    The Parish Pump was started in 1979 to pro-vide a free community magazine in the parish.It began as, and still is, a joint venture, com-

    bining the church magazine and village magazine. TheParish Pump is sponsored by the Parochial Church Council and Debden ParishCouncil. Both bodies contribute financially to the cost of running the magazine bymeans of a donation, received annually. It is intended that the magazine reflects allaspects of village life within the parish and provides an opportunity for communitymatters to be raised. In addition to the information recorded in the magazine, oursister publication, the Debden Directory provides a host of useful contact numbersfor services ranging from bus times, local plumbers, doctors and restaurants. If youdo not have a copy, please contact a member of the committee.

    The magazine has editors but no official reporters. Consequently, an interestingmagazine depends on articles, news, etc. coming from people in the village. The

    closing date for submitting material is: the 10th

    of each month.

    The editors job is to edit. This means fitting the material into the space availableand trying to ensure there is a reasonable balance of views on controversialsubjects etc. Consequently, it is not always possible to publish everythingsubmitted and sometimes changes have to be made to the length of a contribution.Non topical articles cannot always be published in the next issue but will appearlater unless you are told otherwise. Contributions of up to 400 words have a betterchance of being published in full than longer ones.

    Please note that the present and past editions of the Parish Pump are nowavailable on line on the new website www.debden.org and that any materialsubmitted will be automatically featured on the website. If you wish to have yourname and/or contact details (which must normally accompany any contributions)withheld from the printed edition and/or not to appear on the website, this must bestated at the time of submission.     EDITORIAL

    Living in Wales as a child, March 1st was always a rather special day andpeople would proudly wear a leek or a daffodil on their coat. Daffodils doremind us of new beginnings and of lighter, longer and warmer days. Atschool we would hold an Eisteddfod which was a competitive festival ofmusic, plays, choral songs, poetry reciting and public speaking. Group poetryrecitation was usually the highlight with 20- 30 children all reciting a poemsuch as Audens The Night Mail imitating the fast pace of the train whilekeeping in time with everyone else!

    The school was divided into Houses and you gained points for your house byentering the events. You were allowed, for that day only, to adorn youruniform with scarves, belts, and hair bands in your house colour. (This was inthe time before non-uniform days were ever thought of!). My house colourwas yellow and I remember sporting a rather grand yellowish silk shawl thatI draped elegantly so I believed around my shoulders. However, the daywas not about dressing up; the real point was that, as we entered into thespirit of fun and competitiveness, we were bonding with others across alldifferent age groups creating a community spirit.

    In Debden the daffodils are shooting through; the days are getting lighter andthis adds to a feeling of anticipation. What events are going on that willcontinue to encourage the sense of community? Theres the Debden Derbyat the beginning of March with a chance to dress up and dust down that hat

    last worn at a wedding or last years Ascot. Then theres an opportunity tolearn more history about Debden between 1850 and 1950 with ElisabethBlackies talk, A Portrait of an Essex Village.

    Theres the promise of a barn dance. Barn dancings roots go back hundredsof years when peasants went to open areas in a barn to imitate ballroomdancing of the wealthy landowners. Later, barn dances were held tocelebrate the raising of a new barn, a holiday, birthday or wedding with thewhole community being invited. Today, barn dancing provides the samefunction; it provides a community with the opportunity to socialise andcelebrate. Heres Debdens chance to celebrate being Debden and perhapsto add more to the coffers so we can raise a new village hall.

    Being pro-active is clearly alive and well in Debden. The call in last monthsPump to care for our footpaths has resulted in (at the time of going to press)17 people putting their names forward to walk some footpaths and once amonth to join as a whole group and walk; in addition there is a new volunteerto organise the group.

    So it appears, for Debden, March heralds a feeling of fun and a bonding of

    Great concern over gypsy sitesAn application for gypsy and traveller sites is causing a great deal ofconcern according to Councillor Tina Knight who represents Debden andWimbish on Uttlesford District Council (UDC). Three separate pieces of landcovering a total of 8.5 hectares have been offered by the owner of LovecotesFarm, Chickney Road, Debden near the border between Debden andHenham. They are among 10 sites offered by landowners in a response to acall for sites by UDC.

