Health and Safety Plan: The Vista School, Hershey, Pennsylvania (Approved Private School - APS,
Private Academic School – PAS)
The Vista School is a private school specializing in the treatment of students with moderate to severe autism ranging from ages 3-21,
sent to the school via Local Education Agent’s (LEA’s) and the Individual Education Plan (IEP) process. The Vista School serves
over 42 different school districts across 8 counties. The School campus has four buildings: an elementary school with 5 classrooms,
a middle school with 2 classrooms, a junior high with 3 classrooms, and a high school with 4 classrooms. The Vista School
recognizes the unique complexities of the individuals we serve and the need for consistent instruction which makes the threat of a
highly infectious outbreak a concern for the health, wellbeing, and instructional progress of the individuals we serve.
This Health and Safety Plan has been created to support multiple scenarios throughout the course of the school year. This is a fluid
document, based on local, state and federal guidelines that will continue to develop over time. This document contains supplemental
information from the Pennsylvania Department of Health (DOH), the Center for Disease Control (CDC), the Pennsylvania
Department of Education (PDE), American Academy of Pediatrics (AAP), parent survey results, medical professional review, staff
feedback, and Stakeholder group meetings, edits, and revisions.
The Vista School’s Health and Safety Plan was developed via collaboration between multiple stakeholders as well as through
consultation with medical experts that understand both COVID-19 as well as implications for students with moderate to severe
autism.
PURPOSE
The intent of this Health and Safety Plan is to serve as The Vista Schools guidelines for all reopening and continuing instructional
activities. The purpose of this plan is to achieve the following goals:
Increase the likelihood of a healthy and safe learning and work environment while minimizing disruptions to instruction
Enhance the Vista School’s ability to quickly respond to changing community health needs with a variety of learning
modalities and plans
Continue to provide evidence-based instructional practices while simultaneously following Department of Health and Center
for Disease Control recommendations and guidelines
Further define decision making and communication plans to support responses throughout the pandemic

Create and maintain a learning environment that supports to the best of our ability the intent of Department of Health and
Center for Disease Control guidelines
Define initial and ongoing training and professional development for staff to ensure the safest environment possible
Creation of a fluid plan that not only defines variables necessary for an initial reopen, but continual staff, student/parent, and
environmental practices to increase the likelihood of our ability to remain open
CONSTRAINTS OF PLAN
1. The virus may change in intensity and spread at varying degrees throughout the course of the next school year. Our plan will
need to be flexible and respond to those changing realities with the pandemic.
2. Testing and possible vaccine conditions may change throughout the year again requiring adjustments in our approach
3. Our students require close instruction, support with personal care, have disabilities that impact their ability to adhere to social
distancing guidelines, decreased ability to persist with wearing personal protective equipment, or have full independence with
hygiene care. Additionally, our students at times engage in significant behaviors of concern that may increase the likelihood
of physical contact with others and/or require intensive behavioral interventions.
4. Our staff will be in close contact with students to support instruction and self-care (toileting, dressing, feeding, cleaning,
safety, etc.) which does not allow for adherence of 6 feet between the staff and student for many components of programs
and instruction
5. Our students are in a high-risk category due to their autism as well as other comorbid medical conditions.
6. Our school is a nonprofit private school and does not have access to taxpayer funding, large reserve funds, public school
grants, etc. We are committed to following all recommendations and guidelines from the CDC to maintain as safe a public
environment as possible.
7. The procurement of personal protective equipment and/or appropriate cleaning materials will be mitigated to every extent
possible.
8. Our school serves students from 8 different counties which complicates concerns related to contact tracing and monitoring of
the level of community spread in student home counties. This will be monitored and Vista will follow guidance from Local
Education Agent’s (LEA’s), Pennsylvania Department of Education (PDE), and the Pennsylvania Department of Health (DoH)
related to these logistical complications.

SCOPE/DEFINITION
The Vista School’s Health and Safety Plan plans for prevention and mitigation of symptoms and diagnosis of COVID-19
(Coronavirus) – The definition/description of COVID-19 per the Center of Disease Control is as follows:
COVID-19 is a respiratory illness accompanied with fever, cough, and shortness of breath. Symptoms may appear 2-14 days after
exposure. The virus is spread person-to-person between people within close contact via respiratory droplets. This occurs most often
when someone sneezes or coughs and another person nearby inhales the droplets into the lungs. Transmission may also be
possible through contact with contaminated surfaces, but this is not the primary source of transmission.
Symptoms of COVID-19 are listed below. A fever may be less likely in children then adults and GI symptoms may be more likely in
children. Further, children (more often) and adults may be asymptomatic. Symptoms of COVID-19 (symptoms may be updated as
the medical community continues to learn from the virus. Therefore, reference the link below the listed symptoms for most up to date
symptoms):

Shortness of breath or difficulty breathing
Fatigue
Muscle or body aches
Headache
New loss of taste or smell
Sore throat
Congestion or runny nose
Nausea or vomiting

All decision-makers should be mindful that if there are cases of COVID-19 in the community, there are no strategies that can
eliminate transmission risk within a school population. The goal is to keep transmission as low as possible to safely continue school

activities. All school activities must be informed by Governor W olf ’s Process to Reopen Pennsylvania . The administration has
categorized reopening into three broad phases: red, yellow, or green. These designations signal how counties and/or regions may
begin easing some restrictions on school, work, congregate settings, and social interactions:
The Red Phase: Schools remain closed for in-person instruction and all instruction must be provided via remote learning,
whether using digital or non-digital platforms. Provisions for student services such as school meal programs should continue.
Large gatherings are prohibited.
The Yellow Phase and Green Phase: Schools may provide in-person instruction after developing a written Health and Safety
Plan, to be approved by the local governing body (e.g. board of directors/trustees) and posted on the school entity’s publicly
available website.
Based on your county’s current designation (i.e., red, yellow, green) and the best interests of your local community, indicate which
type of reopening your LEA has selected by checking the appropriate box in row three of the table below. Use the remainder of the
template to document your LEA’s plan to bring back students and staff, how you will communicate the type of reopening with
stakeholders in your community, and the process for continued monitoring of local health data to assess implications for school
operations and potential adjustments throughout the school year.
Depending upon the public health conditions in any county within the Commonwealth, there could be additional actions, orders, or
guidance provided by the Pennsylvania Department of Education (PDE) and/or the Pennsylvania Department of Health (DOH)
designating the county as being in the red, yellow, or green phase. Some counties may not experience a straight path from a red
designation, to a yellow, and then a green designation. Instead, cycling back and forth between less restrictive to more restrictive
designations may occur as public health indicators improve or worsen. This means that your school entity should account for
changing conditions in your local Health and Safety Plan to ensure fluid transition from more to less restrictive conditions in each of
the phase requirements as needed.

