About Registration

• What is Registration?

Registration with the Medical Council of Cambodia is mandatory for all doctors (both foreign and Khmer) who practice medicine in Cambodia.

In accordance with Article 1 of Majesty’s Royal Decree No. NS/RKT/0200/039 “All physicians, who practice medical profession, shall register in the Medical Council’s List.”

• Why Do I have to register?

In short, MCC’s mission is to protect patients and support doctors. Once you register at MCC you get the right to practice medicine according to the type of registration. You will also be protected from abuse by others. All complaints against registered doctors will be thoroughly investigated. If it turns out that the doctor in question was performing in accordance with the medical and ethical standards of Cambodia, MCC will help ensure that the doctor is protected from abusive interactions and harassment from both his/her professional and non-professional communities. However, those who are not practicing their profession according to codes of medical ethics will be disciplined according to the nature of the misconduct.

• What happens if I do not register?

It is required that all doctors who practice their profession in Cambodia register at MCC. Unregistered doctors will have no right to practice medicine in this country. If you are not registered, your medical practice is considered illegal.

Registration Process • How do I apply for registration with MCC?

In order to apply for registration with the Medical Council you must submit a completed application form, the appropriate supporting documents for your registration type and the correct registration fee to the Provincial Medical Council Office in the province where you will practice medicine during your intended registration period.

• What is the registration approval process? After you submit all of your application materials to your PMC, the PMC Board will verify your materials and notify the

National Medical Council of your application. The NMC will then review your materials and determine if you meet the criteria for registration. If you are approved for registration by the NMC Board, you will be issued a Certificate of Registration by the National Medical Council of Cambodia. If you are denied registration by the NMC Board, your PMC Office will notify you of this decision and the reasons for this outcome. You may have the opportunity to revise your materials and re-apply for registration. You should expect to receive a decision on your registration status within 3 months of submitting your application materials to your PMC Office.

• There are 5 Types of Registration: A, B, C, D, E

• Registration Types depend on the doctor’s nation of origin (Khmer v. Foreign) and on the nature of his/her practice of medicine

Registration Fees

• There are 5 types of registration with the Medical Council. The annual registration fee ranges from 60000 Riel ($15) to 1200000 Riel ($300) according to your nation of origin (Khmer or foreigner), your practice of medicine and your desired length of registration (applicable to Types A, B and E only).

• The following chart provides information on your annual registration fee:

• Types A, B and E are eligible to register for a maximum of 3 years. Therefore, doctors who are applying for registration in these categories who wish to register for longer than 1 year can (if they desire) pay up to 3 years worth of their registration fees at the time of initial registration to receive a Certificate of Registration that is valid for up to 3 years.

What is my fee used for?

• MCC realizes its mission through ensuring high standard of medical practices in Cambodia. MCC will ensure that doctors are qualified, physically and morally fit to practice medicine. Ensuring quality of medical education, promoting ethical conduct of medical practitioners, monitoring of medical practices, investigating complaints against medical practitioners and educating the public are among the core functions of MCC.

• How long is my registration valid for?

The validity of registration varies according to different types and payment. Please read the Final Decision on Types of Registration and Fees ( link to pdf), for more information. Doctors registering as types A, B or E are eligible to register for a maximum of 3 years, depending on the amount of the fee that is paid upon applying for registration. Those who register before December 31, 2012 will receive a registration certificate that is valid through, at least, December 31, 2013.