    In her newsletter (page 34) Councillor Tina Knight says she has heldmeetings with UDCs Planning department and with members of councilsfrom surrounding areas and has asked UDCs enforcement officer to checkreports of unauthorised work at one of the sites. She outlines the five stageprocess which includes public consultations and adoption of a plan by 2015.UDC is looking for a total of 24 additional permanent pitches (each pitch is1.7 caravans with a trailer) plus seven short stay pitches and two plots fortravelling show people. The aim is to confine each site to five to sevenpitches.

    In a letter to the Pump (see below) residents adjoining the proposed sitesmake clear that they have no connection with the application. CouncillorKnight says that three local farmers may not be able to get insurance cover ifthe sites went ahead.

    At its February meeting, Debden Parish Council agreed to write to the Headof Planning at UDC regarding the activity in the area and suggested anaction/protest group be formed by the residents which Cllr RichardSimmonds agreed to co-ordinate.

    We wish to make it known that neither Robert and Ann Cooper of LovecotesLodge, nor Malcolm Green and J eanette O'Brien of Handpost Cottage (bothof these properties adjoin Lovecotes Farm) have any connection with the

    application for three sites at Lovecotes Farm to be used for gypsy/travellersor show people's accommodation. These applications have been lodged bythe owner of Lovecotes Farm.     Parish Counci l reminders

    Bottle Banks

    The bottle banks have been permanentlyremoved from the car park because glass cannow be put in your green recycling bins at home.Please do not bring glass up to the car park orleave in bags or boxes. There is no glass collect-ing fairy who will magically make then disappear!

    If you need to visit a bottle bank there arefacilities at the recycling centre on the ThaxtedRoad in Saffron Walden, or Tesco give youpoints on your club-card if you use their bottlebanks.

    The slabs where the bins stood will be used toimprove the entrance to the playground which inthe winter months becomes muddy. The metalbin supports will also be removed.

    Severe Weather

    Each year Debden Parish Council organises thefilling of the yellow salt bins plus extra saltsupplies which are stored within the village ifneeded. This happens every Autumn inpreparation for severe icy and snow conditions. Itwould be prudent for each street to nominatesomeone to collect the salt for distribution on

    pavements and roads where the gritting lorriescan' t reach. That way each street in the villageis covered and made safer.

    NB. Salt bags are for communal roads and path-ways only and not for personal driveways, etc.

    Henry welcomed back from AfghanistanHenry Luck, a former pupil of Debden School and Saffron Walden CountyHigh, recently completed a four and a half month tour of duty in AfghanistansHelmand province. He was officially welcomed home at a party arranged byhis parents.

    Henry is a sergeant with 662 Squadron of 3 Regiment Army Air Corps, thesame unit in which Prince Harry serves. The squadron operated out of CampBastion where one of its main roles was protection for medical evacuation ofground troops.

    THE FIRST ANNUAL DEBDEN POTATO CHALLENGE

    The Year - 2013

    The challenge - to grow potatoes

    The reward - to be crowned Debden Potato Master plus sundryperipheral benefits.

    Register as a grower with me at [email protected] soon as possiblebut by 8th March at the latest; there are no age limits.

    Friday 15th

    March 8pm in the Plough you will draw your seed potatoesfrom the sack at random. I will select the variety of potato to ensure fairnessand ease of judging.

    Prepare your potatoes for planting however you wish but, be warned, cuttingis not permitted.

    Plant your potatoes whenever you think appropriate, in a tub or bucket, insoil or growing medium of your choice. Only tub or patio planter grownpotatoes will be assessed, flat grow bags or in the ground planting are notpermitted.

    Nurture your potatoes as you wish; fertiliser, nutrients, secret growingenhancers or talking nicely to them is all permitted.

    The competition ends on Saturday 13th July when all competitors assembleat the Plough at 12 noon to begin the judging which will be by weight ofplant and potatoes. The J udges and competitors will visit each competitorsgrowing location to see the completed potato plants in situ. Each competitor,during the judging, provides refreshments for the J udges and fellowcompetitors. It is anticipated that the judging will take at least 30mins at eachlocation. The J udge will lift the plant and record the weight of the plant andpotatoes. The organisers request absolute silence during the meticulousassessment.

    The Chairman of J udges is a knowledgeable vegetable grower and will beable to eliminate any additional spuds added to the tub (by accident ofcourse). The Chairman of J udges decision is final.

    We then move on to the next competitor for judging, and so on until allentrants plants and potatoes have been weighed, assessed and dulyrecorded. It is anticipated we will return to the Plough at about 6pm for theresults and awards ceremony. Supporters of competitors and general bon

    viveurs are welcome to join the judging tour.Entry fee will be 5 paid asap to secure your entry. The excess entry money,after deduction of the costs and fees, will be awarded to the winner of thecompetition, who I am sure will want to buy his fellow competitors a victorytipple. Sunday 14th July eat your potatoes while nursing a headache.

