    ntroduction

    The Personal Staff of the Reichsfuhrer SS .(Personlich r Stab des Reichs-fBghrer SS - a b b r e v e & Pers. S~-tabFISs) occupied a unie positionz in thesupreme direction of the SS. It consisted, in fac t , of HDILJER's personalworking s taff , around which was clustered a number of independent and uncon-nected offices. It was at a l l times the chief executive HsJ.* of the SS,representing the personal authority of the RFSS and providing th e channel fo rtransmission of his orders to all authorities under h is command. In timethe Pers. Stab RPFSS acguired extraneous ad miscellaneous powers and duties,and the need fo r a small, unified Hqs. fo r the RFSS became greater. Hence,th e Operational Hqs. of the RFSS (Feldkoirandost lle BFSS abbreviated Feld-kdstelle PFsS) was formed, fo r the most part as" a wartime measure, This wasIHIlvlvDLER's actual f ield Iqs., composed of a relatively small, homogeneousstaff. The main Hqs. of the Pers, Stab were in Berlin, S.W. ii, Prinz Al-brecht. Strasse 8.

    Besides th is there was a number of smaller Hqs. scattered throughGermany. One of these smaller Hqs, (F ed k s te l l e BERGTALD), was lobated atAigen, a suburb of Salzburg, Austria, where 1IDL R has a vil la , vi l la Tr p p ,and where he stayed when HITLER was at Berchtesgaden A short time be f o r ethe fal l of Germany all the documents fra this vi l l a were removed to a sal tnine near Hallein, about twelve miles south of Salzburg. These documents ar enow in our possession.

    From the f i r s t it was clear that these documents were of an extraordinarynature. A preliminary check revealed the fac t that only a small number ofthem were routine, that most were unique in character. It is our consideredopinion that these documents represent the most important contribution toCI information tha t has or will be gained by exploitation of any se t of doc-uments. In adiition, .their importance transcends the pure CI f ield to suchan extent that scarcely any intell igence agency could fai l to benefit tosome extent by the information that a thorough and detailed exploitation ofthese documents will procure.

    Although the range and scope of these documents is wide, the i r immediateinterest l ies within the field of CI. As such their exploitation is of par-t icular importance to the Office of th e Director of Intell igence of Officeof Military Government (US>. Substantial progress already has been made intheir examination from the CI viewpoint. Hoiwever, to provide coverage fo ra ll interested parties, the following methods of exploitation and disseminationhave been decided upon:

    1. Background information of pure CI interest will be analyzed,evaluated, and published in the form of reports, while frag-ment;rry information will be published largely in the CI"Spotlight".

    2. We shall prepare a detailed Accession List, endeavoring toplace in this l is t a very short summary of the contents ofeach particular document or se t of documents. Thus, a l lagencies will be able to decide What documents cpntaininformation which will be of use to them.

    When it appears that apareticular document is of greater importance,we will give it more space in the Accession List i t se l f or deal with it inth e Text of the Accession List. This Text will give either the sumnary ofthe information with a few edi tor ia l remarks and/or excerpts in the form oftranslations from the original. In case th e importance of the sub ec twarrants it, the wvhole of the documnt il l be tra~slatd.

    In 'July 1941, when Germany was riding the crest of victory in her cam-.paign against Russia, a conference took place a t th e HQ of the Flbrer. Thepurpose of the conference was to decide the future of Russia and her people.HI1i'vER was present, took notes - or had someone take them fo r him - of theconference proceedings. The translation of these notes follows:

    At 1500 today a conference was held by order of the Fuhrer at his place.Reichseiter ROSENBERG, eichsminister WINTERS, Feldmarscall KEITEL, th e

    Reichsmnarschal l , an d I were p r e s e n t .

    The conference started a t 1500 and lasted with an interruption fo r oaf-fee un t i l around 2000.

