It has been my privilege to be witness to the resiliency of the human spirit, dedication and above all, the spirit of volunteerism. It is with great pleasure that I present to you, the highlights of activities of the year 2013-2014. The report is arranged according to the domains that the College has signified in the High Performance Team Strategic Planning Workshop. I. Governance, Leadership and Communication a. It is with great pleasure that I present to you, the highlights of activities of the year 2013-2014. The report is arranged according to the domains that the College has signified in the High Performance Team Strategic Planning Workshop.

I. Governance, Leadership and Communication a. Affidavit of Undertaking

i. The spirit of this document deals with the principle of confidentiality and serves as a reminder to conduct oneself responsibly as an elected or appointed officer of the PCCP. This legal document was read and signed by the members of the PCCP Board of Directors, Specialty Board, Accreditation Board, Council Heads and Chapter presidents.

The highlights of this affidavit include:

i. To protect and treat with utmost confidentiality all non-public, confidential or proprietary information relating to the association, its directors, members, and officers, whether written or oral, which have been communicated to the PCCP leadership as confidential information or which the member may have access to in the course of and in connection with the performance of my duties and responsibilities. Furthermore, any confidential information mentioned above will not be disclosed to any person even after the member’s term has ended.

ii. Undertake not to engage in any act that may be in conflict and /or acquire any personal or pecuniary interest in conflict with member’s duties and responsibilities as member of the Board.

b. PCCP Governance Manual, which includes policies, procedures and guidelines

that the leadership implements and uses as a guide in the decision making of the College, was reviewed, updated and edited through the efforts of our adviser and the founding president of this manual, Dr. Grace Ramos and the Board of Directors.

c. Collaboration and Alliances with external organizations

i. Department of Health – The Philippine National Formulary Executive Council has requested assistance from PCCP in the development of evidence-based Algorithms or Clinical Practice Guidelines for the management of Bronchial asthma, Chronic obstructive pulmonary disease and Community acquired pneumonia, specified as priority diseases in the primary healthcare units. The PCCP, through the Councils on Asthma, Lung Infection and COPD participated in the consultative meeting and formally submitted recommendations and comments on the current list and application of respiratory medicines.

ii. Philippine Health Insurance Corporation (Philhealth) 1. PCCP supports the Philippine government in the pursuit of the

Universal Health Care Program (UHC) or Kalusugan Pangkalahatan. The UHC is of utmost importance and aims to promote quality of care for all, most especially, the underserved. It also recognizes the importance of improving the efficiency of payment for healthcare providers, which includes the hospital facility and the medical doctor.

2. PCCP assisted PhilHealth in the development of PHIC Qualifier Form for the five respiratory conditions: Pneumonia – moderate risk and high risk, Lower respiratory tract infection, Pulmonary Tuberculosis, Asthma, and Chronic Obstructive Pulmonary Disease

3. With the implementation of the new policy on ALL CASE RATES, PCCP is currently in close coordination with the Philhealth agency to enhance the list of pulmonary medical conditions and procedures for coverage.

iii. Professional Regulatory Commission - Professional Board of Medicine or PRC- PRBOM The PCCP participated in the Consensus meeting together with Joint Committees on Certification of Internal Medicine Specialties convened by the Philippine College of Physicians. The main issue was the operationalization of the E.O no. 83-2012, entitled “ Institutionalization of the Philippine Qualifications Framework,” which has to be aligned with the Competitiveness Roadmap for the Profession, the Philippine Roadmap for the Implementation of the ASEAN MRA, and the specialization provisions of the Physicians’ Act. The objective of the consultative meeting was to come up with a common stand on the nine points of concern presented by the PRBOM regarding the certification of specialists and subspecialists. The recommendations will impact on the standards of our training programs, the products of our training programs as well as our future as medical professionals and specialists/subspecialists leading up to full implementation by 2015.

iv. International Alliance - APSR PCCP bid to host an Educational Seminar of the APSR [ESAP] in August 2014. Our request was granted and this will serve as our next mid-year convention.

d. Communication

i. External – PCCP has been very active through its councils and chapters through various quad –media exposure through radio, television, print and web-based exposure

ii. Internal – We are proud of our new and improved Website, Philchest.org, re-designed and re-formatted to improve communication between the central body, chapters, councils and members. Now, more information is made known about the College activities, at a faster pace. We also have a very active social networking site on Facebook, PCCP Manila, which allows for more active participation among our members.