    NEWSFROMTHE PARISH CHURCH OF STMARY

    Dear Friends,

    Recently I was asked to give a school assembly on part of the LordsPrayer: Forgive us our trespasses as we forgive those who trespassagainst us. The children superbly acted out by turns, shock and painwhen a ball was snatched from them, sorrow at the realisation ofcausing hurt, and generosity in forgiving and shaking hands.It gavethose of us watching a fresh understanding of how quickly bad thingscan spread when left unchallenged and, equally, of the calming andpeace giving effect of widespread forgiveness. It also demonstratedthe extraordinary link between forgiving and being forgiven. It is onlywhen we truly know ourselves to be forgiven that we find the strengthto forgive others. And that is when real healing can begin forourselves, as well as for others. There are many of us who will alwaysremember Gordon Wilsons words of forgiveness for the bomberswhose handiwork killed his only daughter, Marie, in Enniskillen onRemembrance Day 1987. His words were a turning point in thelengthy process of bringing peace to Northern Ireland.

    Sadly many parts of our world are beset by violence and injustice.Reconciliation, peace and healing are desperately needed. Awillingness to forgive and say sorry has to start somewhere let it behere and with us.

    The forty days of Lent, as we follow the journey of J esus to the cross,is a very good time to take a hard look inside ourselves, to say sorry to others and to God. Then with Gods grace we will find it in ourhearts to forgive others. That process, more than any other, will lift ahuge weight from us, give us a fresh start and make us ready joyfullyto celebrate resurrection and new life on Easter Day.

    FRO MTHESCHOOL

    Dear Pump Reader,

    We were very pleased to be able to remain open during the period of

    snowy weather in January particularly as so many local schools were

    closed. It is always a very difficult decision to make but the health and

    safety of pupils and staff is always our primary concern. We were

    fortunate that the local roads in and out of the village on those

    occasions had been gritted which enabled staff who lived locally to

    travel into school and we were therefore able to open as usual. Picturedare Reception Class and Class 1 taking part in structured snow activities.

    Thank you to FODS (Friends of Debden School) for organising the

    Pantaloons production of Romeo and Juliet. The whole school enjoyed

    watching it and asked some very thoughtful questions at the end.

    Reception Class, Class 1 and Class 2 enjoyed their recent party with Mr

    Tickle. Thank you to FODS for organising this popular annual event for

    us. KS2 are now looking forward to their disco on 1st March.

    We have taken part in several sporting activities this half term. We

    were very pleased that so many of our children were able to take part in

    the swimming gala held at The Lord Butler Leisure Centre in January.

    The following children came first, second or third in their races. Well

    done to everyone who took part.

    Our boys and girls teams both took part in the Sports Hall Athletics

    Event which was held at Newport Free Grammar School. Well done.

    All our Year 6 girls, Freya, Shannon, Emily, Charlotte, Anezka, Maddie,Chloe, Milli, Maise and Emily, attended a recent football skills coaching

    session at NFGS. They are now looking forward to taking part in the

    tournament later this term.

    Dear Editors,

    Widdington Back Road Puddle Hero!

    Following on from last months piece Glug! Trip to the dentist leads toexpensive extraction, I wanted to write in to say a special thank you toRoger Forster, my Dad, for rescuing me from The Widdington Back RoadPuddle on Xmas Day.

    I had driven back to Debden on Christmas Day in my sparkly new 8 week oldBMW only to misjudge the depth of the Widdington Puddle and find myselfstranded mid flood.

    Dad put the AA to shame by turning up within 10 minutes, wielding a sparepair of wellies so I could get out and help him push, and a rather fetchingChristmas Hat.

    Thanks Dad for being my Hero and here is the photo for all to enjoy.

    I used 50 of funding from the Debden Residents fund to replace the plaquenext to the Hornbeam tree that was planted in 1994 to commemorate RogerReeds involvement in the birth of the Parish Pump.

    Roger was vicar of St Marys church at that time and lived in the Rectoryopposite where the tree grows on Mill Lane.

