Tlhe spon- taneous forum Wedncsday convinced those involved that consideration of such issues as l-lab research and ROTC demanded the prompt attention of the MIT community. Two specific proposals were de- bated, one by UAP Mike Albert '69, and one by Steve Carhart '70. Both call for a day of concentrated discussion of the issues by the entire MIT community-with classes cancelled for the occasion. Albert's proposal calls for a mass meeting of the entire community to begin the day. There would then be smaller discussion groups dealing with specific issues, at which all individuals would be able to present their views and discuss them with people who had studied the issues in depth. The central topic of discussion would be the ques- tion of war-related research. At the end of the day, there would be another meeting, at which everyone would present his views, and a consensus would be formed. Carhart's proposal differs primarily in the scope of its proposed discussion. Whereas Albert's proposal would treat war-related research almost exclusively, Carhart's proposal would cover such additional topics as ROTC, concern for Black equality, internal decision-making, and educational re- form. Carhart also called for a mass meet- ing to begin the day, followed by smaller discussion groups. Under Carhart's proposal, each of the smaller groups would discuss one of the vari- ous topics mentioned. The day would not end with a second mass meeting, but rather with an informal continua- tion of the smaller groups' delibera- tions. Killian, Chairman of the Corporation, met with the protesters briefly outside the office and then moved the meeting to Roonm 10-250. I:For nearly tour hours charges about NliT's participation in war-related re- search were exchlanged in an cmotion- ally heated atmosphere. Demands were made for a moratorium on MIT's re- searth on1 helicopter guidance systems and the guidance systenms for the Poic- don missile which will be used with the MIRV warhead. Also brought under severe question- in_ were Dr. Stark Draper, Director of tile Instrumentation Labs. Professor Jack Ruina, Vice President for Special Labs, and Provost Jeroine Wiesner. irhe events began at 1 2:30 that day when about 75 SACC pickets left the step.l of the Rogers Building. Marching > noisily with colorful posters, the group moved down Massachusetts Ave to l-Lab 5 \where they were met at the door by Draper and Joshua F:eldman, an I-Lab administrator. Leaders of the march asked permis- sion to enter the building as a groupp but were denied. When questioned about. war research going on in the building. Draper replied. "We are not working on anything that has any application to Vietnam." He also stated. in reply to the war research charge,;. that "We have tried our best to get money for other things. The fault is not mine. but Congress's." After about a half hour at the l-Lab, the pickets moved back to the main complex. Loudly shouting "Make love, not MIRV," the group moved up to the second floor outside the President's office. Neither Johnson nor Killian w ere in tile office at the time so the pickets sat down to wait. 'I he protesters then started an infor- mal open discussion about war re- search. The crowd soon swelled to the point where it almost completely bolocked the hall. Students and profes- sor% offered their views while adminis- tration officials ran in and out of the office. IFinally, word came that John- son and Killian' were down in the Busch Room and would hold an open meeting to discuss the research issues. Thlle crowd had little intention of leavitig tile hall to see Jollnson. Prot'es- sor Louis Kampf, Department of Hu- manities. called it '"degrading" to be assigned to a room at their convcnience and chlarged. "they can comec to our rooml at our tilmes." About ten Iminute: later Killian, Jolinson, and Wiesner did come up to tile office \where Johnson stated his intention "to look at the laboratory." When asked to puit a moratorium on the MIRV and helicopter research. he remarked that "a moratorium doesn't make sense to me." Johnson affirmed that "MIT does have a responsibility to its projects" and told the protestors that the heat and pressure of their 'campaign was constructive. At this point tile crowd numbered about 200. The suggestion to move to 10-250 was made and accepted. Once inside the lecture hall, Professor Noam Chomsky. Department of Modern Lan- guages. made the point that military reseatrci is a problem of society and not just MIT. Draper was once again put in the hot seat over the defense Contracts at the i-Labs. When questioned specifi- cally about the helicopter contract, Draper explained that "thile project is a project that deals with stability and navigation." He called it "truly funda- nmental research" and denied any pos- sible use of the helicopter in Vietnam. D)iscussion returned to the con- cept of a moratorium. Speakers alter- nated in defending and attacking the idea, each time receiving applause from diftfercnt parts of the audience. Each side held firm and the meeting ended on a note of anticipation of the first important move to be made on the part of the administration. The SACO; leaders appeared to be unable to grasp that the decision was not one to be arbitratily made by any one administrator. Killian, in short remarks, touched on this when he said "The real power lies in the total