    Sub:- WLL BSNL telephone connection in different important palces as mentioned below:

    1. BTG Control Room (U#1 & 2)- 1 set2. DM Plant (Control /PLC Room)- 1 set3. CWPT ( PLC Control Room)- 1 set

    In these three places each 1 no. WLL BSNL Phone is urgently required.

    For Control Room- It is essential for connecting DM Plant & CWPT Control room.

    For DM Plant- Hazardous materials like Conc. Hydro Chloric Acid, Caustic Soda

    Lye is unloaded through pump and it is used for different works. Hence, it is

    essential for placing a WLL BSNL Phone in Control Room.For CWPT- CWPT& RWPH area is located in isolated area. Chlorination plant is there.

    Number of Chlorine cylinders is stayed here , hence, it is essential for placing a WLL

    BSNL Phone in this area i.e. in PLC Control room of CWPT.

    Sub : Administrative approval for procurement of 100 MT of

    Hydro Chloric Acid for MTPS Phase-II.

    M/s L & T has supplied about 28.5 MT of hydrochloric acid for

    commissioning of DM plant. Out of which 12 MT of hydrochloric acid has been consumed to

    produce 7000 M3

    DM water. Balance 16.5 MT of acid will meet up our requirement for

    production of about 20000M3

    DM water. Our requirement of DM water is about 22000M3

    per unit e. g. EDTA cleaning of Boiler, steam blowing for different pipe lines, steam

    dumping, Rolling of steam turbine and various consequent activities like Coal

    synchronization & Oil synchronization of U# 7 & 8 vis-a-vis stabilization of the units.

    Apprehending exigency situation likely to surface during initial operation of units, it will be

    a safer proposition to procure 100MT of acid to combat the condition like contamination,

    leakages etc., so that delay on account of availability of DM water is avoided. It is feltessential to procure 100 MT of acid in 6 consignments (15 to 18 MT of each consignment).

    Total cost involvement will be Rs.3,99,500.00 (Rupees three lac ninety nine

    thousand and five hundred) only as per the budgetary offer received from M/s Standard

    products Pvt. Ltd., Kolkata, who is DVC authorized vendor. Budget provision exists in BE

    2010-11 under the head Capital Budget. Since there is no budget for (O & M), the

    procurement is proposed under Capital Budget. Administrative approval for procurement of

    100 MT acid through LTE among the following vendors may kindly be accorded.

    Sub : Administrative approval for procurement of 100 MT of

    Caustic Soda Lye for MTPS Phase-II.

    M/s L & T has supplied about 14.5 MT of Caustic soda Lye for

    commissioning of DM plant. Out of which 5 MT of Caustic has been consumed to produce

    7000 M3

    DM water. Balance 7.5 MT of acid will meet up our requirement for production of

    about 20000M3

    DM water. Our requirement of DM water is about 22000M3per unit e. g.

    EDTA cleaning of Boiler, steam blowing for different pipe lines, steam dumping, Rolling of

    steam turbine and various consequent activities like Coal synchronization & Oil

    synchronization of U# 7 & 8 vis-a-vis stabilization of the units. Apprehending exigency

    thousand seven hundred and fifty) only as per the budgetary offer received from M/s

    in BE 2010-11 under the head Capital Budget. Since there is no budget for (O & M), the

    Sub: -Administrative approval for procurement of 25MT Caustic Soda Lye asrepeat order basis (50%) for DM Plant.

    Ref:- Our P.O. No. MT/CE (Const.)/Chem lab/ phase-II/KC/32 dt. 24.06.2010

    Present stock of Caustic Soda Lye is 18 MT. With this stock of Caustic it is

    possible to cater the demand of U#7&8 for 30 days only. The total supply of materials

    against last P.O has already been received. A fresh proposal vide No. MT/CE(Const.)/Chem

    Lab Ph-II/KC/113 dated 26.09.10 for procurement of 60 MT Caustic Soda Lye on LTE basis

    has been initiated which is in process in technical section. It will take some more time to

    finalize the contract.U#1 is under stabilization and U#2 is likely to be oil synchronized in the

    month of October. As such huge quantity of DM water will be required to keep thecommissioning activities unabated. Caustic soda lye is required for production of DM water.

    In view of the above circumstances and considering procurement lead time

    it is felt essential to procure 25MT of Caustic Soda Lye by placing a repeat P.O. on M/s

    Shakambari Enterprise (India) Pvt. Ltd. against P.O. No. MT/ CE (Const.)/Chem lab/ phase-

    II/KC/32 dt.24.06.2010 which will meet our requirement of another 45 days. Against our

    verbal query the party has agreed to supply 25 MT of the Caustic Soda Lye at the same rate,

    terms and condition. The party has also confirmed that there is no downward trend in the

    price of the Caustic Soda Lye. By this time it is expected that the new contract /P.O. will be

    finalized. It may be noted that the original P.O. was finalized through LTE.Total cost for 25

    MT Caustic Soda Lye will be Rs.5,72,500.00 (Rupees five lac seventy two thousands and fivehundred) only. Budget provision exists at Sl.No.11 under the head Non EPC vide sanction

    order No. EDCON/Mech/MTPS Ph-II/810 dated 03.12.2009.

    Hence, it is proposed to arrange for administrative approval from the

    competent authority for procurement of 25 MT of Caustic Soda Lye at the same rate, terms

    & conditions of the above referred P.O.

    In view of the essential requirement of caustic for DM water production as stated above,

    the subject procurement on repeat order basis is hereby recommended. The proposal

    Sub: Administrative approval for procurement of 1 no. Godrej make acid alkali proof

    table for DM Plant Laboratory for MTPS Ph-II.

    DM Plant of MTPS Ph-II has been running since 14.01.10 on regular basis to

    meet up huge requirement of DM water in view of commissioning activities of U# 1& 2,

    MTPS Ph-II. Testing of different water samples on routine basis is essential for production of

    quality DM water and to conduct chemical testing with the help of basic equipments, an

    acid alkali proof testing table is required.

