FOREWORD Tourism is a dynamic and competitive industry that requires the ability to constantly adapt to customers' changing needs and desires, as the customer’s satisfaction, safety and enjoyment are particularly the focus of tourism businesses. This handbook has been prepared in pursuance of sub rule (2) of Rule 25 of Rules of Business, 1973 whereby each Division is required to prepare a Year Book for information of the Cabinet and the public. The document highlights the activities, achievements and progress undertaken by Ministry of Tourism and its support organizations during the financial year 2008-09.

INTRODUCTION

In October 1947, an International Conference of National Tourist Organizations of the World was held in Paris in which Pakistan sent a delegation headed by the Pakistan High Commissioner in London. In this conference, International Union of Official Travel Organizations (I.U.O.T.O.) was formed, and Pakistan was enrolled as a member of the I.U.O.T.O (now UNWTO) in September, 1949.

The Railways Division of the Government of Pakistan was initially entrusted with the responsibility of handling tourism matter. Railway Division continued to deal with the subject until September, 1956 when it was transferred to Communications and Transport Division. A Central Tourist Planning Committee headed by the Minister for Communication was set up in December, 1955 to suggest a new organization for tourism and to detail charter of duties. In pursuance of their decision, the Communications and Transport Division prepared a short-term Plan which indicated, inter alia, the future national tourist organization and its objects and functions. This was approved by the Government on 4th of September, 1957.

Accordingly, a “Cell” was created in the Ministry of Communications headed by a Director. This Cell had then prepared a long-term Plan in pursuance of Central Planning Committee’s decision in which it was recommended to have a full-fledged national tourist organization comprising a Central Department in Karachi and Regional Offices at Dacca, Lahore, Peshawar and Rawalpindi and Sub-Offices at Chittagong, Abbottabad, Murree, Quetta, and Saidu Sharif, Swat and was approved by a high level conference in June 1959 under the Chairmanship of the Minister for Railway and Communications.

In June 1960, the Cell was named as “Bureau of Tourism” and was transferred to the Ministry of Commerce. In April 1961 it was given the status of an ‘Attached Department’. In October 1964, the Department was placed under the control of the Chief Administrator, Civil Aviation and Tourism. In October 1968, following a re-organization the Department of Tourism was placed under the direct administrative control of the newly created Aviation Division. In March 1970, the Government set up the

Pakistan Tourism Development Corporation (a public limited company). With the transfer of all commercial and promotional functions to PTDC, the Department was left with fewer functions to justify its retention in its former shape. The Department of Tourism was abolished on November 30, 1970 and the Tourism Cell of Aviation and Tourism Division came into being on December 1, 1970.

Tourism was taken seriously for the first time at the policy making level in 1972 when a Ministry of Minority & Religious Affairs and Tourism was created, though this Ministry was disbanded in 1976 when the Tourism Division became part of the Ministry of Commerce again. In 1977, the Ministry of Culture, Sports, Tourism and Archeology was created. From 1977 to 1996, tourism remained in the same Ministry but was emphasized variously in the administration and switched between divisions. In 1996, the Ministry became the Ministry of Culture, Sports, Tourism and Youth Affairs. In March 2000, the Ministry became the Ministry of Minorities, Culture, Sports, Tourism and Youth Affairs. In September, 2004 with the bifurcation of the Ministry, Tourism was given a separate status of Ministry of Tourism. FUNCTIONS & DUTIES OF MINISTRY

Promotion & Development of Tourism in Pakistan. Pakistan National Tourism Council.

Publicity and establishment of tourists centers in Pakistan and abroad.

Establishment of tourism information centers for the guidance of domestic and foreign tourists in Pakistan.

Development of tourist facilities in areas with tourist potential where private sector is shy to invest.

Pakistan Tourism Development Corporation. International organizations and agreements relating to

tourism. Tourism and Hotel training institutes. Facilitation of travel in Pakistan for tourists. Training and research in tourism in Pakistan and abroad. Control and regulation of tourist industries and allied

services. Organize foreign tours for Pakistanis.

