REVISION/ADOPTION/ORDERING OF AGENDA 7.1 REVISION/ADOPTION/ORDERING OF AGENDA: November 20, 2013 REVISED – Motion 37 Member (Edward Agundez) moved, Member (Carolyn Twyman) seconded to approve the REVISED motion, “It is recommended that the Board of Trustees approve any revision/adoption/ordering of the Agenda of the Regular Meeting of the Perris Union High School District Board of Trustees for November 30, 2013, by moving Consent Calendar item 11.7 – Personnel: New Job Description – Educationally Related Mental Health Services Counselor; and Consent Calendar item 11.8 – Personnel: New Job Description – Professional Development Technician to the Action portion of the Agenda.” Upon a roll call vote being taken, the vote was: Aye: 5, Nay: 0. ORAL REPORTS

8.1 Report Out of Closed Session There was no report out of Closed Session. 8.2 District Update by the Superintendent

The Superintendent announced that last week Dr. Robert Cooley passed away. Dr. Cooley had given over 25 years of service to the District in a variety of capacities; as a teacher and member of the Board of Trustees. His passing is not only a loss for the community but also a personal loss to the District. Dr. Greenberg expressed his condolences to Trustee Cooley on behalf of the District.

In December, the California School Boards Association (CSBA) will be having their annual conference in San Diego. CSBA has established a program called the Golden Bell Award which honors the best educational programs in the State of California. Dr. Greenberg announced that the District was recently informed that the Agriculture Program at Perris High School had been selected as a Golden Bell winner. The award will be presented at a luncheon on December 7, 2013.

8.2 District Update by the Superintendent (cont.)

A college fair was held recently at Heritage High School which included 58 colleges, branches of the military, and other agencies. Dr. Greenberg read a letter from Audrey Smith, Career Center Technician, in which she thanked all those who participated and helped make the event a success.

On October 26th the Paloma Valley High School Wildcat Brigade, Color Guard, and Percussion team won Sweepstakes at an event held at Fontana High School.

A Pay-it-Forward-Award program was started at Heritage High School and then was brought to Paloma Valley High School when Mr. Don Williamson promoted there as Principal. The program is for both teachers and classified employees who go over and beyond their regular assignments to help improve student achievement. Most recently the award went to teacher, Dr. Dottie Peters, who then in turn passed the award on to teacher, Mr. Tom Vangeison. Dr. Greenberg congratulated those teachers for their commitment to excellence in education.

This past Saturday the second annual Girls Day Out event, which is sponsored by the Soroptimist Club, was held at Pinacate Middle School. Over 200 young ladies participated in this activity to make it a great success.

Heritage High School recently held a college application submission night where students were provided assistance in completing and submitting applications for college. Several applications were sent forward to the colleges that evening.

The City of Perris’ 25th Annual Christmas Parade will be held on December 14th at 10:00 a.m. beginning on “D” Street. The Grand Marshall this year is Cheryl Ziska, an employee at the California Military Institute.

Trustee Hulstrom announced that former Perris High School student, Maylana Martin, was recently inducted into the UCLA Athletic Hall of Fame. Maylana attended UCLA and later was drafted to play in the WNBA. Unfortunately, she was injured but subsequently became an assistant basketball coach at Pepperdine University.

The Superintendent announced that on January 8th beginning at 9:00 a.m. there will be a Special Study Session held in order for the Board to be updated on upcoming Facilities projects in the District.

ORAL REPORTS (cont.) 8.3 STUDENT REPRESENTATIVES TO THE BOARD OF TRUSTEES The Student Representatives from the school sites presented their reports to the Board of Trustees on the events and activities for each respective school site: Heritage High School student representative - Melissa Quijada; Paloma Valley High School student representative - Robert Halverson; Perris High School student representatives - Jannet Nunez and Meliza Vazquez; Pinacate Middle School student representative - Hannah Sever; Perris Lake High School student representatives - Desiree Lopez and Marilu Mijares; The Academy student representative - Greg James; and CMI student representative - Cadet Corporal Peter Cortez. 8.4 PSEA President Paul Clay Mr. Clay stated he felt the Perris Relationship Council was making progress which in turn has spilled over into the Site Relationship Council groups. Mr. Clay commented that substitute teachers are not given access to District e-mail while in the classroom. He felt this posed a concern since this is the primary way employees are notified of emergencies. He requested that staff look into this issue so a resolution could be made. 8.5 CSEA President Robert Colvin Mr. Colvin expressed condolences to Trustee Cooley on behalf of CSEA. He congratulated all the students, especially those in the audience, for making good use of their Chromebooks! Mr. Colvin then read a prepared statement which focused on CSEA’s goal of obtaining better salaries along with better health and welfare benefits. 8.6 Update: Facilities and Planning - High School No. 4 (Menifee) and New Middle School No. 2 (Perris) Candace Reines, Assistant Superintendent of Business Services and Dr. Fred Good gave a presentation regarding High School #4 and Middle School #2 in relation to timelines and actual locations of the sites (a copy of that report is attached and will be included as part of these minutes). She then introduced the recommended architects for High School #4, John Baker and Rich Nowicki of Baker Nowicki Design Studio and for Middle School #2, Mr. Tom Kruse and Charlene Yarnall of PJHM Architects Incorporated. Ms. Reines reminded the Board that at the January 8th Study Session more details on each of these proposed projects would be discussed.