    As such, it is proposed to procure a laboratory testing table Godrej Make (Picture

    enclosed). It will not be out of place to mention that Source Standardization for Godrej

    make furniture in DVC exists vide office order No.CMM/Genl./1813 dated 16.12.09. The said

    SS may please be extended for the purpose of Lab. testing table as stated above.Total estimated cost involvement will be Rs.2,49,398.00 (Rupees two lakh forty

    nine thousand three hundred and ninety eight) only as per the price received from M/s

    Godrej Company. Budget provision exists at Sl.No.11 under the head Non EPC vide sanction

    order No. EDCON/Mech/MTPS Ph-II/810 dated 03.12.2009. Administrative approval for

    procurement of the above mentioned furniture from M/s Godrej Co. Ltd. on source

    standardization basis may kindly be accorded.

    Sub: Proposal for procurement of a) 1 no. Portable pH meter, 1 no.

    Portable Conductivity meter, 1 no. Portable Turbidity meter

    and 1 no. Portable Silica analyzer on urgent basis for ChemicalLaboratory, DSTPS U#1&2

    DSTPS U#1& 2 Chemical Laboratory is now in commissioning stage and no

    basic instrument is available in the laboratory till now. An order was placed on M/s BHEL

    for supply of some instruments, but no instrument has been supplied till date, which even if

    supplied by M/s BHEL, still would not suffice our requirement. We are in need of portable

    type instruments to be used at site and in different locations like CWPT, DMPT, DM Plant,

    Boiler & Main Steam sample floor instead of within the Laboratory floor. The said

    instruments does not come within the purview of M/s BHEL's scope of supply. DMPT & DM

    Plant commissioning is completed and PG test is to be done very soon. EDTA cleaning andsteam blowing has been completed successfully. We have managed the situation for testing

    during all the activities as mentioned above with the help of our DTPS Chemical Laboratory

    &MTPS Chemical Laboratory (Phase-I&II ). Steam dumping, Oil Synchronization and coal

    synchronization are the next activities coming up very soon. In 500MW unit steam quality is

    to be maintained stringently within the stipulated parameter. So, water conditioning & DM

    Plant monitoring is very much essential to get requisite parameter in the boiler water &

    steam cycle.

    For monitoring this type of parameters sophisticated instrument as

    mentioned above are very much essential. The existing O & M plant of MTPS Ph-I&II

    (Chemical laboratory) possesses instruments like pH & Conductivity meter (Portable) of M/s

    Merck (India) Ltd. make and have shown proven performance over a period of 8 (Eight)

    years approximately. Since such type of instruments is normally procured as one time

    measure having a life of 10 years. Hence, it is not desirable to go for experimenting with a

    different make.

    Considering above it is proposed to source standarised on M/s Merck(India)

    Ltd. for this instruments only for a period of 2 to 3 years. Total cost involvement was

    Rs.367000.00 (Rupees three lac sixty seven thousand) only as per budgetary offer submitted

    by M/s Merck India Ltd. Since there is no budget for (O & M), the procurement is proposed

    under Capital Budget.

    Hence, it is requested to accord administrative approval of the competent

    authority for procurement of 1 no. Portable pH meter, 1 no. portable Conductivity meter,1 no. portable turbidity meter & 1 no. portable silica analyzer on single source basis.

    Sub: Proposal for procurement of 1 no. portable Dissolved

    Oxygen Analyser on urgent basis for Chemica Laboratory,MTPS Ph-II

    MTPS Phase-II Chemical Laboratory is now in commissioning stage and no basic

    instrument is available in the laboratory till now for measuring ppb level dissolved oxygen in

    primary water circuit of Generator.

    An order was placed on M/s BHEL for supply of some instruments, but no instrument has

    been supplied till date, which even if supplied by M/s BHEL, still would not suffice our

    requirement for these purpose as this instrument does not come within the purview of M/s

    BHEL's scope of supply .We are in need of portable type instruments for measuring Dissolve

    Oxygen in Primary Water Circuit as and when required in the spot. We have managed thesituation for measuring dissolve oxygen with the help of our existing Chemical Laboratory

    (Phase-I), but it is very tough to measure day to day basis .Coal synchronization are the next

    activities coming up very soon. Also it is very important that we have to measure Dissolve

    Oxygen in dfferent locations as in Economiser Inlet, Hot well and in many other points.

    For monitoring this type of parameters sophisticated instrument as mentioned

    above are very much essential. The existing O & M plant of MTPS (Chemical laboratory)

    possesses instruments like Dissolved Oxygen meter (Portable) of M/s Hach Company make

    and have shown proven performance over a period of 3 (Three) years approximately. Since

    such type of instruments is normally procured as one time measure having a life of 10 years

    then, it is not desirable to go for experimenting with a different make.

    Considering above it is proposed to source standarised on M/s Hach Company for

    this instruments only for a period of 2 to 3 years. Total cost involvement was about

    Rs.7,00,000.00 (Rupees seven lac) only as per budgetary offer submitted by M/s Hach

    Company. Since there is no budget for (O & M), the procurement is proposed under Capital

    Budget section NON EPC Sl.No.6 in Contigency expenditure vide sanction order No. EDCON/

    Mech/MTPS Ph-II/810 dated 03.12.2009.

    Hence, it is requested to accord administrative approval of the competent

    authority for procurement of 1 no. portable Dissolved Oxygen Analyser on urgent basis for

    Chemica Laboratory, MTPS Phase-II.

    Sub:- Status of Heavy chemical procurement for use in Water Treatment & DM Plant.

    Ref: 1. Contractual Clause no. of M/s L&T and DVC(Clause No.2.08.03)

    2.Letters issued by SE(M), Commissioning regarding supply of Chemical

    by M/s L&T till PGTR.