    News from the ShopThe New Year has seen a few changes in the Shop. Wehave sadly had to say goodbye to two members of Staff Gillian Lee and Margaret Andrews. They have bothbeen most loyal and valued by the Shop, and we thankthem sincerely for all their help. Fortunately for us,Monica Reeve and Bridget Fry have kindly agreed to come on board and wewarmly welcome them. Without these valuable volunteers, our Shop wouldnot be able to continue so if you feel you could offer any time to help, either

    with a shift, or behind the scenes, please do not hesitate to get in touch withour Manager, Karen Roper.

    Over the last year the Shop has received 646 in donations from varioussources in the village. This is a remarkable figure and we are most grateful toall donors. As we are non-profit making, all monies are put back into theShop and are used to buy stock, or to improve and maintain the building. Asan illustration, by the time you read this, the interior of the Shop and Stock-room will have been repainted. This helps us to comply with strict Health andSafety Regulations, as well as giving a fresh look for 2013.

    The Shop has now accumulated a large stock of second-hand books and sowe are holding a SALE throughout March. Books will be sold for 10p eachand the surplus will be taken to Oxfam at the end of the month. Please do not

    donate any further books, until the Sale is over, when we intend to re-stock.Please note our NEW OPENING TIMES at the Weekend. The Shop will nowopen at 9.30 am just in time to buy fresh bread, bacon and eggs for thatlazy breakfast! Don't forget, we have special gifts for Easter, as well as ournormal large stock of sweets and chocolates.

    DEBDEN HISTORY

    This is a fascinating story that has very little documented evidenceand much has come from word of mouth. If anybody has anythingfurther to add about a place, whose history might otherwise havebeen lost forever, please get in touch with the Recorders Group.

    Wrights Farm

    Sibbards lane, at Debden Green crossroads, is now a scene of ruraltranquillity but in the early 1900s it was better known as Slaughter

    House Lane. Its then shingle surface led to a hive of activity, for at itsend was Wrights Farm run at first by Charlie Taylor and later byHarrison and Barber.

    Wrights farm house was a small attractive flint walled cottage, two up,two down, with a slate roof. The kitchen was accommodated in a lean-to on the gable end. The slaughter house was a separate building,brick with boarded walls on the upper level and a corrugated tin roof.It stood in17 acres with an orchard.

    Several people were employed here and all types of livestock andgame were handled. In those days, when poaching was prevalent,it was the place to exchange ill gotten meat for cash with no questionsasked. Their main rival was Porter in High Garret, Braintree butWrights nearly always could offer an extra half a crown for cattle.

    Upon arrival, livestock would be hauled directly from cart or lorryoutside the main doors by a hand winch that slid from inside the barnon two overhead parallel 11 inch by 4 inch wooden beams. The beastcould then be hauled into the white-washed interior and hoisted up forbutchering. The floor had drainage channels, for blood, which fedoutside into two 100 gallon cement lined brick containment pitscovered with corrugated tin lids. When full, these would be pumpedout by a horse drawn tanker and run out in the field behind the yard.Fortunately environmental health was not an issue as, after heavyrain, the surrounding ditches frequently contained blood. Bones were

    left in heaps in the field for the last remaining bits of flesh to rot andfall off before being taken away. It has been mentioned that manylarge bones could be found in the bottom of neighbouring ditches,presumably carried away by foxes. At night in torch light the areacould be seen alive with all manner of eyes from vermin feeding offthe remnants.

    The stench emitting from the place could be smelt from as far as twomiles away and with all the flies in the warmer months it must havebeen a real blight on the neighbourhood. Locals would claim that theyknew when the horse drawn bone cart had gone to Elsenham stationas maggots the size of your thumb could be seen sprawling on theroad through Hamperden End!

    On the end of the slaughter house there was a two horse stable forthe resident working horse; like the second hand car dealer who neverhas to acquire their own vehicle, the horse would remain until ahealthier example came in for slaughtering and was then dutifully

    swapped and sent to its fate next door.

    1936 was the end of its heyday. The need to comply with ever moreregulations finally forced its sale. Indeed many local farms stoppedselling fresh milk at their door because they no longer wished to keepup with the new rules enforced for modern hygiene. At the sale therewas an array of rare unusual equipment like the cart equipped withracks for carrying bones, the blood tanker and slaughter carts. Theslaughter carts were horse drawn with rollers on the floor and a winchto haul the dead animals on board; the head would usually hang outthe back and regulation required that it should be covered with a sack.These carts would travel as far as Broxted and Ashdon.

