The Tools (1)Work-out and implement a three part model that mirrorsthe (European) New Approach philosophy:

– a performance based part.

– a prescriptive based part. – the conformity assessment part, with important role forthird party certification bodies (NoBo’s, GCAB’s, ….).

A performance based part (ESR’s): – ISO/TS 22559-1 Part 1:

Global essential safety requirements (GESRs).

A prescriptive based part: (is this part complete?)

– ISO/TS 22559-2 Part 2:Global safety parameters (GSPs). – Still missing is a major prescriptive lift standard e.g.:A17,EN 81,JIS,…

A conformity assessment part: (is under construction) – ISO/TS 22559-3 Part 3:

The Tools (3)The still missing ISO prescriptive part:

Those ISO standards are the key instrument to set a globalsecond route of compliance (or new approach, or deviation from aprescriptive standard).

Since they are not as comprehensive as a prescriptive standard, amajor elevator safety standards as EN 81 is required to definestate of the art and a global accepted level of safety.

CEN/TC10 Lifts, escalators and moving walks has invited ISO to

be observer in the revision of EN81 among other organisations(e.g. Japan, China, USA, Korea, …).

Best would be that ISO/TC178 considers and adopts the revisedEN 81 as the missing ISO prescriptive elevator safety standard.

Mutual recognition of tests and certification (MRA’s/MLA’s) at globallevel are missing.

Accredited third party inspection bodies/laboratories are the key tosuccessIs the long term objective.

Pre-requisite:

MRA’s/MLA’s can only work if similar/aligned processes, commonESR’s and technical prescriptions are existing/implemented at globallevel… .

An adequate Market Surveillance process must be in place

The Global Lift-IndustryCommitment (NEII-PALEA-ELA)

Promote global relevance of standards.Work out and implement the three part ISO model (New

Approach inspired, promoting safety & innovation).Work out a major prescriptive standard, modelled on the

revised EN 81. – Already ongoing, to be completed in the shortest possibletime…(see GTBFT roadmap).

Ultimately also covering accessibility, fire issues, EMC,PESSRAL, seismic requirements, energy and ecology andfuture needs, …. Once the tools are ready, start up negotiations atauthorities and WTO level, promoting the creation of MLA’sand MRA’s.

ELA welcomes the EU Commission ambition to supportstandardisation at political level by promoting the use of (1):

– standards as a common tool for manufacturers and authorities inthe application of EU legislative requirements for health, safety,energy efficiency and environment protection;

– standards in the regulatory environment at international level,including bilateral and multilateral discussions and agreements;

– internationally developed ISO(-EN) and IEC standards whereverpossible, and requesting the withdrawal of conflicting nationalstandards.