    In the introduction the FThrer stated that f i rs t of a ll he would like toreach some basic conclusions. Various measures ar e now imperative, Row truethat is can be seen from an art icle in am impudent Vichy newspaper. The ai"tide stated. that the war against the Soviet Union is Europe's war and that itshould be conducted on behalf of the whb .e of Europe. Evidently, the insinu--ations of this Vichy newspaper are aimed to prove tha t no t only th e Germansare to derive profits from this ware but tha t all European nations should

    share in these profits.

    It is important, therefore, that.we do not divulge our aims to the wholeworld. This is not necessary so long as we ourselves know what we want. Un-,de r no circumstances should our path be made more difficult by unnecessarydeclarations. Such declarations are not needed. because what is within ourpower we can achieve anyway, and what l ies beyond that powrer, we cannot achieve.

    Therefore purely tac t ica l considerations should shape the explanationswe give to th e world about th e steps we have taken. We, should proceed th esame way we proceeded in the cases of Norway, Denmark, Holland, and Belgium.In those cases we d id n o t s a y a n y t h i n g a b o u t o u r intentions, and, if ,; a reclever., we will not do it in the future either,

    We will , therefore, point out tha t we were forced to occupy, organize,and secure a territory. Tn the interest of th e inhabitants we had to pro--vide fo r law and order, foods transportation, etc. That this is a prepa-ration fo r a final settlement should not be discernible. That should no tprevent us from taking a ll necessary measures, such as shooting, exportationetc . , and we wll do that, too.

    In particular, all foreigners shall be evacuated from the Crimea, which

    must be settled with Germans. In the same way ol d Austrian Galicia will be-

    come Reich territory. Today our relations with Rumania are c o r d i a l , b u t wed o n ' t know wh a t our relations at an y g ive n t ime in th e fu tu re will b e . we

    mu s t b e p rep ared and m us t fix our b o u n d ar ies a c c o r d i n g l y. We s hou ld n o t d e -pend on th e good will of third powers. Our r e l a t i o n s with Rumania should be

    The fundamental problem is to slice up this tremendous cake so that we

    c an (1) ru l e it, (2) a d m i n i s t e r it, a nd '(3) e x p l o i t it.

    Now, the Russians have issued an order to initiate partisan warfare be-

    hind our lines. This partisan warfare has its advantages for us. I t gives

    us the possibility to exterminate anybody who opposes us.

    The presence of a military power W'eJt of th e U ra ls is c omple te ly ou t ofthe question, even if we must wage war for a hundred years in order to prevent

    it. A ll successors of th e Fthre r must r e a l i z e t h a t th e s e c u r i t y of th e Reich

    is guaranteed only wvhen no TfoTn military powver exists Neijst f the UraTs.Germapy must take over the protection of this region from all possible dangers.

    We must crea te a Garden of Eden ou t o f th e newly acq u i r ed Eastern re-gions. They are of vital importance to us . Colonies are of a secondary im-

    portance comparatively. Even if we partition some parts of the territory now,

    we should always proceed as p r o t e c t o r s of law an d of the popula t i ons . There-

    fore, we must choose the expedient wording at present. We shall not speak

    about a ne w Reich terr i tory but, rather, about a task made neceesary b y war.

    In th e Baltic th e territory s t r e t c h i n g to th e Dina should be i n c o r p o r a -ted administratively after more specific consultation with Field MarshallKEITEL.

    Reichsleiter ROSENBERG points out that in his opinion a different treat-

    ment of thez population is necessary in every Commissariat. In the Ukraine weshould initiate a cultural program. The historical self-consciousness of the

    Ukranians is to be awakened, a university founded in Kiev, etc.

    In return the Reichsmarschall d e c l a r e s that in th e first place we mustthink about guaranteeing ou r food supplies; everything else ca n come much

    later.

    After various objections th e Fhrer d e c i d e s that it s h o u l d n o t come u n d e r the

    G e n e r a l G o v e r m e n t but s h o u l d b e put u n d e r th e jurisdiction o f ReichsmiisterFRANK a t Le me rg (Lwow)*

    Th e Reich smar so h a l l b e l i e v e s t h a t var ious parts o f t h e B a l t i c r e g i o n , i.e.the Forests of B y a l y s t o k , s h o u l d b e a n n e x e d to East Prussia.