community." Doctor Gardner, head of the Urban Coalition and visiting Professor at MIT. suggested that America's medical insti- tutions must be revanmped if tile deliv- ery of their medical services is to prove universally adaquatc. Appearing on Wednesday's Compton Scminar "with Doctor Gardner were Joseph lEnglish. Director of healtlh services for HEW, Alfred Hayncs. Director of the Nation- al Medical Association foundation. Irving London. Chairman of the medi- cal department at Albert Einstein Medical School, Doctor George Silver, member of the Urban Coalition staff, and Brenda Shocklecy, a staff member of the Urban Coalition under Doctor Silver. who recently worked in Mississippi on public health problems of the rural poor. Doctor Gardner noted an improve- ment in the ability of the poor to obtain modern services and facilities. Ten years ago, he said, the inferior medical access of the poor went unnoticed. Today, many attempts are being made to alleviate this inequity. The l;ord Foundation is especially ac- tive in promoting the institution of community planned and built health centers. However, the resistance to change of most American medical organizations has complicated the initi- ation of coordinated efforts to increase local access. Manhattan has one doc- tor for every 250 people, while some depressed areas under the model cities program have one doctor for every 11,000 people. Due to rising expecta- tions about quality medical care, Doc- tor Silver believes that urban residents will soon resort to tactics akin to those used by aggravated college students, such as sit-ins. Although tlhe health industry reprc- sents about 6 percent of thile American GNP, Doctor English of lEW stated that thile United States has a long way to go. One half of all poor children have not received the basic immuniza- tions taken for granted by Middle Class America. About 5 percent of poor children are born retarded; by their twelfth birthday, about twice as many are retarded, due to the negative and dulling effect of their environment. A quick federal response to com- munity problems, coupled with exten- sive local planning for thile services required. offer part of the solution. Also, the technology of the distribu- tion of these services must be cxpan- ded and implemented. Finally, the fragmentation and utter disorganiza- tion of national medical services must be reduced, in order for America's poor to have the greater and quicker access to those modern medical facili- ties they need so badly. Doctor Silver observed that the growth of medical institutions has not kept pace with the rising expectations of the poor and their health problems. Thlus, many under-privileged people are unable to receive the benefits of modern medicine due to faulty and slow distribution in poor rural and urban areas. A definite plan had not yet been decided upon at press time, and debate appear- ed likely to continue well into the evening last night. The discusqonll was precipitated by SACC's presentation of demands to President Hovard Johnson, and plan- ning done during the past two weeks by a student seminar with Professor Jerold Zacharias, demands about what enies viletnam work Monday segments ot the Institute conmmunity. Thc5 felt that another open meeting such as they held Wednesday would attract only the same limited number of people. Referring to a student who left in the middle of the debate Wednesday to attend class, Carhart said, "the Social Contract, the very assumptions under which lie is operating, are being ques- tioned by enough people that the world, as he sees it, is clhanging. 1te'd better stand up and defend it. or else not expect to be around tomorrow." UAP Mike Albert '69 elaborated, "F:eeling that MIT is in a state of flux, that the Social Contract under which tie MIT community works is, in many instances, anachronistic, this commit- tee should be concerned that construc- tive reforms evolve from the present dialogue. Contemporary decisions at MIT should be made on the basis of contemporary analysis and data, rather than on outdated rules." Peter Harris '69 underlined some of the promotional possibilities: "If this is given enough publicity, we can encour- age students and faculty to form groups ahead of time. This would be a quick thing that could be done in the classroooms or living groups. The day could be started with a statement by President Johnson detailing the reasons for calling off classes." A major issue throughout the meet- ings was a concern for proper timing. Some members of the committee argru- ed for having the collaquia as soon as possible, to capitalize on the interest generated by the war-related research. Waiting, they felt, would undercut this momentum and convince the commun- ity that no urgent action was needed. Dean Kenneth Wadleigh countered by maintaining that he could not fulfill the personal commitments lie had made in too short a time. There currently is a great deal of debateabout social responsibility in today'ssociety. People have become much moreaware of their responsibilities whichaccompany the many personal benefitsin our society. Business firms should bejust as aware of their social responsi-bilities: firms can no longer ignore racialinjustice, the inner city, pollution of ourenvironment, and the many other problemsthat face our society. But they wouldseem to on the basis of indirect evidence.