□ Total reopen for all students and staff (but some students/families opt for distance learning out of safety/health
concern).
□ Scaffolded reopening: Some students are engaged in in-person learning, while others are distance learning (i.e., some
grade levels in-person, other grade levels remote learning).
□ Blended reopening that balances in-person learning and remote learning for all students. (blended, gradual re-entry to
school starting with informal visits the week of August 3rd with full in-person instruction starting September 21st, with
allowance of parents to opt for distance learning or blended learning).

would prompt the decision as to when schools will re-open for in-person learning).
Anticipated launch date for in-person learning (i.e., start of blended, scaffolded, or total reopening): (August 3, 2020)
The Vista School will be utilizing multiple instructional modalities to support students returning to school. Students with autism need consistent schedules, high rates of intensive instruction, and a variety of therapeutic treatment and supports that often are best delivered in person. This makes daily, ‘in person’ instruction a high priority and need for our students. Additionally, the American Academy of Pediatrics has stressed the importance of social/emotional wellbeing for students

to be reacclimated and attending school in person. Therefore, The Vista School will be working to have students back on campus for full days of in person instruction as soon as possible.
Student Schedule for Blended Re-opening:
Our students have complex academic, social, and behavioral needs. The extended time away from school may hinder a student's ability to tolerate a full school day. Therefore, The Vista School will be planning to have positive and successful school building visits for students over the last two weeks of ESY (Extended School Year), so long as our buildings, staff training, etc. are ready and in line with our Health and Safety Plan guidelines. Monday – Thursday for the weeks of August 3rd and August 10th, students will be extended the opportunity to have individually scheduled classroom visits to campus in a staggered fashion. Students will be scheduled for a 1 hour visit twice per week as parent schedules, interest, and ability to transport allows for scheduled visits. During the visit, staff should plan highly reinforcing activities for the student to participate in to create value in the environment. The goal is to re-acclimate the student to the learning environment and staff. The ESY visits to the building should not be creating aversive conditions for the student. Further, the visits are not mandatory but rather an option of choice based on family interest.
The school year will start using half day instruction sessions to support a gradual increase of tolerance and stamina for behaviors and skills related to being at
school. This desire for a gradual re-entry back into in-person building instruction was supported in the majority of both parent survey results and staff feedback.
Further, the Pennsylvania Department of Education (PDE) professional development summer session designed to support school re-entry planning attested to the
following:
All students will have experienced diminished time spent following routines and schedules to the same degree as prior to school closure.
Many students will likely have some degree of diminished stamina for completing work due to reduced demands during closure.
Given this need to provide a gradual re-entry, half day instruction will be scheduled utilizing a student coded system to support a smaller subset of students in classrooms in a means to best attend, observe, support and provide positive experiences to students on their first few days back at school. These half days will have approximately half of the students in a classroom coded as “AM reporting students” and the other half coded as “PM reporting students”. The half days will be 3 hours in duration and will persist through September 18th. On September 21st, full day instruction will commence with all students reporting simultaneously for full day schedules, so long as there are no significant changes in Dauphin county, the state, and we as a Vista staff have been able to meet the ½ day infection control goals (cleaning regiments, student cohorts, other health and safety plan staff expectations).
The school calendar will be adjusted to remove the current once monthly ‘delayed start’ days that were in the previously approved calendar. These delayed starts will be deleted in a means to offset and recoup some of the instructional hours lost by the gradual re-entry. Further, the original school calendar exceeded the 180 day, 900/990 instructional hours, so this modification of half days to restart the year still meets (and exceeds) the Pennsylvania Department of Education (PDE) instructional day/hours requirement. There will be a modification to the school calendar to remove the 10 delayed start days throughout the year to support a more cohesive schedule given the likelihood of having to traverse through different learned models as the virus requires.
Given the unique and specialized needs of our students, ‘full distance learning’ options are likely to be difficult and rare for parents to select as a viable option for their child. Therefore, blended learning will be an option the parent can have afforded to them in which two days of instruction occur on-site with 3 days via distance learning. Blended learning will allow for the critical ‘in-person’ instruction that is so valuable for students with moderate to severe autism while also providing for decreased occurrences of being exposed to larger groups of people or incidences that could lead to virus exposure. The Distance Learning and Blended Learning options will be ‘parent selected’ options in order to provide options that decrease the likelihood of exposure to the virus.

August 3rd- August 13th (Monday through Thursdays): staggered, individualized student classroom visits (only one student to visit the classroom at
a time) based on parent interest and availability. Not required. Sign up information will be sent to parents the week of July 20th
August 27th - September 18th: half day instruction (3 hour AM or PM session) Student assignments of AM/PM sessions will be communicated the
week of August 3rd to staff, parents, and LEA’s
September 21st - remainder of school year (excluding the need to adjust due to the virus): full days of daily instruction so long as there are no
significant changes in Dauphin county, the state, and we as a Vista staff have been able to meet the ½ day infection control goals (cleaning regiments, student cohorts, other health and safety plan staff expectations).
Each school entity is required to identify a pandemic coordinator and/or pandemic team with defined roles and responsibilities for
health and safety preparedness and response planning during the phased reopening of schools. The pandemic coordinator and team
will be responsible for facilitating the local planning process, monitoring implementation of your local Health and Safety Plan, and
continued monitoring of local health data to assess implications for school operations and potential adjustments to the Health and
Safety Plan throughout the school year. To ensure a comprehensive plan that reflects the considerations and needs of every
stakeholder in the local education community, LEAs are encouraged to establish a pandemic team to support the pandemic
coordinator. Inclusion of a diverse group of stakeholders is critical to the success of planning and implementation. LEAs are highly
encouraged to make extra effort to engage representatives from every stakeholder group (i.e., administrators, teachers, support staff,
students, families, community health official or other partners), with a special focus on ensuring that the voices of underrepresented
and historically marginalized stakeholder groups are prioritized. In the table below, identify the individual who will serve as the
pandemic coordinator and the stakeholder group they represent in the row marked “Pandemic Coordinator”. For each additional
pandemic team member, enter the individual’s name, stakeholder group they represent, and the specific role they will play in planning
and implementation of your local Health and Safety Plan by entering one of the following under “Pandemic Team Roles and
Responsibilities”:
Health and Safety Plan Development: Individual will play a role in drafting the enclosed Health and Safety Plan.
Pandemic Crisis Response Team: Individual will play a role in within-year decision making regarding response efforts in the
event of a confirmed positive case or exposure among staff and students; or

Once your LEA has determined the type of reopening that is best for your local community and established a pandemic coordinator
and/or pandemic team, use the action plan templates on the following pages to create a thorough plan for each of the requirements
outlined in the Pennsylvania Department of Education’s Preliminary Guidance for Phased Reopening of PreK-12 Schools.
For each domain of the Health and Safety Plan, draft a detailed summary describing the key strategies, policies, and procedures
your LEA will employ to satisfy the requirements of the domain. The domain summary will serve as the public-facing description of the
efforts your LEA will take to ensure health and safety of every stakeholder in your local education community. Thus, the summary

should be focused on the key information that staff, students, and families will require to clearly understand your local plan for the
phased reopening of schools. You can use the key questions to guide your domain summary.
For each requirement within each domain, document the following:
Action Steps under Yellow Phase: Identify the discrete action steps required to prepare for and implement the requirement
under the guidelines outlined for counties in yellow. List the discrete action steps for each requirement in sequential order.
Action Steps under Green Phase: Identify the specific adjustments the LEA or school will make to the requirement during
the time period the county is designated as green. If implementation of the requirement will be the same regardless of county
designation, then type “same as Yellow” in this cell.
Lead Individual and Position: List the person(s) responsible for ensuring the action steps are fully planned and the school
system is prepared for effective implementation.
Materials, Resources, and/or Supports Needed: List any materials, resources, or support required to implement the
requirement.

