  • As the Property Manager for Anthony Webb Estate Agents I have to now carry out further checks forprospective tenants. From 1st February 2016, landlords and agents have to carry out the Right toRent check. The new law hopes to prevent illegal residents from remaining in the UK. If a tenant does not have theright to rent in the UK and a tenancy agreement has been offered to them without carrying out the Right to Rentcheck, then a civil penalty of up to 3,000 can be demanded from landlords and agents.

    Buy-to-let landlords are set to be hit with new costs from April when a controversial extra 3 per cent stamp duty charge isintroduced. The change, which aims to free up housing for buyers, will add thousands to buy-to-let property transactions.The buy-to-let sector has long-been a controversial part of the property market, with critics blaming landlords for pushing up property prices and keeping first-time buyers locked out. Chancellor George Osborne has since turned his attention to landlords in recent budgets and spending reviews. First he announcedreductions in mortgage interest relief from 2017, but before that landlords are set to be hit with an extra 3 per cent charge on each stamp duty rate band, whichvary by property value.An additional 3 per cent may not sound like much but lets take a look in black and white

    Due to these new regulations, our management teamhave been fully trained by the National LandlordsAssociation so that we can correctly carry out thesechecks on all new tenants. During our training wewere taught what documents need to be recorded,how these documents should be recorded by ouragency and how to check for forged documents.The process for the Right to Rent consists of; Checking all adult tenants who will be living in

    the property. Asking all prospective tenants for their original

    documents that prove they have the right to livein the UK.

    Checking all original documents with the tenantpresent. This is vital to ensure that the documentsare valid.

    As an agency we are expected to report any occupantor prospective tenant who no longer has the Right toRent or provides us with forged documents to theHome Office.After our training at the NLA, Anthony Webb EstateAgents have revised the regulations so that thechecks can be carried out accordingly. Our processconsists of; Any prospective tenant providing us with their

    documents preferably before any referencing hasstarted.

    The documents are checked in person, copiedclearly and signed and dated by ourselves and thetenant.

    The signed documents are then kept on filethroughout the tenancy.

    An additional service that we have acquired is theRight to Rent check via our reference company.Once the tenants have been accepted for the propertyand the reference is being carried out, our companyprovides a further service for analysing thedocuments. Scanned copies of the signed documentsare uploaded under the tenants reference and theirdocument information is manually inputted into theirsystem. This service confirms whether the documentsprovided are valid and if they have been tamperedwith or forged. Also, the reference company sets areminder under the tenants reference when theirdocuments are due to expire. Two months before theexpiration is due, our reference company will informus for any further checks needed.The Right to Rent check is a positive regulation in theeyes of landlords and agents. The new law guaranteesto help landlords and agencies to protect their

    properties and to ensure that their property issafeguarded.

    Although new legislation can sometimes sounddaunting to private Landlords using an establishedand trusted Estate Agent to let out your property canrelieve the stress and ensure that your tenancy runs assmoothly as possible. Please do not hesitate tocontact me if you have any questions relating to Rightto Rent or if you have a property that you areconsidering letting out, we would be happy to giveyou a free property valuation and talk you throughthe process.

    For example, anyone buying a second property valuedat 200,000 would end up paying five times morethan a private purchaser and it is not just landlordsthat will be hit but anyone owning a second home.This could be parents buying a property for theirchildren, a UK holiday home or a couple purchasing ahome together where one is already a homeowner.

    The government will treat married couples and civilpartners living together as one unit. This means anyhomes owned by either partner will be included whenthe stamp duty bill comes due on the purchase ofanother property. An individual buying a property maybe liable for the higher rates if his or her spouse orcivil partner has an existing residential property.

    If someone is purchasing their first or only property inEngland, Wales or Northern Ireland, and they alreadyown a property abroad, they may have to pay thehigher stamp duty rate. This would also apply to aforeign homeowner buying in Britain, a Briton with aholiday home, or someone who owns a Scottishproperty.So what is exempt?There are some types of property that won't fall underthe stamp duty charges. These include: Anyone owning a caravan, mobile home or

    houseboat currently doesnt have to pay stampduty.