For example, increasing local tax revenuesis one way to promote local action inproblem solution. Why is it, then, thatan "attractive" tax base is one of themain selling points for Chambers ofCommerce trying to lure firms to locatein their area?-The-clear implication is thatfirms want to bypass their obligation topay for the services they receive fromthe community. Why should others,.whomake up the remainder of the tax base,take up slack for business? Firms benefitfrom the educational system, utilities,roads, and the many other communityservices. Even more so, perhaps, thanany other single taxpayer.

A better approach would be to see thattax revenues are effectively utilized in thebest interest of the community. Business-men should apply their special abilitiesto the problem of creating efficiency inboth revenue collection and expenditure.Business could lead rather than appear toexploit society in this connection. I

Today's student would be much moreinterested in working for a firm thatemphasized providing constructive advicerather than one that is quibbling over afew extra dollars in assessments. Anactive, sincere interest in society -notjust superficial action such as joining thelocal Chamber of Commerce- would domuch to change young peoples view ofbusiness and its motives. Profit is anecessary but not sufficient condition fora firm's existence in today's society.Students are as much concerned abouthow companies utilize their resources toshoulder a fair share of responsibility insociety as for the generation of profits.

Let's consider your proposition -thattoday's student is terribly concerned aboutsocial responsibilities, and that profit isnot a sufficient condition for a firm's -existence in society---from the perspectiveof business' basic objectives.

Business exists because it is of service tohumanity. it accomplishes this serviceusing the discipline of profits as a relativelyimpartial measure of performance, andthrough the'development of the individual.There must be a balance between thesethree factors . . . an imperfect but directcorrelation.

IMaximum long-term profits is consistentwith, and cannot be achieved without,maximum service to society. Maximumservice to soctiety can be achieved onlythrough the maximum development andrelease of the ability of individuals. Andmaximum release of individual abilitiesbrings about maximum profit growth.

In the structure of our society, of the freeenterprise system, busi ress essentiallyis an economic instrument, and it can beof service as a social instrument onlyindirectly. If it charges in to straighten outthe nation's social problems, as many onthe'campus would like to see, it will' ceaseto perform effectively its basic functionsas an economic instrument.

This does not mean that business isindifferent to social problems or that itis not working toward practical solutions.

Take industry's efforts to reduce thepollution of our environment, as aninstance. Many companies have beeninstituting controls over air and waterwastes at their production facilities. AtDow Chemical, we have expendedapproximately $10-million at our plants inMidland, Michigan, alone, with an annualupkeep cost of a million dollars.

Along with this program, we have madea "business" out of Environmental Control.Research and development alone costs$1-million annually. This program has beenmade possible only through the disciplineof profit, which brings me back to mystarting point: Service to society isachieved only through accomplishment ofour primary objective---maxinmum long-term profit growth.

Despite the overwhelming newssignificance of the Harvard protests,many students have maintained anactive interest in the recentlyannounced MIT housing program,especially the off-campus componentof this effort. The ba c questionremains for many MIT undergraduatesand graduates alike: how can we asstudents help in the proper implemen-tation of this housing program, con-sistent with the desires and preferencesof the local community?

Already there is talk of an inter-disciplinary systems course to beoffered this summer, for a wide rangeof tasks aimed at the design, planning,and development of new ideas pro-posed by the Institute. The UrbanAction Committee is actively pursuingthe idea of Urban fellowships forsummer community work, with con-tinued opportunities part-time in thefall.

Other action ideas axe:

*Becoming a member of Urban Action,Committee on Community Service, theGSC Housing Committee, etc. to dis-cuss strategies and tasks for interestedstudents. The general theme shouldbe a coordinated concentrated effort.

*Working with the MIT Real EstateOffice, Planning Office and other staffon site development, obtaining data onthe surrounding neighborhood , pro-viding feedback to MIT from citizensand students in the areas, givingcomments and personal advice onplans.

*Recruiting faculty, students, andfunds for workshops or inter-disciplinary courses on the Cambridgearea rnd planning for the specific sites.

General AdviceIn some ways, I hesitate to give

advice to students who want to helptackle the housing problem. Each per-son has his own style, his own capabili-ties, his own deficiencies. Whatever Isay reflects my own background, cir-cumstances and past participation(Cambridge resident for 4 years,Mechanical Engineering representativeto the Grad Student Council, Chmn.GSC housing committee, Treas. ofCambridgeport Planning Team, Cam-bridge Housing Convention - com-mittees on university negotiations and

Ivites helprent control - and CEOC HousingTask Force.)

You should be prepared for a com-plex learning experience. If you thinkyour task will be the dissemination ofexpertise from the word "go" you'relikely to be very ineffective and neverreally trusted by the residents. It maytake many months of dedicated listen-ing and understanding before one canadd personal ideas to the discussionprocess. One immediate thing one cando is provide supporting services, suchas research on questions residents raise,aiding the information flow, helpingelderly bring their housing complaintsto local authorities (transportation formany people in Cambridge is a prob-lem) and even doing a little manual orsecretarial labor (not only for its in-herent helpfulness but also because onegets to know people better and canprove that one is not arrogantly above"menial labor"). The crucial thing toavoid is the Grand Entrance of theExpert-Advocate who - although anewcomer - quickly sizes up the situ-ation and decides for himself what thecommunity needs.

The important factors here arepatience and quiet competence: as thecitizens come to know and trust you,they will be more willing to let you betheir advocate for housing, communitydevelopment and the like. This processcan be a very rewarding human experi-ence.

I catn describe only one way, thetrial at ' error path I had to gropealong. Undoubtedly there are manyothers, and the key to all of them isthe patience to make an investment ofeffort necessary to avoid the earl)frustration and confusion caused byexpecting results to come in a matterof days or weeks, rather than months.

The task we face,It is time to recognize that events on this and other campuses-signify

nothing less than a redefinition of the place of the university in oursociety for tile next few decades.

