The Mitchell’s Plain Day Hospital hasagain come under fire, this time for ashortage of medication and extensive
waiting periods. The matter has been reported to the pro-
vincial health department when JasmineHarris, a cardiovascular patient at the hos-pital, last Tuesday waited for over fourhours for her medication, which she neverreceived.
But health department officials say theyare doing everything they can to streamlineservices at the facility.
Harris, a chronic patient, requires medi-
cation to regulate her blood pressure. Shewas forced to use her tablets sparingly bylowering her prescribed dosage or goingwithout after the hospital’s stock was deplet-ed.
“It is unacceptable,” the Eastridge resi-dent insists. “The facility also did not haveasthma pumps in stock and this is medica-tion I cannot go without.”
This is not the first time Harris has leftthe health facility empty-handed. “I have satfor hours only to get to the counter and betold to come back when the hospital receivesmore stock of the medication I require. Thisis not uncommon,” she says.
“We need to stop accepting substandardservice and demand government step uptheir efforts in providing us with qualityhealthcare.”
Patients are now demanding provincialhealth minister Theuns Botha does randomsite visits. “They must come unannouncedand assess the patients’ experience. I make
an effort of lodging a formal complaint, butsee no improvements,” Harris adds.
Another patient, who does not want to benamed for fear of victimisation, says herfour-hour wait at the hospital was in vain.
“I arrived at the facility, collected my fold-er and went to collect my medication. WhenI arrived at the pharmacy counter I was toldthe hospital was out of stock of the medica-tion I need,” the elderly woman says.
Meanwhile patients fear contracting in-fections owing to unhygienic conditions atthe health facility.
“The toilets are dirty. The lavatories areblocked and cannot flush. The floors are wet.I refused to use these toilets and left the hos-pital in search of a more sanitary toilet,”Harris says.
These are unacceptable conditions for ahealth facility, she insists. “We are taxpay-ers, not animals. The government owes it tous to improve services at this facility,” Har-ris adds.
Health department officials deny therewas a shortage of medication at the day hos-pital that day.
Spokesperson Sithembiso Magubane saysit was decided in a meeting that the medica-tion Harris uses would no longer routinelybe supplied to clients.
“The plan is that the tablets be issued atfacility level after it was established fromclients whether they need it. Facilities hadto increase their ordering levels to accom-modate this change in policy.
“(An asthma pump) is not supplied everymonth to patients as the dosage per pump issupposed to last for three months if used asprescribed,” he says.
Magubane says a system has been put inplace to streamline services to reduce wait-ing times..
On that day, the full pharmacy staff com-plement was not on duty.
Seven official complaints were lodgedagainst the pharmacy since 1 January.

STRANDFONTEIN: PLAN TO HELP FOREIGN SHOPKEEPERS
Spike in armed robberiesLAILA MAJIET
@laila_newsie
I t is a vicious cycle of fear and apa-thy. Small businesses in Strand-fontein, most of them owned by
foreigners, are being targeted bymarauding criminals. But they are not reporting the
robberies. Many shopowners saythey keep silent because they fearthe criminals will exact vengeanceand that at times police don’t botherto arrive at the crime scene. As a result of not reporting the in-
cidents to police, no investigationsare running. But now the Western Cape Social
and Economic Development Forumhasmetwith community safety role playersto forge a plan of action. The meeting took place last week Thurs-
day at Strandfontein Library. Present were
members of the forum, the community po-licing forum, Strandfontein police, an offic-er from the Mitchell’s Plain Police Cluster, shop owners, as well as community work-ers.One of the more solid results from the
meeting was the resolve to establish abranch of theWestern Cape Social and Eco-nomic Development Forum to assist terror-ised shopkeepers.Fair Price Supermarket has been ripe
pickings for armed robbers. It has been hittwice in one week. The shop, on the corner of Dennegeur Av-