    Harrison and Barber became the new owners and had a telephoneand line installed and, along with Tendrings and the post office, werethe only places in Debden Green to have such modern methods ofcommunication. From then on it was licensed only as a knackersyard, taking in horses and fallen stock which were not suitable forhuman consumption. The meat was sent to London to the cat meatshop (as it was known then) and the bones to Birds Chemical Worksat Duxford who manufactured bone meal, as well as tar and creosote.A ledger book was kept which recorded what came in, where from andwhy - broken leg or disease etc. This large volume remained in the loftof the stable for sometime after its closure but this valuable historical

    record has sadly been lost.

    It finally ceased being a slaughter house in 1940.But the barn andflint cottage were not demolished until 1990.

    325 mile cycle ride, we must be mad.

    In August Hannah will have just turned 13 and I will be knocking on 44.We're taking on what is, for us, a bit of an unknown challenge. We're cyclingto Cornwall, 325 miles, camping overnight and taking all our stuff with us.Why? We're trying to raise funds for two good causes.One is to raise money for 33 Engineering Regiment's Injured Soldiers Fund.33 Eng' Reg' are based at Carver Barracks just a couple of miles from wherewe live and over the years we've got to know them well. During their time inAfghanistan the forces as a whole have lost over 400 men and women butover 5000 have been medically evacuated. As you probably know 33 Eng'

    are the bomb disposal & IED clearers so you can imagine what they gothrough out there.The other cause is to secure Hannah's place on a hockey tour of SouthAfrica in 2014. She's part of an exceptional team (unbeaten in allcompetitions for two years: played 42, won 39, drawn 3) and she will beplaying for Cambridge next season.     Malcolm Skeat died last December; his son, Callum, gave the eulogy at hisfuneral in January. Below are a few extracts.

    More than anything he was an extraordinary moral compass. Quietly andinvisibly as we grew up we gained a sense of the values he held dear and Ithink my brother and I are better folk for having been shown such amarvellous example. Above all he cared about people. He seldom told youthat what you were doing was stupid, but if you were being dumb, and youhad chatted the issue with him, you would realise sometime later that theremight be a better approach to whatever it was.

    Dad was a college lecturer for much of his working life first teaching

    Engineering and then moving to Special Education for young adults. Oneevening he invited me along for a visit he had arranged to the Daily Mirror forhis class to see the paper being printed; a great trip. It was quite clear thathis students, most with very challenging personal circumstances, loved Dadand he them.

    Dad was a long serving TA soldier and officer and was awarded the MBE forhis ever selfless work but he would never let that be known.

    Let it snow, let it snow, let it snow

    Debden winter Olympics at the first sign of snow!

    With the first serious snowfall, the toboggans were out on theDebden piste - that irresistible little slope that runs down besideBroctons Plantation. While pedestrians and cars were slip-sliding inthe first snow of this winter, this trio of racers were enjoyingthemselves on the slope, pursued by winter sports veteran, AlanHynes, determined to give them a (Cresta) run for their money.

    Broctons Plantation, which lies on the other side of the field behindthe village school, only exists through the wonders of nature. To thecasual observer (or sledging enthusiasts), this is an established woodwith mature oaks, silver birch, beech and other native trees. Seventyyears ago it would have been a barren waste. Broctons Plantation

    was originally planted as a pine forest but around the start of WorldWar 2, the government commandeered it and felled all the trees to bemade into pit props. The wood you see today is entirely self sown byseeds carried on the wind and contained in the droppings of birdsfeeding in the woodlands around Debden.

    Snow-day learningWhile many local schools had a snow-day on Monday 21st J anuary,Debden Primary school remained open and pupils in Class 5 wroteformal letters to the editors of the Pump and local papers informing usabout their curriculum for the day.

    Below are some excerpts from the letters:

    Madeleine Howlett described the start of the day, When we firstarrived we went on a winter wonderland white nature walk to spot the

    natural nature and animals surrounding us...The trees stood stern inthe morning breeze with the cold frost upon them.

    Lewis Green wrote: We began the day with a great nature walkgoing around looking for animal tracks. We found lots of dog tracksand rabbit tracks but down at the Church we found a pheasant trackgoing across a big patch of fluffy snow.

    Anezka Gilder Norfolk described the beauty of the snow, When wewere walking we stopped not only to look at tracks, but to look at thetress; they looked beautiful as they sparkled. It looked like Narnia.