International Tourism Events Pakistan was represented in the following international tourism promotional events during the financial 2008-09. The details of such tourism promotional events are given as under:

the Pacific Conference on Increasing Tourist flows between Asia and the Middle East held at Tehran, Iran from March 2-5, 2009.

• A high powered Pakistani delegation headed by the Federal Secretary,

Ministry of Tourism participated in the First Investment Meeting of the Tourism Sector D-8 Group in Tehran, Iran from March 2-3, 2009. The Pakistan delegation presented Pakistan’s point of view in a forceful manner.

• Pakistan was represented at Joint Secretary level in 3rd Meeting of the

SAARC Working Group on Tourism in Colombo, Sri Lanka from April 7-8, 2009.

• Pakistani delegation headed by Minister for Tourism participated in

PATA Annual Meeting from April 18-21, 2009 at Macau, China.

• Pakistani delegation headed by Minister for Tourism attended UNWTO International Conference on Human Resources from April 21-22, 2009 at Doha, Qatar.

• Minister for Tourism participated in World Conference of Electro

Homeopathy at Stockholm, Sweden from May 8-9, 2009.

• Pakistani delegation headed by Minister for Tourism participated in Beijing International Tourism Expo (BITE) at Beijing, China from June 17-21, 2009. Pakistan Pavilion / stall was declared among the 1st five countries out of 281 stall of 28 countries and multinational companies.

• Attended Seminar on Tourism Management & Development for Asian

Countries from June 16-29, 2009 in Beijing, China. National Tourism Events

September-2008 Celebration of World Tourism Day

World Tourism Day was celebrated on September 27, 2008 at National Library, Islamabad with the theme “Tourism Responding to Challenge of Climate Change”. The spirit behind the celebration was to foster harmony amongst nations, pertaining to current prevailing issues within the tourism sector. In addition, a Seminar and Photo Exhibition on the theme was celebrated. The day was celebrated under the auspices of the United Nations World Tourism Organizations (UNWTO).

IDEAS 2008: This exhibition held in December, 2008 at Karachi.

February-2009

Karakoram Festival: This Festival held at Park Towers, Karachi in

February, 2009. Sibi Mela 2009: Sibi Mela was celebrated with traditional spirit in

February, 2009.

March-2009 Pakistan Rock Climbing Competition: This competition was held at

Islamabad in March, 2009. Dawn Lifestyle Winter Exhibition: March, 2009 at Islamabad.

Khanpur Lake Festival: This festival held at Khanpur Lake in March,

2009.

May-2009 A Seminar on the topic “Tourism Marketing in Difficult Times” was held

at Karachi and Rawalpindi during May, 2009 under the arrangement of PATA Chapter Pakistan in collaboration with Ministry of Tourism.

Minister for Tourism was the Chief Guest. All stakeholders from the Tourism Industry attended.

June 2009

1st Inter-Provincial Ministerial Meeting on Promotion of Tourism

held on 30-06-2009 at Flashman’s Hotel: To promote domestic tourism and encourage cooperation among all public sector tourism organizations at the Federal as well as at the Provincial level, a meeting of Tourism Ministers of all the four provinces, AJK and Northern Areas was held on 30-06-2009 at Rawalpindi. The meeting was chaired by the Federal Minister for Tourism. The objective of the meeting was to develop strategy for promotion of Pakistan as a tourist friendly destination and to share ideas for implementation and utilization of tourism resources/potential available with provinces in collaboration with all stake-holders. The recommendations of the meeting would help develop a new National Tourism Policy for the country.

The year 2008 was not a good year in terms of foreign tourist arrivals and foreign exchange earnings from tourism. Pakistan hosted 822,828 foreign tourists in 2008, compared to 839,500 tourists in the year 2007 registering a decrease of 2.0 percent. Similarly, foreign exchange earnings from tourism also decreased to US$ 243.5 million in 2008 compared to US$ 276.1 in 2007. The factors attributed in decrease of tourist arrivals and foreign exchange earnings from tourism due to law and order situation, perceived security concerns followed by negative travel advisories against Pakistan by the tourist generating countries.

