The Historic Formation of PLGA

A decade of People’s War Advances In LeapsBy December 2, 2010, it is one decade since

the PLGA was formed. It has been proven in thisdecade that the formation of PLGA is a historic event.Such formation of a People’s Army has neverhappened before in India’s history. In this decade,PLGA advanced invincibly under the leadership ofthe proletariat, basing on the worker-peasant unityand bringing together the petty bourgeois and nationalbourgeois classes. Our PLGA is working as adetachment of the International Communist RedArmy with the aim of making success the WorldSocialist Revolution and the New DemocraticRevolution that is going on as part of it, under theleadership of CPI (Maoist). It won several successesin the past decade and is gradually developing itsstrength and efficiency to play its historic role. Thesuccesses won by the PLGA are as follows :

The formation of Central, State/Special Area/Special Zone Military Commissions; Regional,Zonal/Divisional/District and Area level MilitaryCommands and People’s Militia Commands at

Panchayat and Area level.The formation of PLGA as a structure with threekinds of forces that are interdependent on eachother – Main, Secondary and Base forces.Development of People’s Militia organizationsthat serve as a perennial source for recruitmentinto PLGACoordination of People’s War and massstruggles. PLGA stood in support of massstruggles and mass movements. For eg, Singur,Nandigram and Lalgarh in Paschim Bang;Narayanapatna, Kalinganagar and otherstruggles in Odisha; anti-bauxite struggle ofVisakha in Andhra Pradesh; Surjagarh inMaharashtra; the struggles against variousmining projects in Jharkhand (JH); anti-displacement struggles like Lohandiguda,Raoghat, Pallemadi, Bodhghat in DK.The PLGA which was at a budding stage whenformed on December 2, 2000, graduallyexpanded and is developing to the level ofcompanies and battalions; it is expanding witheducation, medical, technical, communications,supply, intelligence departments, militaryinstructor teams and guard units and is takingsteps towards the formation of PLA (a regulararmy).In hundreds of tactical counter-offensives anddozens of campaigns like Kalimela, Srisailam-Sundipenta, Garhwa, Jagpura, Balagunj,Yellamanda, Uppalada, Bara, Ladipur-Sahugunj,Chandrapura, Saranda-1, Japla, Koraput,Saranda-2, Chandoli, Giridih, Jahanabad,R.Udaigiri, NMDC, Ranibodili, Bokaro, Kiriburu,Goelkera, Nayagarh, Jhajha, Lakhisarai,Urpalmetta, Tadimetla-1, Tonguda, Battiguda,Markanar, Tavvetola, Madanveda, Laheri,Mukram, Kongera, Kajra, Mamayil and Sarandaresistance (2010) – several offensives of theenemy were defeated. Moreover, two thousandenemy forces were wiped out and 2,500 armsand more than one lakh rounds of ammunitionwere seized. Hundreds of land lords, people’senemies, counter-revolutionaries, enemy agents,informers, coverts, various private armies andcounter-revolutionary campaigns like SalwaJudum, Sendra, NASUS and Bhumi Sena, socialfascist Harmad Vahini, Santi Sena goons, goonda

leaders and cruel politicians belonging to variousbourgeois and revisionist leaders were wiped out.In strategic areas where the political power ofthe enemy was destroyed, PLGA served as anexcellent instrument to form Panchayat, Areaand District level Revolutionary People’sCommittees (RPC).PLGA served as the principal instrument to fulfillpolitical, organizational, propaganda, defence andproduction tasks.The Red Army detachment of India – the PLGAserved as a ray of hope to oppressed and toilingmasses and oppressed nations both inside ourcountry and internationally.Arousing women who are half of the populationand developing them in political, organizational,military, cultural and other spheres such that theycan claim half their share in the struggle; helpingworking women gain self-reliance.

Comrades,It is not possible to imagine a People’s War in

India without PLGA. As PLGA is a revolutionarypolitical army, it works under the leadership of CPI(Maoist) and is able to develop into a strong forceonly by integrating with the oppressed masses. Wemust learn from these successes gained by the PLGAin People’s War. PLGA also faced some defeats inthe several battles it fought with the enemy. We musttake lessons from them and work actively and withdetermination to bring a decisive change in ourpractice. We must prepare to double these successesin the coming decade. We must politically inspireyoung women and men from the oppressed classesand sections, particularly from the basic classes tojoin the PLGA. We must declare to them that thereis no other way than the People’s War to liberateourselves from exploitation, oppression, tears andtravails and that nothing comes out of the shamelection farce. We must give the call to the people tojoin the People’s Army in thousands and lakhs toestablish the alternative New Democratic State underthe leadership of the four oppressed classes.