    3. Letter of M/s L&T in this regard

    a) DM Plant of MTPS Ph-II has been producing DM water since 14.01.10 for different

    commissioning activities and till date about 30000M3

    of DM water produced.

    b) Commissioning wing has pointed out defficienciy mentioned in PWS package regading

    erection as well as operation of plant.

    c) Vide ref. 2 commissiong wing has separately pointed out to M/s L&T to continue supply

    of chemicals till PG test, which has not evoked any positive response and M/s L&T hasreplied in that line vide ref: 3.

    d) Successful PGTR could not be carried out as M/s L&T has not commissioned the system in

    totality and the deficiencies were brought to their notice vide MOM dated 23.06.10 , which

    are yet to be rectified fully. DVC has further communicated to M/s L&T that onus for not

    conducting successful PGTR lies solely on M/s L&T and as per contaractual clause they are

    bound to supply chemicals till successful PGTR, failing which DVC will be compelled to

    deduct the cost of chemicals incurred by DVC till PGTR.

    e) Since continuity of all the plant activities related to commissioning/ oil

    synchronisation/coal synchronisation of U# 1 and other commissioning activities like hydro-

    test/Leakage test etc. for U# 2 are dependent on supply of DM water, CW water.Apprehending disruption of all the above activities under letter ref. No.(3) DVC has already

    initiated procurement action for chemicals and placed 3 nos. of Purchase Orders for Alum,

    Acid & Caustic.

    At this point of tune when orders which have already been executed their payments are to

    be made, as objections are being issued by the accounts department regarding payment

    orders Vis-a-Vis contractual clause ref: 1.

    In view of the above your goodself is requested to provide kind guidelines of the subject so

    that fate of the existing P.O.,s are not jeoparadised nor it invites criticism. This notesheet is

    initiated in view of the fact that delay in procurement / supply of chemicals can hault the

    plant activities leading to delay in proposed synchronisation and other commissioning

    activities, causing loss of generation.

    Sub: Maintainence work of DM Plant till PGTR

    It is being observed that a number of problems are being faced by Lab personel in

    running the plant on daily basis which requires tit bit maintenance work. As PGTR has not

    been conducted till date DVC cannot conduct any maintenance work and thus it is solely

    responsibilities of M/s L&T to attend the day to day troubles, so that disruption in work can

    be avoided till PGTR.

    In view of the above M/s L&T may be requested to arrange for rectifications of the

    problems at the earlieast by using the agencies under their control, including attending day

    to day trouble.

    This may please be treated as most urgent.

    Sub:- Budget Provision for purchase of Instruments in Chemical laboratory MTPS Ph-II

    vide P.O. No. MT/CE(Const.)/Chem lab/Ph-II/KC/31 dated 21.06.10.

    Furniture, Instruments, Reagents, Glass Wares etc. that are proposed to be

    procured for setting up of the Chemical Laboratory in MTPS Ph-II. It is underlined that the

    equipments proposed are not covered in the scope of supply of M/s BHEL. As O&M wing has

    not been formally constituted so the Budget provision for O&M has not yet been made thusthe payment of the above referred P.O. may be made in Capital Head, NON EPC Budget

    vide sanction order no. EDCON/Mech/MTPS Ph-II/810 dated 03.12.2009 vide Sl.No.6 in the

    head Contingency.

    Thus it stands and simply clarified that the purchase will not face any problems as

    regard to payment.

    Sub:- On-line Chemical Treatment of CW system for U#1 & 2, MTPS Ph-II

    The following points for your information regarding on-line Chemical

    Treatment of CW system:

    1. The pH of input Raw Water for MTPS Ph-II is around 8.5 and it is notpossible to reduce the ph of CW Make Up water( around 7.6-7.8) only

    with alum dosing

    2. There is a provision for on-line Chemical Treatment along with Aciddosing of CW water and the work order lies with M/s Ion Exchange(I0Ltd.(order copy enclosed, order awarded by M/s BHEL) but nothing has

    been intiated by either M/s BHEL or M/s Ion Exchange.

    3. On the above context it is our suggestion from the Chemistry side thatwithout proper Chemical Treatment and acid dosing, CW system should

    not run, as it will have a tremendous negative Impact on condenser

    tubes in future.

    It is our past experience from U# 4 of MTPS Ph-I, the negative

    impact of condenser tubes occurs due to the situation as mentioned

    above.4. It is hereby requested to consider the above points prior to put service

    CW system.

    Sub: For smooth running of CWPT, CW Pump House, CWPT, RW Pump House

    As DMPT is exclusively for DM Plant, so,to maintain good quality of

    DM Feed water it is essential to introduce a ARC/AMC of DMPT on urgent

    basis, as we are facing very much problem to run DM Plant smoothly. Proper

    dosing of alum and other chemicals is not possible by us for inadequatemanning of MTPS Ph-II Laboratory.

    Hence, it is requested to give permission for engagement of an

    outside agency who has credential to perform this type of job on urgent basis

    vide DFP 5.5 (i) for 3 months from 01.09.10 and later on the work can be given

    through LTE basis.

    Sub :- Administrative approval for procurement of 2000Kg of

    Hydrazine Hydrate-80%, conforming to IS: 12086(1987)Hydrazine Hydrate-80% is used as a oxygen scavenger for maintaining the good

    health of Boiler. Present stock of Hydrazine Hydrate-80% is Nil. Presently M/s BHEL has

    been supplying hydrazine hydrate for commissioning of the units. COD of U#1 MTPS Ph-II is

    expected shortly. So, after COD there is a daily requirement of Hydrazine Hydrate for

    keeping good health of the boiler. Hence, it is proposed to procure 2000Kg. of Hydrazine

    Hydrate which will cater the requirement of approximately 1(One) year.The strength & thequality of the said chemical will not deteriorate during the period of 1(One) year. Total cost

    involvement will be around Rs.2,43,000.00 (Rupees two lac forty three thousand) only. Price

    has been evaluated on the basis of price from the last P.O. dated 17.07.09 of MTPS Ph-I.

