Lleida’s burkha ban outlawed by Supreme Court A supreme Court ruling has abolished the burkha ban in Lleida which has been in force since 2010.The city council had forbidden Muslim women from entering public spaces with their faces completely covered, for safety reasons, but did not forbid them from wearing any other kind of veil, such as a headscarf or niqab.

They said it was to protect the public – since a criminal could easily disguise behind a Burkha before holding up a shop, or if someone had to show their photo identity it could not be properly checked where the woman’s face was covered – and also because they considered it a form of repressing women.An appeal against the city council bye-law was lodged by the Islamic association Watani, although it is not clear whether any women were behind the complaint.

Although a motion was approved in the Senate for Spain as a whole on June 23, 2010 to get the government to ‘regulate’ a ban on complete face-coverings in public areas, to date no law has been passed in this respect.On the same date, the Parliamentary Assembly of the Council of Europe recommended that member State governments did not ban the burkha.They claim it could actually backfire in the bid to abolish oppression of Muslim women, since instead of allowing her to walk the streets without a burkha, it would probably mean that if she was not permitted to wear one, she would not even be allowed out of the house.Now, the Supreme Court says preventing women from wearing burkhas in public is a violation of Article 16 of the Spanish Constitution, which guarantees the right

to free expression of one’s religion, saying that wearing a burkha is a religious matter rather than merely a cultural one imposed in certain countries.

But Lleida’s mayor, Àngel Ros, said upon being notified of the verdict that he did not agree with it since ‘the symbol of the Islamic veil is that of inequality between men and women’.Islamic doctrine states that if a man who is not the woman’s husband or other male relative sees ‘a hair on her head’, she will go to hell, which is why she is expected to wear a scarf.But in very strict Muslim societies, she has to go one step further and wear a gown covering her entire body and a hood which only leaves either a narrow strip to see through or even just two eye-holes covered in netting.If the woman is in the company of other women only, she may take off her burkha or headscarf, but if men are within sight of her, she is expected to wear it.

Unique fifth century well-preserved tombstone lid on show in a Catalan coastal town The Basilica of Santa Maria in the coastal town of Mataró, some 30 km north of Barcelona, is exhibiting an a r c h a e o l o g i c a l treasure: a tombstone lid some more than 1,500 years old. This Early Christian tombstone lid is in one piece and with a cross in relief at the head. It is a unique piece in Spain’s archaeological landscape and one of the most well-preserved in southern Europe. This extraordinary historical piece has been restored and is now on show at the church’s old baptistery.

Its discovery dates back to 1958 during archaeological excavations around the church of Santa Maria. This piece is one of

the first examples of the consolidation of Christianity at a local level after the last Roman period. The cross on the tombstone lid is decorated with the letters of the Greek alphabet T ‘tau’ and P ‘rho’ superimposed which would be a

variant of Christ’s monogram.For years it was exhibited in the lobby of the Museum of Mataró. In 1975 it was transferred to the Museum and Archive of St. Mary and was then placed in the Chapel crypt.Over time, the piece deteriorated and so needed to be restored. Since the end of January, the tombstone lid is exhibited in the Basilica of Santa Maria which makes the piece more visible and more accessible to visitors.

New speed limitsSpain’s Interior Minister and the Director of Trafico have announced new limits which will be put into operation as soon as practical. The decision was arrived at after consultation with the Spanish Victims Association. There were no surprises in store as the Minister had revealed in January of this year that congested roads would be reduced while the “safe” roads such as motorways might see an increase in speed limits.

The question of reducing speeds in rain or fog was not tackled and may be looked at again later in the year.

Pickpocket rings victim to ask for his credit card PIN A man who stole a wallet and then rang the owner to ask for his credit card PIN number has been arrested.

The accused pretended to be from the credit card company, and the account-holder gave his four-digit number over the phone, believing his story.

But the thief had already managed to block the card by typing in the wrong number combination two many times.