    T he Fhrer e m p h a s i z e s that the w h o l e B a l t i c should b e c o m e R e i c h territo'y.

    Likewise, th e Crimea, t o g e t h e r w i t h a cons ide rab l e h i n t e r l a n d , should b e -

    c o m e . R e i c h territory. T h i s hinterland s h o u l d b e v e r y extensive.

    ROSENUBERG objects to this b e c a u s e o f t h e U 1 ' a n i a n s living in that terri-t o r y.

    Feldmars ohall KITEL declares tha t th e inhabitants have to be made re -sponsible fo r the i r own belongings because it is not possible to post a guardfor every barn or every railroad station. The inhabitants should know thatanyone who does not ac t properly will be shot and that they will be made re -sponsible fo r every offense.

    Answering the question of Reichsleiter ROSENBERG, the F h r e r declaredtha t newspapers shall be re-established, including those in.the U aine soas to provide a means to influence the population.

    After a pause, th e F' pointed ou t tha t we must realize the presentday Europe is only a geographic term; in real i ty Asia extends to our formerboundaries,

    A lengthy discussion follows about the competence of the RFSS. Evidentlya l l participants also keep the competence of the Rei hsmarschall in mind atth e same time.     In connection with the purge of 30 June, 1934, SS men liquidated 4.Jews and 2 Commuxmists i~n Sile sia. During a meeting of the Reichstag on1.~3July, HfLflvtfER informed v. 71OYRSOH that the names of these.6 victims hadbeen added to the lists conmprising those who had been killed during thepurge. These lists had been sanctioned by HITLER himself. Accordingly,1rOXpRSH passedthis inform~ation to his Abscbxiittf1 firer (Regional CO of ~who in turn sent it down to the low~er units. As far as W;OY.RSCHwas concerned,this was a finished case for the SS. H~e thought and said that no court an dno judge had any further busis ss to investigate the case, a view quitejustified by cooperation of S, judiciary, and Reichs~ehr referred to laterin this tert.

    However, the two cases in question bacae very complicated. Informedthat the names of the 6 victims had again been taken off the l ist , thejudiciary in Silesia consequently had, to arrest -and prosecute the murderers.Such arrests, according to HL'I/iER, were only made to cover up before foreigncountries. These arrests put several leaders of the S3 in a very un-pleasant posijtion. Their subordinates, instead of being promoted as promised,found themselves in jail 'expectin prosecution and, of course, felt thattheir leaders had le t them down. Tension caused by the arrest of 'the SS men,was further heightened by a telephone call from WPORSCE to LdG KRAU,R. Tobring mnore weight to his demand fo r the role ase of these men in o di ate ly,WOYRSCH tre atoned a terrific explosion unless the men were se t free. Thoughhe later denied this particular remark," FO0ISCMI did not remember just exactlywhat he had, said over the telephone.

    This threat, together with several other remarks by ?WORSCII, causedthe judiciary to take preventive siiasures in cooperation with the Reichswehrto protect personalities and maintain peace in Silesia. The com~mandingofficer of the 2nd Cavalry Div. , Gen. v. KLEIST, imimediately called to askpolice f or protection of a, certain arsenal, the location of which was knownto the SS, because it was from this R i c h s vehr arsenal that SS menreceivedweapons for the purge of 30 June.

    Meanwhile unrest in Sile sia grow, and tension botwen the 3S and theopposition became so strong that SS-Gruf. , iTTJE was ordered to investigste.He called a conference of severafer in Breslau to got a clear pictureof all Qveaats leading to this situation. Several pertinent facts wore un -covered:

    a. The Reichswehr not only supplied the SS with weapons, but worked* hand in hand with them' during, and probably prior to,, the putsch

    of 30 June.

    S S-Gruf. WIT'JE, while going through all th e evidence, makes the fol-lowing statement:
