reinforced Concrete  (RC) water  tank 100m3 has been  finished, and  the completion rate of construction of  04 pumping rooms reach to 90% funded by UNICIF , While the tender of 3 pumps has been opened, and it is under selection of the qualified supplier/s (UNICEF).   Cholera Response  

 Achievements till date 

Hygiene  awareness  on  cholera  prevention  is  ongoing  through community mobilsers in all IDP camps and IDPs with host community. 

During  global  hand  washing  day  OXFAM  disseminated  messages  on  the  importance  of  hand  washing  and diarrhea/cholera prevention to more than 3,000 students in Khamir. 

Water  storage  tanks  in Al‐Qafla and Houth  IDPs  camps  cleaned where  IDPs  in Al‐Qafla access water  through water trucking while they are  connected to the water supply system in Houth. 

Upcoming plans 

2000 cholera leaflet is under printing process the distribution will tentatively start on 12 November.  

Procurement of 450 ORS sachet and soaps is  completed Oxfam will make soap available for 2450 families for 2 months, where needed 800 Oxfam bucket for water storage will be distributed 

Oxfam will  continue    cleaning Water  storage  tanks  in Al‐Qafla  and Huth  IDPs  camps  and  supply  safe water through water trucking where needed 

  

TAIZ  

INDIVIDUALS ASSISTED: 153,898  

LOCATIONS: Al Modafar, Salah, Al Qahirah, Al‐Taizyah, Alhawaban, Alturas and Al Shamayatayn 

 Coordination and Community Engagement   One hundred fifty CHVs and ten CHVs supervisors are selected and reinstated to their former engagements with Oxfam.  

They    received  refreshment  training  and  agreed  on  action  point  for mobilization  community members  in  preparing 

community action planes  for hygiene promotion  sessions and campaigns  (Environmental cleaning,  Jerry   can cleaning, 

hand washing etc).  

 

Food Security  

Unconditional Cash Transfer   

Final list and UCT Payment list were sent to finance on 24th of October for reviewing and transferring the money. Oxfam 

ID  cards were  issued  and  vouchers were  printed  out  and  received,  distribution  beneficiary  lists were  prepared  and 

distribution plan was shared with all support programs.

Market Price Monitoring  The  team  continued  in  market  price  monitoring  in  Al‐Shamaytain  district  where  it  was  observed  that  basic  food commodities prices  such  as  canned  cooking oil,  sugar  and wheat  flour were  stable  compared with  the  last  reporting period. Dollar exchange rate increased from 290 YER per USD to 300 YER per 1 USD in the black market. 

 

WASH  

Water Trucking  

Oxfam continued provision of  clean drinking water  through water  trucking  in Al‐Qaherah, Al‐Modhafar, Salah and AL‐Taizya districts using exiting 114 water points where   a storage tank of 3,000  litters capacity  is  installed at each point. During   11th  to 26th of October 2016 Oxfam delivered 5,532,000  litters of clean water  to around 91,000 beneficiaries with an average 3 litters of clean water per person per day.    Water Supply Scheme As a part of the support Oxfam is providing to Taiz City LWSC for the rehabilitation of ten wells and rehabilitation of Taiz pipe  line  water  supply  system  and maintenance  of  Taiz  sewerage  system  two  submersible  pumps  are  installed  at Shebalrehan  (Sheb Alkhadem) and Shebalrehan  (Moqbel ) .In addition, The installation of the third pump at Shebalrehan  (Abdulmalek ) locations on  is planned for 1st of November 2016.  Sanitation  During reporting period the team managed to finish the De‐sludging of identified 100 emergency latrines constructed by Oxfam,  which  the  latrines  are  currently  reported  full,  has  been  accomplished    in  Al‐Taizia  district.  In  addition, Beneficiaries and site selection is on going for the construction of 100 emergency pit latrines at IDP settlement in Al‐Taizia district and rehabilitation of three institutional latrines at schools at Al‐Turba district.   Cholera Response  As a part of Cholera response Oxfam Taiz team proactively continued to participate  in   Cholera Task Force meetings  in Taiz  and  Ibb  governorates    as  a  lead WASH  agent,  providing  technical  and  logistics  support  to  Health  offices    for assessments and  facilitating Community Health Voluntaries CHVs refreshment  training and work with GARWASP  (Local authorities for rural water supply) on disinfection of water sources. Oxfam  facilitated a  joint  field visit with Local HO to Maqbana district and visited health  facilities and two sub‐districts. Based on the findings of the field visit and other available information:  Oxfam is targeting Alsaerah, Alaqhoz,  Alhabebah,  Almgahedah,  Algmaherah, Bani salah, Aladoof and Alwareef sub‐districts in Maqbana district for disinfection of water at storage tanks and water sources in coordination with Taiz GARWASP.   

Key  responses actions so far :  

40 storage tanks in Alberah town Al‐Saerah and Alsoteer villages were disinfected benefiting 550 HHs.  