    Property worth less than 40,000

    Charities and registered social landlords willcontinue to be excluded from the stamp dutychanges.

    Multiple purchases, the government is proposing toexempt companies already owning 15 propertiesfrom the extra stamp duty. These owners may becorporates, funds or significant investors boostingthe nation's housing stock.

  • According to Frances Spalding: [she]enjoyed huge respect. She was a small, red-cheeked woman invariably dressed in brown:velvet in winter, silk and cotton in the summer.She was bright, cheerful, energetic and a silentmartyr to ill health. Though small in statureand nicknamed Cows Eyes by her pupils, sheexerted complete authority and was capableof making the largest girl feel very small.

    We might not know so much about Miss Humof course had she not had two famous pupils in fact, arguably the most famous peoplethat Palmers Green ever produced the writerStevie Smith, who began attending the schoolin 1911 when she was 9, and hercontemporary the actress Flora Robson, whowas 13 when she began there in 1915.

    Miss Hum taught both of them EnglishLiterature from the front room at 1 OsbourneRoad. Robson described the lessons, where thegirls sat on the floor, as follows:

    Miss Hum had a great gift for imparting herlove of literature, it was not just a lesson. Myhands shook with joy when I picked up theGolden Treasury of Verse, my Tennyson, andthe works of William Shakespeareit was notjust a swallowing of facts and figures; like apebble dropped into still waters, the circleswidened till we began to love what westudied, and went on with our studies after weleft school.

    Miss Hum was also a woman of principle:-when war broke out, she read anti-war poemsto her pupils to counteract the jingoisticatmosphere that was prevailing in the area.She was a very wise and original lady saidStevie Smith because when the war

    cameshe said that not absolutely everyGerman was a fiend incarnate as was thegeneral opinion in our suburb.

    The school had six pupils on its opening day,but expanded so quickly that it had spilledover into the house on the same corner butfronting Green Lanes in 1907, and then into athird building. These three premises, designedas dwelling houses, were adapted to suit theneeds of Miss Hums school, and wereradically altered by the installation of shopfronts at ground floor level.

    By 1912 when Miss Hum went intopartnership with her cousin Elsie Roberts andfriend Esther Tempest, its reputation hadapparently grown to the point where familieswere moving to Palmers Green to be near theschool. By 1918 the school had grown to 250pupils and had moved to Avondale Hall, inHoppers Road.

    Sadly, Palmers Greens legendary teacher didnot have a long life. Hum had become aQuaker in 1916, her faith inspiring the schoolsmotto By love, serve one another. She diedaged just 53, and is buried at the QuakerMeeting House in Winchmore Hill. Her legacycontinues: Palmers Green High School inHoppers Road.

    On 8th May 1905 a tiny new school was opened in Palmers Green at 1 OsbourneRoad, its founder a passionate 29 year old from Tottenham who had decidedfrom the age of just three that it would be her vocation to be a teacher.

  • The schools history,looking backFollowing the purchase of Avondale Hall in1918 plans were a foot to extend the school. Atthe time the playground was fronted by an oldcottage and garden: the garden was added tothe playground in due course. The cottageprovides additional teaching space, but in 1937it had to be demolished. Miss Levesley andMiss Elvidge, joint Headmistresses since 1929,planned to build a new wing on the cottagesite. But the Second World War intervened.

    During the early stages of the war the top floorof the school was closed, and lessons wereheld in the hall, the adjoining classrooms, or inlarge underground shelters in the playground.By 1946 the School was so full that it wasnecessary to rent St. Johns small hall everymorning for one class. In 1958 the house nextdoor, 104 Hoppers Road, was purchased andconverted into an Annexe, providing twoclassrooms, a cloakroom, staff room and office.

    By modern standards the buildings were stillinadequate so much so that new sites wereconsidered, but the central position of theschool, serving Southgate, Cockfosters, PalmersGreen, Winchmore Hill and Enfield, was tooimportant an asset to be readily discarded. Itwas in 1960, that the council consulted anarchitect Mr Kenneth White, and the outcomeof his inspiration and labour can be seen today.But still at its centre stands Avondale Hall. Nolonger the all-purpose venue for so many goodcauses, it seems content to have found its nicheas the heart of Palmers Green High School.

