1 Introduction
New ownership arrangements for the Port of Melbourne’s commercial assets
and operations came into effect on 1 November 2016. References in this
Environmental Management Plan Quarterly Project Report to ‘PoM’ or ‘Port of
Melbourne’ are generally to the privately owned entity Port of Melbourne
Operations Pty Ltd as trustee for the Port of Melbourne Unit Trust.
Port of Melbourne (PoM) has committed to preparing project reports for the Port
Capacity Project (Project) on a quarterly basis. This report is the fifteenth Project
report.
In accordance with the Project Environmental Management Plan for
Construction (Environmental Management Plan), the quarterly Project report
provides a summary of key Project construction and dredging activities. This
report describes performance against the Environmental Management Plan
requirements for the period 1 October to 31 December 2016.
This report is a requirement of the Environmental Management Plan with
relevant findings for the period divided into the following sections:

The current Environmental Management Plan (Revision 9 published 21
September 2016) is available on PoM’s website (www.portofmelbourne.com).
2 Project Activities
The Project incorporates the following components:
the development of additional container capacity for Victoria by the
development of Webb Dock East as a new international container terminal

the development of Webb Dock West to accommodate Victoria’s roll-on,
roll-off import and export automotive trade alongside the creation of on-
dock pre-delivery inspection facilities.
In addition, the Project includes the development of significant ‘backbone
infrastructure’ including road connections, buffer walls and barriers, wharves
and associated facilities.
The Webb Dock works are expected to be completed in 2017. Project works are
undertaken by PoM and Contractors (engaged by PoM) and are managed in
accordance with contractor construction management plans and procedures.
Project works to deliver equipment, systems and other superstructures have
been undertaken by Contractors engaged by Operators (appointed by PoM) and
managed in accordance with development agreements.
Figure 1 provides an overview of Project construction activities throughout the
quarter that are further described below.

2.1 Civil works
Roads and Services contractor BMD Constructions (BMD), completed minor
defect works throughout the PCP precinct and road repair works on Webb Dock
Drive during the quarter. Minor defect works remain to be undertaken before
works are deemed formally complete with administrative close out in progress.
Completion Works contractor McConnell Dowell, continued work throughout
the PCP precinct during the quarter. McConnell Dowell’s activities included:
Completion of road works, including pavement and landscaping works
for the reconfiguration of Empress Road
Completion of earthworks, drainage installation and service works on
Webb Dock Drive
Continuation of road works, including pavement construction and line
marking on Webb Dock Drive
Completion of earthworks, path construction and installation of fencing
for the Westgate Park path.
Playscape contractor Baron Forge, commenced work in Maritime Cove during
the quarter. Baron Forge’s activities included:
Completion of earthworks, including site stripping works for the
playground area
Commencement and completion of construction of play equipment
Continuation of installation of softfall material.
2.2 Maritime works
Maritime Works contractor McConnell Dowell, continued work throughout
Webb Dock East and Webb Dock West during the quarter. McConnell Dowell’s
activities included:
Completion of Webb Dock East under wharf rehabilitation activities at
Berth 4
Continuation of defect rectification works at Webb Dock East Berths 4
and 5 and Webb Dock West Berth 3.
Completion of earthworks and installation of services at Webb Dock
West for the construction of the wharf at Berth 3
Completion of landscaping works at Webb Dock West.

