Welcome to the PNWA Annual Convention!

It is a pleasure to welcome you to Portland, and to a

thought provoking and exciting program. This is my final

year as President of PNWA, and it has been both a

pleasure and honor to serve as the head of such a fine

organization.

As my term concludes, I look back on the many successes

we have enjoyed and look ahead to the challenges we

must collectively address. In 2014 and 2015, we

welcomed eighteen new members, enjoyed excellent

participation for our events, and successfully advocated

for robust funding for our navigation projects in Puget

Sound, the Oregon and Washington coasts, and on the

Columbia Snake River System. We look ahead to

continued federal funding and regulatory challenges, but

with our unique and diverse membership I am confident

we will continue our record of success in promoting

infrastructure, economic development and trade in the

region.

As I pass the baton to the next PNWA President, I am

proud of PNWA’s history of success, and confident in the

path ahead. Thank you for your support and please enjoy

the conference.

Walt Evans, Attorney, Schwabe, Williamson & Wyatt

1211 S.W. 5TH

Ave., Suite #1600-1800, Portland OR 97204 (503) 796-3731 [email protected]

For over 30 years, Walt Evans has represented Pacific Northwest ports, tug and barge companies and

other water-related businesses in their efforts to bring economic development and job growth to the

region. Walt first helped NW towboat companies in the early 1980s, when major water resource

development changes were proposed and debated. He and his clients first opposed and then helped

shape elements of the landmark 1986 Water Resources Development Act which imposed for the first

time various cost-sharing elements for water projects. He began helping PNW ports shortly thereafter,

and has helped port clients ever since.

As a member of the business group at Schwabe Williamson & Wyatt, Walt has helped ports solve a wide

variety of issues, often in the regulatory or legislative arenas. He is part of a Schwabe team that

specializes in admiralty, environmental, land use, condemnation, construction, real estate and waterfront development for port and

water-related clients throughout the Northwest. Throughout, he has worked with officials in the Corps of Engineers at the District,

Division and Headquarters levels on behalf of waterfront and water-based entities. Walt has both formed and participated in

coalition and association efforts to shape water policy initiatives (and to oppose, from time to time, some misguided

proposals). Working with the Corps, he also has helped to secure special legislation to obtain needed permits and to access

various government programs.

Millennium Bulk Terminals-Longview is a bulk materials port on the Columbia River with

operations that include importing alumina to support 465 jobs in Central Washington.

Millennium is currently engaged in the clean-up of the former Reynolds aluminum smelter,

which was built in 1941 and closed in 2001, as it redevelops its site into a world class

import/export facility to keep Cowlitz County working. The lead project is a 44 million ton

per year coal export facility with a private capital investment of over $650 million. These

redevelopment activities will incorporate state of the art technologies to protect the

environment, provide stable family-wage jobs and vital tax revenue for Longview, the region and Washington State.

The world’s ports, waterways and coastal areas are the arteries that keep the global

economy operating. They also provide insight into the health of our planet. MWH is a

world leader in designing, managing and building marine and port facilities, including

port infrastructure, locks, dams, levees, pump stations, canals, spillways, culverts and

sea outfalls, while improving the quality of life of nearby residents. As our ports expand

and improve the way goods are transported around the world to a booming population in a growing global economy, we offer

innovative, sustainable solutions and port construction services that meet challenges. An estimated 40 percent of the world’s

population lives within 60 miles of the coast, which makes our work critical. We have extensive experience in coastal restoration

and coastal reclamation, as we protect, create, enhance and maintain shorelines and wetlands through planning, design,

evaluation, hydraulics and hydrology studies, dredging and sediment treatment, structural and general engineering, construction

and construction oversight, implementation, maintenance, operations and monitoring. Since 1990, we have completed more

than 300 coastal, restoration, shoreline, ecosystem, wetland and water resources projects in the United States alone. MWH

works on some of the biggest port, dam rehabilitation and canal engineering projects in the world, from the Panama Canal to the

Great Lakes, which have immense impact on global commerce. We use the latest processes, technologies and worldwide best

practices for all our coastal projects, including cutting-edge ecosystem restoration programs such as the Everglades Restoration

Plan and a wide range of California coastline projects.
