As the two countries reached the agreement during the talks be- tween External Affairs Minister S Jaishankar and his Chinese coun- terpart Wang Yi on Thursday evening, government sources said the Indian side strongly raised the deployment of large number of troops and military equipment by China along the Line of Actual Control (LAC) in eastern Ladakh and conveyed its concern. The Chinese side could not provide a credible explanation for the troops buildup, the sources said on Friday. Jaishankar and Wang met in Moscow on the sidelines of the meeting of the Shanghai Cooper- ation Organisation(SCO). The talks--the second highest political contact between the two countries in a week--lasted two-and-a-half- hours. Defence Minister Rajnath Singh and his Chinese counter- part Gen. Wei Fenghe had also met in Moscow on Friday on the sidelines of a SCO meet. Government sources said the five-point agreement will guide the approach of the two countries to the current border situation. The Indian Army and the Chinese People's Liberation Army(PLA) have been locked in a tense standoff in multiple areas along the LAC in eastern Ladakh since early May. Shots were fired across the LAC on Monday for the first time in 45 years with the two sides accusing each other of firing in the air. Besides striving for quick disengagement of troops, the two countries agreed that their sol- diers should maintain proper dis- tance from each other and abide by all existing agreements and protocol on management of the de-facto border. The Ministry of External Af- fairs(MEA) issued a joint press statement early on Friday featur- ing five points which were agreed by both the sides at the "frank and constructive" discussions by the two ministers. "The two foreign ministers agreed that the current situation in the border areas is not in the in- terest of either side. They agreed, therefore, that the border troops of both sides should continue their dialogue, quickly disengage, maintain proper distance and ease tensions," it said. The joint statement said Jais- hankar and Wang agreed that both sides should take guidance from the series of consensus reached between leaders of the two countries on developing India- China relations, including not al- lowing differences to become dis- putes. This assessment was a clear reference to decisions taken by Prime Minister Narendra Modi and Chinese President Xi Jinping at their two informal summits in 2018 and 2019. Brigade Commander level talks held LEH: Indian Army and Chinese Army held Brigade Commander level talks in Chushul, Ladakh on Friday, a day after the meeting between Foreign Ministers of the two countries. External Affairs Minister (EAM) S Jaishankar held a detailed dis- cussion with the State Councillor and Foreign Minister of China Wang Yi in Moscow on Thursday on the current tensions in the In- dia-China border areas. The meeting lasted two-and-a-half hours. AGENCY MUMBAI, SEPT 11 A special court in Mumbai on Friday rejected the bail plea of actor Rhea Chakraborty, her brother Showik and others in connection with a drug case related to the death of Sushant Singh Rajput. The Special NDPS court also re- jected the bail plea of Abdul Basit, Zaid Vilatra, Dipesh Sawant and Samuel Miranda, who were arrested by the Narcotics Control Bureau (NCB) in the case. During the hearing before the court yesterday, the NCB had op- posed the bail application filed by the accused. It had said that Showik Chakraborty is an active member of a drug syndicate connected with drug supplies. While opposing the bail to Showik, NCB said that if released on bail he may tamper with the evidence and also will try to win the witness by using her (Rhea) position in the society and money power. "Accused Rhea Chakraborty has acknowledged their statements and her role explained. During statement present accused Rhea Chakraborty revealed about her involvement in the procurement of drug and finan- cial transaction and also her instruc- tions to Samuel Miranda, Dipesh Sawant and applicant Showik Chakraborty in this regard. Therefore it is clear from the statement that the applicant is an active member of drug syndicate connected with drug supplies," the NCB had said in its re- sponse to the bail application of the accused. Rhea's bail application said no drugs or psychotropic substances have been seized from her and the al- legations, if any, would pertain strict- ly to smaller quantities. It said there is nothing on record to suggest that she was in any way involved with the financing of illicit traffic and/or har- bouring the offenders in relation to any drugs. The Narcotics Control Bureau (NCB) had launched an investigation after it received official communica- tion from Enforcement Directorate (ED), in which there were various chats related to drug consumption, procurement, usage and transporta- tion in connection with the Sushant Singh Rajput death case. Sridhar Ade, founder ofthe Daughters Shakti Foun-dation said that 200 to 250 per cent of cas-es of heinous crimes like rape, gang rapewere done by juveniles aged 16 to 18 inthe last 10 to 15 years in India, according

to media and other sources report. There are several reasons for the in-

crease in these heinous crimes, mainly inwhich child criminals over the age of 16are not punished according to the IndianPenal Code. He said that the Government

made changes in the JuvenileJustice Act-2000. The amend-ment was passed in the new Actin 2015, but it does not containany provision for prevention ofheinous crime that has beencommitted by child abusers, byamending the Juvenile JusticeAct-2015 again, consideringchild abusers who have com-pleted 16 years of age as crimi-nals must be made. DaughtersShakti Foundation has demand-

ed that young criminals must be prosecut-ed as adult criminals, instead of keepingthem in child custody, in juvenile barracksbuilt in prison.