    Palmers Green High SchooltodayNow in its 110th year Palmers Green HighSchool recently invited past and present pupilsto join in their Alumnae celebrations whichincluded lunch in the remodelled AvondaleHall.

    In 1995 the remodelled Avondale hall cameinto use as a new school hall. The innovativedesign, by Mr Brian Smith (architect andsubsequently school governor), involvedlowering the floor of the original hall to enablethe creation of a new mezzanine level above,giving additional classroom and cateringfacilities.

    Development of the school continues to thisday, most recently with the addition of theElizabeth Smith School Hall complex (namedafter a former pupil and governor of the schooluntil she died in 2007). The hall is used forpublic examinations, Dance and Drama, extra-curricular activities, visiting speakers andworkshops and also houses a new medicalroom. Modern state of the art Science Labs anda fully equipped Design and TechnologyWorkshop (with CAD/CAM and a 3D printer)offer the pupils a fantastic learningenvironment.

    So, despite its age, the school has a modernfeel. The building is intimate and compact yetthe rooms, hallway and stairwells are airy andbright. There are well thought out rotas for useof the hall and library resource centre toaccommodate the needs of both the junior andsenior pupils. There is an adjoining prepdepartment, and the linked Alice Nursery islocated about 10 minutes away in WellingtonRoad. The Alice Nursery, built in 2008 providesfantastic purpose-built facilities with a lovelyoutdoor play area for girls aged 3-4 years.

    Pupils in the Prep and Junior school havespecialist teachers in several subjects (Art, D&T,French, Drama and Music) and move into the

    Senior School. Relationships between pupilsand teachers are excellent; class sizes aresmall. This has contributed to consistently highexam results at 77.2% per cent A* to A in 2015which helped secure them first place in TheSunday Times Parent Power national leaguetable for small schools for the last six years!

    By Love, Serve One Another, still guidesthe ethos of the school.

    Notable past pupils include the actress, DameFlora Robson, poet, Stevie Smith. Otheralumnae include Marion Tait OBE, CBE, PrimaBallerina and Assistant Director of theBirmingham Royal Ballet. More recently, pupilshave enjoyed talks atSenior Speech Day frompast pupils, Lucy CollinsMEng, MSc, AMRINA,Naval Architect for theMinistry of Defence andNarin Suleyman, BSc,MBBS, RCS, CoreSurgical Trainee at TheLister Hospital.

    There are many films and stories aboutsuperheroes whereby extraordinary individualsselflessly set about protecting the public fromserious and potentially catastrophic threats. Itsalso not uncommon for these superheroes tohave special powers such as incredible strength,the ability to fly, to transform themselves intoanother body form, to swing through the air frombuilding to building, to make people tell the truthvia a magic lasso and other such abilities. One of the roles of your local Council is to protectthe public and one of the many remarkable teamsfrom Enfield that performs this task is theCouncils trading standards team. They may notwear capes or masks or colourful outfits or havegreat superpowers but the job they do is no lessimportant. The trading standards team has a very wide remitin protecting the public and some of the thingsthey do include; catching rogue traders, seizingcounterfeit goods, making sure goods areproperly labelled, ensuring that you are gettingthe right measure of goods you are purchasing,

    prosecuting licensees who sell alcohol andcigarettes to under 18s and also looking at thecleanliness and hygiene of establishments thatserve food.

    Enfields trading standards team has had anumber of notable victories recently. In Novemberthey successfully prosecuted a man who wasselling skin lightening cosmetics which containedmercury and other dangerous agents bannedthroughout in the European Union and the USA.These chemicals could potentially have causeddisfigurement and damage internally.

    In February a well known health club was fined11,652.40 at Enfield Magistrates Court because,following an inspection to its kitchen and bararea, mice droppings were found in the foodstorage and preparation areas and under shelves.In addition there was poor quality of cleaning inboth the kitchen and food preparation resulting inthe immediate closing down of the kitchen (oneof the few super powers trading standards staffhave).

    Earlier this year trading standards brought tojustice two fraudsters who were part of aninternational crime ring distributing and sellingcounterfeit clothes, watches and jewelleryincluding famous brand names such as Dolce &Gabbana, Calvin Klein, Chanel and Rolex. Bothmen were convicted and received prisonsentences of over 4 years at Wood Green CrownCourt.

    The three examples given above are typical of thediversity of work that the trading standards teamhave to deal with. They are always on look out forpeople who are seeking to make a fast buck byexploiting the public or by cutting corners. Theonly thing standing between these con-men andslapdash merchants and potential harm to us andour friends and families is the ability of thetrading standards team to catch and prosecutethem. The Enfield trading standards team truly doa remarkable job and in the absence of Marvel orDC comics creating a superhero in their honour, Ithink we should all note their successes withthanks.

    At the last General Election I made promises toconstituents which I am now keeping. First I pledged that a Conservative Government wouldhold a referendum on our country's membership of theEU. Parliament has now confirmed that the referendumwill be held in June 23rd. Second I promised that unless our borders could becontrolled I would vote to leave the EU. However thePrime Minister's deal is dressed up, it does not restorecontrol of EU migration. Many constituents have made itclear to me that they do not have a problem withimmigration. We should welcome the skills we need andprovide refuge to those that need sanctuary. Howeverthey do have a problem with the lack of control over EUmigration which impacts on public services like housing,schools and our local health service. I want our countryto take back control and have a new relationship withEurope based on trade and co-operation. So I amcampaigning with those from all parties and none toVote Leave.My position should not be a surprise because I have beena Euro-sceptic throughout my political life. Although Iprefer to call myself an EU-sceptic. I embrace manyaspects of the European ideal the prevention of waramongst our nations, advancing peaceful solutions in ourbroken and troubled world, and even finding the allelusive solution to the migrant catastrophe at our

    borders and within. But today's EU is not fit to promotethese noble ideals. The euro has created economic miseryfor Europes poorest people. European Union regulationhas entrenched mass unemployment.The harsh reality is that the EU is ill equipped to dealwith the diverse challenges of economic growth,recession, terrorism and migration. The plight ofhundreds of thousands of refugees struggling acrossSouthern Europe can testify to a EU which is not fit forpurpose. Far from providing security in an uncertainworld, the EUs policies have become a source ofinstability and insecurity. The former head of Interpol saysthe EUs internal borders policy is like hanging a signwelcoming terrorists to Europe.The EU is an institution rooted in the past and is provingincapable of reforming to meet the big technological,demographic and economic challenges of our time. Itwas developed in the 1950s and 1960s and is nowhopelessly out of date. The EU tries to standardise andregulate rather than encourage diversity and innovation.It has been described as an analogue union in a digitalage. Since Britain signed up to the free trade agreement in1973, with the help of Maastricht and Lisbon treaties,our membership has snowballed into Britains policy onareas as diverse as health, welfare, energy, fisheries, andjustice. The costs of our membership has also spiralled

    amounting to 50 million per day. EU has become lessaccountable, more interfering, more damaging to ournational well-being, and more eroding of our nationalsovereignty.

    My EU-scepticism is defined not just by what I amagainst but what I am for. I am for a freer, fairer andbetter country outside the EU. Great Britain is a globalnation our economy is more dynamic than theEurozone, we have the most attractive capital city on theglobe, the greatest soft power and global influence ofany state and a leadership role in NATO and the UN. Ournation needs to be a more open free trading nation notjust to Europe but the world. Great Britain could play agreater role in the world today unfettered from theburden of our membership of the EU. We can shape anoptimistic, forward-looking and genuinelyinternationalist alternative to the path the EU is goingdown.

    I believe independence would instil a new confidence.We would be in charge of our own destiny again, leadinginstead of following, thriving rather than surviving.

    I believe this referendum is a once-in-a-lifetimeopportunity for us to choose a brighter, better, and fairerfuture for our families and our country. For these reasonsI will be voting to leave the European Union for anIndependent Britain on 23rd June.

    Undoubtedly one of the nations mostpopular cuisine, Indian food is anexciting culinary journey of colour, richflavours and aromas. I recently had theopportunity to experience this firsthand at Bengal Berties on Green Laneswith three members of my family.