The United Kingdom maintained its position as 1st among the top ten tourist generating countries for Pakistan from 1995 to 2008 by generating 0.286 million tourists i.e. 35 percent of total foreign tourist arrivals in Pakistan during 2008, which are 3.7 percent greater than the year 2007. Other main tourist generating countries were the USA, Afghanistan, India, Canada, China, Germany, Iran, Norway and Bangladesh. During the year 2008, U.K., U.S.A., Afghanistan, India, Canada, China and Germany, maintained their last year's positions. However, Iran improved its position from 12th in 2007 to 8th in 2008 by replacing Norway which came down from 8th to 9th position while Bangladesh improved 13th in 2007 to 10th in 2008.

Cultural Tourism 2008

During 2008, the number of foreign visitors decreased by (-) 55.4 per cent over 2007. Similarly, overall visitors to places of cultural importance also decreased by 2.5 per cent and domestic visitors by 1.6 per cent over 2007.

During 2008, overall visitors to historical places increased by 5.6 percent, however, visitors to archaeological sites decreased by 30.7 percent and visitors to museums decreased by 19.4 percent over the previous year as shown in the following table:

Adventure Tourism 2008 Mountaineering and Trekking During 2008, eighty six (86) International Mountaineering Expeditions have made to climb Pakistan’s peaks, seventy eight (78) International mountaineering expeditions arrived in Pakistan and surmounted their allotted peaks. During the year 2008, one hundred & seventy three (173) trekking parties applied for trekking permits, which were issued well in time. All the trekking parties visited Pakistan as per schedule. During 2008, 59 applications were received for hunting purpose. Their applications were processed well in time and necessary permission to import and re-export of hunting arms were granted. The foreign earnings amounting to US$ 4,12,650 were earned during 2008 from mountaineering expeditions and trekking parties, which showed 24.29% decline over the previous year mainly due to internal security situation. The analysis indicates that Pakistan earned an amount of

Rs.27,357,417/- in 2008 as compared to Rs. 36,135,303/- in 2007 showing a decline of 24.29%.

During 2008, 307 army / civilian, Liaison Officers/Guides/Assistant

Guides, 311 Cooks/Assistant Cooks, 84 High Altitude Porters and 5768 Low Altitude Porters were employed by the Foreign Expeditions.

Moreover, Government announced following incentives for the promotion of Adventure Tourism.

(i) Zero royalty fee for peaks up to 6500-M during the year 2008. (ii) Ten percent royalty fee on mountains situated in Chitral, Gilgit

and Ghizar except on Spantik/Golden Peak.

(iii) Five percent discount on royalty fee on all Peaks during winter season (December-February).

(iv) Fifty percent discount on royalty fee was granted during the year 2008 on all peaks except as mentioned (i) and (ii) above.

(v) Chief Secretary, Northern Areas was allowed to issue climbing permits to Chinese trekking parties coming to Pakistan via Sust Border.

(vi) Eighty percent (Rs. 1.00 million) of Environment clean-up/pollution fee charged by Ministry of Tourism has been transferred to Environment Department, Northern Areas.

The number of hotel rooms have also decreased from 42,859 in 2007 to 40,998 in 2008 showing a decrease of 4.3 percent. The restaurants (air-conditioned) increased from 285 in 2007 to 313 in 2008, reflecting an increase of 9.8 percent over the pervious year. Licensed Travel Agencies / Tour Operators have increased by 5.1 per cent from 2261 in 2007 to 2376 in 2008.

During the year 2008-09 Rs. 10.00 million were allocated for the development projects and Rs. 9.876 million were released. Details are as under:-

1. Updation of Research Studies The project will be completed during the financial year 2009-10,

which will cover the field studies based on foreign tourism survey, leisure domestic survey and religious tourism survey. The draft reports of three surveys have been received from the consultant.

2. Development of Website for Tourism Industry. The project will be completed during the current financial year 2009-10. Thereafter the Website will be maintained from the Ministry’s recurring budget.

3. Bus Terminal/ TFC at Nankana Sahib About three km from Nankana Sahib, land measuring 16 kanals and 16 marlas at a total cost of Rs.9.500 million has been acquired. PTDC has reported that the design work of the project has been completed and work has been awarded. Physical work of the project at plinth level is completed. An amount of Rs.24.339 million has been utilized upto 30.6.2009. The project is expected to be completed by the financial year 2010-11.

