FROM THE EDITOR’S LAPTOPWe celebrate in May the most special person in our lives, our mother. I am amazed that it wasn’t until the 20th century that Mother’s Day became an official U.S. holiday. There is a short article about its history in this edition. Please give an extra hug to your mom, grandmoms, aunts, and special ladies in your life. They richly deserve it. And, flowers would be a nice touch too.

The City of Palm Desert has established a new program to assist vacationing homeowners. The Citizens on Patrol officers will inspect exteriors of properties who sign up for this free program. This is a needed service in our community, and if you will be away from your property more than two weeks, consider applying. Information is available in this edition.

Community Improvement chair Luanne K. Fitton has returned to our newsletter with her latest Green Thumb award winners. It’s always fun for her and the board to compliment homeowners who provide aesthetically pleasing properties. Everyone is a winner when yards are well maintained. Congratulations to both recipients. Also included in this edition is the City’s ordinance for yard maintenance—8.70.150. Properties may be cited by the City if not in compliance with this ordinance. Also, PDCCA properties may also be cited by the Association board of directors if not in compliance with the Association’s CC&R’s.

Martin Alvarez from the City of Palm Desert provides an update on the success of the City’s Set-to-Save program. Many PDCC residents participated and saved thousands of dollars, both on their utility bills and the upgrading of their home equipment. New pool pumps-new HVAC units-new solar panels were just some of the items that PDCC owners purchased to save money now and the future.

I am an on-line person and as such receive dozens of funny or religious or political or sarcastic bits and lists… I suppose many people do. This came to me by way of several layers of relays and forwarding, and I don’t know the original source, but it is a scream and worth sharing. It is ostensibly a genuine list of questions or gripes from pilots, submitted to repair facilities in their company. The writer noted that you need a college degree to fly a commercial aircraft, but only a high school diploma to repair one! First the Gripe (G), then the Response (R).

Helen had many friends in the area who will be saddened by her passing; she will be fondly remembered by them. She leaves her son, Ron (Judy) Paige of Philipsburg and her daughter Gail (Wyley)

The community is energized once again over the proposed creation of a Landscape and Lighting District, which if ap-proved by 51 to 55% (to be determined by the City later this year) of the affected property owners will impose an assessment on all proper-ties adjacent to the PDCC golf

course to support the golf course water and electric expenses. The Association office has received many calls regarding this proposed assessment. Most calls are seeking information and some calls question why the Association has not taken a stand on this issue. The calls seeking information should be directed to the golf club (760-345-0222), as the Association has no authority over the golf course; they are separate entities. The Association board of directors was duly elected by the As-sociation membership to represent all Association homeown-ers and for this reason has not taken a stand on this issue. Even though each board director certainly has a position on this issue, the community is polarized and it would be inappro-priate for the board to take a position. The Association manager has attempted to remain abreast of developments and keep the community informed of public meetings and other develop-ments and we will continue to do so but we will not take a position until such time as we receive a mandate from the homeowners. The city council in the April 11 session considered this proposal as to whether it should be put forth to a vote of the affected homeowners at this time. The city manager had received nu-merous letters from homeowners and many PDCC residents attended the meeting in person. The main theme of the letters per Ryan Stendell, Senior Management Analyst, was that taxa-tion was not the proper way to go and that the proposal lacked transparency. The golf club has indicated they will create a web site to illuminate the issues and establish a Question and Answer page to address concerns.The action of the city council on April 11th was to table the matter until the October 2013 meeting.

The earliest Mother’s Day celebrations can be traced back to the spring celebrations of ancient Greece in honor of Rhea, the Mother of all Gods. During the 1600’s England celebrated a day called “Mothering Sunday”. This honored the mothers of England.

In the United States Mother’s Day was first suggested in 1872 by Julia Ward Howe (she wrote the words to the song “Battle Hymn of the Republic”) as a day dedicated to peace.

In 1907 Ann Jarvis from Philadelphia began a campaign to establish a national Mother’s Day. Her efforts were finally successful when President Wilson, in 1914, made the official announcement proclaiming Mother’s Day as a national ` holiday that was to be held on the second Sunday of May.