Tarlochan condemnslathi charge

SHIV KUMAR SHARMAKARNAL, SEPT 11

Congress district convenor Tarlochan Singh has said that thebrutal lathi charge made by the police on farmers, jobbers, ac-countants and mandi employees goingto Pipli in the state has also left behindthe repression of Jallianwala Bagh. Theoppressive actions of the BJP and theJJP government also left behind brutal-ly repressive rulers. This has exposedhis real face. He said that the govern-ment has to bear the brunt of what thegovernment has done by barbaricallylathi-charging the farmers and sup-pressing their voice.

By applying various decrees, theBJP government at the centre and in thestate is causing problems for farmers, laborers and jobbers. The economic condition of farmers is alsodeteriorating due to new decrees and policies, so that the gov-ernment has nothing to do. At the time of elections, BJP and JJPwere calling farmers as annadata for taking their votes. Todaythe government is thrashing them with sticks on the same peo-ple. Taking moral responsibility for this act from Chief Minis-ter Manohar Lal, he should publicly apologize to the people ofthe state. He has demanded a severe punishment for the culpritswhile conducting a high-level investigation.

Prime Minister Imran Khan recently claimed thatthere is no crackdown on the press in the country. However, the arrest of editors and threats of vio-

lence against journalists clearly show the stark reality ofthe situation in Pakistan. "I don't mind criticism but thereis blatant propaganda against the government. Unfortu-nately, it is the government who feels unprotected, not themedia," Khan told Al Jazeera. There are many who disagree. As per an article by Brad Adams, director of the HumanRights Watch in Asia, Mur Shakilur Rehman, the editorin chief of the Jang group, has been in pretrial detentionsince March 12 after being arrested in Lahore by the Na-tional Accountability Bureau (NAB) pertaining to a 34-year-old property transaction.Rehman had requested bail on account of ill-health butwas denied by the Lahore High Court. However, theSupreme Court Bar Association and the Pakistan BarCouncil termed the ruling as "disappointing and painful"."The NAB has been widely criticised as being used forpolitical purposes and it's evident that the charges againstRehman were politically motivated. Rehman's ordealepitomizes the fast-shrinking space for dissent and criti-cism in Pakistan," wrote Adams. The article further cited the Jang Groups' allegations of itsreporters, editors, and producers receiving dozens of let-ters of "critical reporting of the NAB. GEO TV, a privatechannel of the group was forced "off the air" and audienceaccess restricted "as punishment for editorials criticisingthe government". "Pakistani authorities frequently useprolonged pretrial detention as a form of punishment andintimidation. The United Nations Human Rights Com-mittee, which monitors state compliance with the Inter-national Covenant on Civil and Political Rights, has stat-ed that 'pretrial detention should be an exception and asshort as possible'," the Asia director for Human RightsWatch wrote further."In Pakistan, arbitrary arrest, detention, and baselesscriminal prosecutions are used as instruments of presscensorship. So long as Rehman and others in the mediaare punished for practicing journalism, Prime MinisterKhan's statement that "I don't mind criticism" is not worththe paper it won't be printed on," Adams wrote. The United Nations Human Rights Office on Tuesday ex-pressed its concern over the increasing instances ofthreats of violence against journalists and human rightsactivists in Pakistan.

Emotion vocabulary may helpreflect state of well-being

Vocabulary that oneuses to describe theiremotions can help in

indicating the mental, physi-cal, and overall well-being,according to new research.Led by a scientist at the Uni-versity of Pittsburgh Schoolof Medicine, the results of thestudy were published in Na-ture Communications.

A larger negative emotionvocabulary -- or differentways to describe similar feel-ings--correlates with morepsychological distress andpoorer physical health, whilea larger positive emotion vo-cabulary correlates with bet-ter well-being and physicalhealth. "Our language seems

to indicate our expertise withstates of emotion we are morecomfortable with. It lookslike there's a congruency be-tween how many differentways we can name a feelingand how often and likely weare to experience that feel-ing," said lead author VeraVine, Ph.D., a postdoctoralfellow in the Department ofPsychiatry at Pitt.