enue and Sloop Street, was robbed on Satur-day 1 February and Thursday 6 February.Michael Jacobs, chairperson of the
Mitchell’s Plain Cluster Community Polic-ing Forum, says in order for police to havea targeted approach, they need to knowwhen and where the armed robberies arehappening. “To report the incidents on theProudlyStrandfonteinFacebookpage is notenough. You need to open a case so the po-lice can investigate.”Warrant Officer Franklin de Villiers,
Strandfontein police’s head of visible polic-
ing, says to establish if there is asyndicate operating in the area, victims of armed robberies need toreport incidents. “This provides uswith the details required to do aninvestigation and to establishwhether it is the same group of peo-ple targeting businesses in the ar-ea. Without this information, wecannot do our job,” he says.Colonel Cass Goolam, of the
Mitchell’s Plain Police Cluster, says Strandfontein can be one ofthe safest places if locals stand to-gether. “There is nothing strongerthan a united community. InMitchell’s Plain, foreigners arepart of the community structures. This needs to happen in Strandfon-
tein as well,” he insists. “People must comeforward with information. I will do an as-sessment and look at a period of six monthsto establish what the criminals’ modus op-erandi is.”But the owner ofAhmed’sChicken claims
calls to the police go unanswered.“So many times I call the police and get
no response. There are people loitering out-side our shops, selling drugs and being anuisance. We fear we will get arrested if wefight back,” he says. But DeVilliers encour-ages business owners to contact him shouldthey encounter such problems.Strandfontein resident Mandy van Will-
inghyearns for a proper solution. “Our chil-dren go to these shops. What happens if oneday robbers strike while they are in thestore?”Ridwaan Jeffries, owner of a Strandfon-
tein tyre shop, has never fallen victim tocriminals. But he fears the problem will es-calate if something is not done to addressthe spike in business robberies.“Mostly foreigners are targeted. This
could also be because so many of the shopsin our area are owned by foreigners.”

Squatters living near Mitchell’s Plainhave vowed to continue protesting un-til their demands are met.
Just days after hundreds marchedthrough the CBD for improved services, anangry mob of shackdwellers burned tyresand blocked Vanguard Drive with rubble onSunday. The protest continued until Mon-day afternoon.
Siqalo residents are demanding improvedaccess to basic services, saying that main op-position parties have done nothing to im-prove the living conditions of squatters.
The protesters blocked Vanguard Drivebetween Westgate Mall and the R300 causinga major gridlock during peak-hour trafficearlier this week.
Bonfires and debris lined the arterialroute leading to Mitchell’s Plain and the sur-rounds. Three people have since been arrest-ed, police officials confirm.
Provincial police spokesperson Frederickvan Wyk says the suspects will appear incourt once they are charged.
Despite the arrests, residents are not back-ing down in their efforts to get the City ofCape Town to improve their access to basicservices.
Siqalo resident Sipho Mdudo says he andhis neighbours are tired of empty promises.
“There has been a significant increase inthe number of people living here, but councilhas failed to provide enough basic services,”he says.
It is understood residents had attackedand petrol-bombed a voting registration sta-tion at Siqalo on Sunday.
“We do not want to vote when the political
parties have not proven they will work forus,” Mdudo says.
Victoria, who prefers to only be known byher first name, moved from the Eastern Capeto the informal settlement just two weeksago. She lives with her family and says gov-ernment does not understand their frustra-tions. “Those who live at the back of the in-formal settlement have to walk long distanc-es to get to the only water source. A handfulof taps are situated along Vanguard Drivefor our use. We also do not have enough toi-lets are we have no access to electricity.”
A heavy police presence is being main-tained on Vanguard Drive to prevent furtherillegal protests. Several police vehicles, in-cluding four caspers, were earlier this weekstationed along the busy arterial route.
The City of Cape Town is in the processof calculating the cost of the damage done.
