I. Background and Objectives

Innovation and technology management in supply chains have become a very important approach to enhance competitiveness in today’s business environment. How supply chain learning and collaborations help to improve the firm’s innovative capabilities in introducing new products/services, applying new production processes and adopting new logistics and supply chain management practices are critical topics of discussion by practitioners and important topics of research for academic researchers. The Pearl River Delta (PRD) areas are one of the most developed areas in China, and manufacturing firms in the PRD play a very important role in global supply chains. However, they are also facing tough challenges in global competition due to the decrease in demands caused by the recent global financial crises, the appreciation of Chinese currency and rising costs of labor and other production inputs.

To overcome these challenges, the Guang Dong Government and companies in the PRD have been working hard to enhance their knowledge and expertise and upgrade their role in the global value chain. There are also constant drives for these companies to collaborate with and learn from their supply chain partners to enhance their knowledge capital. Some of these companies have done very well in the global competition by integrating resources and capabilities from different partners. Some of these companies have gained tremendous competitive advantages over their competitors through simultaneous applications of low cost and differentiation strategies backed up by technological and management innovation capabilities. Companies such as Galanz, Midea, Gree, Huawai have rapidly gained market shares in the increasingly competitive market place. Under the support and guidance of both the central and provincial government, these companies are building innovation platform and support system, continuously increasing Research and Development (R&D) expenses to promote Industry-University-Research cooperation and improve their innovation capabilities.

Hong Kong owned companies play a very important role in the development of the PRD economy, and the Hong Kong government has also been working hard to promote innovation and economic integration with the

PRD. The Hong Kong Science and Technology Parks play a very important role in promoting commercialization and transfer of technologies from Universities and Research Institutes to companies in the PRD.

Despite many successes, there are also many challenges and problems in collaborations and cooperation among supply chain partners (government, university, suppliers, manufacturers and customers). The mission of the conference is to provide a platform for academic researchers, industry practitioners and government officials to share information and exchange ideas as to how to enhance the global competitiveness of firms through supply chain collaborations, learning and subsequent improvement in innovative capabilities. More specifically, the objectives of the conference are to:

1. Invite academic researchers to share their research findings on how to gain competitive advantages through innovation and integration in global supply chains;

2. Invite government officials to describe the government initiatives to promote innovation and technology through collaborations among industry, University and research institutes and share the current achievements, problems and challenges;

3. Invite industrial practitioners to present their successful experiences and failures in supply chain collaboration and innovations;

4. Get first-hand knowledge and insights on the current status of supply chain learning/collaborations and innovation among Chinese enterprises through visiting representative enterprises in the Pearl River Delta;

5. Provide a forum for academic researchers, industry practitioners and government officials to exchange ideas and discuss critical issues to be addressed;

6. Identify important research topics that will make significant contributions to the advancement of theories in operations and supply chain management and have a significant impact on industry practices;

7. Establish a network of researchers who are interested in collaborating in China-based research and foster research collaborations between researchers in China and researchers from other countries;

8. Share research findings, successful experiences and methodologies for conducting research in China.

Prof. W.C. Benton, Jr., DBA, is the Edwin D. Dodd Professor of Management and Professor of

Operations and Supply Chain Management in the Max M. Fisher College of Business at The Ohio

State University He serves as an associate editor for the Journal of Operations Management,

Management and as a Special Issue Editor for the European Journal of Operational Research. For

the Engineer and Manufacturing Divisions at the National Science Foundation, he is a research

The Li & Fung Institute of Supply Chain Management and Logistics brings together researchers from different faculties specializing in supply chain management and logistics to study specific areas and to create synergy through research collaboration. It helps to facilitate multi-disciplinary research, to promote the transfer of new knowledge and technology, and to encourage collaboration between and among academia and industry. It provides a suitable platform for academics and industry practitioners to discuss issues as well as exchange research ideas, results and practical solutions.

In recent years, The Li & Fung Institute of Supply Chain Management and Logistics has advanced theory and knowledge of supply chain management by conducting basic and applied research in supply chain management, promoted applications of supply chain management theory and technology through training and educational activities in the Pearl River Delta, and formed a network of interested companies and enhanced their competitiveness through applied research and consulting services. The Li & Fung Institute of Supply Chain Management and Logistics continues to strengthen the cooperation and collaboration with industry leaders to spearhead forward-looking best practices, and set examples for others to follow, bring excellence to the local and regional logistics industry and supply chain management.

Center for Supply Chain Management and Logistics is the business school branch within the Li & Fung Institute which consists of Supply Chain Management Research Center (SCMRC), Cyber Logistics Research Centre (CLRC) and the Knowledge Transfer Office (KTO). The SCMRC mainly studies operations and supply chain issues from the perspectives of the manufacturers. In recent years, it has carried out a number of projects related to quality management, operations strategy, supply chain strategy, relationship management/supply chain integration, supply chain learning, mass customization and new product developments. CLRC mainly focuses on logistic infrastructure, systems and the operations of logistics services providers. The KTO disseminates research findings from the research centers to industry and government through executive training, forums and case developments.

School of Business Administration (SBA), South China University of Technology (http://www.cnsba.com):

Being one of the top business schools in China and a research-oriented business school, SBA relies on scientific research to boost academic construction, education quality and social development. By taking the geographical advantages in Pearl River Delta, SBA inherits and promotes its prestige as “a cradle of entrepreneurs in South China” by fostering a large number of entrepreneurs. Special emphasis is placed on providing services for the local government and enterprises based on its research and having received many achievements in application.

In 2005, SBA was authorized as an Innovation Base for New Form of Industrialization as part of the Philosophy and Social Science Innovation Platform by the Ministry of Education. Taking this important opportunity for development, SBA integrated and established nine research centers on the tremendous platform in order to make the base a superior instrument in China to benefit research, education and exchange. Among these nine research centers, Research Center of Technological Innovation Assessment is a professional assessment institute for technology innovation and project management. Authorized by The Economics & Trade Commission of Guangdong Province, it takes the responsibility of annual certification and evaluation of high-tech innovation enterprises in Guangdong province since 2003. By now, it has undertook the research of both Guangdong and Guangzhou’s 11th Five-Year science and technology development master plan (2006-2010) and the investigation of innovation statuses of Guangdong enterprises. The Research Center of Technological Innovation Assessment of SBA has great social influence and is one of the most important institutes for the research, evaluation and consultation of technology innovation in Guangdong province.

The Centers for International Business Education and Research (CIBERs) were created under the Omnibus Trade and Competitiveness Act of 1988 to increase and promote the nation's capacity for international understanding and economic enterprise. The Indiana University Kelley School of Business Center for International Business Education and Research is at the intersection where knowledge drives understanding and practice.