II. Finance a. Accounting tool for Chapters- We have encouraged flexibility in standardize

financial operations, facilitate and align the accounting processes in the central body and the chapters, the VGA Accounting System was distributed to the chapter presidents and treasurers last May 2013.

b. PCCP is Tax-exempt – We are happy to announce that as proof that we have met the criteria as a non-stock, non-profit organization with sound financial management, transparency and accountability in the service of underprivileged Filipinos, the Bureau of Internal Revenue has given us a stamp that we are tax exempt.

III. Membership and Ethics a. Death and Disability Benefits - The Board has approved the inclusion of a list of

Critical Illnesses in the PCCP Disability Benefit. The Board has resolved to provide relevant assistance to our members through an increase in the Death and Disability Benefits amounting to P 30,000 given to Fellows of good standing, P 40,000 entitled to Life Fellows of good standing, and P 50,000 entitled to PCCP Past Presidents, approved by the Committee on Membership and the Board of Directors.

b. Assistance, medical services and stress de-briefing sessions were organized and extended to deserving areas or individual/s affected by natural or man-made calamities/disasters in Cagayan de Oro, Zamboanga City, Bohol Province, Roxas City, and Leyte Province. Availment of the membership Disability Benefit was offered to interested members who were victims of the typhoon Yolanda.

c. PCCP endorsed to the FDA, its support in upholding the Mexico City Principles, which serves as a guide for the ethical conduct and interaction between the healthcare sector and the biopharmaceutical industry to ensure that medical decisions are made in the best interests of the patients. We are in agreement that the ethical principles among doctors and the pharmaceutical industry have to be safeguarded and constantly reminded and practiced to maintain integrity in our profession. As a College, we uphold these principles and ensure that our members are constantly guided with the ever-changing landscape of the industry.

IV. Research To provide a larger pool for innovative and relevant College-initiated research, the board has resolved to increase to seven (7%) of the net income from the annual chest convention, the allocation for the PCCP Research Fund effective March 2013. The research grant provided to fellows-in-training whose papers are accepted for presentation (oral, poster) in any international convention, screened and approved by the PCCP Research Committee, was also increased.

V. Training and Medical Education a. The Algorithm for the New Application for Pulmonary Fellowship Training

Program was implemented in full. b. Memorandum of Understanding – the highlights of this MOU include:

i. The PCCP with the 13 accredited hospitals through a Memorandum of Understanding have joined efforts to conduct and undertake a proper, effective and efficient implementation of the core competency-based curriculum for adult pulmonary medicine fellowship training (2013 version) so that the accredited institutions, to the best of its capability & resources, can provide adult pulmonary medicine fellowship training that will hone and develop professional, competent, skilled, ethical and compassionate pulmonologists who will ably serve the Filipino people & the global community.

ii. The Training Committee shall formulate and update the adult pulmonary

medicine core curriculum, assist the institutions with adult pulmonary medicine fellowship training programs in implementing these programs, and provide or formulate innovative activities and programs for the improvement of training in adult pulmonary medicine and its specialized branches.

iii. This committee will operate in synchronization with the Accreditation Committee and Specialty Board of the Society so that the training mission of the Society will be ably fulfilled.

c. Training and Accrediation Committee Collaboration i. Implementation of the Competency-Based Core Curriculum in Philippine

Adult Pulmonary Medicine Fellowship Training was linked to the review of the Accreditation Committee’s guidelines to foster a smooth transition and harmonize the training and evaluation processes within the three (3) year transition period. Consultative meetings between the training and accreditation committees were conducted to achieve an understanding of the challenges faced by both committees.

VI. Social Responsibility and Advocacy

a. The Council on Tobacco or Health and Air Pollution presented the position statement on electronic cigarettes (e-cigarettes)/ electronic nicotine delivery devices. The statement was submitted to Forum of International Respiratory Societies (FIRS) as recommended by the APSR.

b. PCCP successfully sponsored the Repertory Philippines production of “The Producers” performed on November 30, 2013 at 8 pm in Onstage, Greenbelt. The purpose of the fundraising was to raise and earmark funds for the Community Development and Health Education project expenses of the College. The management of the funds will be subject to procedural guidelines and consultation with proper authority.

