The project on ”Improving Environmental Sustainability and Women Empowerment” Based in two Union Councils of district Haripur; including Nara Amazai and Bait Gali, and activities were carried out in the most vulnerable villages which were under high pressure of firewood cuttings. Through effective Social Mobilization 26 Community Organizations formed. 250 community members were trained in installation of metallic fuel efficient stoves who further trained other community members. Communities were provided 250 metallic fuel efficient stoves for installation in their houses to reduce the excessive use of firewood, reduce gas emission and forest exploitation. The efficient stoves provided consume 50% to 60% less firewood as compared to traditional stoves. Tree plantation campaigns conducted to understand the importance of plantation and awareness raised. School environment clubs established and responsibilities were fixed for cleanliness and healthy environment. Enterprise and NTFP development trainings accomplished and low cost affordable and marketable NTFP products (1000) promoted to provide alternate livelihood opportunities to the poor communities. Sale point established and linkages were developed with buyers and market facilities provided. Hygiene festivals arranged in the schools to aware the youth and exposure visits to other communities conducted. Health & hygiene sessions organized in female communities. Coordination meetings with GLAs conducted and evaluation reports submitted to the donors. Under the project “Promoting improved livelihoods of informal sector workers” six community groups, each having 25 women artisans were formed in six villages of three Union Councils of Rehana, Kot Najibullah and Bakka of district Haripur. In the revised scope of work ‘jasti’ embroidery was selected by MOGH National Consultant for improvement, coordination meetings with MOGH and other stake holders accomplished and skill development trainings of the artisan were organized for prototype development. These trainings included i- Product Ideation and Designing, ii- Product Development and Prototyping, and iii- Sample Production & Input Supplier Integration Workshop, with support of National Consultant GOGH. Artisans from six groups were trained, and Trade Facilitation and Communication Centers established for display and sale of women’s improved products and facilitated linkages with potential buyers. The TFCC also functioned as women-friendly communication hub, catering to the home based worker and other women, where all the necessary information and communication technology (ICT) facilities were made available, free of cost. PHKN Developed Webpage (www.whbw.org.pk) displaying the products made by the HBWs and shared the webpage with National Consultant for linking the page to main website. Replications in six villages of three Union Councils accomplished and Prototypes shared with selected artisans (159). Linkages with social security and benefit schemes were created to benefit WHBWs. Artisans also participated in Expo Islamabad and Lahore present their products. The project “Economic and Social Empowerment of Rural Women through Self Help Approach”, 32 SHGs were formed to stimulate the development process in the mainstream Development, bring the poor segments to coordinate and empower the groups for their own development in the villages. A saving mechanism has been developed to loan out for income generating schemes and other fringed community’s benefits. The SHGs have been linked with social security and microcredit schemes to establish their business and help them to earn livelihoods.

2. Promoting Improved Livelihoods for Informal Sector Workers – Funded by AF/TAP/GEP-USAID

PHKN in partnership with AF/TAF/GEP/USAID implemented the project, “Promoting Improved Livelihoods for Informal Sector Workers” in district Haripur, under the Gender Equity Program- USAID. The selected area included three Union Councils Rehana and Kot Najibullah and Bakka of district Haripur. Women Household Based Workers (WHBW) working in these Union Councils have been identified for improvement of their ‘Jasti’ products. HBWs constitute more than 50 % of the informal

sector and unfortunately this major segment of society has not been able to play its role in the main stream of development process. They produce variety of products but their work is not up-to-date to the market demand and need improvement in consistent with market demand. Value addition and market linkages may earn their income more as compared to their traditional work.

In addition they are not empowered to decide presentation of their products in the open market, while the middle man purchase their products at very low costs. The rights of these house based women workers are not safeguard by law and they are paid below minimum rates. Majority of them live below poverty rate and hardly earn through handy craft products to meet their substantive needs.

There is little professional guidance available to these home based workers for innovative interventions and improvement in their design and develop market linkages of their relevant products and to improve their over all quality of work to earn high return incomes of their products for their livelihoods. PHKN is women based organization and have strong roots at grassroots level and understands the communities’ traditional norms. The activities with the support of United State Agency International Development (USAID) under the Gender Equity Program were implemented; the detail of the achievements is as followed:

Project goals/objectives:

Group Formation in selected village

Through this sub-grant effort to work with these women to bring innovation into their traditional crafts/products, facilitate development of value chains and optimize marketing opportunities, envisioned. The aims of this sub-grant are to:

Mobilize home based workers, specifically craftswomen and artisans, for the formation of village-level groups/committees;

Work with the home based worker groups/committees to refine their existing skills and make their products market-competitive (with input from an additional GEP partner working on product design and development);

Establish Trade Facilitation & Communication Centers (TFCC) at the district level to act as a marketing/sales/communication point for the home based workers

The ultimate objective of PHKN is to reduce poverty; injustice and miseries of marginalized and disadvantaged segments of society in its target areas through the involvement of all stakeholders.

