Speed bumps will now be placed as a traffic calming measure to as- sist with reducing vehicle speed on the road. Resident Susan Carstens con- tacted local ward councillor Jan Burger with regard to her plight for the calming measures in her road. The request was spurred on due to high volumes of traffic using the road as a detour. “The road is being used as a de- tour during roadworks on De Waal Road through to Princess Vlei Road. Many large trucks and buses come speeding down our residen- tial road daily,” Carstens said in an email to the councillor. She adds damage was being done to the road and motivated that it endangered the lives of residents and using the road has “become a nightmare”. “Not only is this happening dur- ing roadworks, it is a daily occur- rence. The road is being used at high speeds by motorists. I feel it is a serious threat to children, ani- mals and vehicles parked on the side of the road,” she adds. However, funding for these speed bumps will only be provided for in the next budgetary process which is during 2015/2016. Burger says traffic calming measures have been a need in ward 72 for a long time. “Subcouncil 20 is inundated by traffic calming requests from resi- dents. However, due to several fac- tors it is not always possible to im- plement all of these requests. The approximate cost of a speed bump is R25 000,” he explains. Burger says the traffic calming measures are primarily funded by ward allocation budgets which is only R700 000 per ward a year. “The subcouncil gives prefer- ence to areas where the safety of the general public is at risk such as near play parks, crèches, schools and old-age homes.” Even so, “only a limited number of speed bumps can be installed during any financial year,” he says. He adds that not all residents are always happy with the suggestion of traffic calming measures in the area. “Installing such measures is also not always the solution to the prob- lem and is not welcomed by all resi- dents due to the noise factor and perceived damage to vehicles. “The installation of speed bumps often simply shifts the problem to adjacent roads leaving residents with the same problem as before. It is simply not feasible to rely up- on traffic calming measures alone to solve the problem,” he says. Burger says the money being used to place these traffic calming measures could have been used dif- ferently if motorists were more re- sponsible. “I would like to appeal to resi- dents to change their driving be- haviour. The City of Cape Town cannot continue to spend millions of rands to mitigate against irre- sponsible driving while we have so many other service delivery needs. Almost 400 pedestrians have diedacross Cape Town in just four yearswhile crossing the city’s busy free-

ways.These are some of the staggering statis-

tics released by the SA National RoadsAgency Limited (Sanral) in an attempt torenew awareness of this dangerous prac-tice and to prevent pedestrian deaths.“For the period May 2010 to September

2014, there have been 396 pedestrian colli-sions on freeways in Cape Town, of which153 were confirmed fatal on the scene,”said Randall Cable, engineering head ofSanral’s provincial road network opera-tions.“The pressing need (is to cover) the in-

creasing trend of pedestrians being runover on city freeways, many of which re-sult in fatalities. The numbers are star-tling, and reason for major concern to allstakeholders.”

Major concernThe statistics provided are the results of

a pedestrian activity study where Sanralcounted the number of pedestrians cross-ing freeways using CCTV cameras.“This revealed that in a period of one

week, there were more than 36 000 pedes-trian activities on Cape Town’s freeways,”Cable said.“This is mindblowing, considering that

it is illegal for pedestrians to be on free-ways – and for good reason.”Cable said they wanted to share their

knowledge with the public to heightenawareness of current initiatives in the en-gineering, law enforcement and educationfields, as research is underway.“We need to sensitise motorists to this

issue. We need to share our informationwith road users.”

Bird’s eye viewHe said in Cape Town they cover 155km

of the busiest freeways with the FreewayMonitoring System. “We have a bird’s eyeview of what is happening on our free-ways, and there is a call to action.“With the use of more than 230 CCTV

cameras that we operate, we have beencapturing all freeway-related incident da-ta, including incidents involving pedestri-ans.”André Nel, the City of Cape Town’s traf-

fic operations deputy chief, said the issuewith pedestrians on freeways was indeed“a huge challenge”.“Freeways are managed by the provin-

cial department, but from the City’s sideall we can do is enforce the rules. We finda lot of pedestrians and people stopping topick up or drop off pedestrians to and fromwork,” he said.Althoughpedestrian freewaycrossing is

illegal, Nel said they mainly fined motor-ists as theywouldhaveundergonedriver’slicence tests. This was not always the casewith pedestrians, he said. “We have finedpedestrians. But they offer excuses suchasthat it is too dangerous to cross at the pe-destrian bridges over the freeways as theysay theymight be attacked,” Nel said, add-ing if that were the case, there “shouldhave been a large number of cases”.The challenge lay in the ratio of pedestri-

ans to officers. “If you consider the 36 000illegal pedestrians crossing the freewaysand the 250 to 280 traffic officers availableit is a huge challenge,” Nel said.

