The Sainte Foy balme, view from the Confluence District. Picture : Philippe Mouchet.

(IM)MOBILITY : create links by the contemplative break - Master’s project - spring 2013. LedécloisonnementdeConfluence. In Lyon recently began the second phase of a project which could be considered as one of the most ambitious French real estate project of these last years : the complete reorganization of the Confluence district, on it peninsula, situated in the South of the city center.

However, this new district developed more quickly than the adequate transport infrastructures, and it suf-fers from a situation of «cul-de-sac»; at least for the soft modes and the public transport. The second phase of the works develops an awa-

-reness of the difficulties and sketched some interes-ting ideas, in particular a footbridge crossing the Saône river, drawn by Herzog and of Meuron. Footbridge ending however at the foot of an impassable hill, cal-led « Balme of Sainte-Foy », locked by numerous private grounds.

Page 39: Portfolio english version

My group and myself then decided to open up this balme, to connect it to the Sainte-Foy plateau and to the district of Confluence. As a matter of fact, we tried to « extend » the Herzog and de Meuron act. Four projects are all different (a wine storehouse, the rehabili-tation of a fort,

some houses of entertainment like the «Folies» of B.Tschumi, a station of cable railway and its adjacent place) but work all in the same direction : making the balme accessible from Confluence District and from the plateau ; and create a real urban park.

I’m responsible for connecting the Confluence District and the plateau, in a fast mechanic way. This fast connection take the form of a cable railway, and more exactly a bi-cable railway, made by Leitner (Austria), capable of long ranges and allows an ex-cellent wind stability, made necessary by the violents lateral winds following the Rhône valley.

Page 40: Portfolio english version

Two transit lines are envisaged. A short line, connecting the top of the balme with Confluence, then crossing the Rhône river to create a link with the metro network. The interest is local but mixed : jobs, population pool, leisure areas. Concerning Sainte-Foy village, the terminus is situated « esplanade Lichfield ».

A long line is also envisaged, to open up the plateau. The line will connect the railroad station of Francheville with the railroad station of Confluence in only 22 minutes, against 45 actually. The line obtain in this way a regional role, capable of assuring its atten-dance in all time (and profitability.)

Areaunderinfluence The terminus of the short line, situated « Espla-nade Lichfield », is at the crossroads of a comple-tely particular urban zone : the village, the plateau, the balme, and finally the esplanade itself.

A lack of social and geographical «links»

Thedisappearanceofthepublicplace. These spaces are essentially formed by low den-sity builded areas. It results from it a lack of public trans-portation, thus a strong car presence. In the village, squares - which are a traditionnal way to keep toge-ther the citizens - were invaded by the automobile. There is not gathering anymore, communication and contact between inhabitants.

The station of cable railway is situated in an inter-face between these very different and divided urban areas. Its actually a «point of contact» between these areas.

It is advisable to transform the space surrounding the station to provide for inhabitants a better quality space, allowing the gathering. This space has several purposes : allow the meeting, allow the contemplation, and emphasise the view. I tried to create links, no mat-ter there are social or physical. (both are important.)

All the public esplanade has to behave as the last piece of a puzzle, returning its integrity to the space sur-rounding.

Create Links ?

The human «links» are supported by the esplanade. This one also tries to make link : urbanistic, geographical.

The « esplanade vocabulary of grounds « actually quite poor would gain to be inspired by the close environment, to be made for supporting the human social activities.

The treatment of the vegetation looks to reflect the very clas-sic change of influence from the most vegetal part ( the balme) and urban area. (the plateau.)

Furniture and built elements give to the whole esplanade a stylistic coherence, but reflecting however always the urban and vegetable influences in the middle of which the esplanade is situa-ted.