4. PTDC Head Quarter at Islamabad The project of construction of PTDC Headquarter has been shifted to Public Private Partnership (PPP) and its implementation is now being carried out through Infrastructure Project Development Facility (IPDF).

FACILITATION AND SERVICES

i) 46 cases of issuance of airport entry pass to major tour operators were recommended to Ministry of Defence

ii) 89 cases were processed for grant of work visas to foreign technical and managerial personnels for transferring skills and know-how to Tourism Industry.

Incentives and Concessions for the Investors a) Tourism Industry:

Tourism is categorized as “Industry” according to the Investment Policy in vogue. Ministry of Tourism issues a Certificate that a Project falls in the Category of Hotel Industry.

Permission is not required for setting up of tourism project in the Private Sector.

Telephone, Telex, Fax facilities are provided to travel Trade on

priority basis. Plant, Machinery & Equipment (PME) not manufactured locally

can be imported @ 5% custom duty. Initial depreciation is available @ 50% in addition to normal

depreciation allowable @ 10% on all depreciable assets. This incentive practically operates as universal tax holiday as income may not generally be liable to tax for a period of five to six years because of carry forward of unadjusted depreciation loss.

Special equipment for adventure tourism activities like water

sports, hang-gliding trekking, mountaineering angling, golf, indoor sports equipments, power boats, water rafts, canoes, water and snow skiing equipment provided by the travel trade as a service to the tourists is allowed to be imported on 5% customs duty.

The central air-conditioning equipment and apparatus of general

utility in hotels are charged industrial tariff for electricity.

b) Foreign Exchange:

Permission of the State Bank of Pakistan is not required for repatriation of profits from tourism projects.

Foreigners/local and Overseas Pakistanis can open foreign

exchange accounts. Full repatriation of capital, capital gains, dividends and profits is

allowed. However, the share of non-residents is required to be registered with State Bank of Pakistan.

c) Chartered Flights

Permission for chartered flights is given by Ministry of Tourism in consultation with Ministry of Interior and Ministry of Defence. Chartered flights are allowed on point-to-point basis from Karachi, Lahore, Islamabad and Peshawar.

Helicopter chartered flight service is also allowed anywhere in

Pakistan. d) Work Visas

Work visas are granted to foreign technical and managerial

personnel for the purpose of transferring skills and know-how, the work visas can be issued for a period up to 5 years. Ministry of Tourism’s Representative is a member of the team that issues work visas.

Custom Duty Exemption for Import of Hotel Equipment

Ministry of Interior announced a Liberal Pakistan Visa Policy in July 2006. Highlights of the visa Policy are presented as under:-

1) Pakistani Missions abroad are authorized to grant visa / tourist visa of three months validity and stay with double entry to foreigners.

2) Visa on Arrival (VOA) will be allowed of one month validity and stay (multiple) to group tourists of 24 Tourist friendly countries through designated tour operators in Pakistan.

3) Tourist Friendly countries have been increased from 2 to 24 for grant of visa on arrival to group tourists through designated tour operators in Pakistan (List of countries is at Annex-VII).

4) Algeria and Sri Lanka have been excluded from negative list. PAKISTAN TOURISM DEVELOPMENT CORPORATION (PTDC)

Pakistan Tourism Development Corporation (PTDC) was established as a Public Limited Company under Companies Act in April 1970. It is now being governed under the Companies Ordinance 1984. PTDC operates one hotel, 39 motels, 04 restaurants and an exclusive tours & transport subsidiary. It has 22 members on its Board of Directors. The Federal Minister for Tourism is its Chairman and the Secretary (Tourism) is the Vice Chairman of the Board. Managing Director is the Chief Executive.