According to the Mossos d’Esquadra the victim, from Solsona reported in early December that his wallet containing two credit cards and 200 euros in cash had been stolen.

Law-abiding expats who need to change their driving licence from an English to a Spanish one are going round in circles between Trafico and the DVLA - and its driving them to distraction. It appears that over the last two years the number of licence change-overs that seem to go missing somewhere between the two departments has increased. Many expats have been waiting for the DVLA to return their ‘right to drive’ slips for more than 12 months.

According to recent new licensing laws in Spain, if you are a Spanish resident, on the padrón, living in Spain, drive a car on Spanish plates and have your car insured with a Spanish company or international company based in Spain, Trafico expects you to hold a Spanish Driving Licence. Once you are a Spanish resident it is obligatory to change your licence. However, through no fault of their own more and more people are being trapped between the two systems.

Leah Webster said: “I began the process more than a year ago. Trafico assure me they have faxed the paperwork to the DVLA and even produced a copy of the faxed report. They have sent the documents three times to date, but when I call the DVLA they claim they have never received them. During the months that have passed my photo-card ID has expired. So now I am stuck in no-man’s land. If I visit the UK I can’t drive or

hire a car because my photo card is invalid. If I drive in Spain I could face a fine. Trafico originally issued me with documents to present to the police if I got stopped, but they are over a year old now and it would depend on the individual police officer as to whether this is a problem or not.” Ian Baker of Angel Expat Services, San Miguel, has at least 12 customers with outstanding paperwork.

He has seen what was once a fairly simple process – one visit to Trafico with a Spanish licence being issued in six weeks - evolve into one which can take two or three visits per client and drag on for months. Ian said: “There seems to be no rhyme or reason to the problems some people are experiencing. We recently handled the process for a husband and wife, one permission was sent to Trafico and one was not. The DVLA deny all knowledge of the one set of paperwork yet they were sent at the same time.” For those whose paperwork has fallen through the cracks the situation is frustrating and potentially serious.

No amount of phone calls to the DVLA or visits to Trafico seems to result in a solution to the situation, so where does that leave them legally in terms of being able to drive? And at what point will the fines start to be issued for driving without the correct documentation? There have been 24 recent local cases of roadside fines connected with foreign driving licences resulting in penalties ranging from 200 euros to 600 euros.

Spain launches youth job drive to fight crisisSpain’s government Tuesday announced urgent efforts to help a million young people left jobless by the recession get back to work.Prime Minister Mariano Rajoy unveiled a 3.5 billion-euro ($4.6 billion) plan to boost hiring of young people and help them start businesses.The double recession sparked by the collapse of Spain’s building boom in 2008 has driven the unemployment rate above 55 percent among the under-25s and 26 percent overall.“We intend this to mark a turning point in our joint battle against the crisis and youth unemployment,” Rajoy said, presenting his plan in a speech to business and union leaders.He said the four-year plan aimed to help more than a million unemployed young people.The plan includes reductions in social security payments for the self-employed and for companies hiring workers under 30 and over 45.It invests in training for young people who did not finish high school -- like many who were lured by unskilled work on building

sites during the boom.The plan will also allow job-seekers to claim benefits while carrying out certain freelance activities or to receive their unemployment allowance in one lump payment and invest it in starting a business.Rajoy said his plan would benefit from Spain’s share of a six-million-euro fund launched by the European Union to tackle the bloc’s high youth unemployment rate from 2014-2020.EU figures show that the unemployment rate has climbed to 23.6 percent across the bloc.Rajoy’s conservative government last year launched a series of reforms aimed at lowering Spain’s budget deficit and strengthening its economy in the long run.But his spending cuts and tax rises have hit consumption and sharpened the hardship of Spaniards in the crisis, and unemployment has continued to rise for the time being.Spain’s two leading trade unions, the UGT and CCOO, urged a broader shift in favour of growth-oriented policies.