Richard Bosman, council’s director forSafety and Security, says the estimated val-ue of damage done is R3500 at this stage. “Atraffic signal stubby along Highlands andVanguard drives was burnt,” he says.
“The City is reconvening its Service De-livery Protest Group to ensure that the Cityresponds in a coordinated fashion to theseprotests.”
Meanwhile, the booming informal settle-ment on Vanguard Drive has Rondevlei andColorado Park residents fuming as land in-vaders continue to occupy the private prop-erty. The land, owned by Lyton PropsTwelve, is meant to be used for sand mining, but has been vacant for years.
Ratepayers are fuming at the inconven-ience the protests have caused.
Fatima Karodia says the protests aresenseless. “Squatters are living rent-free onprivate property. Now they are destroyingthe roads we have to travel on so we canwork for what we have. It’s all so senseless,”
she seethes.Due to Vanguard Drive being closed to
traffic, motorists were forced to use alter-nate routes.
High volumes of traffic were experiencedon Old Strandfontein Road and throughSamora Machel.

PUBLIC TRANSPORT: PASSENGERS PETITION FOR IMPROVED SERVICE
Platform for commuter complaintsCHEVON BOOYSEN
@ChevonBooysen
Crushed in a carriage with many otherfrustrated commuters, panicking be-cause the clock is ticking and your shift
should start soon, is certain to add miseryto anyone’s day. This is what many Metrorail commuters
encounter week after week owing to delayedtrains across the province. And while the rail service operator points
a finger at cable theft retarding their opera-tions, disgruntled passengers have hadenough of using the “unreliable” transportmode.
Pen to paperKylie Wilford has been a regular commut-
er for nine years and has been disappointedby Metrorail’s service “since day one”.But now she has had enough. She has drawn up a petition encouraging
commuters to stand together and demandbetter service since complaints to the serv-ice provider “fall on deaf ears”. “Metroraildoesn’t care about its commuters. As long asthey receive the money for the bad service, they are the only ones smiling,” she says. One of her colleagues is under threat of
losing her job owing to continuously arriv-ing late for work. “She has no alternativetransport. She has received countless warn-ings for arriving late, even though it’s dueto delayed trains. What isMetrorail going todo about that?” she asks.More people are making use of public
transport owing to the never-ending petrolprice increases, Wilford continues, leadingto Metrorail’s profits increasing. However, she says, it seems the money is not being
used to improve its infrastructure and oper-ations. “They proved they could deliver abetter service with the 2010 World Cup, sowhy can’t it be done now? Was all that just
a façade for the world to see?” she fumes.
‘Third class’Poor public transport has a direct andneg-
ative immediate effect on business, saysCapeChamber ofCommerceTransportPort-folio Committee chairperson Peter Hugo.“Businesses lose money and that, of
course, has an effect on the economy, espe-cially when a large part of the province’swork force use rail services as their primarymeans of transportation,” Hugo explains.Metrorail is “robbing” commuters, in-
censed passenger Christo Lakay insists. He travels to work by train and believes
he is paying for a service he is not receiving.Late trains have left a dent in his pocket ashis income is affected owing to hours lost forarriving late. “Customers are being treatedas third-class citizens,” Lakay says.Hehas lodgednumerous complaints in the
past. No feedback was received, he claims.Commuters are often left waiting at sta-
tions, or even between stops, for hours at atime, others grumble.
Lines of communicationThe loss of confidence in rail transport can
be directly attributed to cable theft, insistsMetrorail spokesperson Riana Scott.“The continuous theft and vandalism of
assets has led to a situation where serviceshave generally been unreliable and there-fore not meeting customer expectations,”she says.In cases where anticipated delays will ex-
ceed 30 minutes, alternative bus transportshould be arranged.“Buses on stand-by at strategic points are
sent to the affected area but the efficiencyof alternative bus transport is determinedby traffic congestion during peaks and thecapacity of the bus operator. About 15 to 20buses are required to service a single train, where trains have a capacity limit of 1 200,to transport affected commuters,” she says.
