1.0 EXECUTIVE SUMMARY

1.1 Executive Summary

The Simplified mining scheme approved for mineral Masonary Stone, Belast, Grit, Crusher

Dust, Earth Work & Red Gravel STP (Work Order No.- 6465-69), area 9500Sq.M., near

village – Sarken Kopcha, Tehsil & District – Dungarpur (Raj.) in favour of consent of the

owner of the STP M/s S.K. Khetan, “AA” Class P.W.D. Contractor, Address- Azzad Nagar

Dungarpur, Dist.- Dungarpur (Raj.) for fulfilment of Rule 29 (3) of R.M.M.C.R., 2017.

The Mineral shall be used for construction of Urban Gaurav Path in Nagar Parishad,

Dungarpur (Raj.), the Letter issued by PWD in as under:-

The PWD Dept. Dungarpur has awarded letter dated 30/05/2017 for construction of Urban

Gaurav Path in Nagar Parishad, Dungarpur (Raj.) in District Dungarpur Order no. 6465-69.

This mining project falls under Category “B2” Project or activity 1(a) as per EIA

Notifications 2006, 2009, 2011 and 2013.

The land use pattern around Sarken Kopcha village is Pvt. land .

1.4 Conclusion

The production of mineral will benefit to the State in the form of Royalty. Apart from

this, the project will generate direct and indirect employment opportunities to the tune

of about 8 persons from the nearby villages. Also, the mine management will conduct

medical camps at regular interval in the nearby villages and will help the nearby

villages in providing infrastructure like school furniture, water tankers, etc.

2. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of Project and STP Holder

The Simplified mining scheme approved for mineral Masonary Stone, Belast, Grit,

Crusher Dust, Earth Work & Red Gravel STP (Work Order No.- 6465-69), area

9500Sq.M., near village – Sarken Kopcha, Tehsil & District – Dungarpur (Raj.) in favour

of consent of the owner of the STP M/s S.K. Khetan, “AA” Class P.W.D. Contractor,

2.2 Brief Information about the Project

The project has been proposed for mining of 23799 MTPA of Masonary Stone, Belast,

Grit, Crusher Dust, Earth Work & Red Gravel by Mechanized Opencast method. The

mine lease area is 0.95 Hect. The expected life of the mine is 1 year. Water requirement

for the proposed project for drinking use, dust suppression and other use will be 5.0 KLD,

which will be taken from nearby source.

2.3 Need for the Project and Its Importance to the Country or Region

The area is devoid of industrial growth. The earning sources of the region are limited.

Most of the people are dependent upon agriculture only. Mineral wealth of the state

Rajasthan provides the employment opportunity to the people of the state as well as

region also. Mining is one of the major core sector industries which play a crucial role in

the process of country economic development. The mineral Masonry Stone finds

extensive use in the construction and infrastructural works. The basic objective of the

project is the effective utilization of Material in the country or region. Masonry Stone is

the world's most commonly used material in construction of road, railway track

construction etc. Masonry Stone will help in the economic growth of the country or

region.

2.4 Demands-Supply Gap

There is a large demand of masonry stone for roads, railway tracks, building construction

etc.

2.5 Imports vs. Indigenous Production

Development needs will be met only through indigenous produced minerals against the

high cost of imported material.

2.6 Export Possibility

There is no proposal to export the minerals.

2.7 Domestic/ Export Markets

Domestic Market

Mineral excavated will be used for domestic consumption.

Export Market

The proposed mining activity is for indigenous consumption only there is no proposal for

export.

2.8 Employment Generation

The proposed mining activity will provide employment to about 8 workers. The workers

will be hired mostly from the nearby villages.

3. PROJECT DESCRIPTION

3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.

The STP is over an area of 0.95 Hect. The proposed production is 23799 MTPA. This is

an independent mining project and there are no interlinked projects involved.

The project falls under Category “B2” Project or activity 1(a) as per EIA

Notifications 2006, 2009, 2011 and 2013

3.2 Location :-The STP area is located at Village - Sarken Kopcha, Tehsil - Dungarpur

District - Dungarpur, and State- Rajasthan The mining STP area falls in Topo sheet

number – 46 E/13.

3.3 Details of Alternate Sites

Mining is site specific so no alternative site is proposed.