N-II lorry ban to come into force in AprilHGVs are to be prohibited from using the N-II from April 2nd, which is good news for anyone using that road.

Lorries heavier than 12 tonnes will be required to use the AP7 instead, receiving a discount of between 25 and 50 percent on the tolls due. The lorry ban applies between Maçanet de la Selva and la

Jonquera.

Several fatal accidents have occurred on the N-II, which is heavily used by all sorts of traffic. However, it is mainly single carriageway and not really suited for such a large volume of traffic, particularly containing heavy lorries.

The Spanish Supreme Court validates the Catalan school model based on the principle of linguistic immersionOn Tuesday, the Spanish Supreme Court rejected an appeal presented by one family against the Catalan Supreme Court’s decision adopted in March last year in which it validated Catalonia’s public school model of linguistic immersion. The Spanish Supreme Court has stated that the Catalan Government does not have to change the entire Catalan school model, which has been in place since the early 1980s. However, it has to consider individual petitions from families wanting to school their children in Spanish and make Spanish the language of instruction “in the proportion that the Catalan Government considers to be convenient” in “the school and class in which the offspring of the petitioner is being taught”. This special individual attention has been in place for the last years, included in Catalonia’s Education Law. This year, only 0.024% of the new pupils (12 families out of 50,000) asked for their children being taught in Spanish. The Catalan school model has already been validated twice by the Constitutional Court and it has been praised by UNESCO and the European Commission as one best practice example, fostering equal opportunities, empowering true bilingualism and not creating two separate language communities. It is based on the linguistic immersion principle and Catalan is

the language of instruction. This way, children from Spanish speaking families living in Catalonia get the opportunity to learn Catalan because otherwise they would not be exposed to it. The model has proved its effectiveness for the last three decades, guaranteeing that students are proficient in both Spanish and Catalan by the end of the school period. In fact, results show that Catalan students have the same knowledge of the Spanish language as the rest of their peers throughout Spain and, in some years, they even got higher results than the average. The President of the Catalan Government, Artur Mas, is said to be satisfied with the Spanish Supreme Court’s decision, as “it exactly says” what the Catalan Government and the entire Catalonia were claiming: the Catalan school model must be preserved.

Storms hit Costa Brava closing port of RosesThe port of Roses was closed on Wednesday due to massive waves caused by the storms sweeping a large part of the Costa Brava, while access to the beaches in Lloret de Mar was cut off by police.

Estartit saw seven metre waves, while at l’Escala they were measured at five metres high and four metres in Palamós. Trains were also affected into Barcelona where, on the Maresme coast, the railway runs next to the sea forcing one track to be closed. Inland was also affected, with the rivers Ter and Fluvià in danger of bursting their banks near Girona.

The rain has finally stopped after three

intense days of rainfall but it will take some time for water levels to subside. Hopefully the recent weather will have a positive affect on reservoirs, which have tended in recent years to suffer lower and lower water levels.

Hewlett Packard s’installe à GironaLa crise persiste durement en Catalogne du Sud, mais des signes de regain économique se profilent. Le 15 février, la multinationale Hewlett Packard (HP) a inauguré à Girona un Centre d’Innovation et de Modernisation d’Applications (CIMA) d’envergure européenne. Cette unité, installée au coeur du Parc Scientifique et Technologique de l’Université de la ville, est appelée à devancer la concurrence mondiale dans le domaine des systèmes de communication de demain, par le biais de nouvelles solutions. HP, dont le siège est situé à Palo Alto, en Californie, a choisi Girona pour son dynamisme et sa nouvelle projection du monde, manifestée depuis 2006 par la multiplication des entreprises, aujourd’hui près d’une centaine, au sein de son Parc d’inspiration américaine.Dans un premier temps, le site HP de Girona emploiera 30 personnes, chargées

