“May you live in interesting times.” This traditional (reputedly), Chinese curse is much on my mind these days. The times, indeed, are most interesting and the ride from where CHUM sits feels like a roller coaster run amok.

At least this can be the take in the middle of a sleepless night. By day, amidst the comings and goings of staff, guests, volunteers, supporters, funders, agency partners and many others, it is apparent that the fabric of community that sustains CHUM is very strong.

Thanks to broad community support, a strong and visionary board, and an incredibly dedicated and talented staff, CHUM continues to realize its mission through a period of ever limited resources and increasing demand. But dramatic changes in the world around us call for corresponding changes in the ways in which we do our work. Here are three issues that demand our attention as we begin the new fiscal year.

FUNDING: CHUM benefits from a diverse range of revenue streams giving us a flexibility that is unique in the non-profit world. CHUM is especially blessed with a very large and committed community of donors. Over the past two years, a period of economic recession, community contributions have increased by over 17%. While we are grateful, this will not offset the decline from other, traditional funding sources.

A few years ago the board developed guidelines to help CHUM weather the anticipated economic decline. Survival services (food, emergency shelter, housing) were prioritized in expectation of greater demand. Volunteer recruitment and coordination capacity was strengthened as we increasingly rely on volunteers to maintain these services.

More recently, federal and state budget cuts have hit CHUM’s homeless programs. As government grants become scarce, CHUM is moving to become an eligible provider of contract services. We anticipate that changes connected with this move will not only provide more secure revenue streams, but will also strengthen our stabilization services to the benefit of our clients.

STABILIZATION SERVICES: Over the years we have seen dramatic changes in those we serve. A recent trend is the growing number and changing characteristics of homeless families. They are younger, with very young children, and are struggling with a multitude of problems that make it almost impossible to find and maintain housing.

With stabilization support and housing that is affordable, these families can maintain their housing and achieve greater stability. This is especially critical for their children who gain a stable platform upon which to build their futures. CHUM is partnering with Northern Communities Land Trust and Center City Housing to build 44-units of permanent supportive housing for families. The project will also house a much-needed new emergency family shelter. It is anticipated that the building will be ready for occupancy in early 2013.

ORGANIZING: In a time of eroding public resources, the need for public policy responsive to the needs of CHUM’s service population is critical. The people we work with do not have political clout. CHUM, however, is unique in that we have a constituent base that includes over 6,000 service recipients and 10,000 people in our member congregations. We can be a potent force for positive social change.

For more than 6 months this year, CHUM was without a community organizer due to budget restraints and this critical part of our work and mission went largely unaddressed. That absence was keenly felt as it became obvious that effective community organizing is as essential a need to the people we serve as are CHUM’s other services. CHUM is committed, in the words of our mission statement, to “organize for a just and compassionate community.” That focus is CHUM’s identity.

A family of four on the verge of entering a family shelter was redirected towards affordable housing with the guidance of CHUM staff. Jolien, along with her husband, Jeff, and their children came to Duluth to be near Jeff ’s children. Her family met with CHUM family housing advocate, Mary Lu Larsen, before the family became homeless, again. With Mary Lu’s help, Jolien and Jeff found affordable housing at RUAH, CHUM’s permanent supportive housing facility.

Once housed, an initial task was to find furniture. Veronica Gaidelis-Langer, CHUM supportive housing advocate who works with all families at RUAH, coordinated with volunteers, furniture donors and the family to gather beds, tables, and dressers. The children were brought to Kids Closet to fill those dressers with warm school clothes. Jolien, a mother of three children, one diagnosed with Asperger’s syndrome and another with Autism, is a busy mom. She had been a student studying Special Education until she eventually found employment. Jolien has since been promoted to assistant manager. Veronica walked with Jolien as she advocated at the children’s schools, started college, and when their medical assistance was eliminated, made sure the family had the necessary resources needed to remain together and at RUAH.

While in school, Jolien spent the early as well as the late hours studying while her children were asleep. Between running her household and her demanding school routine, she took a break from school after one year. She hopes to one day become an advocate for children with disabilities.

Veronica continues to assist Jolien and her family in obtaining services from area agencies. In order to receive food assistance, medical assistance, and financial assistance each family member needed a birth certificate. Over the past three years, with Veronica’s help, each family member has acquired a birthcertificate or driver’s license or a state identification card. This expense totaled $130, a huge amount for a family with very little income.

Veronica also helped the children enroll in Mentor Duluth where they have been matched with positive adult role models. Her support has kept the family housed and together for three and a half years. As Jolien stays positive about her successful experience with CHUM, she states, “This is the longest we have lived in one place, for a very long time.”