Overall objective: Increasing women’s empowerment by expanding knowledge of their rights and opportunities to exercise their rights in the workplace, community, and home.

Project purpose: Improved socio economic status of women in the target areas Specific Objectives:

To improve livelihoods of women in the target area through enhancing income generation skills and access to credit.

To provide training to women in economic, political and social spheres of life for improved personal, educational, economic and career development.

To increase awareness and understanding regarding women rights among stakeholders

To improve participation of women in political activities and decision making processes

Expected impact of the grant:

150 women house based workers (WHBWs) of three union councils of district Haripur will be trained in producing the saleable products.

Sets of innovative products will be developed by the beneficiaries.

Skill development and product enhancement workshops will be organized under for the village-level home based workers groups/committees.

New products will be leveraged in the identified markets,

The products will be integrated into the identified market opportunities and establish linkages of women artisans to these facilities.

Justification:

WHBWs constitute more than 50% of the informal sector workers;

Majority of the WHBWs live below poverty line;

PAKISTANI HOSLAMAND KHAWATEEN NETWORK (PHKN) Annual Report

2015

50% women of the district Haripur are not playing their role in the main stream of development process;

They are unable to present their products in open market;

There is little professional guidance available for WHBWs;

High quality product but less return;

Their access to the regional, national and international markets is limited due to traditional norms of the society;

The area is man dominated and WHBWs are unable to take part in decision making at their own;

There is great potential for the improvement of their handicrafts but no attention given either by government or by NGO’s sectors;

Financial constraints;

Traditional handicrafts limit high return.

Project’s interventions: The sub-grant involved: Deliverables

1. Mapping exercise to identify women artisan and existing skill base in district Haripur, 2. Undertake project announcements 3. 150 women home based workers mobilized and organized into 6 village-level group /

Mapping exercise to identify women artisan and existing skill base in district Haripur:

The orientation of the project started with the mapping

exercise to identify the handicrafts and products being

produced in the selected Union Councils; through which the

baseline survey was conducted in six villages of Jamah,

Bhutri(UC Rehana) , Ganjian Kamala(UC KotNajibullah) and

Kalopind, Paharo and Bhera (UC Bakka) and 190 WHBWs

were tested for

their skills level

through Skill Level

Test out of which

150 skilled artisans

were selected, 50

from Union Council Bakka, 100 from Union Councils Rehana

and Kot Najibullah Tehsil. Six groups were formed consisting of

25 artisan members each group, and villages which were known

for these handicrafts were selected. It is well mentioned here

that after consultation meetings with National Consultants

MOGH and GEP Head Office Islamabad, only ‘Jasti’ embroidery

was selected for its improvement and prototype development. The main areas of engagement designed

and revised and once mapping completed, identified women HBWs were mobilized into 6 village-level

committees in the selected villages comprising of 25 women artisans each and totaling to 150. Of these

50 women were selected from UC Bakka and 100 women identified from two UCs Rehana and Kot

Najibullah, which were known for Jasti work and Ghazi was dropped due to having no Jasdti work there.

During this process PHKN conducted informal conversational interviews with these women workers

highlighting their needs and capturing information regarding existing level of skill, available market

avenues, financial returns and access to social security schemes. This baseline information gave pre-

requisite / expected information to plan program activities at a later stage.

Coordination / monitoring mechanism: Coordination meetings held with RDP, who are also working on the enhancement of women workers awareness of their rights and labor laws. A list of women home based workers of the villages of selected Union Councils of district Haripur was shared with them to aware them about their mission for the rights of informal sector and labor laws to ensure the advocacy efforts to empower WHBWs in improving their socio-economic status and increase in their monthly and annual incomes. It was also decided that both the organizations would work in close coordination for the rights of WHBWs. The president PHKN & one BOD member also participated in the Women Workers Convention organized by RDP in participation with Aurat Foundation, on the rights of labor laws in the district.