    Inspired by the cuisine of his homecountry Bangladesh, owner Abul Khairbrings together his heritage with hispassion for fresh ingredients to createunique dishes ranging from classicssuch as Tandoori dishes, Curries andBaltis to traditional rustic dishesincluding Pangas fish, renowned for itshealing powers.

    The restaurant is spacious, comfortableand tastefully decorated, with boothsrunning down both sides, you canenjoy an intimate meal with friends orfamily. The staff are attentive, Abulrecommending some of his favouritedishes something I always savour wheneating at a restaurant I have not visitedbefore.

    The customary poppadoms withaccompanying relish, salad and dipswere quickly devoured while wewaited for our starter of mix kebab,onion bhaji and samosas.

    For our main we shared the HundeyRezalla, (Chicken tikka cooked in hot& slightly tangy sauce made with freshgreen chilli, capsicum & tomatoes)Mouchurian Chicken which, despite itsone chilli rating, was perfectly spiced ifa little hot for me. The Lamb Shankslow cooked in a gram masala wastender and fell off the bone. Satkari

    Masth the Pangas fish was marinatedin a special family recipe consisting ofnaga chilli and lemon, delicate flakesof filleted white fish, something Iwould not normally order but reallyenjoyed.     Declutter your home and get rid of unwantedjunk cluttering up the under stairs cupboard

    Organise your closet and charity shop anyunwanted items or accessories, you could evencolour code your clothes, they will look moreappealing and your daily routine will be easier

    Give your walls a good clean, simply water anda sponge should do the trick. For more stubborn

    stains try adding some washing up liquid.

    Clean your book shelfs and sort books by sizeand subject. Line books, some vertically, somehorizontally, in a rhythmic pattern. This willrelieve the monotony of rows.

    Give your fridge a good clean and to helpremove any unwanted odours leave a smallbowl of bicarbonate of Soda at the bottom.Bicarbonate of Soda is an excellent deodoriserand it can be used in the refrigerator, on carpets,upholstery, vinyl, bins and drains.

    Clean floors and carpets and get into all thosecorners to remove any unwanted cobwebs leftover from winter.

    Maintaining a clutter free zone ensures that whenthose unexpected guests pop around for a cup oftea your home will be looking its best.

    Family members can all help out too and Irecommend a chore sheet, children should be

    responsible for their own rooms. Cleaning can betherapeutic, fun, and even help you keep fit so putthe music on and get the family involved!

    Dont forget to spend some time in your gardentoo, de-weed and clear all the debris that has beenpiling up over the winter. Give the BBQ a goodclean in preparation for the first BBQ of the seasonand plant some lovely spring flowers to make itnice and welcoming.

    After a relaxing two night stay we headed ontothe island Virgin Gorda via a short boat trip.     Question:I run my own company and pay myself with asalary and dividend. I always thought that thiswas the best way of doing it to help lower my taxbill. However, I understand that there are newrules on tax on dividends. How will this impactme?

    Answer:One of the reasons that owner managedbusinesses follow the limited company format, isthe tax advantages found by extracting yourearnings in the salary/dividend format. This hasprovided huge tax savings for many years.However, from April 2016, the tax rules ondividends will change and have a material impacton the amount of tax you will pay.Many of our clients pay themselves the personalallowance (10,600 for the current 2015-16 taxyear) and then pay dividends up to the basic ratebank (approximately an additional 28,500). Thiscurrently attracts no income tax (althoughdividends are extracted from profits, which arealready taxed at 20%).If you are to follow this structure for the 2016-17tax year, i.e. pay yourself the personal allowance(11,000 for 2016-17) and then an additional28,500 dividends you will face income tax of

    1,575.00. From 2016-17, the first 5,000dividend income in each tax year will be tax-free.Sums above that will be taxed at 7.5% for basicrate taxpayers, 32.5% for higher-rate taxpayersand 38.1% for additional-rate tax payers.It appears that we are worse off under the newregime, however, whilst this may be true for manytaxpayers, there are others, such as higher-ratetaxpayers with 5,000 or less in dividend income,who will gain currently they pay 25% on thewhole sum (or 1,250), while under the newregime there will be no tax to pay, thanks to the5,000 allowance.The change in rules will require us to be morecreative when trying to extract earnings out ofyour company in the most tax efficient way.Making full use of other allowances, things likechildcare vouchers/interest income/transferringmarriage allowance etc. will need to be utilisedto help keep your tax bill down.

