For more details go to www.nzta.govt.nz/cambridge Save the Date - Cambridge Community Day Contract Awarded The NZ Transport Agency is pleased to announce that the consortia of Fletcher Construction, BECA, Higgins and Coffey (FBHC) has been awarded the contract to build the Hamilton section of the Waikato Expressway. The 21.8km Hamilton section will be built by an Alliance between the NZ Transport Agency and FBHC. Over the next 12 months the Alliance will complete the detailed design of the section and some enabling work to get ready for the start of construction in spring 2016. What does an alliance mean? The alliance model allows for more flexibility during the detailed design phase and means any cost savings or over runs that result from amendments to the project are shared by the contractor and the Transport Agency. While the detailed design for the project may differ from the specimen design prepared by the Transport Agency, the changes must still comply with the designation and resource consent conditions and meet the high safety and environmental standards the Transport Agency requires, otherwise variations will need to be obtained. This contract model was used on the Waikato Expressway for the construction of the Te Rapa section and differs from the ‘design and construct’ model used for the construction of the Ngaruawahia and Cambridge sections. What happens now? The Hamilton section is the largest and most complex section of the Expressway. The Alliance will start work on the detailed design and management plans required to enable work to start, and some enabling work will take place, including the relocation of Transpower lines. A Notice of Requirement and resource consent applications will also be prepared for the Resolution Drive connection to the Expressway and the Horsham Downs link.

Horsham Downs /Resolution Drive Hamilton City Council and the Waikato District Council have now both passed resolutions supporting the planned connections to the Hamilton section at Horsham Downs.

The councils along with the Transport Agency have agreed the connections to the Expressway at Horsham Downs should include: • The extension of Resolution Drive

to meet the Expressway and a link across the Expressway to Horsham Downs Road

• A bridge over the Expressway, including a footpath, at Osborne Road

• Closing Kay Road west of Resolution Drive and extending Borman Road to meet Kay Road.

The decision has been made after extensive consultation with the community and ensures the Expressway connects to the local road network in a way that supports planned growth and development while also keeping the community connected.A Notice of Requirement and resource consent applications for the proposed works will be lodged early in 2016. This will be a publicly notified process and anyone can make a submission.

The current programme for the development and implementation of the Hamilton section is as follows:• November 2015:

Recommendation issued on Notice of Requirement for the SH26/Ruakura Rd/Lissette Rd Roundabout

• Early 2016: Notice of Requirement submitted for Resolution Drive connection to the Expressway and Horsham Downs Link

• November 2015 - March 2016: Preparation of detailed design and various management plans required as part of the designation and consent conditions, and to enable works to commence.

• Full construction due to commence late 2016, with completion targeted for 2020.

A hearing for the SH26/Ruakura Rd/Lissette Rd roundabout was held in October 2015 before an appointed commissioner. The commissioner’s recommendation in relation to the Notice of Requirement is likely to be issued in late November 2015. Changing the intersection from a “stop” controlled layout to a roundabout is to address safety issues associated with this part of the state highway network. Subject to a favourable commissioner’s recommendation, it is anticipated that construction of the roundabout will be undertaken by the Alliance as part of the overall construction of the Hamilton section.