    After the nature trail, a snowmaking competition was held and FinolaHarte described the range of creations, It was snowing slightly as we

    arrived back at school and we made snowmen, snow-women, snow-dogs, snow-forts, snow lizards, and snow slugs.

    Charlotte Ebbens went into detail about a snow lizard which she,Anezka and Emily made, We started our lizard by making a big roundbelly-body then adding on the curly tail and last we made our head,giving it a tongue, lips and eyes. After we had done all the main partswe added on scales and feet with claws.

    Emily Quinn summed the day up: We were in the snow all morningand the whole school was really glad they came to school and we arereally looking forward to coming back tomorrow, althoughAlec Birdadmitted, My feet felt freezing.

    News from DebdenPentecostal Church

    Dear Friends,

    With Easter coming at the end of this month we have a little time

    beforehand to consider the profound implications of theresurrection of J esus. Without the resurrection we, as followersof Christ, would have been wasting our time as the apostlePaul implied in 1 Corinthians 15v14 And if Christ has not beenraised, our preaching is useless and so is your faith.

    We are confident that Jesus was raised from death as are manywho have looked at the considerable evidence in the New

    Testament. For example we read that after J esus resurrectionhe was not only seen by his disciples but also by 500 otherwitnesses. In the 18th century two eminent lawyers, Gilbert

    West and Lord Lyttelton, sought to disprove both theresurrection and the dramatic conversion of Paul. However, asthey studied all of the evidence their views were changed andthey both became Christians!

    The next few weeks perhaps give us an opportunity to considerthe events leading up to J esus death and resurrection. We canread the account in the last chapters of Lukes Gospel startingat chapter 22.

    From March onwards we will be recommencing our Sundayevening services and these will be held on the first and third

    Sundays of the month. Please do drop in and join with us.

    Gypsy and Traveller Sites

    A great deal of concern has been expressed in both Debden, Wimbish andWiddington now that a list of the site applications have been made public. Iam led to believe that the application for the Mushroom farm at Wimbish hasbeen withdrawn at present but there are three applications at LovecotesFarm in Debden Green which is obviously of great concern to residents ofDebden Green and Widdington.

    I have spent an enormous amount of time having meetings, contactingsurrounding District Councillors, Parish Councils and liaising with theplanning department at UDC. I have also called out the Enforcement Officer

    to check reports of unauthorised work being carried out at these sites.Having done all of this I have written up an overview of the situation as it is atpresent and forwarded this to all the local District Councillors and ParishCouncils as well as presenting the information to Debden Parish Council atthe February meeting. I have suggested that we all work together and will behaving a meeting with my fellow local District Councillors to make sure weare all singing from the same hymn sheet!

    Overview of Traveller sites.

    This will operate in 5 stages Stage 1 has been the call for sites - as far aspeople are concerned in the immediate area there have been threeapplications put in by Lovecotes Farm at Chickney Road. Should these sitesbe accepted this could be of concern to Thaxted, Henham, Debden, andWiddington. One application re: the Mushroom Farm in Wimbish Iunderstand has been withdrawn at present.

    Stage 2 UDC will assess the need with other Essex District Councils thiswill be in 2014 with the plan adopted by 2015 currently UDC is looking at24 additional permanent pitches (a pitch is 1.7 caravans ie trailer andcaravan) = 36 caravans and trailers approx. Plus seven short stay pitchesand two additional plots for travelling show people.

    It is recommended that sites are kept small i.e. approx 5 7 pitches and,where possible family units.

    Stage 3 they will consider the sites

    Stage 4 It will go to Public Consultation

    Stage 5 UDC will decide on the sites but these must be ratified by ECC and

    the Government. THE PUBLIC WILL HAVE A RIGHT TO EXPRESS THEIRVIEWS AT THIS POINT - this does not preclude them from expressing theiropinions at any time, however, it is better to do so from stage 3 onwards as,if sent in too early, could end up gathering dust on a shelf somewhere!!! Anumber of PCs in the area, where sites have been applied, are starting to setup protest groups. This will involve gathering as much information, reasons,case studies as to why the site should not be in their area. One area ofconcern has been expressed by three local farmers. The impact on their

    Insurance will be enormous and in some cases they will not be able to getcover at all which could affect their livelihood. It would be helpful to set upsome sort of conduit between the villages as the Power of the People is verystrong and their views will be taken into account.

    I hope this has been of some help and should people need more informationthey should contact Melanie J ones at UDC on 01799 510461 I am, ofcourse, always happy to help where I can. I will be keeping a close eye onthe situation.