VII. College Activity – a. National Strategy for COPD launched

This is a COPD Council initiated long-term project in cooperation with the Council on Diagnostics and Therapeutics, and the members of the PCCP in the different chapters, targeted to be achieved by the year 2019. This aims to create a national strategy to address the estimated high national prevalence, and under diagnosis/under treatment of COPD. This involves education of the patients, therapists, and front-line physicians, surveillance through proper spirometric screening to determine prevalence, and research.

No. 18. The inclusion of Critical Illnesses and Critical Illnesses Requiring Surgery, identified and listed on the Manual of Procedures, in the PCCP Disability Benefit. This membership benefit shall be paid only once in a lifetime to each member of good standing.

No. 19. The creation of adhoc Council on Sleep Medicine to serve as center for collecting

and collating data on sleep medicine and its circulation seen locally for the purpose of characterizing disorders related to sleep medicine, defining problems and finding solutions, to develop criteria for diagnosis and treatment, to publish professional and lay information, to provide a pool of resource specialists for purpose of lectures, seminars and postgraduate education and to establish material registry.

It was further approved the appointment of Dr. Virginia delos Reyes as Chairman of the Council on Sleep Medicine for 2013-2016. Dr. delos Reyes’ term of office is for three years without prejudice to re-appointment.

No. 20. The Establishment of Endowment Fund amounting to P 5,181,300. The amount

shall serve as retirement fund for PCCP staff; release of fund is subject to procedural guidelines and consultation with proper authority.

No. 21. The increase of Death and Disability Benefit amounting to P 40,000 entitled to Life

Fellows of good standing, approved by the Committee on Membership and the Board of Directors.

No. 22. The increase of Death and Disability Benefit amounting to P 50,000 entitled to

B. Debate session on pre-selected pulmonary cases that is aimed to provide an opportunity to engage and question debaters and vote on issues at hand and enables the trainees to study and research on the assigned topics prior to the scheduled session. Interaction among the fellows-in-training from the different trainings institutions is enhanced.

Pharma Philippines has collaborated with PCCP through the Council on Pulmonary Infection and COPD for a scientific symposium on September 3, 2014 at the Meeting Rooms 4-6, SMX Taguig. Topics presented by Dr. Celia Carlos and Dr. Isagani Rodriguez are Prevalence of Bacterial Resistance in the Philippines and A New Option in Antibacterial Management. The College collected CME Royalty fee to defray other CME projects such as workshops and training activities.

2. Scientific and Research Committee

A. Research grant were given to Fellows-in-Training whose papers were accepted for international presentation (oral, poster) in the amount of $200 each, screened by the Research Committee and approved by the PCCP Executive Board. A maximum of 3 per institution per year shall be accepted by the Committee.

B. Grant Funding Increased. Seven (7%) of the net income from the annual chest convention will be allocated for the PCCP Research Fund effective March 2013.

a resource person in the Senate of the Philippines – Committee on Public Order and Dangerous Drugs hearing to investigate the circumstances relative to the bombing incident in Cagayan de Oro last July 26, 2013.

The forum was presided by the committee chairman, Sen. Grace Poe. Legal counsels, Atty. Joseph Randolph Barlongay and Atty. Jesus Rafael De Castro, have assisted Dr. J Chavez in the public forum.

The PCCP was assisted by the Philippine Psychology Society in

conducting stress debriefing sessions to members and representatives from the pharma industry who were victims of the CDO bombing incident during the PCCP Midyear Convention on July 26, 2013.

Dr. V Balanag, Jr. represented the PCCP in the Universal Healthcare

Forum on October 16, 2013. The meeting was organized by DOH, PhilHealth which was held at the Fairmont Hotel in Makati City.

DOH Formulary Executive Council (FEC) has requested assistance from

PCCP on the development of evidence-based Algorithms or Clinical Practice Guidelines applicable for the management of bronchial asthma, COPD and CAP, specified as priority diseases in the primary healthcare units. Meeting was held on December 18, 2013 at the DOH where the College was ably represented by Dr. MB Siasoco, Dr. T Trinidad, Dr. RA Nolido and Dr. CM Campomanes.