    Broomfield Park Conservatoryby Tony Elliot a founding member of The Friends of Broomfield Park Over the past few years, the Conservatory has once again become a must see featureof any visit to Broomfield Park. Let me start by telling you a little about its history.

    Although the style of its construction makes itlook even older, the Conservatory wascommissioned by Southgate Borough Council in1933, some thirty years after the park opened tothe public. The Council accepted the tender ofMessrs W Richardson of Darlington to build it forthe sum of 912. They were heating engineersand also specialised in glass structures;Darlington is of course hundreds of miles fromPalmers Green, but this was in the middle of theworld-wide Great (economic) Depression, so theywere doubtless very glad of the work! TheConservatory opened to the public in October1934, with a display of chrysanthemums.

    It remained a major feature of the park for nearlyseventy years, and lots of our current visitorsreminisce happily about having visited it manyyears ago! Sadly, following thefts and othervandalism, the Conservatory became unsafe andwas closed in August 2003. Enfield Councilcommissioned a major refurbishment during2009-10, and then the Conservatory re-openedunder the stewardship of a group of volunteersfrom the Friends of Broomfield Park. The mostrecent improvement was to replace thetemporary chain-link fence in front of theConservatory, by rescuing and adapting therailings which formerly surrounded the public

    toilets at Palmers Green Triangle, to give asplendid new frontage. This was funded by theEnfield Residents Priority Fund and thegenerosity of The Enfield Society, and wasachieved using local businesses especiallyTriangle Metal Works.

    The Conservatory contains both a fully plantedcentral area, including a waterfall and pond andvarious climatic zones, and also various regularlychanging collections of plants on staging aroundthe perimeters. Among our more permanentcollections are many varieties of orchids,succulents, cacti, carnivorous plants, begoniasand bromeliads, all regularly tended by ourvolunteer group. Our signature plant is thestrelitzia or bird of paradise plant; andsomehow, along with our yuccas, they managedto survive the years of total neglect from 2003 to2010 ! One of the highlights of the past year hasbeen the fruit produced by our MonsteraDeliciosa (better known as the Swiss Cheeseplant); fruiting is an extremely rare event andthe fruit was delicious! But theres alwayssomething new to see, and of course differentplants flower at different times of the year.

    The Conservatory is open to the public everyWednesday and Sunday afternoon, from 2.30 to4.30 during summer months, and from 2.00 to

    4.00 during winter months, always with at leasttwo stewards from our group of volunteers.During some of these openings, we offer specialattractions, such as plant swaps, sales of chilli andtomato plants, a lavender day and live music.We also host visits from local schools. An excitingnew venture this year is our own artist inresidence; Cathy Taylor is displaying a changingselection of plant-inspired ceramic sculpturesuntil the end of June, and will also be holdingworkshops on three Sunday afternoons. You canalways find full details of all these events on theFriends of Broomfield Park website www.friendsofbroomfieldpark.org. Entry tothe Conservatory is free of charge, but wewelcome donations, which enable us to progressour continuous programme of updating andimproving the displays.

    We also welcome new volunteers, either forstewarding during the Conservatorys openinghours or for helping at our work-ins, normallyheld every few weeks on Saturday mornings - andwith coffee and cakes always provided !     This month I thought I try something different. Weknow mens barbering is making such a big impacton the high street so I decided to talk a little aboutthe history of barbering.The word barber comes from the latin word barbawhich means beard. In the Middle Ages, barbers alsotreated wounds and performed surgery. Barber-surgeons were medical practitioners in medievalEurope who, unlike many doctors of the time,performed surgery, often on the war wounded.Barber-surgeons would normally learn their trade asan apprentice to a more experienced colleague.Many would have no formal learning, and wereoften illiterate.The red and white pole which is still used to identifya barbers shop was originally intended to reflect theblood and napkins used to clean up during

