(Bridgenorth By-pass) Notice of Study Completion Recommendation: Receive for information Financial Impact: None Background: The County of Peterborough Public Works Department commenced a Municipal Class Environmental Assessment Addendum for the County Road 18 Bridgenorth Causeway Link (Bridgenorth By-Pass) on September 19, 2016. The completion of this addendum is a requirement of the Municipal Class Environmental Assessment process. This process is reaching its completion and the County is in a position to publish a Notice of Study Completion prior to filing the completed document to the Ministry of Environment and Climate Change. A copy of this notice is attached to this report. The original Municipal Class Environmental Assessment for this project was completed in 1996 with two subsequent addendums completed in accordance with the Municipal Environmental Assessment (2007) process, as amended in 2011 and 2015. One of the key aspects of this project is to provide the public, interested parties, affected agencies and municipalities with the opportunity for input. In order to ensure this objective is met, a public and agency notification program was undertaken. Agencies, utilities and First Nations were sent an initial study commencement letter on September 29, 2016 and a subsequent supplemental notice was sent out on October 6, 2016. Notifications were also posted on the websites of the County of Peterborough and the Township of Selwyn. A Draft Study Design Notification

was sent to agencies, utility companies, First Nations and the public in late January 2017. On Wednesday, September 20, 2017, a Public Information Centre was held in Bridgenorth for this project, jointly with a Public Information Centre for the Ward Street Widening Environmental Assessment project. Seventy people registered at the Public Information Centre for this project. Display panels were set up around the perimeter of the room for viewing throughout the evening which dealt with:
The Municipal Class Environmental Assessment process, Study Objectives and Purpose, Project Purpose, Study Area and Existing Conditions, Refinements to the 1996 Environmental Assessment Study, and Evaluation and Recommended Plan.
Each person was encouraged to provide a written response to any issues or concerns they might have relate to this project. A total of twenty-four comment sheets, letters or emails were submitted. The study recommendations are documented in an Environmental Assessment Addendum Report that will be available for public review. The report describes the updated environmental conditions and three refinements to the original Environmental Assessment including south end intersection refinements, modification of the horizontal curvature to reflect current standards and Multi-use path alternatives. A copy of the report will be available for viewing at the County Public Works Office at 310 Armour Road, Peterborough, and on the County website. It is important to note that if there are any concerns regarding this project which cannot be resolved in discussion with the County, a person or party may request that the Ministry of Environment and Climate Change make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environment assessments. Details related to filing such a request are included in the Notice of Study Completion and in the Addendum document. If there are no requests received within the thirty day review period, the project will receive environmental clearance. Subsequently, the project may proceed to design and construction, dependent on available funding. The commencement of the 30 day public review period associated with this Notice of Study Completion will commence on January 22, 2018.

Summary: The CR 18 Causeway Link (Bridgenorth By-pass) project is an approved project that has clearance under the Municipal Class Environmental Assessment process. As the project has not commenced, there is a requirement that an addendum be completed to update the Municipal Class Environmental Assessment. (Bridgenorth By-Pass) Municipal Class Environmental Assessment Addendum
The County of Peterborough has completed a Municipal Class Environmental Assessment (EA) Addendum for the original Municipal Class EA completed in 1996 (formerly described as the Bridgenorth By-Pass). The addendum was completed as an update to the original EA and subsequent two addenda under the Municipal Class EA (2007) process, as amended in 2011 and 2015.
The study recommendations are documented in an EA Addendum Report that is now available for public review. The report describes the updated environmental conditions and three refinements to the original EA including: south end intersection refinements, modification of the horizontal curvature to reflect current standards, and Multi-use Path alternatives. If there are any concerns regarding this project which cannot be resolved in discussion with the County, a person or party may request that the Ministry of Environment and Climate Change (MOECC) make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environment assessments. Requests may be received by the Minister and Director of the Environmental Approvals Branch of the MOECC (at the addresses noted below) within 30 days of this notice, prior to February 23, 2018. A copy of the request must also be sent to the County contact noted above. If there are no requests received within the 30-day review period, the project will receive environmental clearance.