SAFE ROUTE: While thesepedestrians are opting tocross a road using a walk-way, most still choose cross-ing busy freeways over usinglegal pedestrian footbridg-es, claiming to be attackedon the walkways.

A Lavender Hill family is crying foul af-ter they allegedly received bad servicewhen they called the City of Cape

Town’s emergency number.Lucinda Evans’ ordeal started on Satur-

day 18 October when she placed a call to theemergency call centre number 107 at 09:45.

Evans’ mother had cardiac failure at theirHilary Drive home in Southern Hills.

“When I called the number I waited forfive minutes before an operator answeredmy call. I asked the operator why it took solong before the phones were answered,” shesays.

“We were in desperate need of an ambu-lance to collect mymother and did not knowwhat to do. The operator just toldme the callcentre was busy.”

Evanswas again put on holdwhenher callwas redirected to another operator in an at-tempt to despatch an ambulance to the resi-dence.

“Her cheeky reply was that they are verybusy, then to crown it all I was only connect-ed to the ambulance service at 09:55 afterwaiting almost another five minutes to beconnected to the ambulance service,” shefumes.

“We were panicking because I know if thebrain is without oxygen for longer than fourminutes, you can die. I was not prepared tolose my mother,” she recalls.

Evans confirms the ambulance arrived ather residence at just after 10:00 that day.

“When theambulancearrivedatmyplace,I was still on hold for an operator to confirman ambulance was dispatched. It was a real-ly nerve-wrecking experience,” she adds.

“My question is: how much more traumadoes people living in the community have toendure with this poor ‘emergency servicecentre’ when a public call for an emergencyservice takes up to 15 minutes to respond?Do we really need to wait to die eventuallybefore one can get proper service?” she asks.

Evans says this was not her first bad expe-rience with the call centre.

“During last year I called the emergencynumber to report a domestic case. It alsotook them 15minutes to respond but nobodycame out that day. I am especially worriedbecause people in the informal settlement al-ready receive poor service; they should not

have to struggle with emergency services,”she says.

Mayoral Committee member for Safetyand Security JP Smith says the call centrestrives to answer all calls made to the centrewithin 20 seconds.

“However, dependant on call volumes andstaffing levels, this is not always possible. Inthis particular incident, our system indi-cates that therewere actually two callsmadeby the caller. The first call made was auto-matically answered by our system, but un-fortunately after 112 seconds the caller ter-minated the call and redialled, thus joiningthe back of the ‘queue’ and resulting in a fur-ther delay,” Smith explains.

He adds the overall time elapsed from thefirst call until the ambulance arrived atEvans’ residence was “14 minutes”.

Evans said she asked to speak to a supervi-sor to raise her concerns.

“I was simply told ‘no, we are busy’,” shesays.

Smith says a supervisor is always at thecentre to attend to these type of issues.

“Notwithstanding the fact that the centrewas extremely busy, there is always a super-visor on duty to attend to such operationalissues.

“On receipt of the information from thecaller, she was requested to stay on the lineand then placed on hold while the detail wasrelayed to the provincial Emergency Medi-cal Service. During subsequent discussion,once the caller was returned to the line withthe call-taker, it was noted that an ambu-lance that had apparently been in the vicini-ty, had arrived at the address.

“From the moment that the caller was ini-tially connected to an agent until the ambu-lance arrived at her door, it took less than

10 minutes,” Smith adds.He says callers should always have all the

below required information at hand whencalling the centre.

. Nature of the emergency,

. Exact location of the incident, includinga cross street or landmark,

. And caller details – name and contactnumber.

. Dependant on the type of incident, fur-ther information will be sought from thecaller as applicable, such as the number of

injuries, patient’s name, age, gender andmedical history.

“While the 107 Public Emergency CallCentre does not dispatch or manage re-sponding resources,we endeavour to ensurean efficient response, depending on the situ-ation, from the most appropriate service orservices as may be applicable,” Smith says.V Have you experienced a similar case with the Cityof Cape Town’s emergency call centre? In an attempt to reduce the occurrence ofshack fires, a fire awareness daywas host-ed at Vrygrond Sports Grounds on Satur-

day.The event aimed to educate adults and

children on the dangers of fire.A crowd of more than 400 residents of the

informal settlements attended the event,ready to be educated about how to reactwhen a shack fire occurs.

The initiative was suggested by ErnestFaro and was submitted to the City of Cape

Town. It highlighted the dangers of fires andmotivated why the programme was neededin Vrygrond.

