Introduction
It is already the 4th time that we meet here at the Employers’ Group to show the
young generation of entrepreneurs that their voice is extremely important to us
and that we are willing to support them and cooperate for a brighter future with
more opportunities and a well-developed European entrepreneurship. One of our
biggest challenges is to keep promoting European entrepreneurship and inspire
young people to become or to continue being entrepreneurs as a valid career
choice.
The 4th edition of the YEESeminar was the biggest yet, bringing together 60
entrepreneurs from 28 countries of the European Union and North Africa. It is a
tradition established by the Employers' Group with the ultimate objective to bring
young entrepreneurs closer to the European Union and to enable them to start
their own business in a sustainable, healthy and dynamic business environment.
Our young entrepreneurs had the opportunity to discuss their concerns, present
their recommendations for change, but also to motivate each other in promoting
the entrepreneurial spirit and share their experiences.
The speakers touched upon various interesting and crucial topics which enjoy
particular attention in the European Union today. Moreover, their mission was to
introduce our participants with all the inner workings and legal frameworks of the
EU relevant to the subject matter. The purpose of the seminar was not merely to
familiarise our participants with the EU's achievements and endeavors, but also to
assist young entrepreneurs in the challenges they currently face through a mutual
sharing of experiences.
In the current economic climate, the EU needs to think of its young people and
allow them to create opportunities and employment for themselves, naturally
leading to growth for the EU economy as a whole. Thus, the primary aim of this
seminar was to provide young entrepreneurs with a wide range of information
relating to European Entrepreneurship in order to contribute to their
entrepreneurial success, but also to work together on our commitment to take
concrete steps in favour of young European Entrepreneurship.

Being an Envoy-Promoting Entrepreneurship
Working Group N°. 1
In this workshop the group reflected on the ways to support and promote
entrepreneurship as a career path for everyone, men and women.
Participants of this working group recognised that an entrepreneurial
mind needs to be created and developed through education at early
stages in schools and later on in universities. In this way young people
will be exposed to challenges at an early age, get inspired and be able to
choose their path as entrepreneurs.
Promoting and motivating young entrepreneurs is not that easy however.
The working group suggested that the EU needs to bring forth the
‘European Role Models’ programme. These entrepreneur role models
will share their encouraging experiences with the ultimate aim of
motivating those that are thinking about starting their own business.
Furthermore, it has been argued by participants and panelists alike that
media play a significant role in promoting entrepreneurship, for example
through reporting on various innovative projects and success stories.
The EU needs to take more concrete steps to support the creation of a
positive environment for entrepreneurs. The panelists and participants
presented numerous suggestions on facilitating entrepreneurship in
Europe, suggesting that the EU needs to encourage start up schemes and
fund schemes which educate and train entrepreneurs to start a business.
Additionally, Member State governments have to be persuaded of the
necessity to invest in mandatory entrepreneurship education, education
on EU legislation related to business, as well as clear, flexible and less
bureaucratic tax systems. It is extremely important to work together and
cooperate at the national and European levels in order to promote
entrepreneurship and create opportunities for young people to get
involved and develop a successful entrepreneurial career.

Working Group N°. 2
This afternoon’s working group mainly discussed market access,
international trade, innovation and internationalisation of European
entrepreneurship. The panellists pointed out that the European Union
supports internationalisation of Small and Medium Enterprises with
several relevant legal instruments. However, the participants argued that
SMEs are largely not aware of these instruments on expanding business
abroad, suggesting that there is a clear need for more visibility. That
information should be comprehensive and easily accessible. The
panellists pointed out the importance of 'Enterprise Europe
Network' (EEN) and how successful entrepreneurs could become
mentors for future generations.
Some of our participants shared their views and personal experiences
regarding entrepreneurship in the international arena. They concluded
that in global business and trade, it is not always just about money, but
what is also really significant is knowledge, particularly local knowledge.
They argued that if high level executives and experts could be convinced
to share their knowledge and experiences, it would be of considerable
help in successfully developing and expanding businesses abroad.
Furthermore, they also proposed that the EU follows the US
entrepreneurship model more closely. A unified legal framework would
be more effective in their opinion.
In addition, the participants proposed to create a network where
entrepreneurs can join and promote their companies at the European and
International level.

Working Group N°. 3
This working group discussed the importance of a healthy and safe busi-
ness environment, proposing several recommendations and measures.
Necessary requirements for a healthy business environment have been
agreed upon in the group. It is extremely important to provide businesses
with security, profitability, stability, flexibility, openness and availability
of adequate infrastructure. Entrepreneurs are like fish, business environ-
ment is the water they live in, and it has to be kept clean. The participants
proposed that the EU should help in developing equal labour policies and
eliminate barriers and practices that discriminate some entrepreneurs and
favour a select few.
The panellists supported the fact that creating a good and secure business
environment is essential, but they also argued that a good environment
would not be sufficient. What is important in the long run is to change the
culture of administration. They emphasized that a great step forward in
achieving the necessary business environment reforms, there must be
concrete cooperation from the EU to the national and regional levels.
Finally, the participants recommended concrete strategies in reforming
the business environment. They have proposed:
• That regional governments should be able to allocate more
EU funds specifically targeting the SMEs.
• To create a website where information on financial issues in-
cluding EU funds is provided, as well as to encourage educa-
tion on access to finances and EU funds.
• To transform YEES into a permanent consulting platform at
the EU level.
• Less paperwork with regards to invoices and receipts.
• To generate a methodology at the EU level in testing legisla-
tion related to entrepreneurship.