2.3 PoM Works
PoM maintenance contractor, KP Electrics, diverted the underground power
supply adjacent the Yarra River on Webb Dock West for navigation aids.
2.4 Operator Works
2.4.1 International Container Terminal and Empty Container Park (VICT)
During the reporting period, VICT and its builder BMD, completed
commissioning activities for equipment and systems in the Terminal Area (On-
Dock Area – Stage 1), Gate Control Area (Off-Dock Area) and Empty Container
Park. VICT and BMD continued construction activities in the Terminal Area
(On-Dock Area Stage 2) completing ground improvement, pavement works,
drainage works, services installation and landscaping. During the reporting
period, all superstructure areas transitioned from construction phase to
commissioning operational phase. BMD is expected to demobilise in January
2017 and handover all remaining areas for the final commissioning operational
phase (Stage 2).
3 Environmental Management Plan Activity Update
3.1 Communications and Consultation Summary
Communications for the Project were managed in accordance with the
Environmental Management Plan. During this reporting period, Project
communications included:
Stakeholder Engagement – Engagement activities focused on
construction, landscaping and improvement works including works to
Webb Dock Drive and Empress Road, wharf rehabilitation, finalisation of
shared bike and pedestrian pathways and construction of the new
community playscape at Perc White Reserve. PoM continues to interact
with community, industry and resident groups to inform stakeholders.
Publications –The Project’s works advisory notices continue to be
published online providing a look ahead for construction activities. With a
reduction in activity and community interface, the notices are published
fortnightly.
Media Releases (Advisory Notices) – No media releases were issued
during this reporting period. A total of eight works advisory notices were
distributed to local stakeholders and representatives via email, letterbox
drop and made available online.

Online activities – Regular website updates including the addition of the
Project’s Environmental Management Plan Quarterly Project Report and
the works advisory notices continue to be available via the PoM corporate
website.
Public Enquiries – The Project responded to eight email enquiries to
[email protected] and four calls on the Project’s 1800 451
056 toll free number. All enquiries were responded to in accordance with
the Project’s enquiries and complaints procedure. These enquires are in
addition to a number of other stakeholder contacts with individuals and
groups.
Public Complaints – No complaints received relating to the Project’s
Environmental Management Plan.
Project Liaison Group (PLG) – The PLG concluded during the last
reporting period and no meetings were held. All previous PLG meeting
summary notes are available on the PoM corporate website and members
continued to receive works advisory notices updates.
Notice to Mariners and Shipping Protocols – In October, two Notices to
Mariners were issued relating to dredging works at Webb Dock and
navigational aids. As of 1 November, Notice to Mariners are issued by
Victorian Ports Corporation (Melbourne).
3.2 Audits
Seven internal Environmental Management Plan audits were conducted by PoM
during the reporting period focusing on the Contractors’ and Operators’
implementation of the Project Delivery Standards. A number of improvement
opportunities and recommended actions were identified. From the information
reviewed there was no evidence of a non-conformance with the EMP.
In November 2016, one external independent interim audit was undertaken:
The external independent audit was conducted over two days, focusing
on PoM’s implementation of the EMP and all relevant Project Delivery
Standards with the exception of Project Delivery Standard 14
Contaminated Material:
o The external audit included McConnell Dowell (Completion
Works), Baron Forge (Playscape) and VICT construction
activities. The audit did not find any evidence of non-
conformance with the EMP. The external auditor noted one non-
conformance against Project Delivery Standard 12 Stormwater
and Groundwater management as previously identified and
notified by PoM. Refer to section 3.5 for more information. The
external auditor identified one improvement opportunity
relating to site management.

In December 2016, one external independent interim audit was undertaken:
One external independent audit was conducted over one day, focusing
on PoM’s implementation of Project Delivery Standard 14 Contaminated
Material of the PCP EMP:
o The external audit included site close out audits of McConnell
Dowell (Completion Works) construction activities, VICT
construction activities and Baron Forge (Playscape) construction
activities. The audit did not find any evidence of non-
conformance with the EMP. The external auditor identified two
actions and one improvement opportunity during this audit.
3.3 Inductions and Training
Comprehensive training on the requirements of Project approval conditions
including the Environmental Management Plan is provided to personnel
working on the Project. This is communicated via Project inductions and task
specific training, and will continue to be provided to new personnel as required.
During the reporting period, 109 project inductions were completed.
3.4 Reporting and Notifications to Government Agencies
Reporting and notification requirements to government agencies are identified
in Table 2 and Table 4 of the Environmental Management Plan, ‘EMP approval
requirements’ and ‘Notification and Reporting Requirements’, respectively. The
following reports and notifications were made during the reporting period:
One notification relating to the provision of the Environmental
Management Plan Quarterly Project Report No. 14 to Department of
Environment, Land, Water & Planning (DELWP), Environment Protection
Authority (EPA Victoria) and the Commonwealth Department of the
Environment. DELWP acknowledged the provision of the Quarterly
Project Report No. 14.
This notification was procedural and did not indicate or relate to any non-
conformance with the Environmental Management Plan provisions.
Four notifications relating to the identification of potential heritage items
were made to Heritage Victoria and DELWP this reporting period. A large
number of glass bottles were encountered and managed in accordance
with the PCP Environmental Management Plan (EMP) and included
consultation with the Project Archaeologist and Heritage Victoria.