The universities are simultaneously the sources of the most sensitivebarometers for tile pressures which distort our society and the technicalexpertise which makes it function. As such, they are both the servant

and critic of society. Clearly the universities can abdicate neither ofthese seemingly contradictory roles: consequently, they must find somesort of trade-off between these two functions which will survive the testOf conscience.

about these issues and are trying to being about this reassessment.When most members of the MIT community arrived here. they

probably came with the assumption thai a certain "social contract" was

ill effect, which enabled them to concentrate all their efforts on theirprofessional careers. Their conception of their work did not include, forthe most part. grappling with tile moral. political, and social issueswhfich are now being raised. Yet MIT occupies a very special place intills coulltry. Ulnder the current circumstances, it would be criminal fortile Institute Commuill.11ty to fail to face its responsibilities, to redefineits role in society. If professional work must be placed on the backburners for the moment. so be it. Those who do not do so may find no

,aft' haven otr their work after the current turmoil is resolved. In thepasl. apatlhy is something which everyone has criticized on this campus.but it didn't reallymatter if someone was apathetic simaply because the

issues toward which lie was apathetic were not of great import. Thetilee is rapidly approaching. however, at which those who are apatheticoward_-thle cu-rreC t situation will simply he disenfranchised -by-the-courCse of even _:. Period.

If the n-,C,'itgs, next week are viewed as the best way to decide uponways to achieve needed change rather thlan a mICans of avoiding'confi'ontation 'at a minimum cost, they will be an appropriate first step

toward redrawing the MIT social contract. This task will undoubtedlytake place over a long period of time. It will be difficult, for we will betrying to resolve all the big issues at once: academic freedom, powerwithin the university. our stance in the nation. and so forth. NationalissuLes will Be inextricably bound up with internal problems. as though

each alone were not tough enough to solve.Let us not shirk the task MIT owes our educational system and

And, inaccordance with the laws governing oursociety at large, the police have the-right and the duty to apprehend thecommitters of a criminal act.

Universities are really forums offree speech: for all to talk and for allto listen. By, acting rashly and violentlyamongst ourselves, we destroy thequintessence of the university. Mr. Freeman begins by urging that"students" be given partial control of

MIT policies with regard to admissions.curricula, new construction, and re-search contracts. He follows with athreat that universities which do notfollow his advice may be "put out ofbusiness".

He con-gratulates himself as one of a "growingcore of liberal faculty" who have work-ed closely with the militant "students"whomn he expects to carry out thesethreats should his advice not be fol-lowed. He emphatically expresses hisdesire to accompany such "students"to the barricades. "The victory," hesays, "we shall cherish."

Mr. Freeman states that' MIT is"particularly vulnerable" to violence,because its governing board is com-posed of industrialists rather thansocial protesters.

Mr. Freeman speaks of a "struc-ture" for implementing his "propo-sals''. He does not go into detail, buthe makes it clear that the "structure"w{Suld be powerful enough and"liberal" enough to threaten the vitalinterests of every student (e.g. in mat-ters ofAndustrial co-o__erative programs, NASA and DOD research. etc.).He also makes it clear that no studentcould participate effectively except bybecoming active in a special-interestgroup such as SDS. IFC, or BSU. Themajority of Tech tools (i.e. individualstudents dedicated to preparing them-selves for careers as scientists or en-gineers) would be unrepresented anddefenseless. In short, Mr. Freeman's"proposals" are totally unacceptable toa great many students.

Mr. Freeman promises MIT a "greatpage in history" if it acquiesces to his"proposals", and violent disaster if itdoes no I wish to say that, if the daycomes when militants "occupy everyuniversity building in the country" (asMr. Freeman advocates in his letter),then history will cease to be written.The fault will not lie with the "Ameri-can industrial complex", nor even withthe MIT governing board. The faultwill lie with the Freemans of the

I believe the U.S. military actions inn Vietnam can only be described as mad;

history.Nevertheless, the spectacle in

Kresge last Thursday was stupid andvicious. Students who this week areprotesting violence at Harvard, per-petrated a most direct form of violenceat the Rostow meeting. At the sametime, they played upon the restraint Ofthe majority in the hall, who clearlyindicated that they wanted an orderlymeeting, and who refrained from in-flicting violence upon the minoritywho destroyed the meeting.

Rostow is not just another profes-sor coming to exchange his scholarlyideas with his colleagues. Rostow wasan executive responsible, in part, for areal war. The war has continued andexpanded despite the endless reasonedarguments presented against it (andtrue in retrospect). Thus it is easy tounderstand the ,qense of frustration ofthose who have tried being reasonableand have been ignored. We have toremember, however, that in the dyna-mics 'of human affairs, ad-hominenaffronts and insults are seldom forgot-ten and are almost always repayed inkind or worse. in a never-endingspiral of escalation. The fabric of oursociety is thin and it may not survivetoo many rents. As impossible as thejob of patching may seem,back lash isnot an acceptable alternative.