Upgrades on the cardsTo improve services, the Passenger Rail
Agency of South Africa is currently imple-menting a rail renewal investment pro-gramme to the tune of R32b over the nextthree years. They will be focusing on issuessuch as signalling and telecommunications, station modernisation, rail network exten-sions and the general overhaul of Metrorailcoaches.Scott says: “The benefits of the current in-
vestment programme will only be realisedin themedium to long-term. Themost imme-diate goal is to bring about visible and short-term improvements that changes custom-ers’ travel experience.”But Wilford dismisses the plans as “rub-
bish”. “Metrorail is just trying to shut up thecommuters. They don’t need to spend awhole lot of money. All they need to do is fixtheir service,” she insists. “The three yearplan is just a delay. In the process, peopleare losing their lives and jobs.”Commuters are encouraged to collect a
copy ofMyline at their station to ensure theyhave the most recent travel information.Planned maintenance is communicated intheMyline a week in advance. Social mediaalso provide real-time updates.Sign the petition at http://www.thepeti-
tionsite.com/717/323/081/demanding-bet-ter-more-effective-trains-immediately/#sign.

Tension has been quelled at a constructionsite in Tafelsig.
Construction of the Wolfgat Environmen-tal Education Centre in Pyrenees Street isback on track after the project was put onice due to a dispute between the implement-ing agent and subcontractor.People’s Post previously reported that the
project had been put on hold (“Stumblingblocks for Tafelsig centre”, 16 January).
The issues have since been resolved andlabourers brought back on site to completethe job. A group of locals employed throughthe Expanded Public Works Programmewere brought on board to work on thisproject. While labourers say the construc-tion site was closed for several weeks, offi-cials say the project was temporarily sus-pended for only a week.
Albi Modise, chief director of communi-cations for the Department of Environmen-talAffairs, says: “Theactivitieswere tempo-rarily suspended with effect from Monday20 January pending the resolution of a dis-pute between the implementing agent andthe subcontractor regarding constructionwork to be carried out on site. The disputewas resolved on Monday 27 January.”
Despite the delay, the anticipated date forcompletion of construction work remainsSaturday 31 May, he says. “The implement-ing agent and subcontractor are currentlylooking at the possible ways of recoveringthe lost time. Workers’ contracts weremeant to end on 31 March but considerationhas to be made to extend their contracts to31 July for execution of other project relatedactivities,” he says.

MAMAUNDREYUNDREY MORENOMORENO says he has only donatedonce and disliked the prick that started the proc-ess. “I used to go with my mother when she do-nated blood. It’s a personal choice to not donate.”
AAGMADGMAD WILLIAMSWILLIAMS is a proud blood donor, andhas been giving the gift of life for over a decade.“I have been a donor for approximately 15 yearsand consider it my duty.”
LLUMKAUMKA MASMASALAZAALAZA says she plans to one day getthe prick and help the Western Province BloodTransfusion Services. “I would like to become adonor in the near future. I have read about it.”
MELMELODIE CODIE CARSARSTENSTENS says health problems pre-vent her from helping and donating blood. “Un-fortunately I am on chronic medication but hadit not been for that, I would gladly donate.”
PEOPLE'S POST | MITCHELL'S PLAINThursday, 13 February 2014 NEWS 7BEACON VALLEY: LOCALS URGED TO HELP NEIGHBOURHOOD WATCH
Residents called to actionLAILA MAJIET
@laila_newsie
Crime and grime is thriving in BeaconValley – and residents are only addingto the problem.