du développement de logiciels, la recherche globale et le développement d’applications de tous types. Mais les effectifs atteindront “300 ou 400 personnes” d’ici 2016, selon Enrique Solbes, le vice-président de la division Espagne-Portugal du géant de l’informatique fondé en 1939, présent lors de la cérémonie d’installation. A ses côtés, le ministre-conseiller de

l’Entreprise et de l’Emploi du gouvernement catalan, Felip Puig, assurait que l’arrivée d’HP à Girona confirme que “les grandes entreprises misent sur la Catalogne”, territoire ou cette multinationale emploie 3500 personnes. Le maire de Girona, Carles Puigdemont, se félicitait d’un “fait extraordinaire” et la présidente de l’Université, Anna Maria Geli, prévpoyait un fort impact sur la “formation des étudiants” et leurs “débouchés professionnels”. 4 variétés d’oeufs de dinosaures, à 60 km de la CerdagneA une soixantaine de kilomètres de Puigcerdà, le site préhistorique de Coll de Nargó contient quatre variétés différentes d’oeufs de dinosaures, selon une communication de l’Institut Catalan de Paléontologie publiée le 12 mars par le magazine de référence Cretaceous Research. Découvert en 2005, le gisement présent dans ce site fouillé depuis 1985 abrite notamment plusieurs oeufs fossilisés portant le nom de Cairanoolithus, exceptionnels à l’échelle européenne et jamais identifiés dans la péninsule ibérique. Les équipes de chercheurs

mandatées par le gouvernement catalan, dans ce secteur de la région catalane de l’Alt Urgell, portent la datation de cette zone de nidification unique sur une échelle de 67 à 71 millions d’années.Selon les analyses opérées ces derniers mois sur l’intégralité des coquilles d’oeufs répertoriées sur place, dont certaines ont été extraites de strates de terre identiques en âge, la cohabitation parfaitement simultanée de plusieurs sortes de dinosaures devient une certitude, sanctionnée au niveau international. L’ensemble des

découvertes de Coll de Nargó, visible en partie dans un Musée des dinosaures situé à proximité du site, démontre une présence probablement nombreuse de ces animaux dans les Pyrénées catalanes.

Deux dauphins morts d’échouent sur la Costa BravaLa mer a rendu deux corps de dauphins, fin février et début mars à L’Escala et à l’Estartit, sur le littoral de la province de Girona. Le Réseau d’assistance de la faune marine du gouvernement catalan ignore les causes de leurs morts, mais révèle avoir répertorié 50 cétacés sans vie en 2012 sur l’ensemble des côtés catalanes.

Le coup d’Est des 5 et mars sur la côte catalane et languedocienne a provoqué l’échouage de nombreux mollusques et poissons, selon plusieurs relevés à Saint-Cyprien et Portbou, mais le principal signe des dégâts occasionnés sur le milieu marin par cette llevantada est révélé plus au Sud. Les Agents ruraux du gouvernement catalan ont en effet identifié le 8 mars le corps d’un dauphin rendu par la mer à l’Estartit. Ce cétacé a été localisé sur la plage principale de cette localité rattachée à la commune de Torroella de Montgrí, tandis qu’un autre a été retrouvé échoué à l’Escala, fin février. Sans lien avec l’épisode météorologique récent, ce premier dauphin gisait sur l’île Mateua, très

proche de la terre ferme.

Les causes de la mort des deux mammifères restent inconnues, mais ces phénomènes ne sont pas isolés, car, en 2012, le Réseau d’assistance de la faune marine gouvernemental a effectué un relevé de 50 cétacés morts, parmi lesquels figuraient 8 grands dauphins, les moins farouches à la présenc humaine, ainsi que 28 dauphins bleus, 3 dauphins de Risso et un rorqual commun. Ce réseau, chargé de déterminer les causes de mortalité des habitants marins, alimente une base de données destinée à maîtriser les évolutions de la biodiversité marine en Catalogne.