    Therefore, it is proposed to arrange for obtaining administrative approval from

    the competent authority for procurement of 2000Kg Hydrazine Hydrate-80% through LTE

    basis among the following bidders. Budget provision exists in NON EPC Sl.No.6 in

    Contingency expenditure vide sanction order No. EDCON/ Mech/MTPS Ph-II/810 dated

    03.12.2009.

    Liquor ammonia is used for chemical conditioning of boiler water. Present stock

    of Liquor ammonia is Nil. Presently M/s BHEL has been supplying Liquor ammonia during

    commissioning of the units. COD of U#1 MTPS Ph-II is expected shortly. So, after COD, there

    is a daily requirement of Liquor ammonia for keeping good health of the boiler. Hence, it is

    proposed to procure 2000 lt Liquor ammonia which will cater the requirement of

    approximately 1(One) year. The strength & the quality of the said chemical will not

    deteriorate during the period of 1(One) year. Total cost involvement will be around

    Rs.30,000.00 (Rupees thirty thousand) only. Price has been evaluated on the basis of pricefrom the last P.O. dated 09.11.09 of MTPS Ph-I.

    Sub: Proposal for procurement of 1 no. portable Coulumetric KF tritrator/

    Titroline KF Tritrator on urgent basis for Chemica Laboratory, MTPS Ph-II

    MTPS Phase-II Chemical Laboratory is now in commissioning stage and no basic

    instrument is available in the laboratory till now for measuring low level moisture content in

    different oil samples which is very essential to measure frequently.

    An order was placed on M/s BHEL for supply of some instruments, but 3 (Three)

    instruments have been supplied till date against the ordered quantity, rest which even if

    supplied by M/s BHEL, still would not suffice our requirement for these purpose as this

    instrument does not come within the purview of M/s BHEL's scope of supply .We have

    managed the situation for measuring low moisture content in oil sample with the help of

    our existing Chemical Laboratory (Phase-I), but it is very tough to measure day to day basis.Continuous running of the unit is the next activities coming up very soon.

    For monitoring this type of parameters sophisticated instrument as mentioned

    above are very much essential. The existing O & M plant of MTPS (Chemical laboratory)

    possesses instruments like this have shown proven performance over a period of 3 (Three)

    years approximately. M/s NTPC Sripath was purchased this instrument from M/s Merck

    Specialities Pvt Ltd vide P.O. No. 4200032000-M26-10-09 dated 12.01.2010 (P.O. copy

    enclosed). Since such type of instruments is normally procured as one time measure having

    a life of 7 years then, it is not desirable to go for experimenting with a different make.

    Considering above it is proposed to source standarised on M/s s Merck Specialities

    Pvt Ltd for this instruments only for a period of 2 to 3 years. Total cost involvement was

    about Rs.4,10, 000/- (Rupees four lac ten thousand) only as per budgetary offer submitted

    by M/s Merck . Since there is no budget for (O & M), the procurement is proposed under

    NON EPC Sl.No.6 in Contigency budget expenditure vide sanction order No. EDCON/

    Mech/MTPS Ph-II/810 dated 03.12.2009.

    Sub:-Administrative approval for engaging an outside agency for carrying outmiscellaneous chemical laboratory works on rate Contract basis.

    Chemical Laboratory, MTPS Ph-II has been functioning since 14.01.10. The jobs

    associated with DM Plant are being carried out by the contractors worker. PGTR of DM Plant has

    been carried out. Now the contractor is gradually withdrawing their work force deployed. The

    existing departmental work force is inadequate for carrying out total laboratory works. So

    outsourcing of the following jobs of Chemical Laboratory MTPS Ph-II has become necessary:

    1. Round the clock (Including Sunday and holiday) collection of different water,Steam & Coal samples.

    2. Preparation of Coal samples round the clock (Including Sunday & Holiday).3. Preparation of conditioning Chemicals for Boiler & Feed water round the

    Clock(Including Sunday & Holiday)

    4. Collection of Fly Ash & Bottom Ash samples(Including Sunday and Holiday)5. Dosing of Sodium Hypo Chlorite in CW system as and when required.6. Different type of Laboratory miscellaneous work.

    It is therefore, felt necessary to engage an external agency for doing these jobs on RC basis

    through LTE for 4 (Four) months with a provision of extension for another 4 (Four) months at the

    same rate, terms and conditions. The total estimated cost will be Rs.2, 11,560.00 (Rupees two Lac

    eleven thousand five hundred and sixty)) only as per Technical Estimate for 4(four) months.

    Necessary administrative approval to engage an outside agency for the above jobs may

    kindly be accorded. Budget provision for the said expenditure exists against Sl. No. 6 of

    contingency on Non EPC cost under non EPC budget of MTPS Ph-II vide CE (GPE)s

    letter no. EDCON/MONIT/AP&B/164 Dt 15-07-10 till the proposed budget under

    chargeable head of RE:10-11 and BE: 11-12 can be utilised after its approval andCOD of the units .

    The present space provided for Chemical Laboratory, MTPS Ph-II isonly 10mtr. X 10 mtr as per drawing.

    In this space 1 no. room for use of Sr. Chemist in charge, and the

    balance space is proposed to be used as follows:

    a) 1 no. room for housing instruments like 2 nos. pH meter, 2 nos.

    conductivity meter,1 no. balance, 2 nos. turbidity meter, 1 no. jar test

    apparatus and different water testing apparatus will be placed.

    b) 1 no. room for lab testing. These can be made functional after

    erection of partition wall.

    No further space is presently available but for conducting tests asdetailed bellow the following are the requirements.