So say volunteer crime fighters who areworking tirelessly in the area.Colin de Hart, chairperson of the Beacon
Valley Neighbourhood Watch, says resi-dents are protecting criminals by not report-ing crime. While volunteers sacrifice their time to
patrol the streets, residents are harbouringcriminals, he insists.A public meeting was hosted by the neigh-
bourhood watch last week.A big turnout was anticipated as themeet-
ing was widely publicised, but only a hand-ful of residents attended.“A lack of community participation is a
part of the problem. We cannot wait on thepolice. We need to find solutions togetherwith the community. The people who areshooting and putting our families’ lives indanger live in our streets. We must not pro-tect them,” De Hart says.Residents are urged to rally together and
report any suspicious activity to the police.“We patrol in streets where we do not live,
but why should we when residents are notprepared to assist by at least offering infor-mation to the police in a bid to apprehendand arrest criminals?” he asks.“People are so quick to complain, but very
few offer solutions. A change in attitude isneeded if we are to ever reduce crime in thisneighbourhood.”Speaking at the meeting, a Beacon Valley
resident says there is no need for a neigh-bourhoodwatchwhenpolice get paid tokeep
the community safe.“More pressure needs to be applied on
the police. Police officers are allowingcrime to thrive in our areas bynegotiatingwith criminals,” he insists.Speaking to People’s Post on condition
of anonymity, another resident says cor-ruption in the police force is rampant.“We see the police vans parked in front
of the drug merchant’s house, but theynever find any drugs. This tells us thatthere is likely someone on the inside whois tipping off the drug dealers,” the resi-dent says. However, the authorities encourage an-
yone with such information to report it tomanagement.Mitchell’s Plain police spokesperson
Constable Jerome Voegt says to lodge acomplaint against a uniformed officer, residents can call the relief commander onduty. “We are requesting the communitytomakeuse of the correct numbers, as thishelps us enhance service delivery,” hesays.Police are again encouraging residents
to report crime.Mitchell’s Plain station commander
Brigadier Johan Brand reiterates this ap-peal.“People see what is happening on their
streets. We cannot be everywhere and relyheavily on the public to come forwardwith information to secure arrests,”Brand says.V To lodge a complaint against a police officer call082 411 2379. To report crime call the Mitchell’sPlain Operational Room on (021) 370 1706 or theCommunity Service Centre on (021) 370 1652.V A follow-up meeting hosted by the Beacon ValleyNeighbourhood Watch will be held at the communi-
ty centre on the corners of Alpine and Trampoline streetson Tuesday 18 February. The meeting starts at 19:30.

Province’s copshortage inthe spotlightANDRÉ BAKKES
@andrebakkes
While the population in the province hasclimbed with more than a million people inthe last seven years, the number of law en-forcers has dropped by 88%.Despite the shortage of police officers and
paid reservists in the Western Cape beingwell documented, the situation is likely onlygoing to improve in two years.“We need action now,” says Dan Plato,
provincial minister for Community Safety.Last week he urged the minister of police,
Nathi Mthethwa, to take immediate actionto address shortages in thepolice force in theprovince. He has urged Mthethwa to call upexisting police reservists, of which there are20 000, in order to capacitate the provincialpolice under the command of General ArnoLamoer. “Our provincial police cannot dotheir core duties without sufficient resourc-es,” Plato insists. He also suggests that the920 surplus policemembers in the Free Statebe redeployed to the Western Cape. The police to population ratio, nationally,
is one police officer for every 336 people. There are 128 out of 150 stations in the
province that are understaffed. “If one looksat the recent crime statistics then it is clearthat under-resourcing is negatively affect-ing crime in this province,” he says. The correlation between thenumber of po-
lice recruits and attempted murder is star-tling. In 2008, just over 1 500 members wererecruited and that year there were 1 776 cas-es of attempted murder. By 2010, about 800members were recruited and 2 100 cases andin 2012 about 250 members were recruitedand 3 280 cases investigated.