Scandale d’espionnage politique à BarceloneUn vaste scandale d’espionnage politique révèle ses détails depuis lundi 11 février à Barcelone, dans un grand enchevêtrement d’intérêts. Cette affaire a débuté par la révélation de l’existence de l’enregistrement d’une conversation entre la présidente du Partido Popular de Catalogne (PP), Alícia Sánchez Camacho, et Victoria Álvarez, ancienne compagne de Jordi Pujol Ferrussola, fils de l’ancien président du gouvernement catalan, Jordi Pujol, fondateur du parti politique Convergence et Union (CiU). Le commanditaire de ce document réalisé en juillet 2010 dans un restaurant de Barcelone par l’agence de détectives Método 3 serait l’ancien secrétaire de l’organisation du Parti Socialiste de Catalogne (PSC), José Zaragoza, selon le quotidien El Mundo du 12 février. L’obtention d’informations sur le financement de CiU, parti nationaliste catalan majoritaire, semble être l’intention de cet acteur politique adversaire de CiU et du PP.En une semaine, la police espagnole a débusqué 500 dossiers constitués sur

des personnalités politiques, selon des méthodes illégales parfois appliquées pendant plusieurs années. Différentes sources proches de l’enquête précisent que des journalistes, juges et dirigeants économiques ont également été victimes de système, principalement porté sur les partis politiques CiU, PP et PSC. Des interrogations persistent sur l’identité d’autres commanditaires de cet espionnage, qui a notamment visé l’ancien président du gouvernement catalan, José Montilla, l’actuelle vice-présidente, Joana Ortega, l’ancien leader indépendantiste Josep Lluís Carod-Rovira et le haut dirigeant de CiU Felip Puig. La crainte exprimée par le gouvernement espagnol, est une diffusion de ces dossiers sur un mode de type Wikileaks, pouvant déstabiliser l’architecture politique. 23.000 spectateurs du Festival International du Cirque de FigueresLe Festival du Cirque de Figueres, dont la deuxième édition était organisée du 21 au 25 février, a accueilli 23.000 spectateurs venus découvrir des spectacles classiques, des prouesses physiques et des tours de magie, pour la plupart encore jamais vus en Europe. Het ministerie van Ontwikkeling heeft nu aangekondigd de in problemen verkerende tolwegen te redden in samenwerking met Spaanse banken. Het gaat om een injectie van 1,2 miljard euro betaald door die banken. Daarbij financiert de overheid via verschillende constructies met belastinggeld de noodlijdende wegen.

Método3 zou volgens bronnen bij de politie in september 2010 een gesprek tussen Sánchez Camacho en ex-vriendin Maria Victoria Alvarez hebben afgeluisterd. Het detectivebureau had hiertoe een microfoon bevestigd aan de tafel waaraan beide dames zaten te lunchen in restaurant La Camarga in Barcelona.

De ex-vriendin zou Camacho hebben verteld van een reis naar Andorra die ze onlangs had gemaakt met Jordi Pujol junior. De kofferbak zat vol met brie�es van 500 euro die door Pujol in Andorra op een bankrekening werden gestort. De ex wilde aangifte doen van de witwaspraktijken van de jonge Pujol, maar durfde dit niet uit angst voor represailles. Daarom riep ze de hulp van de PP-leidster in. Deze zou op haar beurt de ex-vriendin hebben aangeraden zich te wenden als

beschermde getuige tot het OM.In 2012 werd bekend dat hij de bedrijven van zijn zoons lucratieve contracten zou hebben toegespeeld. De zaak werd onderzocht, maar verder gebeurde er niets tot onlangs de opname opdook.

Ondertussen stond Método 3 er niet zo florissant voor. Onder de ontslagen werknemers die nog op hun geld wachtten, zat ook de beheerder van alle data van het bedrijf. Deze stapte met video- en audio-opnamen en andere documenten naar de politie van Barcelona.