    Byways and Br idle Paths

    I have received a number of complaints about the state of byways and bridle

    paths in the area due, obviously, to the inclement weather of late. Oneparticular area of concern was the damage done by the Army using the pathfrom Rowney Wood to Deynes Road, Debden. I have contacted the Barracksand explained that, whilst we understand fully their need for exercise, itwould be helpful if they could use alternative, less used paths while theweather is bad. They have kindly said that they would put a notice up to thateffect and re-route. I thanked them for their understanding and co-operation.

    I have also contacted Highways & Byways to see what can be done to closesome of the byways until the weather improves and am waiting to hearback from them. If there are any real problem areas that havent beenreported please let me know.

    Local Residents can apply for a discount card (not widely advertised). Thediscounted tariff is 0-10 min. 50p, 10-15 min. 70p as opposed to 2 and 3respectively the plus 15 min. Charge is 50 ON BOTH. SO BE QUICK!(how you get on if you have an elderly relative or disabled person isquestionable!)

    LETTERS

    Definitely more Gaudy than Gaudi. Thank you so much for your graciousremarks about the Christmas lights at Connlas Well (see February issuepage 7).

    I had no idea that in a previous life Mr Alan Hynes had been a Master ofCeremonies in Vaudeville theatre. His alliteration, hyperbole andonomatopoeic phraseology would have indeed brought a smile to the lips ofMr Leonard Sachs and possibly tears to the eyes of Elisa Collins.

    Also, a message to the Tibbs family; you are right, Debden is a delightfulvillage and we are lucky to live in such a great community.

    A fine example of this is the Progressive Supper. This year although theweather was unkind to us towards the end of the evening, good food, amplewine and lively conversation more than compensated for a bit of drizzle! Wehad a great time.

    Dear Editors

    After the wonderful progressive supper and various other events, I was leftwith a few empty wine bottles to dispose of and decided to quickly take themup to the re-cycling bins and whilst there pop into the shop. Music playing inthe car, I was feeling quite content and pulled into the shop car park to beconfronted with the huge green re-cycling lorry, so I thought I would notworry the bin men there and then and quite happily popped into the shop formy groceries

    After the inevitable chat, which I always enjoy, I then opened up my car bootand took out the large bag of bottles and headed for the bins. However, notonly were they empty awaiting my bottles they were completely GONE!!! Ittook a while to digest this information and I even took to searching the carpark in case they had put them elsewhere! BUT no!! So it does not pay toalways not worry workmen, or men at work!!

    My timing was brilliant and somewhere in the depths of my mind, on the drivehome, with the bottles, I did recollect that wed be told the bins maydisappear, and disappear they did!

    Annual Progressive Supper 2013

    I am pleased to report that 95residents of Debden and DebdenGreen volunteered to take part inthe supper on Saturday the 26thJ anuary, 2013.

    The evening gives a greatopportunity to meet up withfriends old and new, but of coursedepends on everyone involved

    being prepared to make acontribution to the proceedings.

    As usual, everyone rose to thechallenge magnificently andanother good evening was had

    by all, in spite of the atrocious weather. Surplus monies left over from theevening amounted to an amazing 310, which will be donated to thevillage hall.

    Debden narrowly lost their home match against CherryHinton Reserves on February 2nd.The final score was1-2 but it was a closely fought match in wet and windyconditions. The following week a return match sawDebden as victors winning 3-2. Goals were scored byCharlie Segar and Zak Rayner with Zak scoring from apenalty on the last kick of the game.

    STOP STANSTEDEXPANSION

    Second Stansted Runway is not needed

    The case against building a second runway at Stansted airport is buildingsteadily. Stop Stansted Expansion says that the Governments downwardrevision of air traffic forecast shows that the airport could meet all its marketdemand up to 2050 without the need for a second runway. Department forTransport figures show unconstrained demand at Stansted of 26 millionpassengers a year in 2030 and 38 million to 2050. The airport currentlyhandles fewer than 18 million passengers and is running at only about half itscapacity on a single runway.

    The latest figures are in line with the aspiration of new owners, ManchesterAirports Group (MAG), which wants to return Stansted to its former peak -24 million passengers - by 2022. SSE has stated that it thinks it unlikely thatMAG would pursue the idea of a second runway. It believes MAGs ambitionsare realistic and something on which we can work constructively with them.