ROAD SAFETY: AUTHORITIES NOT IMMUNE TO CONTRAVENTIONS
Traffic officers bustedSTAFF REPORTER
They are meant to upholdthe law. But dozens of Cityof Cape Town traffic offic-
ers who racked up scores ofspeeding violations in Novem-ber and December merely got aslap on the wrist. The speeding reports generat-
ed by the traffic vehicle fleet’stracking systemwere generatedsome weeks ago. These reports reflect some 40
traffic officers from across thepeninsula, including the south-ern suburbs, excessively break-ing the speed limits on localroads.Hundreds of violations were
recorded where some officersdrove at speeds double the speedlimit.Speeds in excess of 170km
were recorded in 60km/h speedzones, that of 170km in 80km speed zonesand that of more than 190km in 120kmspeed zones, many of which occurred inand around the southern suburbs and onthe national roads.A People’s Post source said informal
hearings were held, to investigate the vio-lations, earlier this year.“Although some of these officers could
prove that the speeding was executed inacting in the course of their duties, thema-jority could not account for the speedsthey were travelling,” the source said. The source added the times on the re-
ports reflected that many of these officerswere on their way to or from work when
the violations were recorded.Guilty officers were issued with warn-
ings.Apart from admission of guilt speeding
resulting in traffic fines of up to R3000, amotorist caught driving 196km is arrestedon the spot and has to defend himself incourt. The City of Cape Town’s director for
Safety and Security Richard Bosman saidthe traffic officers must obey all rules ofthe road, unless they are acting in thecourse of their duties.“Failing to do so is unacceptable and
such behaviourwill not be tolerated,” Bos-man said.
“Not driving in accordancewith the rules portrays a nega-tive image. However, whilethere are a handful of traffic of-ficers who have been foundguilty of flouting the rules ofthe road, the majority of ourteam are law-abiding and con-tinue to set a sterling examplefor motorists.”Bosman also said the directo-
rate will be reporting the mat-ter to council’s Civilian Over-sight Committee at their firstmeeting this month. The on-board computer re-
ports are regularly issued bythe corporate fleet for all Cityemployees, not only traffic of-ficers, Bosman said.Arrive Alive and the Road
Traffic Management Corpora-tion (RTMC) labelled these inci-dents as “unscrupulous” andstrongly condemned it.
“It is in such that we experience ever-in-creasing road carnages in our country;that is regrettable,” said spokespersonThato Mosena.ArriveAlive and the RTMCdistinguish-
es speed as one of the leading causes of se-rious injuries and deaths on our roads. “Itincreases the risk of collisions and itcomes with a high price. Excessive speed-ing remains a problem as some peoplehave chosen to ignore road safety messag-es or think they won’t get caught,” shesaid. “On average 20 people a day are ar-rested for excessive speeding, especiallyin urban metropolitan areas, which is aconcern to us.”
ROLE REVERSAL: Traffic officers are not immune when it comes tothe issuing of traffic offences. About 40 traffic cops were issued warn-ings for traffic violations in November and December last year.