To examine how emotionvocabulary depth corre-sponds broadly with lived ex-perience, Vine and her teamanalyzed public blogs writtenby more than 35,000 individ-uals and stream-of-conscious-ness essays by 1,567 collegestudents. The students also

self-reported their moods pe-riodically during the experi-ment.

Overall, people who useda wider variety of negativeemotion words tended to dis-play linguistic markers asso-ciated with lower well-being--such as references to illnessand being alone--and reportedgreater depression and neu-roticism, as well as poorerphysical health.

Conversely, those whoused a variety of positiveemotion words tended to dis-play linguistic markers ofwell-being--such as refer-ences to leisure activities, achievements, and being partof a group.

The universe's funhousemirrors are revealing adifference between how

dark matter behaves in theoryand how it appears to act inreality. Dark matter is the in-visible glue that keeps starsbound together inside agalaxy. It makes up most of agalaxy's mass and creates aninvisible scaffold that tethersgalaxies to form clusters. Itdoes not emit, absorb, or re-flect light. It does not interactwith any known particles. Itspresence is known onlythrough its gravitational pullon the visible matter in space.

Although dark matter islightly smeared throughoutthe universe, it is heaped inregions of space called galaxyclusters. Each of these mas-sive clusters, held together bygravity, is made up of about1,000 individual galaxies --each of which carries its owndollop of dark matter. In anew study in the journal Sci-ence, Yale astrophysicistPriyamvada Natarajan and a

team of international re-searchers analysed HubbleSpace Telescope images fromseveral massive galaxy clus-ters and found that the small-er dollops of dark matter as-sociated with cluster galaxieswere significantly more con-centrated than predicted by

theorists. The finding impliesthere may be a missing ingre-dient in scientists' under-standing of dark matter."There's a feature of the realuniverse that we are simplynot capturing in our currenttheoretical models," saidNatarajan, a senior author of

the study and a professor ofastronomy and physics atYale. "This could signal a gapin our current understandingof the nature of dark matterand its properties, as this ex-quisite data has permitted usto probe the detailed distribu-tion of dark matter on the

smallest scales." Astronomersare able to "map" the distribu-tion of dark matter withingalaxy clusters via the bend-ing of light the galaxies pro-duce -- a concept called grav-itational lensing. Like a fun-house mirror, gravitationallensing distorts the shapes ofbackground galaxies that ap-pear in telescope images ofcluster galaxies. The higherthe concentration of dark mat-ter in a cluster, the more dra-matic the observed lensing ef-fects. The researchers usedimages from NASA's HubbleSpace Telescope, coupledwith spectroscopy from theEuropean Southern Observa-tory's Very Large Telescope,to produce high-fidelity dark-matter maps. Hubble SpaceTelescope image of the lens-ing cluster MACSJ1206. Theinset shows the derived de-tailed spatial distribution ofdark matter -- the heapedmountain range dotted withsmall peaks. The Hubble im-age reveals lensing features

on large, distorted arcs (pro-duced by dark matter) and theevent produced by smaller-scaled dark matter clumps(shown in the thumbnail im-ages). HST Image Credit:NASA, ESA, G. Caminha(University of Groningen),M. Meneghetti (Observatoryof Astrophysics and SpaceScience of Bologna), P.Natarajan (Yale University),and the CLASH team. A 3Dview of the data showed thepresence of dark matter hills, mounds, and valleys. Fromthis perspective, the mappeddark matter looks like amountain range, with peakedregions. The peaks are thedollops of dark matter associ-ated with individual clustergalaxies. The especially highquality of the study's data al-lowed the researchers to testwhether these dark matterlandscapes matched theory-based computer simulationsof galaxy clusters with similarmasses, located at roughly thesame distances.

The year was 1965 and the monthSeptember. The mood in thecountry was sombre. The nation

was at war with Pakistan. I was 8 yearsold then. Too young to comprehend thegravity of the situation. At that timepeople were not allowed to switch ontheir lights and complete blackout wasbeing enforced. It meant total darknessafter dusk. I now understand that inthose days the fighter aircrafts were notequipped with night vision equipmentsto assist them in identifying the targetbefore dropping bombs.

Anything illuminated during thenight was taken as a sign of humanhabitation. As darkness descended, of-ficials from the local municipality as-sisted by civilians and Home Guardvolunteers would come in the streetsand knock at almost every household toenforce the blackout.

