PEDESTRIAN AUDIT: EATONVILLE TOWN HALL URBAN PLAZA Completed by: Heather Tribou Date Completed: July 7, 2012 Segment Location: Eatonville Town Hall Urban Plaza across Kennedy Blvd. south on College Ave. to Hungerford Elementary School. 1. Pedestrian Facilities (high importance) The crossing of Kennedy Blvd. is a large bricked intersection with brick sidewalks at the intersection. Along College Ave. to Hungerford Elementary School is a 4 foot concrete path. The brick crossing is large. Including the brick sidewalk and the brick road it measures 80 feet. A change of material could be incorporated to break up the space. The sidewalks down College Ave. are the minimum required and may need widening with future development, but suitable for this moment. Rating 1 No permanent facilities; pedestrians walk in roadway or on dirt path 2 3 Sidewalk on one side of road; minor discontinuities that present no real obstacle to passage 4 5 Continuous sidewalk on both sides of road, or completely away from roads 2. Pedestrian Conflicts (high importance) The main conflict is at the crosswalk on the main street, Kennedy Blvd from the Town Hall urban plaza to the Eatonville library. The crossing distance is too large. And the curb radi are too large. Motorists tend to speed up when the road widens, so when they come from the enclosed median areas to the wide open crosswalk areas the psychological response is to speed up. The second main conflict point is in from of the school. The location of the crosswalks at a corner of a street and at the entrance of a parking lot makes for a possible dangerous situation during school hours. At this point other than the school there are very few conflict points along College Ave due to the lack of development and that it is not a major road. Potential exists to have many driveway curb cuts. This can be resolved by having new developments with rear alleys or side street cross axis. College Ave. currently has no crosswalks except directly in front of the school. In front of the school white strips are along the asphalt road at the crossings. Detectable warning strips are located at the end of the sidewalk ramp at the school crossings. One yellow crossing sign is in front of the school. All other street crossings on College Ave. are unmarked. 4. Maintenance (medium importance)The brick sidewalk and crossing is in great condition. The concrete sidewalk is in good condition. The landscaping on Kennedy Blvd. has been recently updated. Minimual to no landscaping exisits along College Ave. Small trees that are dying have been planted near the school. Observations1. The most dangerous location for pedestrians is at the school. This is the location where pedestrians, children, are likely to cross and not be seen. The crossing is awkward and minimally marked. The main crossing should be located as a crossing in front of the school from the East side of college Ave to the West side of College Ave. This brings them to enter the school in the front instead of bringing them to a corner and crossing again an entrance to a parking area.

2.The pleasant segment is along Kennedy Blvd at the corner of College Ave. There is brick paving, oak trees for shade and benches to sit on. Most of College Ave. is unpleasant in the summer. No shade makes this walk very hot.

3.Improvements to this area for pedestrian use could include the planting of oaks or other shade trees in the ROW every 40 feet. and an enhanced node for crossing at the school. The crosswalk need to be changed and the landscaping needs to be added that creates a since of arrival to the school.