    1) For Coal testing purpose 1 room (16 ft. X 20 Ft.) is required housing

    TGA, CV apparatus & its accessories.

    2) 1 room (20ft. X 30 ft.) is required for preparation of coal samples

    housing 2 nos. Coffee mill, 2 nos. Raymond Mill, 2 Nos. HGI apparatus, 2 Nos.

    Shieveshakers, 1 No. weight machine, 1 no. balance and free space 10ft. X 8 ft.

    is required for sample preparation and Total Moisture rack placement.

    3) 1 no. room (20ft. X 15ft.) is required for purpose of oil testing purpose

    which will house 2 nos. oil centrifuges, 2 nos kinematic viscosity meter, 1 no.Karl fisher low moisture apparatus to be installed.

    Thus, it is felt essential that extra space for the laboratory is very much

    required and space adjacent to the same (shown in the enclosed drawing)

    towards road which is available may kindly be allocated to the laboratory and

    necessary brick wall/partition wall and working rack may be erected so that

    the whole of the laboratory can function in a cohesive way adjacent to the

    power house.

    on31.12.08 respectively. Total nos of Alum slab transported will be around 90,000(Ninety thousand) in a year,

    total no. of Alum solution to be prepared 3000(Three thousand)in a year , Total no. of Alkali solution to be

    prepare is about 200(Two hundred) tanks for U#1,2&3 DM Plant with 30 bags caustic in each tank & 250(Two

    hundred fifty) tanks for U# 5 & 6 DM Plant with 5 bags caustic in each tank. Total no. of alum slab to be lifted

    manually in aerator is about 25,500(Twenty five thousand five hundred)in a year. In other side 120 nos alum

    tank to be cleaned in a year for smooth alum feeding, 1100 bags bleaching solution to be prepared in a year

    (1Bag per shift in U#1,2&3 ) and Bleaching tank to be cleaned in every week for better quality of Drinking

    Water. After preparation of Caustic solution in each DM Plant and Bleaching solution in U# 1,2&3 Water

    Treatment Plant all the empty bags to be kept in a well. The well has to be constructed by cutting earth by

    the party. It will be responsibility of the contractor that no empty bags should be found nearest to the both

    DM Plant & Water Treatment Plant. The location of the well with size (length-5ft.,breadth-5ft. & height-6ft.)

    will be selected by the officers in charge of the job. Total work may be done by engaging an outside agency

    due to non-availability of adequate infrastructure.Departmental Technical estimate along with scope of work is enclosed and approximate annual cost

    involvement for the above work comes around Rs.5,74,124.00(Rupees Five Lac seventy Four Thousand One

    Hundred Twenty Four) only.

    Budget provision exists under chargeable expenditure has been kept in RE 08-09 and BE 09-10. Necessary

    commissioning of the same will take around 6(Six) months time as communicated by

    Chlorination and subsequent severe growth of algae and fungi along with micro-organism

    in the condenser tubes of both the units resulting fall in condenser vacuum dozing of

    Sodium Hypo Chlorite is essentially required without any termination. Present moving

    average has increased from the moving average furnished in the BUS as this is procured 1st

    time in the month of November2008. Quantity in excess than moving average may kindly

    be recommended for approval of the competent authority. Hence it is proposed to procure

    48MT of sodium hypo chlorite to be consumed in next 6(Six) months on LTE basis among the

    Sub : Administrative approval for procurement of Inhibited Sulphamic

    Acid to be used for on-line condenser cleaning of unit #4,MTPS.

    Unit # 4 is running with high differential pressure of cooling water of condenser.

    Back pressure of condenser is 0.13kg/cm2

    at full load. The value is high with respect to this

    winter season. We have physically checked the condition of condenser tubes along with the

    maintenance people during last shut down of the unit. The scale thickness was found to be

    about 1.0 mm particularly in the upper part of the condenser. But there was no appreciable

    scale in the lower half of the condenser. In the coming summer, back pressure is expected to

    reach the limiting value for which load of unit #4 may be affected. In this situation, it is

    preferable to go for off-load acid cleaning of condenser tubes which are deposited with

    some scales. Since, there is no programme of long shut down of the unit in near future it isnot possible to go for off-load acid cleaning of this unit which requires about one months

    time for completion. Now, only way left is on-load acid cleaning for which no shut down of

    the unit is required. It will not be out of place to mention that it has already been decided

    in the daily morning meeting on 24.11.08 to go for on-line acid cleaning of condenser

    Hence, it is proposed to go for on-line acid cleaning of condenser tubes using

    Inhibited Sulphamic acid of M/s Dharamsi Morarjee make as it has a proven performance

    of yielding better results in previous occasions on various units of MTPS . In addition to this

    the acid is available in inhibited condition ie homogeneity of acid solution with inhibitor can

    easily be maintained and inhibitor will protect the parent metal from acid corrosion. Total

    materials (Inhibited Sulphamic acid, G.P.Grade) to be required is about 40 MT. Estimated

    price for 40 MT of acid is Rs 20.0 Lacs (Budgetary offer for 40MT of sulphamic acid is

    enclosed ) excluding excise duty & CST.

    Chlorine, Minimum Purity-99.5% for U #1 to 6 of MTPS.

    Present stock of Liquid Chlorine is only 2.7 MT and ordered quantity is 26 MT, It

    will be possible to cater the need of the station with the existing stock for next 3 to 4

    months. The subject item is used for shock-chlorination in CW system to kill algae, fungi

    growth as well as to destroy the micro-organism in CW basin water and also for pre-

    chlorination and post-chlorination of Raw water & Filter paper. Present moving average has

    increased from the moving average furnished in the BUS as for U# 1,2&3 because

    chlorination is presently done on round the clock basis in Unit # 1,2,3 &4. Moreover,

    chlorination plant of U# 5&6 are expected to commissioned shortly. The future consumption

    of U# 5&6 has also been considered while finalising the annual indented quantity. Quantity

    in excess of moving average may kindly be recommended for approval of the competent

    authority. Total expenditure involved is around Rs.9, 90,000.00 (Rupees Nine Lac ninety

    Thousand) only. Price has been evaluated as per last P.O. Budget provision exists in BE 09-

    10 under the head consumable stores.