How will you ensure the building is cleaned and ready to safely welcome staff and students?
How will you procure adequate disinfection supplies meeting OSHA and CDC requirements for COVID-19?
How often will you implement cleaning, sanitation, disinfecting, and ventilation protocols/procedures to maintain staff and
student safety?
What protocols will you put in place to clean and disinfect throughout an individual school day?

training be provided? How will preparedness to implement as a result of the training be measured?
Summary of Responses to Key Questions:
The Vista School will be following several processes for cleaning and welcoming of students and staff. Our processes and chemicals used for cleaning have and
will continue to adhere to the CDC, EPA and DoH guidelines. There will be an initial ‘deep cleaning’ prior to student visits (prior to August 3rd). This process will be
replicated following any area that experiences a positive COVID-19 exposure incident throughout the course of the year. The Vista School will also have a daily
cleaning regiment that will have different levels of intensity based on the phase (yellow or green) or level of community COVID-19 cases. For example, in the
yellow phase, cleaning of commonly touched surfaces will occur hourly. In the green phase, cleaning of commonly touched surfaces will occur at least twice per
day. One of those times should be mid-day, and the other should be at the end of the day.
A further cleaning regiment regardless of ‘phase’ or case rates of COVID-19 will support ‘shared surfaces or items’, ensuring that items or surfaces are sanitized
as much as possible between student use. For example, if a student is at an instructional table and then a transition of students between tables occurs, the
tabletop will be wiped down between students. As an example, if a student is using a classroom iPad, the iPad will be wiped down before and after use.
The Vista School will have resources to support cleaning areas frequently and efficiently from things like wipes, spray bottles with the two-step cleaning then
disinfecting process, and fog/spray backpack contingencies for larger spaces or quick and efficient cleaning of shared spaces. Finally, The Vista School and the
cleaning company the school utilizes will adhere to CDC guidelines related to the types of chemicals to mitigate the virus on surfaces. To further support cleaning
and a decrease of cross contamination, parents are strongly encouraged to use paper bags with student's name on outside of bag and only disposable food
packaging items (plastic wear, plastic baggies) for food. All uneaten food that has been opened will be disposed of (not returned home). Staff and students are
also encouraged to pack meals in disposable bas with plastic utensils to decrease cross contamination.

The schools initial reopening cleaning will be performed by outside vendors prior to our first day back in buildings. In addition, staff will be present prior to student
returns to classrooms to support the thorough cleaning of items specific to classroom and student use. Items that cannot reliably be cleaned well (such as large
upholstered furniture in classrooms, stuffed animals, etc.) will be removed from instructional locations prior to the deep clean and preparation of school reopening.
Water fountains will be closed in yellow and green phases but will allow touchless water bottle stations that are ‘contactless’ to remain open in either phase.
Our facilities department has ensured that all in house cleaning solutions meet the OSHA, EPA, and CDC requirements. This has also been confirmed through
documentation with our cleaning company. In order to keep up with stock and supply, our facilities department has established inventory status check rotations,
an order alert system from staff, and a primary and secondary method for procuring disinfectant supplies through established vendors.
Building ventilation has been assessed both by our facilities department as well as by an external vendor and determined at the appropriate levels based on CDC
recommendations for schools. Mold spore levels and air quality have and/or will be performed across all four buildings and across all randomized location
samples prior to reopening for ‘in-person’ instruction. The Vista School retains this air quality test documentation through our facilities department. Time limits and
fan utilization will be required for instructional areas without windows that also do not have the high classroom ventilation provisions
All staff will be trained on general cleaning practices prior to the start of the school year. There will be a staff knowledge assessment following the training. In
addition, supporting documentation (such as CDC cleaning posters) will be posted throughout building facilities. Cleaning chemicals will be stored in secure
locations in each building with each classroom having localized classroom access to cleaning and disinfectant supplies. Our facilities department will store,
schedule and monitor the use of larger fogger/backpack systems.

Bathrooms/Locker Rooms:
Toilet should be wiped with
disinfectant by staff before and after each student or staff use. Will be cleaned thoroughly at the end of each day by cleaning crew. (If toilet cannot be immediately wiped down, should be closed until staff can clean it.)
If student voids bodily fluids outside of the toilet area, staff will absorb with paper towels and then use the 2 step cleaning method to clean prior to the next student using the facilities. If this can’t be done immediately, the bathroom needs to be closed until it is cleaned.
Showers will be sprayed down with disinfectant spray after each use. Then will be cleaned at the end of each day. (If shower cannot be immediately sprayed down,

The students at The Vista School have moderate to severe autism as well as other disabilities such as moderate and severe cognitive impairments. We realize that our students will
likely not fully understand the concept of social distancing and will likely engage in behaviors that make social distancing extremely difficult to achieve. Further, our students require
highly individualized table top instruction with staff needing to be ‘at hand’, (less than 6 feet in many instances) as well as needing to assist with personal care such as feeding, toileting,
hygiene, etc. This will not allow for our staff to keep 6 feet from students at all times. Additionally, students will likely not be able to consistently keep 6 feet from one another
due to behaviors of concern and/or awareness of their surroundings. Knowing these variables, The Vista School will work through social distancing and instructional space measures
to achieve learning environments, walking patterns in hallways, entries/exits, etc. to support as much social distancing as possible. The AAP defines that a possible appropriate social
distance space for children is 3 feet. This should be kept in mind when working with younger children.
The physical layout of the classroom will be adjusted in several different ways. Classrooms will have as many supplies as possible in bins on shelves or in cabinets. This will allow for
greater floor space (as storage will be discouraged to be taking up classroom floor space) and allow surfaces to be free of clutter and therefore easier to clean and sanitize.
Classrooms will have enhanced adherence to storage through this utilization of bins that are stowed away. Non-essential items that take up space or are difficult to clean will be removed from the classroom to increase the available space in the room. Classrooms should have no cluttered countertops and surfaces to allow for frequent and thorough cleaning. Parents should not have student bring in personal items that are plush and/or that cannot easily be cleaned. Items from home should be limited and only brought it when essential. Any items going to and from school by staff or students should be cleaned accordingly (such as Lysol spray daily before and after school).
Student desks will be placed in a means to increase space between desks. Desks/tables will be spaced at least 6 feet apart and will not have seating arrangements that have
individuals sitting directly across from one another or facing one another. Should an instructor need to sit directly across from a student (which is typical in direct instruction and
discrete trial training), the staff must wear a face covering and also consider wearing a face shield, eye covering, or use a plexiglass instructional divider.
Each classroom will have at least one additional indoor instructional space outside of the classroom that is dedicated to that specific classroom that does not have to be scheduled
against another cohort classroom. This may require some spaces currently used for other offices, etc. being converted into instructional space for classrooms. The classrooms will be
responsible for the daily internal cleaning of both of their assigned classroom instructional spaces. Facilities delegated staff will be responsible for cleaning ‘shared’ instructional
spaces, shared restrooms, etc.
The Vista School will adjust social distancing measures dependent on the intensity of community mitigation efforts throughout the school year. The Vista School will provide a variety
of instructional modes of learning throughout the year to allow for our ability to more likely increase space between individuals. Parents will be able to choose either Distance Learning
(no in-person instruction) or Blended Learning (in person, in buildings two days a week, distance learning 3 days a week) due to comfort and concerns related to the community health
risk paired with the reality of complications of full distance learning only for many individuals with moderate to severe autism. Vista will be offering staggered visits starting the week of
August 3rd so long as all buildings and processes have met Health and Safety Plan expectations. The Vista School will arrange for individualized scheduled visits to the school campus
the weeks of August 3rd and August 10th, based on teams scheduling visits that work best for the student and teams given the continuation of distance learning through these last two
weeks of ESY. Starting August 27th - September 18th, students will attend school for half days (approximately 50% of the population attending in the morning, a one hour break for
cleaning, 50% of the population in the afternoon), (or further individualization based on an IEP team decision) to support the gradual re-acclimation to the school environment. Full day
in person instruction will then commence on September 21st (unless further modified individualization based on students IEP team decisions).
Throughout the school year, The Vista School may need to shift from full day in person instruction due to the community health crisis. For example, should localized data in Dauphin
County indicate yellow phase restrictions, the school will likely shift students to half day instruction in order to better achieve social distancing measures. This will allow for increased
learning space and a greater ability to attend to increased cleaning of learning facilities. Classrooms will adhere to scheduling systems through cohort group assignments in both the
yellow and green phase. These cohorts will then be scheduled to use communal spaces such as the gymnasium, kitchen, etc. The use of communal spaces will only be permissible in
the green phase. In the yellow phase/increased COVID-19 case counts in Dauphin County, staff will be encouraged to use outdoor spaces so long as weather permits, such as the
quad, gazebos, picnic tables, etc. in order to support further social distancing measures and gross motor movement activities.
Each instructional model will adhere to the Pennsylvania Department of Education instructional hour requirement and have attendance measures in place. Our instructional models will
account for at least 180 days and 990/900 hours of instruction and will be further defined in our Continuity of Education Plan. Additionally, models may use instruction through
synchronous or asynchronous formats, to count as