Palm Desert’s Set To Save Program Achieved Big Energy Savings! by Martin Alverez, City of Palm Desert

Six years ago, the City of Palm Desert set an ambitious goal of reduc-ing the community’s energy consump-tion by 30 percent. To accomplish this goal, the City formed a partnership with Southern California Edison, Southern California Gas Company and the En-ergy Coalition, and established Set to Save. Over its lifetime, the Set to Save pro-gram, funded by the California Public Utilities Commission with additional support from the City of Palm Desert, promoted energy conservation educa-tion, conducted thousands of in-home energy surveys, and used innovative rebates to encourage the installation of energy efficient pool pumps, pool heat-ers, air conditioning systems, lighting, window solar screens, and more. Homeowners Associations were con-

tacted and assisted with energy ef-ficient upgrades to community pool lights, exterior lighting, and pool heat-ers. Community outreach included pre-sentations at HOA community meet-ings, direct mailings to homeowners, articles in the City’s Brightside news-letter, and promotional appearances at community events such as the annual Golf Cart Parade and weekly Certified Farmers Market. While the program ultimately fell short of its 30% energy reduction goal, Set To Save’s message and unique of-ferings successfully reached a large sector of the community, achieving City-wide energy savings of more than 17%. These energy savings totaled more than 124 million kilowatt hours, roughly the same amount of electricity used to power 9,000 California homes for a year. In total, more than $16 mil-lion in rebates and incentives were paid

to Palm Desert residents and business owners for energy upgrades.The program also successfully helped the City reduce its greenhouse gas emissions. Set to Save’s energy sav-ings represent a reduction of more than 87,000 metric tons of carbon dioxide, the equivalent of removing more than 18,000 vehicles from our roads. Even though the Set To Save program has concluded, Palm Desert continues to support and encourage energy ef-ficiency and alternatives such as solar power through its Energy Independence Program. We would like to thank Palm Desert’s residents and businesses for their tre-mendous support of the Set To Save program over the last six years and for their ongoing commitment to energy independence and protection of our beautiful natural environment.For more information about current Palm Desert energy programs, please call 760-837-0287.

rdAll homeowners/tenants/guests using the PDCCA pool facilities are required to show their 2013 pool cards to the pool attendant on duty, every visit, no exceptions. Our Association’s insurance carrier requires this proof of residency. Please be patient with the pool staff when they ask to see your current card. Landlords are required, per the CC&R’s, to provide a copy of their current lease with tenant/s and landlords are also required to complete a transfer of membership so that the tenants can obtain a pool card in their own name.

Any changes to the exterior of your home require that you submit an Architectural Request form to the Association office prior to the start of any exterior work on it. Along with the Architectural form, please submit three sets of plans. There is no fee for Association plan review, but it can take up to 14 days for response from the Architectural Committee.

Report burnt out street lights to the Association office; please provide the code number attached to the pole (usually 7 feet from the ground). The Association office will forward this information to the appropriate City of Palm Desert staff person.

The City of Palm Desert, in cooperation with the Palm Desert Citizens On Patrol, is initiating a program designed to give residents peace of mind while away from home. Citizens On Patrol members will patrol and check residences while the resident is away from home for an extended period of time. The program will start in mid-April and is offered any time throughout the year. To be eligible for this program, the resident must be gone for two weeks or more and live in a single family home located in a NON-gated community. Patrol members will make on-going checks at the home. These checks will be made for any broken windows, evidence of intrusion, obvious problems and/or vandalism from the exterior of the residence only. Any situations would be reported to the Riverside Sheriff’s Department and to the resident. To register for this program, the resident should contact the Citizens On Patrol (COPS) office at (760) 776-6397 to request a Vacation Check form be mailed to them or come into the Special Programs Department at the Palm Desert City Hall to complete the required forms. City Hall is located at 73-510 Fred Waring Drive, Palm Desert. Completed forms MUST be submitted to the Special Programs Department at City Hall in person. Proper identification will be required. For further information, please contact the Palm Desert Citizens On Patrol Dispatch line at (760) 776-6397.