45 kg of HTH solution was donated to LWC for general disinfection at Al‐Berah health centre used as centre for suspected cholera and AWD cases. 

 Oxfam mobilized two teams for the disinfection of 115 water sources/ shallow wells. Only two wells were protected out of existing 115 water sources  in Maqbana district, and 640 storage  tanks  in  the eight sub‐ districts of Maqbana district. 

 Hygiene  promotion  activities were  carried with  high  intensity  in  all  the  existing  programme  locations  ( Alturab and Alhoban).

ADEN  & south  Total beneficiaries reached: 101,000 Oxfam team  in Aden continued r various activities  in coordination with  local communities  in targeted areas  in Aden & 

south . The activities performed by Programme team with results achieved are listed below: 

PHE:  Completed construction of 5,391 meter  length of water distribution pipeline  in  three villages  in Lawder district of 

Abyan governorate ( Am Saeed, Am saeed Al‐Auset and Shouat villages), in addition to installation of three Complete sets of Pumps  units. Following completion of these three water supply systems, 3339 vulnerable people affected by conflict with access to safe water supply sources at household level.  

Construction of reinforced concrete tank in Al‐Ghannah village in Lawder district is about to complete, so far 75% of the construction work has been completed.   

Successfully completed delivery and installation of three submersible pumps for Rodfan water supply system as part of  support  to Local Water and Sanitation Corporation Rodfan branch of Lahj Governorate. This  support benefited 9639 beneficiaries with access to safe water supply sources at household level.  

Rehabilitation of water supply pipelines in Al‐Basateen area of Dar Sa’ad district of Aden governorate has reached it is  final  stage, and expected  to  complete  the whole  rehabilitation work by  the next week.   This will  contribute  in mitigating  contamination  of  treated water  urban water  system  and  in  turn  contribute  in  reducing  spreading  of cholera. 

Completed construction of two community water supply systems in Al‐Mossaimeer village in Khanfir district and Al‐Hada village in Lawder district of Abyan governorate. As a result of this construction, 7,006 beneficiaries (5785 in Al‐Mossaimeer  and  1,221  in  Al‐Hada)  were  reached  with  access  to  safe  and  clean  piped  water  supply  system  at household  level. The construction of water supply system dramatically changed the  life so vulnerable communities especially in Al‐Hada village where they used to get water from unprotected open dug wells located at distance more than three Kilometres from their dwellings, which makes women and young children who are usually responsible for water collection at risk. 

Construction of reinforced elevated concrete tanks  in Al‐Gannha village and  installation of water supply network  in Al‐Shouhat, Am saeed Al‐Auset, and Am saeed villages are under progress, so 70% of the tank construction and 95% of installation of water pipelines were completed.  

PHP:  

Awareness  sessions  on  good  hygiene  practices  facilitated  by  the  CHVs  in  Lawder District  – Abyan Governorate  ( Shawhat , Gannah , Al Hada , Am Saeed ( Suqum Well ) Am Saeed Al Awsat ( Garamah Well ) Villages )  giving more emphasis on 5F Diarrahea/cholera  and  its preventive measures  and how  to prepare ORS  In home    and Al  Jalilah Village  in  Al  Dhala’e  Governorate  about  Save Water  Chain  and  Qararah  Village  (  Al  Dhale’a  Governorate  )  the Importance of Hand washing , ways and hand washing in critical time. 

Awareness sessions on good hygiene practices facilitated by the CHVs in Lahj Governorate ( Al Melah City of District Al Melah , Al Sharman Village & Ali Yahar in Yahar District ) and Al Musaimeer City , Al Jule Village at Al Musaimeer District ) about the Importance of Hand washing , ways and hand washing in critical times. 

Training Session for CHVs Teachers & School Hygiene & Sanitation Club Members was conducted on 30th ‐31st October 2016 & 2nd – 3rd November respectively at Coral Hotel.  

Cholera  response:  In  Aden  11  cases  of  Cholera  have  been  confirmed with  530  suspected  cases.  Since  Aden  has conducive environment for Vibreo Cholera because of  high humid weather , overcrowded settlements, poor water, sanitation  and  environmental  conditions  and  history  of  cholera  in  past,  there  is  high  likelihood  of    spreading  of Cholera in new locations and with more severity. So far Oxfam has achieved following: 

o Cholera  IEC  materials  prescribed  by  WASH  and  Health  cluster  have  been  printed  from  the  existing fund9DFADT) and 2,000 sets of materials have been distributed  

o Global Hand washing Day celebrated with key message on Cholera prevention reaching to 1,000 individuals in the Schools and communities  

o Reactivated the School Hygiene Clubs in 2 of the 13 target schools in Aden City o CHVs  conducted    hygiene  promotion  awareness  sessions  in  Abyan,  Lahj  and  Al  Dhale'e  highlighting  the 

AWD/Cholera Prevention  o On 30th October, held bilateral coordination meeting with MoH representative ( Primary Health Department 

manager  ) receiving the CHVs & Supervisor List of Dar Sa’ad District and Al Sheikh Othman District.