back exactly one year after the leaders of Indianrevolution and our beloved comrades Syam, Mahesh,Murali were martyred. Fulfilling the dreams of thegreat teachers of Indian revolution – comrades CharuMazumdar and Kanhai Chatterji; for fulfilling the aimsof our beloved martyr comrades who played aprominent role in bringing armed struggle on theagenda once again – comrades Amulya Sen,Chandrasekhar Das, Saroj Datta, SushitalraiChoudhary, Babulal Viswakarma, Johar, JagdishMaster, Panchadi Krishnamurty, Nirmala, VempatapuSatyam, Adibhatla Kailasam, Babu Bhuja Singh, DiyaSingh, Appu and Varghese; hundreds of leaders whoplayed a great role in developing the movement againto a higher level after the temporary setback ofNaxalbari armed struggle like – comrades Syam,Mahesh, Murali, Puli Anjaiah, Prakash Master,Krishna Singh, Srikanth, Bhaktida, David, Suryam,Mahendra Singh and Snehalata; with the inspirationof the sacrifices of Special Action Team comradeswho created tremors in the hearts of the enemy inAP with their brave deeds and were heroicallymartyred – comrades Jaheer, Krishna, Praveen,

Sankar and of thousands of other communist heroesand people; and to fulfill their cherished dream ofmaking the New Democratic Revolution a success -the People’s Liberation Guerilla Army (PLGA) wasformed.

In Bihar-Jharkhand – comrade Ajay, zonalcommittee member (Sarguja-Garhwa zone), comradeNathan, zonal committee secretary (martyred due topolice tortures), zonal committee member comradeManjit Hembram (Pirtand), comrade Arun in Rajpur-Baghela raid (Vindhyachal zone), comrades SanjayKol, Sankar, Amrit, Arjun, Satyam, Krishna Yadav,Ashok (Birendra Mahato – D-zone), Kamlesh Singh(Padka-Rohtas), David Mahato (Azad – D-zone, inMamayil battle); in Paschim Bang – comrades Niyam(Midnapore) and Rohit; in North Chattisgarh –comrades Syam Bihari, Manas, Chotan Gond andArun – have laid down their lives.

In AOB – Biram Janardhan (Visakha), KadariRamulu (East division), Chada Vijayalakshmi (Karuna– East division), Sudhir (Malkangiri), leader ofNarayanapatna people’s movement and GhenobaBahini commander Singanna; Raju (Balaghat);Basadhara DVCm-poet-singer and founder of Kuiscript Dasuram Maleka and Rinki in Odisha;Abhishek and Manohar in Karnataka – weremartyred while valiantly fighting with enemy forces.

Comrades like Azam Ali (APCLC), senior leaderof APCLC and prominent lawyer KG Kannabiran,Kanakachary (Telangana Jana Sabha), Swapan DasGupta [People’s March editor of Paschim Bangedition who died due to lack of medical facilities injail] and Khagen Das (AILRC) have fought till theirlast breath in support of revolutionary and democraticmovements and were martyred.

Similarly, in the past decade of revolutionarypeople’s war – hundreds of revolutionary heroes, sub-zonal committee members, area committee

secretaries, AC members, Action Team (includingSpecial Action Teams) commanders, members, LMGpersons, some military instructors from Special Arealevel to Area level, central organizers (COs), PLGAplatoon deputy commanders, PPC members, section/LGS/LOS commanders, deputies, comrades at AClevel and members working in technical, press, tailor,medical and agriculture spheres, several guards andcouriers from Central to district/division level, fightersin Company, Platoon and Section/LGS/LOS, JNM/CNM and other cultural organization leaders andmembers in the revolutionary literary and culturalfield, Jan Militia commanders and members, villageparty committee secretaries and members, part-timeparty activists, Revolutionary People’s Committee(RPC) presidents and members, leaders andmembers of various revolutionary mass organizations(KKC, NMS, Van Rakshan Committee, DAKMS,KAMS, student organization etc), leaders andmembers of Revolutionary Children’s Organizations,People’s Militia platoon commanders, members,Village/Praja Rakshak squad commanders andmembers, Koya Bhumkal Militia members, hundredsof revolutionary sympathizers and people have laiddown their lives. They won a place of pride in therevolutionary history of India.

Similarly, in people’s upsurges like Singur,Nandigram, Kalinganagar, Lalgarh andNarayanapatna and in anti-mining struggles likeNiyamgiri and Raoghat – several people’s movementleaders and agitators have laid down their lives whilefiercely fighting back the pro-imperialist policies ofthe comprador ruling classes.

Let us eternally remember these great martyrswho spilled their blood for the New DemocraticRevolution in India and have played their role indeveloping the PW in leaps. They consideredpeople’s interests as their own interests and sacrificedtheir invaluable lives. There is no death to their aims.Their sacrifices would never go in vain. They wouldalways be inspiring us in the history of class struggleof our country. They would be the morning stars whoguide us in the PW waged in India. Let us remembereach one of these martyrs and vow to fight withdedication to fulfill their dreams. Let us pledge thatwe would defeat the counter-revolutionary OGHcarried on by the enemy by further advancing thePeople’s War.