This is how the possibility of air at-tacks at night was checked. I vividly re-member that we had pasted thick blacksheets and cardboard over our window-panes. Those were the days when mostof houses did not have electricity con-nections. People used lanterns or diyasto light their houses. No street lightswere there. How different those timeswere from today. An air-raid sirenwould make the people rush to safeplaces already earmarked in the housesonly to come out when all-clear sirenwas sounded. Once the siren blared, weall got ourselves packed up in a smallstoreroom. My father and mother wereinvariably there at our side while we, a

herd of five were made to sit under abig table lying in a corner so that thefalling roof of the kacha room in theevent of bomb shelling may not hit us.This is the character of the parents uni-versally. Parents are umbrellas for theirchildren.

They protect them from the hot sunand the cold rain. Never allow anycalamity to befall them. These aresome of the vignettes from my memo-ry of the war of 1965. There is onemore incident of those days that runsthrough my memory lane with utmostintensity. One fine evening, my fathercame home carrying a large box. Eachone of us was excited to see what thebox contained. My father unwrappedthe box and pulled out a 3-band radio, soft yellow in color and make 'Moris.'The glimpse of this talking toybrought wide smiles on our faces. Hehad bought it for Rs.80/-. A large sumin those days. It was the first radio inthe mohalla. A world in itself. On that

day, the Prime Minister of the countrywas to address the nation. In all thegloom of war surrounding everyone inthe country, his words were to bringhope for them. The big table whichwas used in those war days for pro-tecting us, was brought out and placedat a peculiar place in the kacha court-yard of the house. It was decoratedwith spread of a fine multi-coloredtable cloth. The newly brought radiowas placed over there. The long wireof the instrument was inserted in thesocket on a wooden electric switch-board. A very thin black wire was alsoinserted at the back of it to serve as an-tenna the other end of which wasplaced on the roof-top. This so-calledantenna was to ensure better signaland uninterrupted broadcast of the ad-dress of the then Prime MinisterSh.Lal Bahadur Shastri. As a child, Iknew that he commanded great respectamong the masses. Finally, the mo-ment came. An impromptu audiencegathered to listen to what their PrimeMinister had to say about the war. That evening our courtyard becamethe haunt for who's who of not onlyour mohalla but also of the adjoiningarea. It was dark, humid and hot. Still, the entire audience was keeping cooland was fully attentive to what theirleader was saying. He declared thecessation of war and the blackout too. There were smiles all around. Astrange smile on my face too. For thePrime Minister of our country havingaddressed the people from the ram-parts of our kacha courtyard. Thankyou 'Moris'.

On the Nature of LoveThe night is black andthe forest has no end;a million people threadit in a million ways.We have trysts to keepin the darkness, butwhereor with whom - of thatwe are unaware. But we have this faith - that a lifetime'sblisswill appear any minute, with a smileupon its lips.Scents, touches, sounds, snatches ofsongsbrush us, pass us, give us delightfulshocks. Then peradventure there's a flash oflightning:whomever I see that instant I fall inlove with.I call that person and cry: `This life isblest!for your sake such miles have Itraversed!'All those others who came close andmoved offin the darkness - I don't know if theyexist or not.

While cosmetics can help ingiving a glow and bounceto dull and lifeless skin,

some of the harmful constituentscan rather increase skin irritationand cause problems. One such con-stituent according to recent re-

In the opinion of the BfR, ex-ternally applied cosmetic productsshould be free of P. gergoviae in

order to avoid a health risk for hu-mans.

The health risks associatedwith the use of such cosmeticproducts cannot currently be quan-tified due to the lack of reliabledata.

Michael Holding criticises England, Australia for not taking a knee

LONDON: Former West Indies cricketer Michael Holding has criticised England and Australia players after they opted not to take a knee, a gesture to show support for the Back Lives Matter movement. Earlier, when West Indies toured England, players from both teams and officials took a knee to express solidarity to the movement. However, the same was not done during the Tests and T20Is against Pakistan and also, during the series against Australia. "All over the world it was no longer a black versus white thing, it was a matter of humanity coming together and deciding 'listen, we need everyone to be treated equally'," Holding told Sky, reported ESPNcricinfo. "So for Pakistan and England not to then take that signal ... the ECB came out with a lame statement as far as I'm concerned, and I didn't hear anything at all about Pakistan, neither the players, nor the board," he added. Holding also lashed out on Australia skipper Aaron Finch, who ahead of the tour had said that education around it is more important than the protest. "Now Australia come here and I see another lame statement from the Australia captain who is saying that he and the England captain have spoken and they decided not to take a knee," Holding said. "I would hope that anyone who gets involved in something like this [does it] because they want to get involved.