3.4.1 Size or magnitude of operation

The STP has been granted over an area of 0.95 Hect. During one year total production of

Masonary Stone, Belast, Grit, Crusher Dust, Earth Work & Red Gravel shall be

approximately 23799 MT. The average number of working days in the year would be

300.

Regional GeologyThe area covers parts of Dungarpur and Udaipur districts of Rajasthan and is characterized by

rugged topography with isolated liner ridges, hills and mounds. The maximum elevation, 490

m above mSL, is located in the north and the minimum elevation 220 m above msl, is located

in the south. The drainage in the north is controlled by the Som River flowing towards east.

The Wagwara Nadi, and the Gomti Nadi are the two important tributaries of the Som River.

The Sandri Nadi and the Bhal Nadi alongwith numerous nalas control the drainage in the

southern part.

Pal Formation gneiss, feldspathised mica –schist

Quartzite

The litho units exposed in the area belong to the Bhilwara, Supergroups of the Archaean age

and the Aravalli Supergroup of Palaeo Proterozoic age.

The Mangalwar Complex of the Bhilwara Supergroup, the oldest unit exposed in the area is

represented by the Sarada And Mando- Ki- Pal Formation. The Sarada Formation comprising

migmatite, quartz-biotite gneiss, feldspathised mica schist and quartzite and occurring as

inlier (Sarada inlier), Surrounded by the rocks of the Aravalli Supergroup with an erosional

unconformity, is correlated with the Mando- Ki- Pal Formation. Migmatite, composite gneiss,

biotite schist with associated amphibolites and granite gneiss encircled unconformably by the

rocks of the Aravalli Supergroup have been include in the Mando Ki Pal Formation.

The Aravalli Supergroup composed chiefly of metamorphosed and complexly folded clastic

sediments overlies the Mangalwar Complex with an erosional unconformity and is

represented by the Debari, the Udaipur and the Lunavada Groups. The Debari Group,

occurring as a NW-SE trending belt,is represented by the Sisamagra and the Kathalia

Formations. The Sisamagra Formation, Of the Sarada and the Mando- Ki- Pal Formations of

Archaean age, is represented by pebbly meta-arkose, meta-conglomerate, Danti quartzite, grit

and phyllite. The overlying Kathalia Formation is characterised by phyllite and quartz

chlorite schist.

Flysch like sediments of the Udaipur Group is represented by the Balicha Formation

consisting of Phyllite, mica schist and quartzite. The Balicha Formation is overlain by

molasse- like assemblage of the Lunavada Group represented by the Bhawanpura and the

Chandanwara Formations. The lowermost Bhawanpura Formation is characterised by quartz

– sericite schist and the overlying Chandanwara Formation consists of metasubgreywacke,

mica schist, phyllite and quartzite.

Rakhavdev ultramafic, suite is intruded, concordantly along the lithocontact of the Udaipur

Group during first phase of Aravalli folding and is Subsequently folded along with the

Aravalli metasediments. The ultramafic rocks (predominantly serpentinite) are extensively

altered and metamorphosed. Serpentinite is formed due to serpentinisation of the ultramafic

rocks of peridotite and pyroxenite composition. Serpentinite consists of antigorite with some

contorted, crinkled fibres and veinlets of chrysotile, chlorite and carbonate minerals.

The Bhilwara and the Aravalli Supergroup of rocks have suffered four phases of deformation

on regional scale. However, three phases of deformation could be recognized in the area. The

earliest deformation F is more or less erased due to later deformations. Imprints of this

deformation are preserved in the form of axial plane cleavage/foliation S1. The second phase

of deformation F2 produced tight to open, isoclinals to steeply inclined folds. The last phase

of deformation F produced broad open warps.

The Mangalwar Complex has undergone amphibolite to granulite facies of metamorphism

and the Aravallis show greenschist facies of meta morphism.

Occurrences of several veins of fluorite in the Mando- Ki- Pal Formation represented a late-

stage intrusive activity. Besides this, soapstone occurs within the ultramafic in the western

part of the area.

3.5 Project description with process details

3.5.1 Method of Mining

The STP area shall be developed by Mechanized Opencast Mining Method. The mining shall

be started from the surface.

No raw material will be required for production of proposed minerals. The mine mineral

shall be collected and dispatch to various industries through trucks.

3.8 Availability of Water Its Source, Energy/ Power Requirement and Source

3.8.1 Water Requirement

Total water requirement is about 5.0 KLD = 1.5 KLD (Drinking & Domestic Uses) + 1.5

KLD (Plantation) + 1.4 KLD (Dust Suppression) + 0.6 KLD (Wet Drilling). Water for

Drinking, dust suppression and plantation will be collected from nearby villages.