instruction•—whether in the classroom or remotely—and through the planning and delivery of certified school staff. Further information regarding each instructional model will be
explained in greater detail in The Vista Schools Continuity of Education Plan that will be revised prior to the start of the school year.
Hygiene routines will occur prior to entry into buildings as well as frequently throughout the school day. Sanitizing stations will be outside at all primary entrances. In addition, clear
handwashing postings will be at each sink across campus. Hand hygiene will occur frequently throughout the day and particularly before and after food preparation, toileting,
transitioning staff to work with different students, before and after transitioning to different locations, after touching your own face covering or the face covering of another, after student
interventions that require the use of physical touch, etc.
The Vista School does not transport students to and from school as this is the requirement of the LEA. However, Vista does utilize vans to transport students to and from community-
based instruction trips. So long as the conditions for trips are permissible, vans will only have one individual per bench seat or bucket row (van not to exceed a total of 3 individual's)
This will require CBI trips to be prioritized and differentiated based on age level due to transition planning needs. For example, CBI activities will likely shift to on campus activities for
the elementary and middle school students in order to free up vans for junior high and high school student use. In addition, CBI’s off campus will not occur when Dauphin County is in
the yellow phase/is experiencing significant and consistent increase in COVID-19 case counts.
Social distancing marks (such as tape, painted lines, etc.) will be utilized in high foot traffic areas (such as common narrow hallways, etc.) to support travel paths. In addition, taped
markings may be utilized for the bike/walkway of the outside quad path, taped markings on the floors of classrooms to mark 6-foot spaces for student desks, walking routes in hallways
with clearly defined doors for entry versus exit, etc. Each classroom will have an assigned entrance and exit for the building. These assigned entrances/exits should be used
consistently to decrease the number of students coming into or out of any doorways. The exception to this would be in case of emergencies (student emergency, fire evacuation drill,
etc.)
Each classroom square footage is below, divided into 6-foot x 6-foot squares (36’) to determine how many individuals can be in the space at any given time. Below is the total
maximum allowance of individuals in each classroom across all four of our buildings. This includes both staff and students. The goal during will be to be below this maximum
occupancy allowance each day. Other assigned spaces may be utilized by classrooms following cohort and staggered schedule guidelines in order to provide additional space
between students/staff. Occupancy decreases in the yellow phase to better ensure social distancing and cleaning measures are adhered to the greatest extent possible.
Occupancy below is based on the square footage of the room. This does take into account things such as furniture that take up floor space. Further, each classroom will be assigned
a second instructional space to further allow for social distancing.

Summary of Responses to Key Questions:
The Vista School specializes in serving a population of students with Autism. Further, approximately 80% of our population is nonverbal and virtually 100% also
have moderate to severe intellectual disabilities. While research on COVID-19 is preliminary, it has been noted that individuals with Autism and Intellectual
disabilities are four times more likely to contract COVID-19 and are also at a greater risk of dying of COVID-19 than the rest of the population. The two primary
reasons for this are the commonality of pre-existing conditions along with their autism and/or intellectual disability (i.e.: respiratory disease, etc.) and the reality that
many adult individuals with special needs live in ‘group homes’, which means that they are more likely to be in groups of people in a home. This reality makes it
imperative for The Vista School to have tight procedures regarding screening and monitoring both our staff and our students.

All adults that are not students (staff, contractors, visitors, etc.) entering any school building as part of ‘entry criteria’ will have their temperature taken as well as
will have to attest to CDC recommended screening language. Our students are not able to effectively understand or respond to screening questions, therefore,
parents will review the questions each day prior to sending the student to school. In addition, to decrease a student traveling to school and then being sent home,
parents will take their son/daughters temperature each day prior to leaving home. If a student has any symptoms, has a fever, or parent confirms positive response
to the screening question, the student will not come to school.
Vista has created a COVID-19 symptom checklist which also includes monitoring for symptoms related to MIS-C that has been reviewed by medical professionals.

checklist indicates when the isolation area should be utilized (i.e.: temperature, productive/consistent cough, or a combination of shortness of breath paired with a
temperature or cough will require isolation procedures. A combination of three or more of the other symptoms of COVID-19 will also trigger isolation). Staff will be
trained in the use of the checklist and any staff can make the decision to self-isolation, isolate another staff, or isolate a student. The nurse will be contacted for all
isolation area use for further assessment.
At the school, the use of the isolation area will also require communication to the nursing department and contact to the student’s family for the child to be picked
up from school. While in the isolation area, an isolation area checklist will be utilized to ensure correct measures are occurring. These include things such as
wearing additional Personal Protective Equipment, increasing ventilation, cleaning, handwashing, etc. while in the area.
Students and staff will follow the ‘return to school’ procedures as indicated on the COVID-19, MIS-C checklist that will be provided to them. Individuals that have
not needed to use the isolation area will follow our standard ‘sick/illness’ protocol. Individuals that have been required to use the isolation area will be required to
have parents contact their doctor to gain further documentation/consultation prior to returning to school. Evidence of the doctor clearance to return to school paired
with being symptom free for 24 hours will be required for re-admittance. Should the doctor recommend COVID-19 testing, the individual should remain out of
school until both results of the testing are provided (two negative tests within 24 hours) as well as that the individual being symptom free for 72 hours. Should a
positive result be found, the individual will need to remain out of any ‘in-person instruction’ and cannot return until the 11th day from the positive test result as well
as ensuring the individual has been symptom free for 72 hours. A secondary option can be for the individual to provide two negative PCR COVID-19 tests (taken
no less than 24 hours of each other) and also being symptom free for 72 hours. In addition, the Vista School will contact the Department of Health to gain further
guidance on the student or staff's ability to return to school and any other required actions. These out of school and return requirements will also hold true if the
student or staff has a household member that has a positive case of COVID-19, following further guidance from the Department of Health for any extended
quarantine measures.
Should the impacted individual (staff or student) or any other students be uncomfortable with returning to school following an incident, The Vista School will work to
make accommodations to the extent permissible in this plan. Specifically, for students, they will have the options of distance, blended, or in-person instruction at
any point throughout the school year (unless in the red phase in which in-person instruction is not permissible). This will require communication with the IEP team
to ensure continuity of learning occurs. Staff will need to speak to their supervisor regarding any concerns to work through any additional accommodations at the
worksite. Additionally, further staff leave, telecommuting, and traveling polices are in place to support staff during the COVID-19 pandemic.
Communication to the public and general school/parent community about use of the isolation area will not be necessary. However, the following will be adhered to
given the situation at hand: If a staff or student is symptomatic but does not have a confirmed case of COVID-19 AND no knowledge of contact with a confirmed
case, no formal communication will occur. Increased cleaning in areas staff or student visited while sick will be cleaned as a precautionary measure. If a staff or

student is symptomatic, does not have a confirmed case of COVID-19 BUT is discovered to have been in contact with a confirmed case, email communication to

19, Vista will initiate Infectious Disease Protocol. In this protocol, the Department of Health is contacted, and Vista follows their guidance. In addition, parents,
staff, and transportation companies will receive the automated alert call with further information. LEA’s will receive an alert email. HIPPA related policies will be
followed throughout this process. In any case where a confirmed case was on site, the impacted building(s) will likely close for at least 48 hours to support deep
cleaning measures.