    Contract of Chlorination Plant of U# 1, 2 & 3 C.W. system and

    U# 1, 2 &3 water treatment plant at MTPS (round the clock).

    Round the clock chlorination is very much essential to arrest

    biological growth as well as to kill micro-organism in the C.W. basin water &

    also in filter water for achieving a high level of plant performance i.e.

    condenser vacuum and as well as filter water for drinking purpose. The

    existing contract for chlorination of CW system & Water Treatment Plant for

    U# 1 to 3 of MTPS is due to expire on 31.07.09. Existing departmental man

    power is inadequate for chlorination in C.W. pump house & Water Treatment

    Plant of U# 1, 2 &3 round the clock. The on-going contract is being executed byM/s Tara Construction Company whose name was recommended by M/s

    BANACO, the OEM & OES of the chlorination plant of U#1,2&3 C.W. Pump

    House. We do not have knowledge of any vendor other than M/s Tara

    Construction Company who can execute the subject job. In view of the above,

    the similar job at Water Treatment Plant has been awarded on them for a

    short period as they are readily available at site, carrying out similar job. Now,

    it is proposed to go for tendering through website for finalizing the fresh

    contract including direct mailing of the enquiry to the known vendor as per

    provision of work and procurement manual as the value of the proposedcontract is well within Rs.25 lacs. In this process, if there is any new capable

    vendor, they can participate also in the bidding fulfilling our Q.R. Total

    estimated cost for the job is Rs.10,46,600.00 (Rupees ten lakh forty six

    thousand six hundred) only.. Budget provision exists in BE 09-10 under the

    head Chargeable Expenditure.

    Round the clock chlorination is very much essential to arrest biological

    growth as well as to kill micro-organism in the drinking water. The existing

    system is to feed bleaching powder round the clock i.e. 3 bags per day (1 bag

    in each shift). But, there was no scope for pre-chlorination which is very much

    essential for the better health of coagulated water& drinking water. A

    proposal was moved through MS-III for Pre & post-chlorination in raw water &

    filter water respectively through chlorinator and a new chlorination plant hasalready been commissioned at water treatment plant on 16.04.09 against the

    above proposal. The said chlorinator has been commissioned successfully by

    M/s Perfect Engineering and they handed over the system. Existing man power

    is inadequate to run for round the clock chlorination in raw water & filter

    water and there is no departmental infrastructure at MTPS for execution of

    the job on continuous basis. M/s Tara construction Company who is presently

    executing a contract for chlorination of C.W. water for U# 1,2&3 since

    01.08.08 may be considered for the above mentioned job as the jobs are

    similar and there is no other party known to us for doing this type ofspecialized job in this zone.

    Hence, it is proposed to arrange for obtaining administrative approval

    from the competent authority for awarding the job on single tender basis to

    M/s Tara Construction Company by inclusion of the subject job on the existing

    contract vide order no.MT/CE-1(O&M)/T-57/OS/RP/2792 dated 30.07.2008. The

    contract will valid up to 31.07.09.Total cost involvement is Rs.61,625.00 (Rupees

    sixty one thousand six hundred twenty five) only for 3(Three) months. Budget

    Sub :-Regarding Analysis report of Drinking Water of MTPS dt. 27.03.09

    Analysis report of drinking water has been done by Dy. Director, Public Health

    Laboratory, Panchet, DVC in monthly basis. There is some deviations shown in the result as

    Residual Chlorine not present in Sl. No.4 & 5 of their result sheet and the above water

    sample is bacteriologically unsatisfactory.Now a days Bleaching Powder dosing was done in Filter water tank through day

    and night, but the feeding is not responding to the end point of our colony and it is

    recorded in Panchet Laboratory results. But within a few days Chlorine gas feeding will be

    started very soon in Filter water tank as post chlorination and in Pearsall flume as Pre

    chlorination.

    Ultimately we hope that after feeding was started the problem in chlorianation

    will be solved and we get Residual chlorine at the farthest point of our Colony.

    (a) We are having proven performance of Inhibited Sulphamic Acid of M/s

    Dharamsi and Morarji Chemical Co. Ltd.make and sulphamic acid of M/s Shree

    Sulphamic Chemicals make. During use of Sree Sulphamic Chemicals make

    sulphamic acid, performance of Inhibitor of Corroban SSP and Nevamine CAP-

    2020 was found satisfactory. Performance of other make sulphamic acid is not

    known to us.

    (b)Considering the thickness of deposited scale (1.0mm) of the upper part

    condenser tube of U # 4, the weight of the scale in terms of the CaCO3 would

    be about 11.30 MT. Theoretically about 20.34 MT Sulphamic acid would be

    required to remove the said amount of scale and for emergency (Leakage

    development during operation and some other reasons) 20% of the total acid

    quantity should be kept in hand i.e. 4.07 MT. So, we have to go for purchasing

    total quantity of acid i.e. 20.34 + 4.07 = 24.41 MT 25.0 MT of sulphamicacid. [Calculation is given in the Annexure].

    (c) Based on our experience and estimation, requirement of inhibited sulphamic

    acid/sulphamic acid with inhibitor alongwith specification for conducting the

    acid cleaning of condenser tubes ( upper part) of U # 4 are as follows:

    Option no. I. - 25 Mt of inhibited sulphamic acid (Purity-97% + 0.5%)

    OR

    Option no. 2- 25 MT Sulphamic acid (Purity-95% Minimum) + 750Kg.

