February 16, 2016 UPDATE -- Pipeline Anomaly in Franklin County, Kansas An updated timeframe and further capacity impact is being provided based on the latest discoveries and repair plans regarding the pipeline anomaly on the Hugoton to Ottawa 26” Line Segment (LS140)

Based on the latest information, Southern Star now estimates the following timeline for the capacity reduction while repairs are performed:

Constraint Capacity:

In addition to Location 16933 Westar Emporia Energy being reduced to 0, further reductions will take place Effective Gas

Day February 17 at 9:00 a.m. In order for the pipeline repair to be completed net flow through the “Hesston CS Constraint”

area will be limited to 100,000 Dth/d.

Additional Line Segments impacted include Rawlins-Hesston (LS490) and Kansas-Hugoton (LS130). More specifically,

receipts within this constraint to deliveries within this constraint should be protected with the exception of confirmations from

downstream parties. Receipts to deliveries outside of those listed in this posting may be subject to the constraint depending

on overall nominations through the constraint point.

Capacity is expected to return to normal capacity/operations at 9:00 a.m., February 19, 2016.