Together we are service recipients, congregations, and community members, breaking bread to unite around our common mission.

During the past year CHUM received funding from the Northland Foundation to further engage congregations in the mission of CHUM. The funding sparked creativity and innovation from member congregations sprouting six projects which directly impacted the work of CHUM. The projects ranged from a Healthy Communities event each month at Our Savior’s Lutheran Church bringing together congregation members and low-income community members for a meal and to learn about healthy lifestyles, to a garden plot at St. Mark African Methodist Episcopal making fresh, healthy foods available for community meals in the Central Hillside. Other projects included the beginning of the DULUTH Q group which united young people from various CHUM congregations to create, produce and showcase a local documentary about poverty, homelessness and the working poor.

Outside of the Congregational Initiative Projects, CHUM congregations and service recipients came together over the last year to fellowship in everything from bingo at the CHUM Center to State Capitol advocacy trips.

Great examples of congregational engagement include:

• Monthly meals provided by St. Benedict’s, Hope United Methodist, Gloria Dei, Hillside and many others, feeding those staying at the emergency shelter while fostering a sense of community;

• The sounds of guitar strumming and drum circles creating a space of worship during times of transition within our CHUM community;

• The humble work of the Family of God women who clean the CHUM Center each month.

VOLUNTEER IMPACTVolunteers from CHUM congregations, and the larger Duluth Community, have made it possible for CHUM programs to meet ever increasing needs. Volunteers at CHUM have steadily increased in number and hours volunteered over the past three years. Key areas that have experienced an increase in volunteerism include stabilization services such as meals, cleaning and

community events at the CHUM Center. Other areas where Stabilization Services have seen an increase in volunteerism are the emergency shelter for families and supportive housing services. There has also been a substantial increase in volunteer hours for special events, organizing, and advocacy efforts. An average quarter in 2011 produced over 5,000 hours of volunteer time!

Over the past 38 years CHUM has maintained its original purpose of providing services to our neighbors living in poverty. While programs and services have adjusted to reflect societal changes and the needs of individuals and families, providing food and shelter is at the heart of all other programs. It is through the Food Shelf and Emergency Shelter that the door is opened that leads our guests to stability and integration.

Food Shelf visits, as well as the number of guests afforded shelter, have continued to increase. Nearly 100 more homeless neighbors have been sheltered each year since 2008 and the Food Shelf has spent 135% more for food in the last two quarters of this year as compared to the same period in 2010. The Duluth community has stepped up to provide support so we can continue to serve all our neighbors in need of the basics.

While meals and shelter are provided at the CHUM Center, it is also a place to experience community. Social workers aid individuals and families in solving issues such as hunger, homelessness, lack of income, and health concerns.

Because of a decrease in the number of affordable housing units available to Duluth’s very low income over the past eighteen months, CHUM guests are waiting longer to access housing. This increases the number of nights each guest stays in the Emergency Shelter. Families are experiencing severe barriers to housing and we are finding that many need permanent supportive housing, which allows them to become stable and remain together.

The number of working poor without health insurance who have sought help through the CHUM Nurses Clinic, and the HOPE Clinic (a program by the UMD Medical and Pharmacy Schools), has increased by 35%. Those seeking psychiatric services usually wait several months, often with devastating effects.

The CHUM Nurse provides initial and ongoing referral services to the extent possible.

As our guest face these everyday realities, they do find help here. We have successfully assisted clients to be housed, find employment, and find medical care. Each day up to 200 people stop by the CHUM Center for camaraderie, to wash their clothes, or to share a meal. They are all welcome here.

For the last six months of this year, CHUM has been without a community organizer. We have hired a new organizer and are reforming the steering committee. This group, made up primarily of people receiving CHUM services, will work with other community members, including clergy and congregational leaders, to give direction to our organizing activities.

A primary focus of activity will be addressing policy issues on the local and state levels that have an immediate impact on CHUM’s low-income constituency. In the past CHUM’s organizing activities were critical in creating the Duluth Housing Trust

Fund, addressing state budget priorities, and maintaining health care for those on General Assistance, among other issues. CHUM’s community organizing has also been instrumental in bringing congregational members and low-income people together to work on issues that touch their lives as people of faith and neighbors in the Duluth community.

The expense charts include depreciation, which is not a cash expense, and the revenue chart does not include grants received in FY 2010 for FY 2011 programming. Given these adjustments, CHUM ended the fiscal year with a cash operating balance of $51,410.