    Nevamine CAP-2020/ 375Kg Coroban SSP (as Inhibitor)

    To neutralize the spent acid and wash out the condenser tubes, 2 (Two) other

    balance chemicals would be required for complete passivation of the process.

    Sub: Annual rate contract for Deck cleaning of cooling tower decks of all the

    6 (six) units of DVC,MTPS.The existing annual rate contract for manual cleaning of cooling towerdecks for all the 6 (Six) units of MTPS awarded to M/s Anup Kumar Goswami vide W.O. No.-

    MT/CE(O&M)/T-4/OS/SRP/2801 dated 08.09.08 will expire on 07.09.08. As per the terms &

    conditions of the said Work Order, the above rate contract is for 100 (One hundred) nos of

    cleaning for U#1 to 6 cooling water deck in a year. It is being observe that fungitive dusts,

    dirt, mud etc. find their way on the top of the decks of the cooling towers, in the basin &

    open canal which gradually deposited on decks over a period causing clogging of nozzles

    and ultimately reducing he efficiency of cooling towers. As such, decks require cleaning at

    regular interval of 15 days. Hence, it is proposed for total 120 (One hundred twenty) nos of

    cleaning for all the cooling tower decks of MTPS U# 1 to 6 in a year after expiry of existing

    contract. Due to non-availability of adequate departmental infrastructure collection of this

    deposited dirt, dust, mud etc. are to be done by engaging an outside agency.

    Departmental technical estimate along with the scope of work is enclosed and

    approximate annual cost involved for the above works comes to Rs.1,41,400.00 ( Rupees

    one lakh forty one thousand and four hundred) only. Budget provision exists in BE 09-10

    under Chargeable expenditure A- 1-AMC( ongoing) Sl. No.-e under head-OS 1-4 & 5-6

    U#1,2&3 on ground of urgency.

    Now, our DM plant is running more than 15(Fifteen) years after

    commissioning. The life of the resins in the exchangers is about 8-10 years, the life of the

    SAC (Cation) exchangers has heavily decreased due to the following reasons.

    1. SAC-B :- At the time of regeneration back-pressure develops and because

    of that we do not get appropriate running hour of the exchanger and

    running hours also decreased from 35 hrs to 22hrs(average) .

    2. SAC-A :- The differential pressure always persists above the limit and its

    running hours has also decreased from 35hrs to 25hrs(average).

    3. SAC-C- The life of the exchanger has decreased from 35hrs to

    27hrs(average)

    4. SAC-D- The life of the exchanger between the regeneration is from 35hrsto 28 hrs (average)

    Hence, we propose to do the following jobs for betterment of life of the DM Plant of U#

    1,2&3 :-

    1. SAC-B- Total resins from the shell is to be replaced by new resins.(about

    13000Ltrs resins). Total Distributor (both upper & Lower portion of the

    shell) including nozzles to be checked and if required damaged portion to

    be replaced by new one.

    2. SAC-A- Some fines of resins to be replaced by old resins collected from

    SAC-B and both upper & lower portion distributor to be checked. If

    required the damaged portion to be replaced by new one.3. SAC-C- Some fines of resins to be replaced by old resins collected from SAC-

    B.

    4. SAC-D- Some fines of resins to be replaced by old resins collected from

    SAC-B.

    The total job may be awarded to M/s Ajit Chakraborty on single tender basis who has done

    similar type of jobs at DM Plant last time vide W.O. No. MT/CE(O&M)/T-29/MS-III/

    SKM/Common/06-07/CD/3608 dated 24.6.06. Departmental technical estimate was done

    and given. The total cost involvement was Rs. 35000.00 (Thirty five thousand) only. Budget

    provision exists in BE 09-10 under Chargeable Expenditure.

    Hence, it is proposed to arrange for obtaining administrative approval from thecompetent authority for awarding the job on single tender basis to M/s Ajit Chakrabarty.

    Sub: -Administrative approval for procurement of 24.0MT Sodium Hypo

    Chlorite

    Present stock of Sodium Hypo chlorite is 800 kg at site and

    ordered quantity is 9.6 MT. With this stock of sodium hypo chlorite it is

    possible to cater the demand of CW system of U# 5 & 6 for next 45 days only.

    Erection of Chlorination plant for U# 5&6 has not yet been completed. It will

    take around 2 to 3 months more as per the letter of D.C.E.(Construction),

    MTPS.

    In the above circumstances it will be prudent to procure 24.0MT

    sodium hypo chlorite for 4 (Four) months through LTE. Moving average for

    this item as indicated in the BUS is 15.0 MT for one year. Since, first timeprocurement was done on Novenber2008, so the present consumption is more

    than the MA. Excess quantity of sodium hypo chlorite has been proposed for

    procurement to meet the situation like delay in commissioning of chlorination

    plant after 2/3 months or shortage supply of chlorine gas etc. Hence, quantity

    in excess of moving average considered justified and may kindly be

    recommended for approval of the competent authority. Total cost involvement

    is Rs.242400.00 (Rupees two lac forty two thousand and four hundred) only.

    Budget provision exists in BE-2009-10 under the head Consumable stores,

    section head, OS (U# 5&6) against Liquid Chlorine Sl. No. 12 of Page No.45.Hence, it is proposed to arrange for administrative approval from

    the competent authority for procurement of 24.0 MT sodium hypo chlorite on

    LTE basis.

    Sub: -Administrative approval for procurement of 300MT Ferric Alum

    Slab Gr.-1

    Ref:- Our P.O. No. MT/CE/T-57/OS/Chem lab/SRP/2008-09/2826dated 26.11.08

    Present stock of Ferric alum Slab is 175 MT. With this stock of Alum it is possible to

    cater the demand of U# 1 to 6 and ETP for 30 days only. The total supply of materials against last P.O has

    already been received. A fresh proposal for procurement of 1000 MT Ferric alum on OTE basis has been

    initiated in the month of May09 which is in process in technical section. It will take some more time to finalise

    the contract. It is being observed from the consumption pattern that our present stock and the procurement

    lead time will not match; especially in view of rainy season, bulk consumption of alum will increase in this

    period due to very high turbidity of raw water. Discontinuation of required alum dosing will be a cause of high

    boiler water silica.