As a reminder, The Vista School serves students who at a higher risk category for COVID-19. Therefore, Vista will be taking as many precautions as possible to
keep our students, and staff, healthy and safe. Staff will be required to wear face coverings throughout all in-person instruction and while in school buildings in any
areas or occasions where consistent and predictable 6 foot spacing cannot be achieved. There will be respite areas defined (i.e. outdoors, etc.) to which a staff
may, if alone or well outside the 6-foot space condition, take off their covering for a few minutes. In addition, staff can take off their covering to hydrate and/or eat
so long as social distancing is also applied and eating is in appropriate place away from instruction. For hydration, staff should step away from students and peers
to ensure there is ample space and social distancing before pulling down their covering to drink. For eating, ‘shared’ food is not permissible. If a staff is eating
their lunch, they should be doing so in a way that ensures ample space and social distancing before eating. If eating with students or with staff (such as in a staff
break area), staff should not sit directly across from another individual and should ensure at least 6 feet. If staff are on a lunch break and done eating, their
covering should be put back on or they should proceed to the face covering respite area should they want additional break time from face covering usage.
Per the Pennsylvania Department of Education mandate, staff and students must wear face coverings while present at school and/or when receiving school
services. The only times when a face covering is not required is as follows:
Eating or drinking when spaced at least 6 feet apart;
Seated at desks or assigned work spaces at least 6 feet apart; or
Engaged in any activity at least 6 feet apart (e.g. face covering breaks, recess, etc.).
However, Vista will have tighter parameters for staff face coverings due to the vulnerable population we serve (Vista has created a face coverings policy). In
addition, students with disabilities, per PDE guidelines, are not required to wear face coverings should their disability impede the wearing of a covering. The Vista
School will work with students to attempt to get them to incrementally improve their ability to tolerate or wear a face covering for the school day. We do recognize
that this may look different for each student based on the severity of their disability and their sensitivity to face coverings. The Vista School will attempt the

Allow the person with ASD to choose among different types of fabric face masks to find one that is most comfortable.
Start by practicing wearing the face mask for short durations of time, allowing for breaks when needed.
Plan initial outings in low-demand environments that are quiet and calm, so that the individual can experience success wearing the face mask.
Use a printed photo or digital photo of the individual wearing a face mask as a visual cue to wear the mask before outings. The photo can be stored close
to the door or on a tablet that is easily accessible.

outer oversized shirt layer as well as have additional layers of clothing accessible at work in order to change any potential soiled clothing.
Students and staff will be monitored based on any at risk health conditions. Adjusted attendance procedures will be put in place for students in at risk populations.
Students prioritized to go out into the community are strongly encouraged to wear a face covering and comply with health and safety provisions of the community
site (such as social distancing, etc.). If the student cannot comply with the business requirement of face covering and distancing, the site location should be
rearranged to not trigger any negative experiences, denied access, etc. at a location. Staff will work on programs for students to support the tolerance and
increased duration of time wearing face coverings. In addition, staff will work with students to support application of social distancing and frequent hand
washing/sanitizing.
Vista recognizes that general ‘educational substitute’ systems do not have staff well versed or trained for our population. Staff subbing will adhere to enhanced
protocols and daily tracking measures. When at all possible, subbing will occur via a cohort group or building. In the event of emergency staffing needs, Vista
may need to institute half day student attendance provisions. Staff leave, telecommuting, and travel policies have been created/revised to increase the likelihood
of a healthy and present staffing for the school.

Staff will be deployed in buildings for in person instruction via building and classroom assignments. When necessary, substituting of staff will occur to ensure
safety and supervision of students. The Vista School will monitor subbing to support the concerns and logistics behind contact tracing. Staff deployment will not be
fully operational until the start of the regular school year, August 27th. Prior to that, in person interactions will occur via the optional visits to campus for students to
support re-acclimating to staff and the environment. Further, once the Health and Safety Plan is approved, PCA support, employment support, and other
noncertified support staff may begin to support students at employment sites or via instructional programming in homes as applicable based on individual student
plan eligibility between the date of Health and Safety Plan approval and the beginning of the regular school year. Certified school staff will begin in person
interactions at optional ESY on campus visits and then consistently starting August 27th based on the gradual reentry schedule.

Health and Safety Plan Summary: The Vista School, Hershey, Pennsylvania (Approved Private School -
APS, Private Academic School – PAS)
Anticipated Launch Date: (August 3, 2020)
The Vista School will be utilizing multiple instructional modalities to support students returning to school. Students with autism need consistent schedules, high rates of intensive instruction, and a variety of therapeutic treatment and supports that often are best delivered in person. This makes daily, ‘in person’ instruction a high priority and need for our students. Additionally, the American Academy of Pediatrics has stressed the importance of social/emotional wellbeing for students to be reacclimated and attending school in person. Therefore, The Vista School will be working to have students back on campus for full days of in person instruction as soon as possible.
Student Schedule for Blended Re-opening:
Our students have complex academic, social, and behavioral needs. The extended time away from school may hinder a student's ability to tolerate a full school day. Therefore, The Vista School will be planning to have positive and successful school building visits for students over the last two weeks of ESY (Extended School Year), so long as our buildings, staff training, etc. are ready and in line with our Health and Safety Plan guidelines. Monday – Thursday for the weeks of August 3rd and August 10th, students will be extended the opportunity to have individually scheduled classroom visits to campus in a staggered fashion. Students will be scheduled for a 1 hour visit twice per week as parent schedules, interest, and ability to transport allows for scheduled visits. During the visit, staff should plan highly reinforcing activities for the student to participate in to create value in the environment. The goal is to re-acclimate the student to the learning environment and staff. The ESY visits to the building should not be creating aversive conditions for the student. Further, the visits are not mandatory but rather an option of choice based on family interest.
The school year will start using half day instruction sessions to support a gradual increase of tolerance and stamina for behaviors and skills related to being at
school. This desire for a gradual re-entry back into in-person building instruction was supported in the majority of both parent survey results and staff feedback.
Further, the Pennsylvania Department of Education (PDE) professional development summer session designed to support school re-entry planning attested to the
following:
All students will have experienced diminished time spent following routines and schedules to the same degree as prior to school closure.
Many students will likely have some degree of diminished stamina for completing work due to reduced demands during closure.
Given this need to provide a gradual re-entry, half day instruction will be scheduled utilizing a student coded system to support a smaller subset of students in classrooms in a means to best attend, observe, support and provide positive experiences to students on their first few days back at school. These half days will have approximately half of the students in a classroom coded as “AM reporting students” and the other half coded as “PM reporting students”. The half days will be 3 hours in duration and will persist through September 18th. On September 21st, full day instruction will commence with all students reporting simultaneously for full day schedules, so long as there are no significant changes in Dauphin county, the state, and we as a Vista staff have been able to meet the ½ day infection control goals (cleaning regiments, student cohorts, other health and safety plan staff expectations).
The school calendar will be adjusted to remove the current once monthly ‘delayed start’ days that were in the previously approved calendar. These delayed starts will be deleted in a means to offset and recoup some of the instructional hours lost by the gradual re-entry. Further, the original school calendar exceeded the 180 day, 900/990 instructional hours, so this modification of half days to restart the year still meets (and exceeds) the Pennsylvania Department of Education (PDE) instructional day/hours requirement. There will be a modification to the school calendar to remove the 10 delayed start days throughout the year to support a more cohesive schedule given the likelihood of having to traverse through different learned models as the virus requires.