Working Group N°. 4
The last workshop of the YEES was a brainstorming session for new ideas
and suggestions on how entrepreneurs can become envoys and work
together in promoting entrepreneurship. The speakers and participants
have agreed that YEES is an excellent initiative and a real opportunity to
promote entrepreneurship and stimulate a dialogue between the EU and
young European entrepreneurs.
The participants proposed that the policy scheme for entrepreneurship at
the EU level should be facilitated in order for more young people being
able to develop entrepreneurial activity without the fear of taking a risk.
Additionally, they argued that two of the biggest problems facing young
entrepreneurs that should be tackled are access to credit and overgrown
bureaucracy. A fundamental initiative in resolving these could be the
unification of procedures in each country to reduce costs.
Furthermore, it was emphasized by the panellists that there is a need to
create an encouraging environment for young entrepreneurs, to support
them by expanding solutions for entrepreneurship, and provide them
with the resources they need to succeed. It is time for a robust
cooperation at the EU and national levels in promoting entrepreneurship,
and concerns of young entrepreneurs should be taken into consideration.
The participants gave particular attention to the fact that education is the
key. They believe that entrepreneurship must be taught in schools. Young
people should be given the opportunity to be taught about
entrepreneurship possibilities at an early stage and should be provided
with the necessary knowledge and skills to foster an entrepreneurial
mindset.

Participants of the four workshops called for specific recommendations to enhance the oppor-
tunities for young people to start and run a company in the EU:
1.Entrepreneurship for Everyone
• Brand entrepreneurship as a career path for all ages and genders
• Introduce entrepreneurship and mentorship programs that develop practical skills in schools/
universities
• Bring young people to the businesses through internships and exchange programmes
• Associations of young entrepreneurs: use them to handle available investment funds ear-
marked for start-ups/entrepreneurs, instead of local banks
• Promote entrepreneurship associations at the local level
2. Market Access, Access to Finance, Business Environment
• Same rules to establish a company in the EU - fast and cheap
• European Company Statute for SMEs
• Simplification of public procurement tenders and administrative procedures
• More transparency in the start-up, tender, funding processes
• Banks should provide guarantees to European start-ups to enable them entry to larger tenders
• Common EU laws with increased protection of entrepreneurs, including a favourable labour
law
• Favourable IP Management
• Enable entrepreneurs to be eligible for new funding after bankruptcy
• Give a level of flexibility when hiring the first couple of employees, especially for risky sectors
• Less bureaucracy regarding EU funding, including streamlined procedures to receive the
funds faster
3. Ensure Sustainability of Responsible Businesses
• Establish a new culture of responsible businesses with the motto "I am responsible!"
• Create a supportive ecosystem for the entrepreneurial and start-up community at the local lev-
el
• The European Commission should identify and finance local entrepreneurship enablers
• Share information through a two-way communication channel - communicating directly with
local businesses through a web platform

4. Promote Entrepreneurship
Entrepreneurship on the Agenda
Include entrepreneurship on the EU agenda; promote EU entrepreneurship as a long-term vision;
adapt the priorities according to the real needs of entrepreneurs via direct and frequent communi-
cation between the EC and entrepreneurs
• Develop the entrepreneurial spirit; raise awareness in schools at all levels
• Improve communication between entrepreneurs and governments
• Collect existing business ideas and key rules to succeed; share best practices
• Create a common handbook/dictionary for organisations promoting entrepreneurship
• Organise regular meetings/networking between existing and potential entrepreneurs to share
experiences
Visibility of Entrepreneurs
• Promote entrepreneurship in the public spotlight (media, social media)
• Organise an annual nomination/entrepreneurship awards ceremony, broadcast by multiple
international media globally
• Make it possible for entrepreneurs across Europe to contact each other so they can learn from
each other
• Guide/enable entrepreneurs to be envoys: be a role model; join and promote local organisa-
tions; be the change they want to see; build their personal brand; become the media via social
networking; be proud of what they do

The Employers' Group (Group I) has 114 members, and is made up of entrepreneurs, employers and representatives of employer associations working in industry, com-merce, services and agriculture in the 27 Member States of the European Union. These are women and men involved in the business world and in touch with the reali-ties of everyday life who are willing to put their experience to use to further the Euro-pean venture.
Our goal is to promote European integration by supporting the development of our busi-nesses, which play a key role in fostering the prosperity of our societies and in creat-ing jobs.
In an economically difficult climate, the European Economic and Social Committee is the only European institution that brings together business people and people fully engaged in the economic and social life of their home country.
A strong, coherent and dynamic Employers' Group is therefore crucial to making the voice of business heard at the European lev-el.
Naturally, the Employers' Group also works closely with the five major European busi-ness organisations – BUSINESSEUROPE, CEEP, EUROCHAMBRES, EuroCommerce and UEAPME – to which a large number of our members also belong.