    bloodletting. This treatment was one of the maintasks of the barber-surgeon, as well as extractingteeth, performing enemas, selling medicines,performing surgery and, of course, cutting hair. InEngland barbers and surgeons originally hadseparate guilds, but these were merged by Henry VIIIin 1540 as the United Barber-Surgeons Company.However, the two professions were beginning toseparate. Surgery was establishing itself as aprofession, helped by men such as the Frenchsurgeon Ambroise Par, whose work raised theprofessional status of surgery. Increasingly, barberswere forbidden to carry out any surgical proceduresexcept for teeth-pulling and bloodletting. In 1745,the two professions were separated by King GeorgeII, who established the London College of Surgeons.By this time surgeons were university educated. As

    you can see barbering is stooped in history andcutting hair was one of many other skills theyperformed.

    Bring your garden to life by choosing the right plants. Sit back and watch the butterflies, birds and various insects.Here are a few plants to try.

    Hawthorn: A native hedge is a good placeto start when creating a wildlife-friendlygarden. Hawthorn many species of birds thatthat use the hedges as nesting sites and feastupon the fruits in autumn. They thrive in mostsoil conditions and regular pruning willincrease density. They can be combined withblackthorn, hazel and holly as a boundaryhedge.

    Honeysuckle: Climbing honeysuckles havebeautiful flowers and their evening fragranceattracts moths which in turn feeds birds andbats. They can be combined with climbingroses for a wonderful visual effector grownthrough a tree.

    Sedum: The nectar-rich flowerheads ofstonecrop are a real plus for bees andbutterflies in late summer. Their low floweringhabit makes perfect for the front of borders.Creeping species are commonly used ongreen roofs. Sedums do best in neutral toslightly alkaline soil in a sunny position.Combine with late flowering plants such asgrasses or Michealmas daisies.

    Buddleias: Buddleias are butterfly magnets.Choose the species carefully as some will self-seed freely. Other species will self seed lessand still produce the nectar pollinators love.They thrive in most soils and prefer full sunbut will grow in partial shade. Deadheading will promote more flowering. Hard pruned inlate winter, buddleias make a good backdropat the back of a mixed border.

  • Landlords are being advised to make sure thereinstatement value of their property is right up-to-date or risk losing out should it end up beingdestroyed.

    This can be highlighted by the catastrophic firewhich ripped through the student apartmentblock on Colston Street last year, causing millions

    in damage. That fire serves as a stark reminder toall landlords on the importance to make sure theirinsurance premiums truly reflect not only the costof the buildings market value, but the fullreinstatement cost should it need to bedemolished and rebuilt.

    Construction costs have been rising over the lastyear or so and are expected to continue to rise.The uplift in costs may not have been taken intoaccount when setting reinstatement values.

    An extreme example is a recent fire which brokeout in a block of flats, after a tenant decided toclean car parts with petrol in the kitchen, whichis set to leave one landlord out of pocket to thetune of 100,000 after he discovered that he hadunderinsured the property for many years.

    Enfield Community Transport by Philip HammondEnfield Community Transport is a charity based in Enfield and has been helping the residents ofEnfield with their transport since 1986. We cover the whole of the borough from Edmonton and BoundsGreen in the south to Southgate and Cockfosters in the north and all points in-between.

    Enfield Community Transport has been providingaccessible transport to those in the borough whocannot access the usual forms of transport for thirtyyears. We started with one minibus working out ofthe old Highlands Hospital we then moved toEdmonton Green and our fleet of vehicles expandedto seven minibuses. Our next move was to MellingDrive in the north of the borough where the fleetgrew to 14 vehicles. ECT then moved again and nowoperates out of the councils new site in the east ofthe borough at Morson Road.

    We work closely with the London Borough of Enfieldand other groups, health care providers andorganisations to provide a transport service aimed atimproving access to health, education, sport, socialand economic opportunities to all sectors of thecommunity. ECT is about freedom and fairness ofopportunity. It provides an essential, responsiveservice for a wide range of people often the mostvulnerable in society.

    ECT operates 11 minibuses and three multi-purposevehicles, twelve of them are wheelchair accessible,the other two are standard fourteen seaterminibuses. These vehicles are available to allmembers of the community on a self drive basis. Wealso have a small pool of volunteer drivers that maybe able to help.