The PCCP supports the Food and Drug Administration (FDA) in drafting

its guidelines to promote Ethics in the workplace. An official communication declaring the pharmaceutical industry’s assistance to the College was submitted to FDA on January 15, 2014. FDA has adopted the Mexico City Principles For Voluntary Codes of Business Ethics in the Biopharmaceutical Sector, which serves as a guide for ethical interaction between the healthcare sector and the biopharmaceutical industry to ensure that medical decisions are made in the best interests of the patients.

Dr. Lenora Fernandez represented the College in the DOH clinical

pathway meeting for non-communicable diseases last February 20, 2014, as collaborator in the development of service packages for chronic respiratory diseases like COPD and packages for smoking cessation.

Dr. CM Campomanes represented the PCCP in the PCP- Philhealth

forum for ALL CASE RATES last February 28, 2014. Issues and concerns received from the PCCP members were submitted to PhilHealth and discussed during the forum.

6. E-Review Project

Now on its fifth year, the Executive Board has continued this project which is aimed to help PCP eligible graduates review the topics that would be given by the Specialty Board in the Diplomate Certifying Examinations. A total of 134 enrollees have registered, classified as newly graduate from training and practicing associate members. The review was offered from July – December 2013. The review program, through the valuable support of faculty from the different training institutions, has provided board eligible members a better chance of passing the certifying board exam. The continuation of this project and an increase in the number of examinees taking and actually passing the examination is a testament to its success.

7. Corporate Social Responsibility and Advocacy

A. Community Service: Medical Mission and Patient Education Lectures

Regular conduct of medical clinics and lay fora participated by PCCP members

and fellows-in-training from the 13 accredited hospitals. This is held every 2nd and 4th Saturday of the month at the Health Service sites of German Doctors, Caloocan City and at the Jesu Christi Community in Cebu City.

April 26, 2013 - Medical Mission at Old Provincial Hospital, Calapan City in partnership with the German Doctors: No. of patients: 66 (13 pedia and 53 adults) with 16 consultants and fellows in training.

PCCP collaborated with Repertory Philippines for a fundraising musical show entitled “The Producer” performed on November 30, 2013 at 8 pm in Onstage, Greenbelt. The purpose of the fundraising is for the Communication Development and Education project expenses of the College. The BOD appointed Dr. Shirley Panganiban to manage this project.

World TB Day Commemoration March 21, 2013 – with the theme “Stop TB: Makialam!” organized by the Philippine Coalition Against Tuberculosis held at the Bayanihan Hall, Mandaluyong City, Philippines. The activity focused on expanding the reach of TB advocacy efforts to the community through social media. The PCCP participated by developing music video entry on TB advocacy.

C. World Asthma Day May 7, 2013. This year’s World Asthma Day coincides with the Philippine College of Physicians (PCP) Annual Convention. As most PCCP members are attending the convention, the council deemed it an opportune occasion to celebrate WAD with and promote asthma awareness to our fellow internists. The theme is "You Can Control Your Asthma ... It’s Time To ACT”. Raffle activity on asthma awareness is conducted at the PCCP booth.

D. World Hypertension Day The PCCP was represented by Dr. Patrick Gerard Moral in World Hypertension Day on May 17, 2013, with the Philippine Heart Association, Philippine Society of Hypertension, Department of Health, GT-Metro Foundation and Novartis Healthcare Philippines. Media conference was organized to increase public awareness on hypertension and its link to the effects of smoking.

E. World No Tobacco Day Celebration May 31, 2013 –Ban Tobacco Advertising Promotion and Sponsorship. Media briefing was conducted to declare the key message urging the Philippine government to immediately take steps in effectively banning all forms of tobacco advertising, promotion and sponsorship (TAPS) in order to reduce the number of tobacco users.

F. World COPD Day

Launching of National Strategy for COPD Project

November 20, 2013 – COPD Council long-term project targeted to be achieved by the year 2019 which aims to create a national strategy to address the estimated high national prevalence and under diagnosis/under treatment of COPD.

COPD Olympics: Rodeolympics

November 24, 2013 - Now on its 6th year, the activity was aimed to foster fellowship and camaraderie among COPD patients and family, doctors and respiratory therapists while increasing awareness for COPD. This year's theme is COPD Most Wanted – Hi-Ho Hingal, Away!!!

