Greetings!

The Cities of Cebu and Haarlemmermeer, The Netherlands celebrate 20 years of strong and continued sister-city relationship. In connection with this linkage, the incumbent mayor of Haarlemmermeer along with 15 other delegates will be conducting a delegation visit to Cebu City from November 26, 2012 to December 1, 2012. Through student-initiated efforts, the delegation has included in its itinerary a visit to the University of San Carlos (USC) in order to impart in a forum their best practices on urban development and in line with the sister city relationship.

Guided by the universitys vision and USC Department of Political Sciences theme of Reinventing the Face of Politics, The Carolinian Circle of Young Diplomats (CCYD) in partnership with The Carolinian Political Science Society (CPSS) and the Political Science Society of the University of the Philippines Cebu is organizing an academic forum with the theme: 20 Years of Cebu Haarlemmermeer Sister City Link: Strengthening Relations, Fostering Partnerships, Empowering Citizenship. This forum will be held on November 27, 2012 from 2:00-5:00 in the afternoon at the Gansewinkel Hall, USC Downtown Campus with Haarlemmermeer Mayor Theo Weterings as speaker. We will be inviting local officials, bureaucrats and representatives of civil society who are involved in urban planning and development. More importantly, and in view of the interdisciplinary underpinnings of the topic, we will enlist the participation of political science from USC as well as from other schools; and civil engineering and architecture students from USC. We strongly believe that as leaders and community builders of the future faced with urban problems as experienced in metropolitan areas of the country we have much to gain from this activity.

In view of the foregoing, we respectfully request your good office to approve this undertaking and deem the same as an alternative learning activity for the participating USC students as listed in Annex A hereof and for them to be excused from their classes accordingly. To be followed will be the list of attending students, faculty, local officials, bureaucrats and representatives of civil society and organizations from outside USC.