Given the unique and specialized needs of our students, ‘full distance learning’ options are likely to be difficult and rare for parents to select as a viable option for their child. Therefore, blended learning will be an option the parent can have afforded to them in which two days of instruction occur on-site with 3 days via distance learning. Blended learning will allow for the critical ‘in-person’ instruction that is so valuable for students with moderate to severe autism while also providing for decreased occurrences of being exposed to larger groups of people or incidences that could lead to virus exposure. The Distance Learning and Blended Learning options will be ‘parent selected’ options in order to provide options that decrease the likelihood of exposure to the virus.
In summary, The Vista School’s Blended Re-Opening is as follows:
August 3rd- August 13th (Monday through Thursdays): staggered, individualized student classroom visits (only one student to visit the classroom at
a time) based on parent interest and availability. Not required. Sign up information will be sent to parents the week of July 20th
August 27th - September 18th: half day instruction (3 hour AM or PM session) Student assignments of AM/PM sessions will be communicated the
week of August 3rd to staff, parents, and LEA’s
September 21st - remainder of school year (excluding the need to adjust due to the virus): full days of daily instruction so long as there are no

The Vista School will be following several processes for cleaning and welcoming of students and staff. There will be an initial cleaning prior to student visits (prior to
August 3rd). This process will be replicated following any area that experiences a positive COVID-19 exposure incident throughout the course of the year. The Vista School will also have a daily cleaning regiment that will have different levels of intensity based on the phase (yellow or green) or level of community COVID-19 cases. For example, in the yellow phase and/or increase in case rates in Dauphin County, cleaning of commonly touched surfaces will occur hourly. In the green phase and/or decrease in case counts in Dauphin County, cleaning of commonly touched surfaces will occur at least twice per day. One of those times should be mid- day, and the other should be at the end of the day. A further cleaning regiment regardless of ‘phase’ or case rates of COVID-19 will support ‘shared surfaces or items’, ensuring that items or surfaces are sanitized as much as possible between student use. For example, if a student is at an instructional table and then a transition of students between tables occurs, the tabletop will be wiped down between students. Examples include, if a student is using a classroom iPad for reinforcement, the iPad will be wiped down before and after use.
The Vista School will have resources to support cleaning areas frequently and
efficiently from things like wipes, spray bottles with the two-step cleaning then
disinfecting process, and fog/spray backpack contingencies for larger spaces or quick
and efficient cleaning of shared spaces. Finally, The Vista School and the cleaning
company the school utilizes will adhere to CDC guidelines related to the types of
chemicals to mitigate the virus on surfaces. To further support cleaning and a
decrease of cross contamination, parents are strongly encouraged to use paper bags
with student's name on outside of bag and only disposable food packaging items
(plastic wear, plastic baggies) for food. All uneaten food that has been opened will be
disposed of (not returned home). Staff and students are also encouraged to pack
meals in disposable bags with plastic utensils to decrease cross contamination.

The schools initial reopening cleaning will be performed by outside vendors prior to
our first day back in buildings. In addition, staff will be present prior to student returns
to classrooms to support the thorough cleaning of items specific to classroom and
student use. Items that cannot reliably be cleaned well (such as large upholstered
furniture in classrooms, stuffed animals, etc.) will be removed from instructional
locations prior to the deep clean and preparation of school reopening. Water
fountains will be closed in yellow and green phases but will allow touchless water
bottle stations that are ‘contactless’ to remain open in either phase. Touchless water
bottle stations that are ‘contactless’ may remain open in either phase.
Our facilities department has ensured that all in house cleaning solutions meet the OSHA and CDC requirements. This has also been confirmed through documentation with our cleaning company. In order to keep up with stock and supply, our facilities department has established inventory status check rotations, an order alert system from staff, and a primary and secondary method for procuring disinfectant supplies through established vendors. Building ventilation has been assessed both by our facilities department as well as by an external vendor and determined at the appropriate levels based on CDC recommendations for schools. Mold spore levels and air quality have and/or will be performed across all four buildings and across all randomized location samples prior to reopening for In Person Instruction. The Vista School retains this documentation through our facilities department. Time limits and fan utilization will be required for instructional areas without windows or that do not have the high classroom ventilation provisions. All staff will be trained on general cleaning practices prior to the start of the school year. There will be a staff knowledge assessment following the training. In addition, supporting documentation (such as CDC cleaning posters) will be posted throughout building facilities. Cleaning chemicals will be stored in secure locations in each building with each classroom having localized classroom access to cleaning and disinfectant supplies. Our facilities department will store, schedule and monitor the use of larger fogger/backpack systems.

The students at The Vista School have moderate to severe autism as well as other
disabilities such as moderate and severe cognitive impairments. We realize that our
students will likely not fully understand the concept of social distancing and engage in
behaviors that make social distancing impossible to achieve. Further, our students
require highly individualized tabletop instruction with staff needing to be ‘at hand’, less
than 6 feet in many instances as well as needing to assist with personal care such as
feeding, toileting, hygiene, etc. This will not allow for our staff to keep 6 feet from
students at all times. Additionally, students will likely not be able to consistently keep
6 feet from one another due to behaviors of concern and/or awareness of their
surroundings. The AAP defines that a possible appropriate social distance space for
children is 3 feet. This should be kept in mind when working with younger children.
The learning environment, walking patterns in hallways, entries/exits, etc. will be crafted
in a way to support as much social distancing as possible.
The physical layout of the classroom will be adjusted in several different ways. Classrooms will have as many supplies as possible in bins on shelves or in cabinets. This will allow for surfaces to be free of clutter and therefore easier to clean and sanitize. Classrooms will have enhanced adherence to storage through this utilization of bins that are stowed away. Classrooms should have no cluttered countertops and surfaces to allow for frequent and thorough cleaning. Parents should not have student bring in personal items that are plush and/or that cannot easily be cleaned. Items from home should be limited and only brought it when essential. Any items going to and from school by staff or students should be cleaned accordingly (such as Lysol spray daily before and after school). Instructional items will be limited in sharing and if had to be shared, will be wiped down before giving to another student. Materials will, when at all possible, be individualized per student.
Student desks will be placed in a means to increase space between desks. Non- essential items that take up space or are difficult to clean will be removed from the classroom to increase the available space in the room. Desks/tables will be spaced at least 6 feet apart and will not have seating arrangements that have individuals sitting directly across from one another. Should an instructor need to sit directly across from a student (which is typical in direct instruction and discrete trial training), the staff must wear a face covering and also consider wearing a face shield, eye covering, or use a plexiglass instructional divider. Each classroom will have at least one additional indoor instructional space outside of the classroom that is dedicated to that specific classroom and does not have to be scheduled against another cohort classroom. This may require some spaces currently used for other offices, etc. being converted into instructional space for classrooms. The classrooms will be responsible for the daily internal cleaning of both of their assigned instructional spaces. Facilities delegated staff will be responsible for cleaning ‘shared’ instructional spaces, shared restrooms, etc.