Guideline Dissemination (ongoing) Conducted guideline dissemination of GOLD 2011 using the GOLD slides with the added Local Burden Data. Participants were given the COPD Foundation Pocket Guide of GOLD 2011. The new COPD Clinical Practice Guidelines 2014 is ready for dissemination in a couple of months. This document will be published in the Compendium of Philippine Medicine. Disseminated Standards the Conduct and Reporting of PFT manuscript to the different hospitals in the Philippines for pulmonologists, internists and respiratory therapists.

Spirometry Screening (ongoing) Conducted spirometry screening and free clinics at the Out-Patient Departments from the PCCP accredited hospitals and regional chapters.

Media Briefing November 26, 2013 - World COPD Day media briefing was conducted in several press conference meetings. The need of spirometry as an important tool to diagnose obstructive lung diseases will also be conveyed.

8. Training

A. Amendment to By-Laws on the creation of Training Com:

This committee shall formulate and update the adult pulmonary medicine core curriculum, assist the institutions with adult pulmonary medicine fellowship training programs in implementing these programs, and provide or formulate innovative activities and programs for the improvement of training in adult pulmonary medicine and its specialized branches.

This committee will operate in synchronization with the Accreditation Committee and Specialty Board of the Society so that the training mission of the Society will be ably fulfilled.

B. The PCCP with the 13 accredited hospitals have joint efforts to conduct and undertake a proper, effective and efficient implementation of the core competency-based curriculum for adult pulmonary medicine fellowship training (2013 version) so that the accredited institutions, to the best of its capability & resources, can provide adult pulmonary medicine fellowship training that will hone and develop professional, competent, skilled, ethical and compassionate pulmonologists who will ably serve the Filipino people & the global community.

C. Submitted to PCP Residency Training Program Committee the Pulmonary Core Competencies to delineate Generalist, Internist (Specialist), Pulmonologist (SubSpecialist). The committee is compiling into a manual the list of terminal competencies of the sub-specialties comprising the four categories of subjects in Internal Medicine.

D. The Philippine College of Physicians has already approved the inclusion of

spirometer in the core equipment of hospitals and institutions for PCP accreditation of Internal Medicine Residency Training Program. This is aimed to provide IM residents basic skill requirement of PFT interpretation and have the awareness of the use of spirometry in the diagnosis of lung diseases as well as in the measurement of lung wellness.

E. The PCCP received donation of Abram’s pleural biopsy needles from the

Mid/East Scientific Medical Equipment & Services Inc.; the diagnostic equipment will be awarded to the accredited institutions as part of fellows’ training activity.

Section 1.12 Grievance Committee Section 1. A Grievance Committee is hereby created which shall be composed of a Chairman and

three (3) regular members. The regular members shall be appointed by the Board of Directors and shall have a fixed term of three (3) years. The Chairman shall be the incumbent Secretary who shall serve in an ex-officio and non-voting capacity.

Section 2. The Chairman of the Grievance Committee shall appoint a Secretary from among the

regular members. The Secretary shall serve in such capacity during the incumbency of the appointing Chairman.

Section 3. The Grievance Committee shall have the following powers and functions:

3.1. Receive, accept, evaluate and process complaints and grievances in writing from PCCP members, patients, paramedical and other hospital staff, HMO’s or insurance carriers, or other institutions concerning the actions and omissions of any member of PCCP;

3.2. Act on complaints and grievances or refer the same to the appropriate committee or body for appropriate action;

3.3. Conduct investigation, mediation, conciliation and/or any other alternative mode of dispute resolution on the complaints and grievances received by the Committee;

3.4. Make appropriate recommendations to the PCCP Board of Directors.

Educational Seminar of the APSR [ESAP] Hosting

Date/Venue: August 6-7, 2014, Manila Philippines Theme: State of the Art in Pulmonology: Convergence in Practice APSR Assembly: Bronchoscopy and Interventional Technique Assembly This ESAP course aims to fulfill the needs of general practitioners and pulmonologists who want to enhance their skills in handling pulmonary diseases. For the pulmonologists, the hands-on sessions on pleural-based and interventional bronchoscopy procedures will provide them the opportunity to learn these new and state-of-the-art procedures. For the general practitioners and other pulmonologists, the didactic sessions on the state-of-the-art pulmonary topics and hands-on sessions on other diagnostic & therapeutic procedures or tests will update and enhance their knowledge and skills in handling common pulmonary diseases.