Residents of Seawinds, OvercomeHeights, Vrygrond and Hillview were thetarget groups, as these communities havemany backyard dwellings and wood andiron shacks where shack fires occur.

Pupils from Zerilda and Capricorn prima-ry schools will also benefit from the pro-gramme, as regular follow-ups will be doneat the schools.

Programme co-ordinator and City officialMark Arendse worked alongside Faro tomake the day a success.

Arendse was also instrumental in thetraining of Expanded Public Works Pro-gramme (EPWP) workers, whowere trainedaweek in advance in the leadup to the event.

“We hosted a week of training to EPWPworkers from the area, so that they could of-fer a support service after and on the day ofthe event. The training was successful andwe trust this it will prove fruitful in the fu-ture,” Arendse says.

Residents’ attendance on the day was ex-ceeded their expectations, he adds, whichcan “only be a good thing”.

“We did not advertise the daywith postersor anything to that effect. All we did was

drive around in the areas with amegaphone[encouraging] people to come to the field. Itwas really well attended,” Arendse says.

Thedaywas specificallyhostedduringOc-tober as statistics show shack fires are acommon sight during summer, he ex-plained. “Wewantpeople to bewell preparedduring this time. It benefits them to be in-formed around these issues,” Arendse adds.

The day saw many activities, includingentertainment for youths through sports ac-tivities and jumping castles.

Arendse says they plan to host a follow-upprogramme in December. “We hope morepeople will attend the next event.”

given a new lease on life.This after City of Cape Town officials

Itwas ona site inspection toOvercomeHeights, in the Capricorn area, to see theprogress with the City’s road upgradeand flood intervention measures in thisinformal settlement, whenMamkeli andofficials met Ackers and his wife.

The destitute couple, who are bothsickly, lived in an unsafe makeshiftwooden structure which was so rotten itwas on the verge of collapsing.

The City’s Human Settlements Direc-torate immediately made plans to helpthe Ackers.

They were moved to a new, dry site in

nearby Village Heights and now have asturdy dwelling. The City provided anenhanced emergency kit for the con-struction of their new dwelling, whichwas constructed free of charge by theCity’s service provider MS Davids Con-struction and Demolition.

TheCity’s Electricity ServicesDepart-ment also assisted with the electricityconnection for their new dwelling.

“We have to do everything in our pow-er to provide interim relief to our resi-dents in informal settlements, especiallyto the aged.

“This couple needed our help desper-ately and I thank all of our dedicatedstaff for their assistance and for makingsure we never forget the ‘human’ in hu-man settlements.”

Mamkeli thanked all of the localNGOsand the Ward Councillor Shaun Augustfor their ongoing assistance. “We cannotease the plight of our most vulnerableresidents without support,” he says.

‘Hot shots’ are fired upFire and rescue services are gearing up forsummer, when temperatures and strongwinds promote the spread of blazes.Last summer, firefighters attended to over

5 000 structural and vegetation fires.TheCity of Cape Townhas 900 professional

firefighters who can be called upon formajorincidents.Of these, a minimum of 240 are on duty per

shift and available on a 24-hour basis at the30 fire stations across the city.Thesenumberswill be bolstered by 120 sea-

sonal firefighters who form part of the so-called “hot shot” crews, used primarily tofight vegetation fires.Over 400 hopefuls were put through their

paces in recent months.Applicants needed a Grade 10 certificate,

police clearance, and were required to com-plete numeracy and literacy tests as well asa physical trial which required them to run2.4km in 11 minutes, carry two 20kg drumsfor a distance of 100m and do 30 push-ups andsit-ups in less than a minute each.The first batch of seasonal firefighters will

be on duty from Saturday 1 November andthe second batch from Monday 1 December.Their contracts will run until the end of

April 2015.In addition, 19 reservist firefighters have

Budget cuts, staff shortages, overcrowd-ing and vandalism have resulted in ahousing dilemma across Cape Town.

During a presentation on the mainte-nance of public housing last week, City ofCape Town officials painted a bleak pictureof issues affecting rental stock across themetropole.

Ronald du Plessis, an official from theCity’s Human Settlements Department,said council currently managed 44 100 rent-al units, 11 000 hostel beds and an estimated41 100 informal backyarders.

He explained the department consisted of204 maintenance staff.

This, Du Plessis said, meant for every 216rental units there was only one person em-ployed by the department.

According to the presentation, notenough funds are given for the mainte-nance and upgrading of rental stock.

Du Plessis says the problem is further ex-acerbated by high levels of vandalism.