The Vista School will adjust social distancing measures dependent on the intensity of community mitigation efforts throughout the school year. The Vista School will provide a variety of instructional modes of learning throughout the year to allow for flexibility given the changing dynamics of the pandemic. Parents will be able to choose either Distance Learning (no in-person instruction) or Blended Learning (in person, in buildings two days a week, distance learning 3 days a week) due to comfort and concerns related to the community health risk paired with the reality of complications of full distance learning only for many individuals with moderate to
severe autism.
Vista will be using staggered, blended learning initially, starting the week of August 3rd
so long as all buildings and processes have met Health and Safety Plan expectations. The Vista School will arrange for individualized scheduled visits to the school campus the weeks of August 3rd and August 10th, based on teams scheduling visits that work best for the student and teams given the continuation of distance learning through these last two weeks of ESY. Starting August 27th - September 18th students will attend school for half days (50% of the population attending in the morning, a one hour break for cleaning, 50% of the population in the afternoon), (or further individualization based on an IEP team decision) to support the gradual re-acclimation to the school environment. Full day in person instruction will then commence on September 21st (unless further modified individualization based on students IEP team decisions).
Throughout the school year, The Vista School may need to shift from full day in person instruction due to the community health crisis. For example, should localized data in Dauphin County indicate increasing positive COVID-19 cases and/or yellow phase restrictions, the school may shift students to half day instruction in order to better achieve social distancing measures. This will allow for increased learning space, and the ability to attend to increased cleaning of learning facilities. Classrooms will adhere to scheduling systems through cohort group assignments. These cohorts will then be scheduled to use communal spaces such as the gymnasium, kitchen, etc. The use of communal spaces will only be permissible in the green phase. In the yellow phase/increased COVID-19 case counts in Dauphin County, staff will be encouraged to use outdoor spaces so long as weather permits, such as the quad, gazebos, picnic tables, etc. in order to support further social distancing measures and gross motor movement activities.
Classrooms in buildings will be arranged into cohorts. These cohorts will have scheduled
use of shared spaces such as the gym, activity room, swing room, etc. Shared spaces will be
open with cohort scheduling in the green phase but will be closed in the yellow phase.
Gym and playground use will be scheduled via cohorts and with classrooms bringing gym
materials to and from the gym and cleaning them after use. Sharing of items during
activities will be limited and only at the classroom level (cleaning between student use for
things such as equipment.) The recess yard and gym commonly touched surfaces will be
sanitized between cohorts in the green phase. Both the gym and playground will be closed
in the yellow phase.

Hygiene routines will occur prior to entry into buildings as well as frequently throughout the school day. Sanitizing stations will be outside at all primary entrances. In addition, clear handwashing postings will be at each sink across campus. Hand hygiene will occur frequently throughout the day and particularly before and after food preparation, toileting, transitioning staff to work with different students, before and after transitioning to different locations, after touching your own face covering or the face covering of another, after student interventions that require the use of physical touch, etc. The Vista School does not transport students to and from school as this is the
requirement of the LEA. However, Vista does utilize vans to transport students to and
from community-based instruction trips. So long as the conditions for trips are
permissible, vans will only have one individual per bench seat or bucket row (van not
to exceed a total of 3 individual's) This may require CBI trips to be prioritized and
differentiated based on age level due to transition planning needs. For example, CBI
activities may shift to on campus activities for the elementary and middle school
students in order to free up vans for junior high and high school student use. In
addition, CBI’s off campus will not occur when Dauphin County is in the yellow
phase/is experiencing significant and consistent increase in COVID-19 case counts.
Social distancing marks (such as tape, painted lines, etc.) will be utilized in high foot
traffic areas (such as common narrow hallways, etc.) to support travel path. In
addition, taped markings may be utilized for the bike/walkway of the outside quad
path, taped markings on the floors of classrooms to mark 6-foot spaces for student
desks, walking routes in hallways with clearly defined doors for entry versus exit, etc.
Each classroom will have an assigned entrance and exit for the building. These
assigned entrances/exits should be used consistently to decrease the number of
students coming into or out of any doorways. The exception to this would be in case
of emergencies (student emergency, fire evacuation drill, etc.) CDC, DoH, and Vista
created signage will be put throughout buildings to support adherence to the safety plan.
Each classroom square footage is calculated, divided into 6-foot x 6-foot squares (36’)
to determine how many individuals can be in the space at any given time. Below is
the total maximum allowance of individuals in each classroom across all four of our
buildings. This includes both staff and students. The goal during will be to be below
this maximum occupancy allowance each day. Other assigned spaces may be utilized
by classrooms following cohort and staggered schedule guidelines in order to provide
additional space between students/staff. Occupancy decreases in the yellow phase to
better ensure social distancing and cleaning measures are adhered to the greatest
extent possible.
The kitchen will be closed to student use in the yellow phase and students will eat in
the classrooms. In the green phase the kitchens will be scheduled for lunch by
classroom. Cohorts may have scheduled times for other related activities in the
green phase, being mindful that no food sharing can occur.

* Monitoring students and staff for symptoms and history of exposure
The Vista School specializes in serving a population of students with Autism. Further,
approximately 80% of our population is nonverbal and virtually 100% also have moderate
to severe intellectual disabilities. While research on COVID-19 is preliminary, it has been
noted that individuals with Autism and Intellectual disabilities are four times more likely to
contract COVID-19 and are also at a greater risk of dying of COVID-19 than the rest of the
population. The two primary reasons for this are the commonality of pre-existing
conditions along with their autism and/or intellectual disability (i.e.: respiratory disease,
etc.) and the reality that many adult individuals with special needs live in ‘group homes’,
which means that they are more likely to be in groups of people in a home. This reality
makes it imperative for The Vista School to have procedures regarding screening and
monitoring both our staff and our students.
All adults that are not students (staff, contractors, visitors, etc.) entering any school
building as part of ‘entry criteria’ will have their temperature taken as well as will have to
attest to CDC recommended screening language. Our students are not able to effectively
understand or respond to screening questions, therefore, parents should review the
questions each day prior to sending the student to school. In addition, to decrease a
student traveling to school and then being sent home, parents should take their
son/daughters temperature each day prior to leaving home. If a student has any
symptoms, has a fever, or parent confirms positive response to the screening question,
the student should not come to school.
Vista has created a COVID-19 symptom checklist which also includes monitoring for
symptoms related to MIS-C that has been reviewed by medical professionals. Should a
student not pass the temperature screening or show concerning symptoms throughout the
day, staff will proceed through the checklist to determine the level of risk and next steps.
The checklist indicates when the isolation area should be utilized (i.e.: temperature,
productive/consistent cough, or a combination of shortness of breath paired with a
temperature or cough will require isolation procedures. The nurse will be contacted for all
isolation area use for further assessment.