Finally, I point out that I didn't usethe word "shocking" in describingwhat happened at Kresge. It was pre-dictable. The fact that he and hiscolleagues here at MIT believed it waspossible to smuggle Rostow quietlyinto MIT (while announcing it in TheTech} indicates the same lack of under-standing of revolutionary forces thatconsistently ignored and politicalnature of the war in Vietnam andtrusted all to the military.

The Reserve Officer's TrainingCorps will be facing a challenge to theiracademic standing, if not their exist-ence, when the faculty convenes in aspecial meeting May 14. Before thefaculty will be two motions: one thatwould strip credit from ROTC courses;and a second that would terminatethem entirely.

The two motions reflect the ques-tion currently being debated on manycampuses- does military training haveany place in an academic institution?Or,.more specifically, does an externalagency whose primary purpose is torecruit have the right to set academicpolicies independently of the academicstructure itself?

The question is not simple, for itultimately reduces to defining the re-lationship between MIT and the mili-tary. With this in mind, The Tech ispresenting the background of the issueas well as a position paper of a facultymember who is arguing against the veryexistence of ROTC at MIT. A similarpaper defending ROTC at MIT will begranted equal space in a future issue ifsomeone chooses (o submit it.

'"Th general purpose of the ArmyROTC program is to attract, motivate,and qualify intelligent, well-rounded,and broadly educated male collegestudents who have a potential forservice as commissioned officers in theUnited States Army," begins a reportfrom Colonel Marshall Becker, Head ofthe Department of Military Science, ina report to the Committee on Educa-tional Policy.

Army ROTC has been in existencesince 1865 when "Small arms andsimpler parts of tactics" was listed inthe catalog.- The -govermment didn'tbegin the program of uniforms andcompensation until 1915. At present,Army, Navy, and Air Force units areon carpus.

years for all male students at MIT until1958 when it became voluntary. Sincethen, the enrollment has fluctuatedaround the level of 150. The enroll-

Academic criticismMuch of the criticism against ROT(

has been directed against the nature othe courses it requires. Major GeorgeGamache, head of the Air Force unitstated, "We believe that the subjectoffered are intellectually challengin

and sufficiently enriching to serve aselective credits at the same time asthey serve to meet pre-commissioninrequirements."

Every Army and Navy course iopen to all students, but some AiForce subjects are restricted due tstaff limitations. The Navy program ithe only one in existence designed tproduce only "engineering duty" officers.

MIT's attitudeMIT first began to scrutinize aca

demic policy regarding ROTC yeabefore the present spate of collegialapprehension about ROTC's academistatus and its presence on universitcampuses arose.

Beginning in 1953, a series of ad hocommittees chaired by Professor JameAusten, Depxrtment of Meteoology, initiated continuing development and refinement of the basiROTC courses required of all studenuntil the aboliton of compulsorROTC in 1958. Until this time, MIstudents were required to enrollROTC for their freshman and sophcmore years. The dr4p-out rate for thClass of '61-the last to fall urdecompulsory ROTC-was 83% by tlend of their senior year.

Flexibility introducedIn 1957, a third ad hoc committre

under Austen began the developmetof a new curriculum for the NayScience department. This curriculustressed the engineering aspectsnaval service. MIT is still the oncollege in the country to have a nayunit whose graduates are assigned onto engineering duty.

The-Navy program was built arounthe concept that the basic ROTC couses should be compatible with ttstudent's regular academic program. A

ment is up for the 1968-69 yearbecause graduate students are nowadmitted to the program. This year'senrollment of 190 breaks down into 94in the Army, 39 in the Navy, and 57 inthe Air Force. This includes 32 grad-uate students in the program.

Two- and four-year sequences areoffered in all the ROTC programs. TheArmy and Air Force programs lead tocommissions as Second Lieutenants,while the Navy program prepares stu-dents for commissions as Naval Reserve.,Officers. The two-year programs, in allthree cases, are preceded by a summertraining session between the sopho-more and junior years to make up forthe remainder of the entire four-yearprogram.

Frosh-soph programA Pre-Professional Division for the

freshmen and sophomores is includedin the four-year Army program for thepurpose of giving the student a "great-er perspective and deeper under-standing of the historical and politicalevolution to the military institutionand its role in international affairs."The student's junior and senior years inArmy ROTC are spent studying Armyleadership and management, with an"advanced Summer Camp" just beforethe senior year for field training.

No ROTC program carries a mili-tary obligation during the freshmanand sophomore years, but students areexpected to sign agreements to serve intheir respective service before begin-ning their junior year.

During their two upperclass years,the students receive a monthly $50.00stipend, uniform, and relevant texts.Scholarships are also offered by theArmy and Air Force. Upon graduationand commissioning, the students fulfdlltheir military obligations. Air 'Forceofficers are assigned to four years ofactive duty, whiie Army and Navyofficers are placed in the active re-serves, subject to call-up by the secre-tary of their department.