PTDC’s main objectives include promotion and development of tourism industry in Pakistan, provision of facilities, incentives, services and recreation to tourists, marketing of Pakistan’s tourist attractions at home and abroad, development of tourism infrastructure and services within the country, promotion of domestic tourism, etc. These objectives are achieved through PTDC’s following departments and subsidiaries; Planning, Development & Engineering Some of the functions & responsibilities of the Planning & Development Department covers following areas; 1. Construction and supervision of new projects Marketing & Operations This department monitors operational side of the Publicity & Promotion, Tourist Information Centres, PTDC Hotels, Motels and Pakistan Tours Ltd. Publicity & Promotion Major functions of the Publicity and Promotion Department are as under;

Designing, production and distribution of tourist literature/ publicity material like tourist brochures, maps, posters, view cards, Video documentaries (on CDs/DVDs) through Tourist Information Centres (TICs), PIA offices, travel agents, tour operators, hotels, Pakistani missions abroad, etc.

Photographic coverage of scenic, cultural, archaeological,

historical and heritage sites/places of Pakistan. Organizing familiarization tours of Pakistan for foreign and

local travel agents, tour operators, travel writers, photographers and media teams.

Release of advertisements on tourism promotion in print and

electronic media. Participation in tourism related international and domestic

conferences, fairs, festivals, exhibitions and events, independently or in collaboration with Pakistan’s public and private sector tourism organizations.

Preparation of periodical reports on performance and

submission of suggestions/proposals on entering into agreements, MOUs with national and international organizations/countries for cooperation in tourism sector.

PTDC is providing tourist information, tourist publications and assistance in planning holidays in Pakistan to foreign and domestic tourists through its 18 Tourist Information Centres (TICs) located throughout the country. Plans are underway to set-up tourist information booth at Quaid-i-Azam International Airport Karachi whereas such booths/counters have already been set up at Islamabad, Peshawar and Lahore International Airports. PTDC’s TICs are located at the following destinations;

PTDC’s Role in Promotion of Tourism During Year 2008-09, PTDC participated / organized the following activities:-

i. Participation in International Tourism Events

During the financial year 2008-09, PTDC participated in four (04) international tourism exhibitions/conferences/events by setting up Pakistan Pavilion in collaboration with Ministry of Tourism, Provincial Tourism Organizations, private travel agents, tour operators and hoteliers. Pakistan Pavilions were tastefully decorated with posters,

photographs and handicrafts of Pakistan. Video documentaries of Pakistan’s tourist attractions were shown on plazma screens while PTDC’s Information Desks were manned by experienced officers to impart tourist information. Free tourist brochures in different languages, give-away items and dry fruits were distributed among foreign tourists visiting Pakistani Pavilions.

During the financial year 2008-09, PTDC organized five (05) tourism promotional events within the country as detailed below;

1. Inauguration of Tourist Facilitation Centre (TFC)

Abbottabad) The Tourist Facilitation Centre (TFC) Abbottabad was renovated, refurnished and upgraded in collaboration with CNFA/I-LED Pakistan on matching grant basis. The TFC was inaugurated in a simple but impressive ceremony at Abbottabad, on 19th February 2009. A seminar on importance of the role being played by TFC Abbottabad on promotion of tourism in Kaghan Valley was attended by representatives from the public and private sector tourism related organizations. A photographic exhibition on tourist attractions of Kaghan Valley was also arranged.

2. All Pakistan Rock Climbing Competition, Islamabad

PTDC and Adventure Club jointly organized All Pakistan Rock Climbing Competition from 5th to 8th March 2009 at Shahdra, Margalla Hills, Islamabad. A large number of young boys and girls took part in the competition.

3. PATA Seminar on, “Tourism Marketing in Difficult

Times”. Ministry of Tourism, PTDC and Pacific Asia Travel Association (PATA) Pakistan Chapter jointly organized a seminar on “Tourism Marketing in difficult Times” on 28th May 2009 at Flashman’s Hotel, Rawalpindi. The seminar was chaired by the Federal Minister for Tourism and was attended by a large number of tourism stake-holders.

During the period under review, a total of 78 consignments of tourist publicity material were dispatched by PTDC through International Speed Post and through Diplomatic Bag, to the Pakistani Embassies/missions located in the following countries;

A total of 40 consignments of tourist literature were delivered

to various Ministries, Divisions, Government Organizations, Pakistani tour operators/travel agents/hotels, NGOs, Media and PIA Offices. Twenty (20) packets of tourist brochures were mailed to foreign tourists and 30 to Pakistani tourists while 17 consignments of publications were dispatched to PTDC Tourist Information Centres.