    In the above circumstances it will be prudent to procure 300MT of ferric alum slab by placing a

    repeat P.O. on M/s M.S. Chemical Industries against P.O. No. MT/CE/T-57/OS/Chem lab/SRP/2008-09/2826

    dated 26.11.08 which will meet our requirement of another 60 days. By this time it is expected that the newcontract /P.O. will be finalized. It may be noted that the original P.O. was finalized through OTE. Total cost for

    300 MT Ferric Alum slab will be Rs.15, 45,000.00 (Rupees fifteen lac forty five thousands) only. Budget

    provision exists in BE-2009-10 under the head OS (U# 1-4) against Ferric Alum Slab Sl. No. 15 of Page No.64.

    Hence, it is proposed to arrange for administrative approval from the competent authority for

    inviting a letter from the party (M/s M.S. Chemical Industries) to give their consent for supplying 300 MT

    Ferric Alum slab at the same rate, terms & conditions of the P.O. No. MT/CE/T-57/OS/Chem lab/SRP/2008-

    09/2826 dated 26.11.08 along with a certificate on no downward trend against the price of alum.

    Sub: Administrative approval for placement of repeat order for next 1(One) year

    On M/s Ion Exchange (I) Ltd. for on-line cooling water treatment of Units

    # 1 to 6.

    The existing annual contract for on-line cooling water treatment of U# 1 to 6 will

    expire on 24.06.09. In the same contract a provision has been kept for extension of validity

    for next 1(One) year of contract period for a further period of one year.

    So, the contract may be extended for next 1(One) year from the date of expiry

    of the same i.e. from 24.06.09 at the same rate, terms & conditions of the referred W.O. as

    the performance of the treatment of cooling water system is satisfactory. Total cost

    involvement for the contract is Rs.30, 22,860.00(Rupees thirty lac twenty two thousand

    eight hundred and sixty) only. Budget provision exists in BE 2009-10 under the head OS (U#

    1-4 & U# 5-6) Chargeable expenditure C in page no. 40 & 31 respectively.Hence, it is proposed to arrange for administrative approval from the competent

    authority for inviting a formal consent from the party M/s Ion Exchange (I) Ltd. to carry out

    the job at the same rate, terms & conditions of the W.O. No. MT/CE(O&M)/T-57/OS/Chem

    Sub:- Administrative approval for placing a W.O. for Annual Operation &

    Maintenance Contract for Chlorination Plant of U# 1, 2 & 3 C.W. system

    and U# 1, 2 &3 water treatment plant at MTPS (round the clock) for a period

    of 2 (Two) months w.e.f. 01.08.09

    Round the clock chlorination is very much essential to arrest biological growth

    as well as to kill micro-organism in the C.W. basin water & also in filter water for achieving

    a high level of plant performance i.e. condenser vacuum and as well as filter water for

    drinking purpose. The existing contract for chlorination of CW system & Water Treatment

    Plant for U# 1 to 3 of MTPS is due to expire on 31.07.09. Existing departmental man power

    is inadequate for chlorination in C.W. pump house & Water Treatment Plant of U# 1, 2 &3

    round the clock. The on-going contract for chlorination plant at CW pump house was

    awarded on M/s Tara Construction Co. vide W.O. No. MT/CE-1/(O&M)/T-57/OS/SRP/2792

    dated 30.07.08 whose name was recommended by M/s BANACO, the OEM & OES of the

    chlorination plant of U#1,2&3 C.W. Pump House. The AMC & AOC for new chlorinationplant at Water Treatment Plant was awarded on the same party for a period of

    approximate 2 (Two) months by amending the scope of work of W.O. No. MT/CE-

    1/(O&M)/T-57/OS/SRP/2792 dated 30.07.08. A proposal has already been initiated vide No.

    MT/CE(O&M)/Chem Lab/477 dated 29.05.09 for a fresh enquiry for the above mentioned

    job on OTE basis by hoisting the enquiry in website. The case file is now lying with technical

    section for taking further necessary action. But it appears that it will not be concluded

    within the validity of the existing contract.

    Hence, it is proposed to obtain administrative approval from competent

    authority for placing a W.O. on M/s Tara Construction company on single source basis for a

    period of two months w.e.f. 01.08.09 to 30.09.09 as no other party is known to us who canexecute this job which involves handling of toxic gas like liquid chlorine. Total estimated

    expenditure for two months will be Rs. 1,49,700.00 ( Rupees one lakh forty nine thousand

    and seven hundred) only as per the existing contract. Budget provision exists in BE 09-10

    under the head Chargeable Expenditure, section head-OS (1-4) Sl.No. A-1(b) page no.-38.

    fungi & algae in cooling water as well as to maintain drinking water quality, administrative and technicalapproval of the above proposal is accorded as per DFP (G.S.) 3.1 on the basis of situation explained above. No

    other party having credential of executing this type of job is known to us, as such the fresh contract for one

    year is being done by floating the NIT in website including direct mailing to the known vendor with a suitable

    Q.R. to explore new vendor of appropriate category if available in the market. But for this short period, the

    above mode of tendering is not possible to follow due to paucity of time. Hence, approval for invitation of

    offer from M/s Tara Construction co. is hereby accorded on single tender, single source basis as per DFP

    (G.S.): 4.4 to execute the job for a period of two months as the job can not be discontinued. The proposal is

    placed before DCE (O) for kind intimation as per provision made under DFP (G.S.) :3 remark col. (d).