Coordination meetings attended by PHKN/GEP Staff including Project Coordinator & Finance Officer on

the Branding & Marking Training at Islamabad. The process of Branding & Marking has been adapted & reported accordingly. The reporting formats introduced and applied for reporting of project activities. Three members from PHKN/GEP, two from BOD and one from staff attended opening ceremony organized by MOGH consultants on sharing experiences at Islamabad. The experiences were shared given presentation of PHKN organization focusing on GEP project activities. Experiences were shared with 12 district organizations coming from all over the country which were appreciated by the managing organization & the participating organizations. Future strategies were developed on the experience gained in the ceremony and better results covered in implementation and evaluation. Coordination

AF/GEP-USAID Team Peshawar accomplished monitoring visits at various occasions to monitor PHKN/GEP activities. The program team scrutinized the mapping exercise; baseline survey & skill level tests and delivered directives to PHKN/GEP field staff, which were fulfilled consequently. The PHKN staff conducted; meetings, formed ‘Jasti’ groups, skill level tests and mapping exercise.

Two members from Monitoring Team GEP Peshawar; Ms. Javeria (Finance Officer) and Mr. Umer Khan (Program Officer) regularly monitored the PHKN GEP activities on quarterly basis. They monitored the performance of finance & program activities; including Trade Facilitation and Communication Center (TFCC). The team suggested guidelines to the TFCC’s students during the monitoring visits. TFCC provided with equipments, training material, furniture, mats, banners, telephone, and internet and all communication facilities required for HBWs promotion. Previously, PHKN developed the baseline tool and shared with GEP Head Office for review within the first four weeks of project startup. As per our log it was mentioned that to identify three skills in selected union council’s i.e. Justi, Cross Stitch and Crochet which have been identified by the PHKN workers. Four groups were identified in the two Union Councils of Haripur (Rehana & KotNajeebUllah) and two groups were identified in Union Council Ghazi one group for crochet and one for cross stitch. PHKN also shared mapping exercise report with the MOGH consultant on 18th September, 2014 in which the results of all the three skills were mentioned in the report.

PHKN team awaited for the MOGH trainings on these three skills, but on 12th January 2015 when the Director M&E visited PHKN office and informed that only one skill i.e. Justi selected for PHKN and asked about consolidated report of MOGH which was not shared with us till 12th January 2015. Project Challenges & Mitigation Strategies

The releases of project funds were always late due to which field work suffered badly and affected credibility of the project.

PAKISTANI HOSLAMAND KHAWATEEN NETWORK (PHKN) Annual Report

2015

In the initial documents three skills i.e. Jasti, Croatia, and Cross Stitch were approved to identify 150 artisans in selected two Tehsils; Haripur and Ghazi of district Haripur and form 6 groups each having 25 members in 6 villages.

After an exhausted work on Mapping Exercise; skill level test, baseline survey and mobilization on the three embroideries completed and only one Jasti embroidery was selected by the National Consultants and Ghazi Tehsil was dropped due having no Jasti work there.

Dropping of Tehsil Ghazi and group formation degraded the credibility of the project.

The consistency of the groups came doubtful as no work orders were given to the groups for a longer time.

The scope of work changed to only Jasti work at very belated stage while the other two embroideries were dropped.

The National Consultants started their work on training at very much delayed stages, due to which many of the planned activities could not performed easily and left for realignment.

With the provision of prototypes the groups became active and took part enthusiastic way.

Way Forward / Sustainability: It is pre-requisite, that business requires Skill, Knowledge, Innovation and Experience to take

initiatives for establishment of business. Here the skill, knowledge and innovation has been provided to the WHBWs and created opportunities for their livelihood earnings. It is for the beneficiaries to get benefitted from the learning, skills-enhancement and opportunities provided by the AF/GEP/USAID sub-grant. As the artisans are already in practice of products production, the GEP interventions will maintain their sustainability.

PHKN being a partner organization of AF/GEP-USAID provides a platform to WHBWs to link them with markets and whole sale buyers

PHKN in consultation with National Consultants have developed a web-site for WHBWs product promotion and is always ready to help them.

The work stands community based, including the groups members from the same vicinity, will surely make it possible the GEP innovations sustainability for their own livelihood earnings.

Lessons Learnt: The project interventions highly captivated the WHBWs skills.

The National Expo at Islamabad and SAARC Expo at Lahore very much inspired the artisans and they are willing to participate in the national expo, in future.

Business management and marketing techniques boosted the HBWs will not to sell their products at low cost rate, and are desirous to sale their products at high return markets.

Women mobility issues in the suburb areas always created hurdles in the promotion of products development.

The area is man dominated and women are restricted to stay at home.

Due to discriminatory attitudes women are not allowed to start business independently and go outside the home.

Introduction of new prototypes promoted the incomes of the poor, marginalized and underprivileged community groups.

Social mobilization is effective process to mobilize the artisans in formation & development WHBWs groups.