Decrease in International Tourism PTL is running its business with outdated transport

fleet, which has passed its economic life. The performance of PTL can be improved subject to the improvement of security situation in tourist areas and replacement of old transport with new fleet

Massive expenses on overhead expenses due to salaries being paid to staff of motels in Swat

Pakistan Tourism Development Corporation (Motels)

PTDC is currently running 39 motels and 4 restaurants at important tourist places in Pakistan. Out of these, 3 restaurants (Rawal Lake, Daman-e-Koh Islamabad and Chakdarra) and 7 motels (Barseen, Chattar Plain, Keenjhar Lake, Khuzdar, Taftan, Ziarat and Katas) have been leased out to private parties/provincial tourism organizations. It main booking office is located at PTDC Tourist Information Centre, Agha Khan Road, Super Market Islamabad (Tel: 051-9203223, 9208948-49 Fax: 051-9218233) Most of PTDC Motels are set up in the far flung/remote areas of Pakistan, where private sector is shy to invest. Hence, commercial aspect may not be taken into account while assessing the performance of PTDC Motels. In fact, PTDC Motels are the pioneers and trendsetters, offering an example in the promotion of tourism to these areas, for the private sector to follow. Despite higher operational cost and limited tourist season, PTDC Motels are providing comfortable, reliable and quality accommodation to foreign and Pakistani tourists in far flung areas on affordable and competitive rates.

Achievements: During the Financial Year 2008-09 following achievements were made:-

PTDC Motel Balakot, which was completely damaged during

the earthquake of 2005, has now been reconstructed with 8-room accommodation and a spacious restaurant. The motel is now fully functional, serving the visitors to Kaghan Valley.

Partially damaged during the 2005 earthquake, rooms at PTDC

Motel Besham have been rebuilt and furnished.

PTDC Motel Saidu Sharif has been made functional again. It is taking bookings from the NGOs involved in the rehabilitation/ resettlement work in Swat Valley.

PTDC Motels has floated special discounted package rates for

domestic tourists in collaboration with private and public sector tour operators.

Pakistan Tours Limited (PTL)

Pakistan Tours Ltd (PTL), subsidiary of PTDC is working as a pioneering agency responsible for organizing tours, transport and accommodation for foreign and domestic tourists in Pakistan. Its main office is located in Room No.17 & 18, Flashman’s Hotel, The Mall, Rawalpindi (Tel: 051-9272017-18 Fax: 051-9272020 Email: [email protected]). It is also operating regular international and domestic transport services/package tours to facilitate tourists between the following destinations fulfilling bilateral/international/national commitment of the Government of Pakistan;

Sust (Pakistan) to Taxkurgan (daily between 1st May till 31st October)

Lahore (Pakistan) to Delhi (India) and back Lahore (Pakistan) to Amritsar (India) and back Nankana Sahib (Pakistan) to Amritsar (India) and back Rawalpindi to Naran and back (daily between 1st June till 31st

HUMAN RESOURCE DEVELOPMENT To meet the shortage of skilled work force in Tourism Industry, Ministry of Tourism has established two Institutes in the public sector namely Pakistan Institute of Tourism & Hotel Management (PITHM), Karachi and Pakistan Austrian Institute of Tourism & Hotel Management (PAITHOM), Guli Bagh, Swat. 1. PAKISTAN INSTITUTE OF TOURISM & HOTEL

MANAGEMENT (PITHM), KARACHI The main objectives of the institute are to train and conduct courses for Tourism & Hotel Industry. During the period 2008-09, PITHM conducted the following courses. These courses are planned three days a week, two days a week – Saturdays/Sundays and Sundays only for full day. The introduction of courses on Saturdays/Sundays, Sundays only and increase in corporate courses has increased the number of students as well as the earning of the Institute as well as provided an opportunity to those who are employed in different fields and want to change their career to Tourism and Hotel Industry. PAKISTAN AUSTRIAN INSTITUTE OF TOURISM AND HOTEL MANAGEMENT (PAITHOM) GULI BAGH, SWAT BRIEF HISTORY A great urge for a training institute in the northern areas of Pakistan was realized to provide for the continuous supply of well- trained workforce to meet the demand of domestic and international tourism in the area. The idea of hotel training was highly appreciated as per standard of international institutes. The foundation on stone of the prestigious and state of the art Institute was laid down in May 1997and the campus building was completed in April 2001 according to Austrian architectural design to fulfill the requirement of Tourism and Hotel Management Institute.