These notifications were procedural and did not indicate or relate to any
non-conformance with the Environmental Management Plan provisions.
One notification to the relevant agencies relating to a non-conformance
with the Environmental Management Plan provision, Project Delivery
Standard 12 Stormwater and Groundwater Management
This notification related to a stormwater environmental incident at the
VICT site. Refer to section 3.5 for more information.
3.5 Environmental Incidents
A culture of reporting all incidents and near misses, no matter how minor, is
supported by PoM. Two environmental incidents were reported during the
Quarter.
One minor incident occurred during the reporting period related to hydraulic oil
spill caused by hydraulic hose burst resulting in a minor hydrocarbon spill to
land. One minor incident occurred during the reporting period as a result of
concrete washout material spilling to land.
The following environmental incident relating to EMP non-conformance
occurred during the reporting period:
One non-conformance with the PCP Environmental Management Plan Project
Delivery Standard 12 Stormwater and Groundwater Management occurred. Project
Delivery Standard 12 requires contractors to develop, implement and maintain a
Stormwater management plan and to appropriately contain and manage
stormwater discharges.
On 5 October 2016, on the VICT Terminal Area A site it was noticed that
the water level in the swale drain had significantly reduced overnight.
After investigation, it was identified that a wooden board used as a
control to block the water from entering the live stormwater system had
come loose and approximately 300,000L of stormwater was discharged
to the bay. The incident investigation and report is being finalised prior
to submission to relevant agencies.
3.6 Environmental Monitoring
The Environmental Management Plan includes two environmental monitoring
programs (airborne noise and dust).
Dust was monitored via visual assessment. Dust monitoring informed site dust
management activities in accordance with the Contractors and Operators’ Dust
Management Plans. Where dust emissions were confirmed to be attributable to

the Project activities, appropriate management actions were taken to reduce dust
levels to an acceptable level as reasonably practical.
Progression of works and the sealing of exposed surfaces have reduced the dust
risk associated with site activities. During the reporting period no dust
complaints were received.
Noise monitoring, where applicable, will be activated in response to complaints.
During the reporting period no noise complaints were received.
4 Buffer Management Plan Activity Update
4.1 Buffer Management Plan Development and Approval
PoM developed a Buffer Management Plan to fulfil the Port Capacity Project
Coastal Management Act 1999 (Vic) Consent and Port Capacity Project
Incorporated Document Port Capacity Project, Webb Dock Precinct, October 2012,
requirements. The Buffer Management Plan has been approved by DELWP (then
DEPI) and the Minister for Planning.
Development of the Buffer Management Plan involved public consultation
including specific community workshops, specialist local government forums as
well as presentations to local government, key government agencies and
interested community members. The Project Liaison Group, comprising
representatives from community, council, peak bodies and industry
representatives, and active on-line communication channels have provided
feedback in the formulation of the Buffer Management Plan.
4.2 Buffer Planning, Design and Construction Activities
The buffer areas documented in the Buffer Management Plan continue to
undergo a detailed design process to give effect to the outcomes sought in the
endorsed Buffer Management Plan. A summary of the construction status of
each Interface Area and features of the detailed design process is provided in
Appendix B.