The percentage of students whocomplete the entire ROTC program islow. The drop-out rates, expressed asthe number of freshmen who sign upminus the'number left four years laterover the number signed up, give thefollowing results: 1964-76%,

Staff screeningStaff appointments at MIT are the

result of a long screening process. TheNROTC procedure, comparable to theother services, begins in the Depart-ment of the Navy. Volunteers forteaching positions are first processedby a special agency. As CommanderHarold McEachen, Associate Professorof Naval Science, pointed out, manyofficers apply for posts at universities,as such a post gives them an opportun-ity to continue their education whilestill in the service.

The department list is then for-warded to Captain Dean A. Horn,Commander of the detachment here.After adding his suggestions, he passesthe nominations on to Professor CarlFloe, Vice President of Research, whohandles relations between the facultyand the three service detachments.Floe decides which names to submit tothe faculty, which makes the finaldecision on all appointments.

As required by law, the Command-er of the naval unit is awarded the fulltitle of professor, while the rest of theteaching staff is given associate profes-sorial rank.

The criteriaWhat criteria are used during the

selection process? Besides his militaryrecord, a Naval candidate's educationalrecord is scrutinized. The officer musthave at least a Bachelor's degree insuch a field as Industrial Managementor Economics, though a Master's ispreferrred. In addition, many app4-cants have had previous teaching exper-ience at Annapolis. Those officers thatthe faculty approve must report to thetwo-month instructor's school.

JustificationFinally, there is the crucial issue of

justification; why have ROTC at all?Some of the arguments against ROTCon campus were presented in ProfessorWilliam Watson's report. The militaryarguments have been detailed in var-ious memos and conferences.

The Army report previously men-tioned discussed some of the benefitsthe student derives from the ROTCprogram. Besides becoming a commis-sioned officer, rather than a lowlyprivate, if drafted, 'rhe student learnsthe basic ability to motivate men, toseek their confidence, and to supervisethem effectively- an educational ex-perience which is the foundation ofsuccess in any line of work." AndCommander McEachen pointed outthat a large number of students feel anobligation to their country, a dutythey can fulfill through ROTC.

As for the nation, the Army reportmaintains that ROTC "insures the pre-servation of the citizen-soldier conceptwhich is so basic to the freedoms weenjoy in the United States." It pre-cludes the development of the profes-sional Army, the "General Staff"mystique associated with Germanyduring the early 20th century. And theprogram provides "the continued inputof the high level of educational andscientific and technical expertise sonecessary to defense in the modernworld."

Army optionThe Navy and Air Force subjects

are mostly four-unit courses, whichwere developed primarily at MIT bythe Austen committee. The Army hasallowed MIT to install the Plan Coption. About 15 students are involvedin this option, which has been des-cribed as experimental and highly flex-ible. Out of 260 colleges with ROTC,10 others in addition to MIT offer thisoption. It represents an attempt toabandon the concept of a commoncurricula, as MIT hid protested thatthe courses mandated by law were notin line with its character and academicstandards.

Plan C went into effect last year atthe Institute. The portions of theROTC law dealing with curriculum are,according to Austen, "...more of abroad outline which the services areleft- free to administer." Althoughthere was a standard curriculum for theAir Force and Navy, MIT pointed outin 1953 that it did not like thecurriculum. As a result, the Facultyand Administration initiated a contin-uing study of the curricula and thefaculty. MIT has modified a number ofROTC courses so that they combinethe material content of certain Insti-tute courses, primarily in the areas ofhistory and political science. Also, MITis free to reject any service professorialnominee whomn it does-not considerqualified to teach at the Institute.

The following is a position paperwritten by Professor William B. Wat-son, Associate Professor of Humanities,Jonathan P. Kabat, SACC, and GerryStein, Social Inquiry. The paper ex-plains the reasons behind the motionto eliminate ROTC at MIT.

At last Wednesday's faculty meet-ing, the issue of ROTC was scheduledas the last item of business. To thedisappointment of many faculty andstudents, the issue was never broughtup. Had the resolution to eliminateacademic credit for ROTC coursesbeen presented to the faculty, we wereprepared to offer another resolution onROTC, because wve are convinced thatthe real issues of ROTC are not ade-quately met by the disaccrediting reso-lution. We recognize that there is needfor better information on ROTC thanis now available to the MIT commun-ity, and that the issues surrounding thissubject must be stated more clearlythan they have been thus far. By theend of next week, a full report on theROTC at MIT will be available to theMIT community. In the meantime, thisstatement of the principal issues repre-sents the substance of the remarks we

govern its conduct. Nor can this facul-i ty change the character of ROTC. We

cannot make it into- a student-sponsored club, like the sailing club orthe mathematics club, for the ROTC isa national recruiting agency of thearmed forces established as a "perman-ent" institution on the campuses ofAmerican universities for the purposesof recruiting college-educated officers.To pretend that we can nmIke it into anextra-curricular activity, comparable toother extra- curricular activities of thestudent body, is only to deceive our-selves and those students who look tous for advice and counsel. The ROTCwill remain, regardless of our actions,an externally controlled agency of thearmed forces conducted according toits own standards and policies for itsown special- objectives. On the otherhand, this faculty cannot prevent its-students from entering into individualcontractual agreements with the ROTCif they so wish, for to do so would bean unconstitutional abridgement of theindividual's rights to make such agree-ments as a free member of this society.