ORAL REPORTS (cont.) 8.7 Update: Smarter Balanced Assessment Consortium Marcy Savage, Assistant Superintendent of Educational Services introduced Mr. Grant Bennett, Director of Learning and Support Services, and Mr. Charles Tippie, Teacher on Special Assignment who provided an update on the Smarter Balanced Assessment Consortium (SBAC), especially as it relates to comparing the District’s students to other students throughout the nation. A copy of their presentation is attached and is included as part of these minutes. 8.8 Presentation: Success 4 U Foundation Marcy Savage, Assistant Superintendent of Educational Services, introduced Dr. Barbara Young who is the founder of Success 4 U, which is a program in the District that assists young ladies, ages 13 and up in building leadership skills and confidence. Dr. Young explained how her program works and shared the successes it has had in building up young women within the City of Perris. 8.9 Presentation: Local Control Funding Formula (LCFF) and Local Control and Accountability Program (LCAP) 101 Superintendent Greenberg explained that the State of California is changing the way Public Schools are funded; i.e. no more Cost of Living Adjustments (COLA) or Revenue Limits. Along with the base amount of funding that all districts receive, districts will now have to develop a Local Control Accountability Plan (LCAP) in order to access the Local Control Funding (LCFF) dollars. This money cannot be used for whatever the District wants rather it must be used for improving student achievement in three groups of students: English learners, students in poverty, and foster children. The District will now have to show evidence, once monies are received, through their accountability plan that students are showing academic improvement. Dr. Greenberg then introduced Marcy Savage, Assistant Superintendent of Educational Services, to explain this process in greater detail. A copy of that presentation is attached and will be included as part of these minutes.

INVITATION TO ADDRESS THE BOARD OF TRUSTEES

Two parents spoke regarding their concerns about their daughter’s I.E.P. at Heritage High School. Both parents were seeking an immediate meeting to discuss their concerns.

A Heritage High School band parent shared her concerns regarding the direction of the current Band Program. The parent reiterated her position that the former Band Director be reinstated.

A member of the CSEA Bargaining Team spoke in support of the statement read by the President of CSEA earlier in the meeting addressing better health and welfare benefits along with salary increases.

The motion PASSED 5 – 0. 11.2 GENERAL FUNCTIONS: Minutes of the Regular Board Meeting for October 16, 2013 The Board of Trustees approved the minutes of the Regular Board Meeting of October 16, 2013. 11.3 GENERAL FUNCTIONS: Annual Organizational Meeting of Governing Board The Board of Trustees established Wednesday, December 11, 2013, at 5:00 p.m., as the date and time to hold the Annual Organizational Meeting. 11.4 GENERAL FUNCTIONS: Ratify the Appointments of Membership to the Riverside County Special Education Local Plan Area/Community Advisory Council for Brian Morris, Director of Special Education, and Cheryl Villalpando, parent of a Perris Union High School District student.

Dr. Greenberg explained the reason this item was on the agenda for Action by the Board was because the Out-of-State Conference request by Trustee Agundez was brought up at the last meeting and was scheduled to return for a vote by the Board at this meeting. However, after further review of District policy, staff learned that is was not necessary for items such as conferences and professional development opportunities for Board Members be voted upon due to the fact that the monies have already been included in the District’s budget. Coordination of all the professional development within the District has become a very important task. Having one individual tackle the organization of the District’s Professional Development will make things much easier, more streamlined, and help alleviate substitute teacher shortages. Ms. Tonya Davis, Director of Human Resources and Jose Rodriguez, Teacher at Perris High School, provided the Board with information regarding the recent formation of a committee to address the morale issues raised by employees in the recent Employee Climate Survey. INFORMATION ITEMS (cont.) 13.6 BUILDING AND GROUNDS: Update Presentation Regarding a Petition to Transfer Territory from the Perris Union High School District and the Menifee Union School District into the Murrieta Valley Unified School District Dr. Greenberg stated the reason this item was before the Board was due to a recent request by a resident of Murrieta, who lives in the Mapleton Development, north of Vista Murrieta High School, which is in the Perris Union High School District, petitioned and obtained the required signatures to move forward in the process to move these two precincts into the Murrieta Valley School District. At this point, the County Superintendent is required to start the process of whether or not this area of our District and the Menifee School District will become part of the Murrieta Valley Unified School District. He further explained that this process is very similar to unification in which 9 criteria must be met before transfer of territory can occur. The first step in the process is holding a Public Hearing, which will take place on December 12, 2013. Dr. Good, the District’s Facilities Consultant was asked to look at the two precincts and give the District a snap shot of what he would recommend in terms of the District’s position on this matter. Dr. Good provided the Board with a detailed explanation of the proposals and how transferring this territory would affect the District. If the Board agrees, Dr. Good will be presenting to the County Committee on School District Organization notating the many troublesome issues the District has with this transfer of territory. Dr. Good mentioned that PUHSD has had very productive discussions with both Menifee Union and Murrieta Valley about why this is not good for PUHSD. He further explained that a technical issue has arisen, in that the property is already in our Community Facilities District and there is currently no legislation available to make that transfer happen. Dr. Greenberg mentioned that Murrieta Valley was taking a neutral stand on the issue and it is anticipated that Menifee Union will have the same perspective as PUHSD. Consensus was reached that Dr. Good and Dr. Greenberg would attend the two Public Hearing meetings held on December 12, 2013, one at Vista Murrieta High School and one at Menifee Union School District expressing the Districts stance on this issue; that PUHSD is not in favor of the transfer of territory and the reasoning behind that stance. 13.7 BUILDING AND GROUNDS: Update Presentation Regarding a Request to Transfer Territory from the Murrieta Valley Unified School District into the Perris Union High School District and the Menifee Union School District Candace Reines, Assistant Superintendent of Business Services reminded the Board that this item will be brought back to the Board under Resolution at the next Board Meeting in order to transfer this development into the Perris Union High School District.