It started functioning in the 2002 under the supervision of Austrian Principal but due to some inevitable reasons, it closed its operation. Fortunately, at the start of 2006, the Ministry of Tourism, took the initiative with a request to Austrian Government for their effective co-operation and the Institute started functioning again in the month of January 2006.

PAITHOM is presently closed due to uncertain law and order situation. It is currently functioning from a camp office located in PTDC’s Tourist Information Centre, Club Annexe, Jinnah Road, Abbottabad headed by Chief Instructor, Tel. 0992-543989. Due to limited practical facilities, the PAITHOM Camp Office is offering training in few discipline i.e. 6 months Diploma in Hotel Management containing following courses:-

- Front Office - House Keeping - Food Production - Food Service - Hiking & Trekking - English Language - Quality Assurance MISSION STATEMENT To provide and offer, in particular a quality oriented educational training facilities, activities, continuous professional development accessible and relevant to prospective youth and professionals engaged or interested in tourism and hospitality industry with an aim to promote the national importance of tourism and to develop student inter-personal skills and knowledge to highlight career opportunities and their on going professional development.

The Course contents detail is as under:- 1. Front office

Operations To provide students with the necessary knowledge and skills for front office operations and procedures. Front office equipments, reservation, knowledge of check-in and check-out and guest communication. (Practical training of front office at PAITHOM HOTEL to be a part of the course).

2.Housekeeping

Management: Stresses on the important of comfortable, clean, fresh environment and providing the guest with “Home away from Home” rooms and services. The use of equipments and its maintenance. (Practical training of Housekeeping at PAITHOM HOTEL to be a part of the course.

3.Food & Beverages

Operations: Introducing the students with the food/beverages in Pakistan and abroad. The consumer desire and culinary preparation would be focused. (Practical training of Food & Beverages operation at PAITHOM HOTEL to be a part of the course).

4.Quality Assurance (The core subject for the success of any hotel). Exceeding guest expectations by adding values to the service. Teaching the art of personalized services and going the extra mile.

5. Tourism & U To provide the students the overlook about Global,

national and local tourism business and leisure industry. Teaching about Tourism Development Strategies.

6. Spoken English To develop the basic skills of speaking understanding

and writing English. To improve both verbal and

written communications.

7. Hiking/Outdoors Giving students the opportunity to enjoy the natural beauty of Swat Valley and its surroundings. Students participate in hiking and camping trips. Mountain climbing and cliff hanging to be a part of this course.

Due to unrest and deteriorating law and order situation in Swat started

in the mid of the year 2007, the Institute discontinued its operation. However, on May 19th 2009 the Institute re-started its discontinued diploma course in presence of the security forces and succeeded to complete the said diploma course in mid month of August 2009. Although, the target of the institute was to train 100 students in two diploma batches and 400 trainees in NAVTEC sponsored courses in hospitality and tourism trade like Food Production, Food & Beverage Service, House Keeping, Front Office and Tour Guide but due to closure of the Institution in interval only 44 students were trained in Diploma course of Hotel Management (6-month) and 120 students in an off-campus course in Food Production and Food & Beverage Service course at Gilgit sponsored by Aga Khan Foundation. Department of Tourist Services (DTS) The Department of Tourist Services was established in 1976-77 as an attached department of the Ministry of Tourism to implement the following three Acts in the country with its headquarter at Islamabad and regional office at Lahore to implement these act in Punjab and NWFP and at Karachi to look after the work of Sindh and Baluchistan. Later on, in 1988 an office of Deputy Controller at Peshawar was created to look after the work of NWFP and in

1991 an office of Assistant Controller was established to implement these Acts in Baluchistan province:-

1. The Pakistan Hotel and Restaurant Act, 1976 and Rules,1977. 2. Travel Agencies Act, 1976and Rules 1977. 3. Tourist Guides Act, 1976 and Rules, 1996.