Lange lijsten met cliënten zouden het bureau opdracht hebben gegeven tot het afluisteren van partijleiders, politici, aanklagers, rechters en andere prominente figuren in Catalonië. Een van die opnames betrof de lunch, waaruit zou blijken dat ook Pujol senior zich schuldig zou maken aan witwaspraktijken.

Volgens dezelfde bronnen is het bij de politie afgeleverde materiaal zo omvangrijk, dat er een speciaal team van onderzoekers op is gezet.

Bijna 50.000 handtekeningen tegen entreeprijzen Park Güell in BarcelonaOp de website van Change.org is men een campagne begonnen om handtekeningen te verzamelen tegen de plannen van de gemeente Barcelona om entreegeld te gaan vragen voor het betreden van het openbare stadspark Park Güell.

Vanaf oktober dit jaar moeten bezoekers aan het Park Güell van Antonio Gaudí entreegeld gaan betalen. het platform “Plataforma Defensem el Park Güell” wil dat het park openbaar blijft en verzetten zich tegen elke privatisering van het beroemde en meest bezochte park van Barcelona.

Vanaf deze herfst moeten bezoekers 7 of 8 euro gaan betalen voor een bezoek aan Par Güell. De inwoners van de wijken rondom het park mogen nog steeds gratis naar binnen aangezien het nog steeds om een officieel openbaar stadspark gaat. Daarnaast worden het aantal bezoekers gelimiteerd tot enkele honderden per

uur waardoor het kan voorkomen dat er toeristen zullen zijn die vanwege een overschot aan bezoekers niet naar binnen kunnen.

Volgens het platform gaat het bij deze entreegeld heffing niet om een vorm van bescherming van het park maar meer om het economisch uitbaten van een van Gaudí’s monumenten.

Om mee te doen met deze actie kun je via Change.org je handtekening plaatsen op deze petitie die bij het bereiken van 100.000 handtekeningen aan de burgemeester van Barcelona Xavier Trias uitgereikt zal worden.

TIPS VAN DE DOKTER

HET VOORJAAR KOMT ERAAN, HEERLIJK... BEHALVE BIJ HOOIKOORTSDeze week het eerste echt lekkere weekend gehad, zonnetje, windje, genieten. Daar zijn we allemaal wel aan toe.

Echter met het voorjaar begint ook het hooikoorts seizoen. In Nederland verspreiden in maart de eerste voorjaarsbomen al hun pollen, bijv de els en de hazelaar. Het seizoen in Nederland loopt tot en met september, en dan zijn alle inheemse kruiden grassen en bomen wel langs geweest.

Hier in Spanje groeien gedeeltelijk dezelfde planten en bomen. Gedeeltelijk echter zijn er ook specifiek Mediterrane planten, zoals bijv de mimosa, de olijf en de cypres.

Hier begint het allergieseizoen daarom ook nu al met de pollen van de mimosa.

Klachten van hooikoorts of pollenallergie kun je een beetje onderverdelen naar de plaats waar ze optreden:

neus, jeuk in neus en loopneus,

ogen, jeuk in ogen,

kortademigheid of piepen.Niet iedereen heeft overal last van. Sommige mensen hebben alles, anderen hebben alleen last van hun ogen of neus. Ook zal men bij droog en winderig weer veel meer last hebben dan bij vochtig weer.

Algemene tips tegen hooikoorts

MedicatieEr zijn een aantal medicijnen die gebruikt worden bij hooikoorts. Deze medicijnen zijn afhankelijke van de locatie (alleen de ogen, alleen de neus, of overal inclusief de luchtwegen), en ook van de ernst (milde tot ernstige hooikoortsklachten).

Ze zijn te verdelen in lokale medicijnen als neusspray en oogdruppels met een middel tegen allergie, of met een corticosteroid. Of in bijvoorbeeld tabletvorm of drank, die in feite overal werken.