    Dog Bins and Fouling on Debden Recreation Ground

    I am sure that all the dog walkers in Debden will support the Parish Councilin wishing Brenda Vidler a huge 'Thank You' for being responsible foremptying the dog bins on the Recreation Ground. The bags have to be leftin the car park to be collected by the bin men every two weeks. Brenda,along with Catherine Gibson, has kindly offered to do this unsavoury task formany years, but is now happy to let someone else take over the role. Stephand J im Watson have volunteered, as they already empty the rubbish binson the Rec. so, a big 'Thank You' to them also.

    Please can everyone who walks their dogs on the recreation ground makesure that they pick up their dog waste. Things were particularly bad lastAutumn-Winter 2012 when dogs had been allowed to foul over the footballpitch and in the playground. Please note there is a sign saying no dogsallowed in the play area!

    98 percent of people pick up their dog waste; it's the one or two percent whodon't that ruin it for everyone else. If things don't improve over the next fewweeks, I will suggest to the PC that dogs be banned from the RecreationGround, as this is something that many PCs have in place already.

    PARISH CO UNCIL

    DEBDEN PARISH COUNCIL MEETING, 6th

    FEBRUARY, 2013

    Carver Barracks

    There will be an Open Day at the Barracks on Saturday 27th J uly 2013.

    In J uly, one of the squadrons will be disbanded. Another one will be arrivingbut some reorganisation is taking place. A planning application has beensubmitted for 175 units of single living accommodation; personnel occupyingthis accommodation will be permanent. There could be a slight increase inchildren attending the School.

    Fox Crossroads

    The finger post has been reinstated. The crossroads does not meet thecriteria for VAS (vehicle activated signs). When there is no speed limit, VASsigns can only be installed at casualty reduction sites.

    Gypsy/Traveller Sites at Debden Green

    Three areas of land have been made available for sites at Lovecotes Farmand residents present expressed their concerns. When the land was putforward as a suggested site there was no hard standing on the site currentlyused for a race track, but following significant activity on the track over recentweeks the UDC Enforcement Officer was requested to inspect. UDC has

    advised that maintenance is being carried out on the track before racingstarts in March. It was agreed that the Council would write to the Head ofPlanning at UDC regarding the activity in the area and an action/protestgroup will be formed by the residents. Dist. Cllr. Tina Knight has prepared alist of guidelines and will pass a copy to the group. Contact has already beenmade with neighbouring parishes and it is hoped they will join the group.Cllr. Richard Simmonds volunteered to be the co-ordinator and report back tothe Parish Council.

    Recreation Ground

    The quotation has been approved for the repairs to the door and window inthe pavilion following the recent vandalism. An insurance claim has beenmade. It was agreed that new CCTV equipment should be ordered to coverthe entire area and an additional light fitted on the gable end of the pavilion.

    A grant application has been submitted to cover these.Dog Bins - The Chairman expressed his sincere thanks to Brenda Vidlerfor emptying the bins for many years and to Catherine Gibson who has dealtwith these when Brenda has been away. In future, Cllr. Stephanie Watsonwill deal with these.

    Trees - Further work will be carried out on the trees on the boundary.As they are subject to TPOs, permission is being obtained.

    UDC Bottle Bank - All bottle banks have now been removed by the districtcouncil. A notice will be displayed advising residents not to leave their bottlesor rubbish in this area in future.

    Dead trees in Mill Road - The ECC Arboriculturist has inspected and theCouncil has requested a written report.

    ECC Winter Salt Bag Scheme

    The Council has participated in this scheme and volunteers are required indifferent areas of the village to assist with this. Please see page 5.

    Allotments

    A meeting has been held regarding chickens being kept at the Allotments. Atpresent issues have been resolved but it may be necessary for the Council toreview these arrangements in the future.

    Byway 37 Hamperden End

    Notices have been received from ECC concerning the closure of the Bywaywhilst work on the overhead power lines is carried out. ECC has confirmedthat they are looking into various aspects concerning the byway, includingclosure, to carry out remedial work.

    Affordable/Market Housing, Debden Green

    A meeting has been arranged with the Planning Consultant and the land-owner and a report will be given at the next meeting.

    New hedge alongside the Hall and Childrens Playground in Mill Road

    In the next few weeks the Council are planning to dig out the ditch and planta hedge of natural species.

    Proposed change of use to B2 for a small family run garage undertakingservicing and repairs of a small number of motor vehicles.

    Comment: The Parish Council is concerned about the recent high level ofactivity in the area and whether this could be linked to other proposals.