    ECT has always been proud of its volunteer driversthat have given countless hours to ECT and thecommunity. We are always looking for people whocould help us by offering some of their valuable timeto help out. You dont need a special license to driveour minibuses, you need to be over 21 years of ageand have held a U K driving license for at least twoyears. You will be required to undertake a drivingassessment with us. ECT need volunteers to helpwith taking people to their groups, clubs etc. ormaybe a day trip to the coast or place of interest,possibly to take someone for an appointment or visita relative whos in hospital and is unable get there

    by public transport.ECT also organises days out for the local community.We have helped Ruth Winston House and EnfieldVision to go on outings, Ruth Winstons clients wenton a successful trip to the Dickens festival inRochester just before Christmas and Enfield Visionhad days out to the coast and to Canterbury whichthey enjoyed.

    Your Legal Questions Answered by Fariz Uvais

    My mother owns the property that my wife and I areliving in, and now she has decided to give us a 50%share in the property and retain the remaining 50%, butwith the intention of leaving that share to my sister inher Will. The house is still on mortgage. How shouldwe start the process?

    First, your mother should contact the mortgage provider toenquire whether they would consent to the ownership of theproperty being divided. Unless the mortgage provider agrees,nothing can be done (short of re-mortgaging the property witha more amenable provider, or paying off the mortgage in full).Even if the mortgage provider agrees, it would most probablybe subject to several conditions being fulfilled.

    Thereafter, you will need the assistance of a conveyancer tochange the title to one of tenants in common, with yourmother and you sharing 50%-50% of the title to the property.This is achieved by filing the relevant papers with the LandRegistry. Once the Land Registry records have been dulyupdated, your mother should have a new Will prepared (or anamendment made to her existing Will) to leave her 50% shareof the property to your sister.

    You should also be aware that there may be inheritance taxand capital gains tax issues which should be considered andappropriate advice taken before proceeding with this plan.

  • Moving With The Times ButStuck In The Past?In 2014, same sex couples in England were given theright to marry. Prior to this, in order to have theirrelationships recognised in the eyes of the law, the onlyroute available to same sex couples was to enter into acivil partnership. The change in the law was long overdueand represented a massive step in the right direction inrelation to equal rights in a society where diverserelationships are more common than ever.

    Whilst the legal consequences are very similar whethera couple is married or in a civil partnership, having the right to legally label a same sexrelationship as a marriage demonstrates that such relationships are just as valid andaccepted as heterosexual relationships.

    But what about heterosexual couples who wish to have their relationship recognisedwithin a modern institution such as a civil partnership? The Civil Partnership Act 2004states that two people are not eligible to register as civil partners of each other if theyare not of the same sex. What this means is that same sex couples now have the optionto marry or enter into a civil partnership but that heterosexual couples have no suchoption.

    A heterosexual couple has recently challenged the ban on the basis that it is discriminatoryto heterosexual couples. Rebecca Stanfield and Charles Keidan, who want theirrelationship to be legally recognised by entering into a civil partnership, filed a judicialreview in the High Court on the grounds that the ban discriminates against heterosexualcouples who are in long term cohabiting relationships. They asked the Judge to grant a

    declaration that the ban is incompatible with the rights afforded under the HumanRights Act but they were unsuccessful in their application. The couple have been givenpermission to appeal the decision.

    Marriage is not for everyone. Many view the idea of marriage as old fashioned andmarriage is often seen as a religious union between two people which is not ideal forcouples who do not practice religion. Others are morally opposed to getting married. Tomany, civil partnerships are viewed as more equal in that couples are not labelled ashusband and wife but rather as civil partners and there does not seem to be thepresumption that the males surname will be adopted by both parties.

    Allowing heterosexual couples to enter into a civil partnership would mean equality forall couples which is surely what the government were aiming for when they made theinstitution of marriage available to same sex couples in 2014. Many heterosexual couplesfind themselves in a position where they want to have their relationship legally recognisedbut they are opposed to the idea of marriage. What this means is that heterosexualcouples who do not want to take the marriage route are afforded very little financialprotection.

    So what is the alternative if you dont want to get married?
