Overview
In Uttar Pradesh PlanPlus was implemented with effect from 2007-
2008.
A Government Order was issued on 17th July, 2009 by Planning
Department to implement PlanPlus in UP
PlanPlus was made as a compulsory module, for 3 years, in all the
training imparted by State Planning Institute, Lucknow for District
Level Officers since 2010.
Efforts are being made to implement it in all the districts since 2015-
2016.
Till 2014-2015, PlanPlus was Implemented in all 35 BRGF districts
concerning BRGF Scheme only
Training & Technical Support provided by NIC, UP & SPMU,PR, Lucknow.

Training and Capacity Building
Time-to-time various Extensive Trainings and Capacity Building
Programmes are being organized-
To Strengthen functionaries knowledge about PlanPlus.
To update about new Features added.
To reply the queries and problems of Day-to-Day working.
From each targeted district a District Level Government Officer and
one eligible staff capable of doing data entry were trained.

Issues & Challenges in Implementing PlanPlus-
An Information Gap on Scheme-wise Funds availability to PRIs.
Lack of due diligence in preparing the plan & insignificant involvement of public at
large
Lack of Planning Knowledge at Grass-root Level (despite of facilitators allotted)
Non-Procedural Planning at various levels.
Lack of Technical Manpower at Gram Panchayat Level.
Non-availability of Proper Infrastructure like Connectivity & Hardware etc. at Gram
Panchayat Level.
At Software level, plans of GP/BP/GP entered @ ZP level
Improper Planning Documentation & Record Keeping at Gram Panchayat level
Handling of Issues and Challenges-
Trainings conducted at State Level.
Few Technical Staff were trained as Master Trainers.
Google Group was made to reply Queries of concerned ZPs.
PlanPlus was made an agenda point (compulsory) in the Monthly Meeting
of AMAs.
All PRIs Plans were Entered and Updated at ZP Level.
Solution of Software Problems through NIC HQs/SPMU well in time.
Focus Areas-
More focused thrust on Planning Knowledge for better results
Timely information of scheme-wise funds availability.
Availability of Technical manpower at GP Level.
Availability of proper Infrastructure related to Connectivity and
Hardware.
Proper & Timely Record Keeping at Gram Panchayat & Block Panchayat
Levels.
Frequent Trainings to enhance the working knowledge.
All software level entries to be made by respective level of PRIs
Future Plans-
To Implement PlanPlus/ActionSoft in all Districts of Uttar in co-ordination
with State Panchayat Department, UP.
In GPDP proposed guidelines, a resource group @ cluster of GPs & Block
level proposed---who would help in GPDP & plan plus co-ordination
The resource group would act as Master Trainer & would train the ERs/PFs
on planning needs