What this faculty can do, for it hasdone so in the past when the threeR0OaTC units were first established atMIT, is to determine what relationship,if any, this Institute shall have with theROTC. The present motion before thefaculty to remove academic credit forROTC subjects represents a very mod-est and, in our view, an ineffective andmisguided change in that relationship.Its only practical effect will be to makelife more difficult for MIT studentsenrolled in the ROTC. Most students inROTC, to be sure, now carry theirROTC subjects as an overload and thuswill not be affected one way or theother by the removal of credit fromthese subjects. There are, however, afew. students who do take ROTC sub-jects for credit (mostly freshmen). Byremoving academic credit, you willonly increase the course load of these50 or so freshmen who join ROTCeach year. We see no point in penali-zing these students for the dubioussake of preserving the academic re-spectability of the faculty, especiallywhen- this faculty has done so much

ROTC because, given the present draftlaws, they eventually will have tospend time in the military and wouldprefer to do so as an officer rather thanas a footsoldier. None of the ROTCstudents interviewed for this reportregarded academic credit as an import-ant factor in their decision to joinROTC. Even the armed forces doesnot, it turns out, regard academiccredit as crucial to its position onuniversity campuses or to its recruitingmission. The Army, for'example, hasalready initiated proposals that wouldremove from their contracts the reqhirement that universities must giveROTC subjects academic credit.

Furthermore, the removal of creditraises other issues which will onlyconfuse rather than clarify the Instit-ute's relation to the ROTC. The facul-ty may not realize it, but a fair portionof ROTC subjects are now being taughtby regular MIT faculty and more areplanned for the future. Moreover, someof the subjects in ROTC presentlytaught by military instructors-are re-garded by some students in ROTC asbeing no better and no worse than a lotof other subjects taught at MIT. Someof these subjects are, to be sure, littlemore than military nuts-and-bolts(small unit tactics, naval orientation,and the like), and others have a clearpropagand a slant that is repugnant tomost MIT students, but there areothers which obviously stimulate andchallenge our students. Are some sub-jects, then, to be approved by thisfaculty and others denied credit? If so,what are the criteria and who is goingto apply them? And if we do this forROTC subjects, will the faculty besetting a precedent for doing it -toother subjects in the MIT catalogue?And if not, is it willing to defend adouble standard? The faculty shouldrecall that the stated purpose of theROTC is to train and educate potentialofficers and that this purpose wasaccepted by the faculty when theROTC Units were established here.Who are we, then, to now say thatthese purposes are no longer acceptablesimply because we now find that themilitary is doing a sufficiently profes- jsional job? If this faculty does not wishto have training courses for military jofficers or to maintain a military re- cruiting program on campus, it ought ito say so directly instead of attacking cby implication professional officers rand enlisted men who are honestly X

Many MIT faculty members andstudents are agreed that the ROTCraises a number of issues that must beexamined by this community. It wouldbe an illusion, however, to pretend thatthe proposal to eliminate academiccredit for ROTC courses represents asolution of these issues. This is a

into account the limitations imposedupon us by the laws of this countryand by the nature of the ROTC organi-zation. We cannot abolish ROTC. TheROTC is established by the UnitedStates Congress. No vote of this facultyis going to change the laws and regulat-ions which established the ROTC and

On the other hand, if the facultybelieves that by this measure it willmake the ROTC less attractive tostudents and thus gradually force it outof existence through a process of at-trition, the forthcoming "Report onROTC at MIT" will show that thistactic is an illusion. Most students join

by law, by contract, and by externalprocedures and discretionary powersthat contradict the policies and prin-ciples of the Institute and as suchrepresent a serious infringement uponthe academic integrity of the' Institute(as the 'statement accompanying thedisaccieditinrg motion suggests), thento remove academic credit is a veryinadequate instrument.

(1) It will not, for instance, removethe power of the military to nominate(which in practice is to appoint) mili-tary officers to the MIT faculty and toremove them whenever it wishes, forthat power is written into MIT's con-tracts with the armed forces.

(2) It will not change MIT's obliga-tion to give the ranking officer of eachROTC' Unit the title of full professor,for that obligation is a United Stateslaw passed by Congress in'1964. (TheArmy, however, is presently trying tofigure a way around this statutoryrequirement by making such professors"visiting professors." This would notbe an effective dodge at MIT, wherethe title of visiting professor is custom-arily reserved for distinguished visitingscholars.)

(3) Under MIT's ROTC contracts,the commander of each ROTC Unithas the power to designate his own rep-resentative to all faculty committeeswhose recommendations would direct-ly affect ROTC. The removal of aca-demic credit would not remove thatprivileg.