At the school, the use of the isolation area will also require communication to the
nursing department and contact to the student’s family for the child to be
picked up from school. While in the isolation area, an isolation area checklist will be
utilized to ensure correct measures are occurring. These include things such as
wearing additional Personal Protective Equipment, increasing ventilation, cleaning,
handwashing, etc. while in the area.
Students and staff will follow the ‘return to school’ procedures as indicated on the
COVID-19, MIS-C checklist that will be provided to them. Individuals that have not
needed to use the isolation area will follow our standard ‘sick/illness’ protocol.
Individuals that have been required to use the isolation area will be required to have
parents contact their doctor to gain further documentation/consultation prior to returning
to school. Evidence of the doctor consultation paired with being symptom free for 72
hours will be required for readmittance. Should the doctor recommend COVID-19
testing, the individual should remain out of school until both results of the testing are
provided (two negative tests within 24 hours) as well as that the individual is symptom
free for 72 hours. Should a positive result be found, the individual will need to remain
out of any ‘in-person instruction’ and cannot return until the 11th day from the positive
test result as well as ensuring the individual has been fever free for 72 hours. A
secondary option can be for the individual to provide two negative PCR COVID-19 tests
(taken no less than 24 hours of each other) and also being symptom free for 72 hours.
In addition, the Vista School will contact the Department of Health to gain further
guidance on the student or staff's ability to return to school and any other required
actions. These out of school and return requirements will also hold true if the student or
staff has a household member that has a positive case of COVID-19, following further
guidance from the Department of Health for any extended quarantine measures.
Should the impacted individual (staff or student) or any other students be
uncomfortable with returning to school following an incident, The Vista School will work
to make accommodations to the extent permissible in this plan.
Specifically, for students, they will have the options of distance, blended, or in- person
instruction at any point throughout the school year. This will require communication
with the IEP team to ensure continuity of learning occurs. Staff will need to speak to
their supervisor regarding any concerns to work through any additional
accommodations at the worksite. Additionally, further staff leave, telecommuting, and
traveling polices are in place to support staff during the COVID-19 pandemic.

Notifying staff, families, and the public of school closures and within-school- year changes in safety protocols
Communication about use of the isolation area will not be necessary. However, the
following will be adhered to given the situation at hand: If a staff or student is
symptomatic but does not have a confirmed case of COVID-19 AND no knowledge of
contact with a confirmed case, no formal communication will occur. Increased cleaning in
areas staff or student visited while sick will be cleaned as a precautionary measure. If a
staff or student is symptomatic, does not have a confirmed case of COVID-19 BUT is
discovered to have been in contact with a confirmed case, email communication to staff,
families, and a notice will be posted on our website with the noted building. If a staff or
student is symptomatic and does have a confirmed case of COVID-19, Vista will initiate
Infectious Disease Protocol. In this protocol, the Department of Health is contacted, and
Vista follows their guidance. In addition, parents, staff, and transportation companies will
receive the automated alert call with further information. LEA’s will receive an alert email.
HIPPA related policies will be followed throughout this process.

As a reminder, The Vista School serves students who at a higher risk category for both contracting COVD-19 and dying from COVID-19. Therefore, Vista will be taking as many precautions as possible to keep our students, and staff, healthy and safe. Staff will be required to wear face coverings throughout all in- person instruction and while in school buildings in any areas or occasions where consistent and predictable 6 foot spacing cannot be achieved. There will be respite areas defined (i.e.: outdoors, etc.) to which a staff may, if alone or well outside the 6-foot space condition, take off their mask for a few minutes. In addition, staff can take off their mask to hydrate and/or eat so long as social distancing is also applied. For hydration, staff should step away from students and peers to ensure there is ample space and social distancing before pulling down their mask to drink. For eating, ‘shared’ food is not permissible. If a staff is eating their lunch, they should be doing so in a way that ensures ample space and social distancing before eating. If eating with students or with staff (such as in a staff break area), staff should not sit directly across from another individual and should ensure at least 6 feet. If staff are on a lunch break and done eating their mask should be put back on or they should proceed to the mask respite area should they want additional break time from mask usage. Per the Pennsylvania Department of Education mandate, staff and students must wear
face coverings while present at school and/or when receiving school services. The only
times when a face covering is not required is as follows:
Eating or drinking when spaced at least 6 feet apart;
Seated at desks or assigned work spaces at least 6 feet apart; or
Engaged in any activity at least 6 feet apart (e.g. face covering breaks, recess,
etc.).
However, students with disabilities, per PDE guidelines, are not required to wear face
coverings should their disability impede the wearing of a covering. The Vista School will
work with students to attempt to get them to wear a face covering for the school day. We
do recognize that this may look different for each student based on the severity of their
disability and their sensitivity to face coverings. The Vista School will attempt the following,
in addition to other procedures, to increase the likelihood of the student wearing a face

Demonstrate using the face mask on a preferred object or person, such as a
stuffed animal, a doll, or a family member.
Allow the person with ASD to choose among different types of fabric face
masks to find one that is most comfortable.
Start by practicing wearing the face mask for short durations of time, allowing
for breaks when needed.
Plan initial outings in low-demand environments that are quiet and calm, so
that the individual can experience success wearing the face mask.
Use a printed photo or digital photo of the individual wearing a face mask as a
visual cue to wear the mask before outings. The photo can be stored close to
the door or on a tablet that is easily accessible.
Chew gum or suck on a hard candy while wearing a mask, for distraction and to
improve the smell of recycled air beneath the mask.
Use a transparent face mask on an individualized basis if it supports the
student's ability to communicate
To further support our students and their ability to understand health and safety related to
COVID-19, additional instruction across all students will focus on key areas in addition to
student IEP and treatment plan programming. These areas of instruction will include
Personal Protective Equipment: the purpose, value, and tolerance of Personal
Protective Equipment on self and others
Personal Space: the purpose, value, and visual recognition of increased
space between self and others and ‘social distancing’
Hand Hygiene: the purpose, value, and effective support or independence
in hand washing and/or sanitizing hands frequently
Temperature Taking: the purpose, value and tolerance of temperature being
taken frequently
Preventative Health Behaviors: increasing of desired behaviors such as
a. Hands: ‘hands to self’, ‘hands in pockets’, ‘ready hands’, etc.
b. Body: ‘calm body’, ‘deep breathing’, ‘replacement behavior to unsafe
behavior’, etc.
c. Materials: ‘appropriate use’, ‘decreasing in mouthing of items’, etc.

Strategic deployment of staff
Staff will be required to wear gloves during any student self-care routine (such as tooth brushing, toileting, changing, etc.) Staff will be required to have an outer oversized shirt layer as well as have additional layers of clothing accessible at work in order to change any potential soiled clothing. Students and staff will be monitored based on any at risk health conditions. Adjusted attendance procedures will be put in place for students in at risk populations. Students will be recommended to wear face coverings but not required while in school buildings. Students prioritized to go out into the community are strongly encouraged to wear a face covering and comply with health and safety provisions of the community site (such as social distancing, etc.). If the student cannot comply with the business requirement of face covering and distancing, the site location should be rearranged to not trigger any negative experiences, denied access, etc. at a location. Staff will work on programs for students to support the tolerance and increased duration of time wearing face coverings. In addition, staff will work with students to support application of social distancing and frequent hand washing/sanitizing. Staff subbing will adhere to standard protocols. When at all possible, subbing will occur via a cohort group or building. In the event of emergency staffing needs, Vista may need to institute half day provisions. Staff leave, telecommuting, and travel policies have been created/revised to increase the likelihood of a healthy and present staffing for the school. Staff will be deployed in buildings for in person instruction via building and classroom assignments. When necessary, substituting of staff will occur to ensure safety and supervision of students. The Vista School will monitor subbing to support the concerns and logistics behind contact tracing. Staff deployment will not be fully
operational until the start of the regular school year, August 27th. Prior to that, in person interactions will occur via the optional visits to campus for students to support reacclimating to staff and the environment. Further, once the Health and Safety Plan is approved, PCA support, employment support, and other noncertified support staff may begin to support students at employment sites or via instructional programming in homes as applicable based on individual student plan eligibility between the date of Health and Safety Plan approval and the beginning of the regular school year. Certified school staff will begin in person interactions at optional ESY on campus visits
and then consistently starting August 27th based on the gradual reentry schedule.