Human settlements department officialAlida Kotzee said due to staff shortages theywere not able to monitor when repairs areneeded.

She explained for the 2012/2013 financialyear, the City was supposed to receiveR213m from rentals.

Of this amount, R66m was written off toassist those who receive indigent grants.

And of the remaining R147m, only R57mwas recovered.

In the presentation, Kotzee outlined theeffects of vandalism, gangsterism and ille-gal occupation of rental stock as areas ofconcern.

Commenting on upgrades, Kotzee saidmost structures were built between 1940and 1970 and in most cases cannot be up-graded to accommodate new environmen-tally friendly technology.

Councillors questioned what the depart-ment was doing about the illegal spazashops in rental units.

They explained shop owners did not havethe necessary land use permissions and al-leged many were being used as a front forillicit activities.

Kotzee said mayor Patricia de Lille viewsspaza shops as a source of income for fami-lies.

“The safety and security department wasbanned from taking action against shopowners occupying rental stock,” Kotzeesaid. “[De Lille] has put a ban on such ac-tion, except in cases where liquor and drugsare being sold or where firearms are beingkept.”V What are your views on the maintenance of rentalstock? Several points in your article raise con-cern. You’ve been going to MaintenanceCourt for more than 10 years; you updateyour 11-year-old daughter each time you re-

turn from court; and your daughter has “de-cided for herself” that she has no interestin seeing her father.

You’ve no doubt been discussing yourcourt appearances with your daughtersince she was able to speak. Your role is toprotect your child, not to discuss adult mat-

Kidnapperssent to jailThree men have been convicted

for kidnapping and robbery inthe Wynberg Regional Court.

The men, all from Vrygrond, wereconvicted on Tuesday 7 October andeach was sentenced to 15 years im-prisonment.Muizenberg police spokesperson

Captain Stephen Knapp says the menwere accused of a kidnapping androbbery that occurred on Tuesday 24December 2013.

“The victim in the kidnapping – a54-year-old resident of Parklands, Ta-bleView–waspickedupwhilehewashiking in Main Road at 22:00.“On the drive through to Cape

Town City Centre he was robbed ofhis belongings,” Knapp says.According to Knapp, the victim

alerted Cape Town Central police ofthe incident.The suspects were arrested a short

while later.

The new Honda Civic Tourer had me excit-ed about the cross over that we call stationwagons.Now my initial thought that always gets

associated with station wagons is that it’sfor the older generation, hearse, transport-er for creches or something along thoselines.That’s no longer the first thing that goes

through my mind.This is the future of the stationwagon/es-

tate genre.No longer boring and mundane.Honda bought the station wagon/estate

back to life with the Honda Civic Tourer.New life has been breathed into this beauty.This is a phenomenal piece of engineer-

ing, inside and out.Standing in front of the Civic Tourer can

be a little bit deceiving.It has the typical feisty Honda Civic look

from the front, and if you walk to the sideof the car that’s where everything gets in-teresting. There it is, ‘the wagon’.The difference with this wagon is that it

boasts the change we demand when itcomes to cars.We demand new. We demand slim line.

We demand awesome and that’s what Hon-da has delivered.Yes, somepeoplemight disagree, but then

again we can’t all love the same thing.As much as I absolutely love the fact that

Honda took it a step further and set thebenchmark for station wagons, it stillthrows a curve ball at you.You take a step back and look at the Civic

Tourer and think ‘where is the space?’After all, you do buy a station wagon/es-

tate for the space, don’t you?

At first glance it looks like space mightbe limited.It looks like a sedan that had its boot lid

stretched up to form the shape of a hatch-back. What do you do when you have ques-tions? You investigate.As soon as you pop open the trunk all

your questions will be answered. I don’tknow how they managed to do it, but thespace is there and there’s loads of it.After you have composed yourself with

the phenomenal boot space that the HondaCivic Tourer sports, take a step inside thisfuturistic machine.Allowyourself to be transformed to ahap-

py place. Seating a family of five with thegreatest of ease. The luxury trimmings andspecs that you would get in most top of therange cars, Honda hasmade stock standardin the Civic Tourer.The engine is not the biggest of engines,

and the torque and horsepower could beslightly adjusted to give a little bit more un-der the hood for the Civic Tourer. Howeverwith the comfort and practicality you arepresented with you can look past that.You’ll still be sitting on a 1.8F i-VTEC en-

gine rated at 104kW at 6500rpm and 174Nmat 4300rpm.Overall Honda has not only set the bench-

mark high for station wagons, they havegone and reinvented the wheel all together.Setting the bar high enough to make all

its competitorswork really hard to keep up.There are two models in the range. The