EDUCATION: 900 CHILDREN STUCK AT HOME
Pressure pointsunder scrutinyLAILA MAJIET
@laila_newsie
Nearly a month into the new school year, almost 900 children are still stuck at home. Some parents and grandparents living in
andaroundMitchell’s Plainhave gone frompillar to post to try and find placement ata nearby school, but have had no luck.Colleen Horswell, chairperson of the
Mitchell’s Plain Education Forum, says acrisis committee has been established tohelp parents whose children have been re-fused placement at schools in the area.“A total of 900 children in theMetroSouth
Education District have not been placed inschools over threeweeks into the school cal-endar year.More disturbing is that 300 chil-dren for Grade 1 and 200 children for Grade8 are included in these totals for the Mitch-ell’s Plain area,” Horswell says.It is a violation of children’s basic human
rights, she insists.“We need government to build extra
classrooms so that our children’s right toeducation is met. The people of Mitchell’sPlain arenot numbers or statistics; they arehuman beingswho deserve the same oppor-tunities as those in your leafy suburbs.”But principals at schools in the area say
late enrolments are partly to blame.Strandfontein Primary principal Vernon
Erfort says registration for pupils opens inMarch and parents are notified of theirchild’s acceptance by November for the lat-est, People’s Post previously reported(“Plain schools of hard knocks”, 30 Janu-ary).Children are accepted based on the
school’s admission policy.“Parents need to submit all the relevant
documents to ensure their application isconsidered,” he said.Grade 1 classes at this school are already
full. “We are already accommodating an ad-ditional five children in our Grade 1 classesdue to the influx of pupils,” he confirmed.Dennegeur Avenue Primary principal
ShaheedGaidien said a fourthGrade 1 classhas been established to accommodate addi-tional pupils.“We are full to capacity. Overcrowded
classesmake teaching difficult and the situ-ation becomes unmanageable. We do notwant that as we need to ensure children areafforded a good standard of teaching,” hesaid.Horswell says while she understands
schools in the area are full, children mustbe accommodated at the nearest primary
school, preferably within a 5km radiusfrom their home.“Children cannot be punished for the fail-
ure of officials. Foresight is required to en-sure schools are able to accommodate an in-flux of pupils, especially in growing com-munities like Mitchell’s Plain andStrandfontein.”Provincial education department spokes-
person Bronagh Casey says the number ofpupils awaiting placement is decreasing.“The two pressure points in the Mitch-
ell’s Plain area areBeaconValley andTafel-sig. The reason for the pressure is late regis-tration, inward migration from outside theprovince as well as migration from withinthe Metro South District.”The demand is predominantly as a result
of parents moving their children to schoolsof choice in this specific area.“Some of the parents also work in the ar-
ea and therefore would prefer placementclose to theirwork rather than their homes. In many cases we have offered placementelsewherebut theparentswant to staywith-in that particular area,” Casey says.Officials areworking overtime to remedy
the situation.“We have assigned officials to focus sole-
ly on assisting parents with finding schoolsfor pupils and they are doing their utmostto manage the placement of the children,”she says. There has been a considerable increase
in the demand for placement at schools inMitchell’s Plain, Casey confirms.“Mitchell’s Plain is an area which, only
three years ago, had numerous accommo-dation options available. The provincial ed-ucation department is aware of the recentdemand in schools in the area and haveplanned for the building of two newschools.”In 2014, the level of migration within the
district was unexpected, as well as thenumber of late enrolments, Casey says.“This cannot be predicted. Parents have
the right to choose the area in which theyenrol their children. However, theymust al-so realise that they are not guaranteedplacement in schools of choice, particularlyif they apply late and if the school is full.”Provisions for additional classrooms
have been made to meet the demand.“In Beacon Valley, the department
opened an additional Grade 1 classroom. The district is also looking at additionalclassrooms at existing schools in Tafelsig,”Casey adds.V If you are struggling to find placement for your child, call Colleen Horswell on 071 139 0999 or email [email protected] If you believe your child has without justificationnot been accepted at a school, email [email protected] or call 0861 92 33 22.