(4) Nor will it relieve MIT of itsobligation to produce a minimum num-ber of officers each year for the armedforces (the number is presently 25 forthe Army and Air Force; the Navy hasits own quota of 20); nor of itsobligation to maintain a minimum en-rollment of 100 in the basic Army andAir Force ROTC courses (that is, thefirst two years), because these too arecontractual obligations which MIT in-curred when it requested the ROTCcome on campus. (In actual practice,since we don't even come close tothese figures, the "military co-ordinator" at MIT, presently a memberof the administration, writes a lettereach year to the appropriate militaryauthorities asking permission to violatethese clauses of our contract.)

(5) MIT is required by public law toallow the Secretary of each armedforce to prescribe and conduct theROTC curriculum, which MIT mustthen adopt as part of its own cur-riculum. Removing academic creditwill not change this law nor the ano-maly it represents for an independentuniversity. (The statement accompany-ing the disaccrediting motion claimsthat ifrom a pratical standpoint thisanomaly could be contained by theelimination of academic credit, but it isa very dubious claim. The ROTC sub-jects will still be offered in the In-stitute catalogue as regular MIT sub-jects, even if non-accredited, and MITwill still be bound by other clauses ofits contracts to promote the purposesof the ROTC. The only practical effectmay be to remove the minimal checksnow exercised by the Committee onCurricula, since the ROTC programwould presumably not involve theusual credits and hours questions thatconcern that Committee.)

(6) The removal of academic creditwill not lessen in any way MIT'sobligation to require each student inAir Force ROTC to complete the

serious matter, for the penalty paid foroffering the wrong solution, or aninadequate solution, will not be paidby members of this faculty, but by thestudents of MIT who must deal direct-ly and personally with the questionswe shall be debating-not only theROTC and the university, but the draftupon which the ROTC depends, theVietnam war to which it contributes,and the military which controls andregulates the ROTC and, in turn, issupported by it. To pretend thatROTC is simply an academic issue is atemptation to which many universityfaculties have already succumbed asthe most honorable and convenientsolution to their own problems. Weshould not make the same mistake. Topreserve the academy at the expense ofits students, to isolate the issue fromthe context of American militarismand imperialism would be self-servingand short-sighted. We have a responsi-bility to our students and to ourcountry to see the issue of ROTC in allof its contexts and in all of its practical

Our involvement with themilitary-industrial complex carries amuch greater moral and political bur-den than does our continuing supportof the ROTC. Yet neither should wedecieve ourselves that the issues raisedby ROTC can be isolated from theseother issues, nor should we make theROTC a completely trivial issue byfocussing solely on the question ofacademic credit, as important as thatquestion may seem to many of us.

ROTC is not tie most fundamentalproblem this faculty will have to facein the near future, but it is the onenow before us, as it has been before somany other faculties, and the issues itraises are not trivial. Removing ROTCfrom MIT is one way to oppose theforces of militarism in this country andto make clear to all concerned that thisInstitute will no longer support therecruiting of young men for the armedforces as part of its regular functions.

We therefore move that:This Institute shall terminate im-

mediately all contracts and agreementsregarding the ROTC and shall not signany new contracts or make any agree-ments, either formal or informal, forthe establishment of ROTC on thiscampus in any form whatsoever.

In addition we recommend that thefaculty adopt the following statementsof intent:

I) That the ROTC scholarships nowheld by students in the ROTC bereplaced by MIT scholarships accordingto the usual standards of the Institute.

2) That the Institute make what-ever arrangements it can with thearmed forces for those ROTC studentswho wish to continue their militarytraining, so long as it is not conductedon this campus and does not representa function of this Institute.

3) That pending the expiration ofthese contracts no new students beadmitted to the ROTC program at:MIT.

on courses of action which not onlyfail to meet tile pressing domesticpriorities of our society. but also seekto impose our will upon other nationsthrough the use of military might andtechnological sophistication, all at e-normious expense in lives, resources,and our moral sanity. To many of-usthese policies only serve the politicalinterests of small groups of determinedmen wilt then try to persuade us thatthese policies are in our national inter-est.

Our society. in short. has evolved tothe point where it has become neces-sary for many of LIS, whether we reallylike it or not, to speak out against thegrowth of militarism and the forces inour society which promote it at hiomeand abroad.-

Obviously the ROTC is only onepart of these developments, and at MITan insignificant part. Like many in-stitutions of higher learning, but morethan most, we are tied to the gargan-tuan "defense" establishment in thiscountry through contracts for the de-velopment of military hardware (ABM,MIRV. all-weather guidance and re-connaissance systems for helicopters,air-dropped sea-mines, and the like),and we have made our own contribu-tions to political intelligence and socialmanipulation that are so much a partof the arsenal of cold-war and counter-insurgency policies. As the number oneuniversity in defense contracts, we canhardly evade the charge of SenatorFulbright thaii "[The universities havefailed to form l an effective counter-