Club merger torejuvenate rugbyLIAM MOSES

The leadership of a newly formedrugby club hopes to bring the glorydays back to Athlone’s City Park
Stadium.City Park was the hub of non-racial
rugby during apartheid, with teamstravelling from across Cape Town toparticipate in competition. But since unification interest in the
sport has dwindled, resulting in a dropin player and supporter numbers.Temperance RFC and Cities RFC, two
of the four clubs which still call the sta-dium home, have now agreed to mergein hopes of revitalising the sport in thecommunity.Interim club chairpersonHermanAb-
rahams says Progress RFC and Perse-verance RFC, the other two clubs basedat City Park, were initially part of themerger talks.“It’s a pity the other teams couldn’t
see their way clear because we need astrong team to draw the community toCity Park,” he says.“This is a ground that is owned by the
clubs; if nothing happens all the clubswill die, the ground will fall away andthe union will (most likely) take it. Thisis the only ground in non-racial sportwhich belonged to the people whoplayed here. So to keep the history of theground (alive), we need a strong club.”Abrahams adds interest in the newly
formed club has been impressive, withover 100 players attending practice ses-sions since pre-season training com-menced last month.About 60 players have attended each
training session. The strong numbersare in sharp contrast to last season, where the clubs struggled to honourtheir fixtures and playerswere forced toturn out for the third, second and firstteam on the same day.Western Province Rugby Union depu-
ty president Zelt Marais, in his personalcapacity, believes a strong clubwill helpdevelop the sport in the area.“We had four clubs in the community;
(that’s) too much because all four clubscan’t draw the same talent,” he says.“If you really want to take the game
seriously, give the players a chance tosucceed and grow rugby, you must tohave one team. There aren’t enough re-sources to support four clubs in the com-munity.“The four clubs in the area were not
strong because 25% of the best playersbelonged to each club. With unity therewill be strength and I see a bright future(for the new club).”He urges Progress and Perseverance
to reconsider the amalgamation for thegood of the game and to not think “aboutthemselves or power and positions”.Abrahams, former deputy CEO of WP
Rugby, says amalgamation discussionsfirst started more than 20 years ago, when Lansdowne RFC and UniversalsRFC merged to form Cities. He says club members will vote on a
name and finalise the club badge andcolours. The club will also hold its inau-gural general meeting in the dourweeks. They also plan to work on the rejuve-
nation of schools rugby and developplayers in the greater Athlone area, Ab-rahams says.
ON THE CHARGE: Hamilton Musselcrackers player Nick Pearson bursts over SK Walmers’ YasfierDavids in the Bowl semi-final of the Nokia Cape Town Tens Premier League in Green Point on Satur-day. Hammies won 19-15 and went on to beat the UCT Nighthawks 17-0 in the final.

Grassy Park’s Crusaders FC have joinedthe professional ranks after takingover a Safa Second Division side and
sealing an agreement to buy the franchisenext season.Crusaders will play as Zeesha FC for the
rest of the 2013/2014 league, before the trans-fer takes place later this year.Club chairperson Zahier Witbooi says
Crusader’s decided to take over Zeesha to of-fer the area’s talented youth a chance to playat a higher level.“Everybody knows that young players
have ambition to play at a higher level,” hesays.“It’s an opportunity for them to play for
a club in the area. After (the age of) 18 mostof the players drop out because there is noopportunity for them in the area, so theyhave to go somewhere else. It’s not aboutmoney and trying to win the league.”Crusaders are most famous for being
former Bafana Bafana striker Benni McCa-rthy’s first club. The deal came about after Zeesha ap-
proached Crusaders. The agreement wasconcluded last week and the club played itsfirst game since the take-over on Tuesday. All of the players, coaching staff and exec-
utive members come from Crusaders. The club was set to step up to the SAB
League – one step below the SecondDivision
– next season, after winning the Cape Dis-trict Local Football Association (CDLFA)Super League.Witbooi says the club still play in the
league despite taking over Zeesha. He believes his players are good enough
to make it as professionals.“We expect them to stay in the league and
not get relegated; that is all we want,” hesaysCrusaders also claimed the CDLFA
Knockout title last year. The Grassy Park side are one of the oldest
clubs at the CDLFA and will celebrate its72th anniversary this year.Witbooi says the teamwill always bemade
of local players, no matter how far it climbsup the football ladder.“Which club doesn’t want to be play in the
National First Division (NFD) or Premier-ship. All players go onto the field to win,”he says.“We are a good team, we have good junior
structures and good administrators. But theclub will always be Crusaders and the play-ers will always come from the surroundingareas.”The deal means that Crusaders are now
one of six professional clubs affiliated to theCDLFA.The other professional clubs at William
Herbert areNFDteamSantos and fellowSec-ond Division clubs Salt River Blackpool,Steenberg United, Glendene and RC Athleti-co.