3.8.2 Power

The Electric Line passes out side to the STP area. The electric facility is not available at

STP Area.

3.9 Quantity of wastes to be generated (Liquid and Solid) and Scheme for their

Management/Disposal

3.9.1 Solid Waste Generation & its Disposal

Nature of Waste:

The Masonary Stone, Belast, Grit, Crusher Dust, Earth Work & Red Gravel shall be

excavated then carried to the temporary Stack Yard.

There is no top soil cover over mineralized area proposed to be mined.

4.7 Climate data from Secondary Sources:

The climate of the area is dry with extreme temperature variation i. e. in summer as high as

440 C, whereas in winter it lowers to 60C or even less. Most of the rain falls during the period

of July to September. Maximum and minimum rain fall varies (500mm).

4.8 Social Infrastructure available:

1) The STP area is not facilitated with power line.

2) The nearest telephone is available at Sarken Kopcha & mine site.

3) Mobile Phone connectivity is available at mine site.

4) The Post office applicable for the area is Sarken Kopcha.

5) The nearest Primary Medical facility is available at Sarken Kopcha.

6) The nearest Educational facility up to Primary school is available at Sarken Kopcha.

5 PLANNING BRIEF

5.1 Planning Concept

The STP area shall be developed by Mechanized Opencast Mining Method. The mining

shall be started from the surface.

5.3 Assessment of Infrastructure demand (Physical & Social)

On the basis of the preliminary site visit, the infrastructure demand in the village was

assessed on the basis of need and priority.

The health infrastructure of the study area requires improvement. The lack of medical

facilities needs improvement. Medical facilities will be provided by mine owner

during mining.

5.4 Amenities/Facilities

Workshop

For maintenance of machinery it is proposed to established a workshop nearby to mine site

for Welding, puncture etc.

Power supply

The Electric Line passes out side to the STP area. The electric facility is not available at

mining site Area.

Water Supply

Water is being supplied from a tube well near the mine and a tractor-mounted tanker is

proposed for supply of water to mining work, spraying, watering the plants and drinking

purposes.

First aid facility is proposed at Mine office.

Temporary rest shelter has been provided near mine site, permanent rest shelter is

6. PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing Area)

No infrastructure is proposed.

6.2 Residential Area (Non Processing Area)

As local workers from nearby areas will be engaged for the mining activity, no residential

area/ housing are proposed.

6.3 Green Belt

Total area of green belt would be 33% out of lease area.

It is proposed to plant 20 plants per year in STP and surrounding area.

PROGRAMME FOR PLANTATION

The area falls is semi arid zone and there is a shortage of water so a large-scale plantation

is not possible. The rains are also scanty hence it is essential that the sapling of selected

plants grown should be such those required minimum water and hence it is proposed to

plant 20 trees per year of the following:

6.4 Social Infrastructure

6.4.1. Budget for Environmental Social Responsibility (ESR)

The Applicant shall spend 2% of profit for the social development of the local area i.e.

treatment of poor, funds for schools need , funds for poor students, drinking water

arrangements, funds for hospitalizations, temples, educational facilities for workers,

transportation facilities for poors, fooding facilities, funds for relief in emergency of

natural calamities like flooding, draught, earthquake and other social work.

The Masonary Stone, Belast, Grit, Crusher Dust, Earth Work & Red Gravel shall be

excavated then carried to the temporary Stack Yard.

6.10 Power Requirement & Supply/Source

Electric power supply does not Line exists near the mine site. It is proposed to connect

the mine with supply connection.

6.11Environment Management Plan

The environmental management plan consists of the set of mitigation, management,

monitoring and institutional measures to be taken during the implementation and

operation of the project, to eliminate adverse environmental impacts or reduce them to

acceptable levels. The present environmental management plan addresses the components

of environment, which are likely to be affected by the different operations in the mine

area.

7. REHABILITATION AND RESETTLEMENT (R&R) PLAN

As no personnel are expected to be migrated due to mining in the lease area and the

adjoining region is also having a good mineral potential, the rehabilitation of the

8.2 Estimated Project Cost Along With Analysis In Terms of Economic Viability of the

Project

Estimated project cost is Rs. 10 Lac. The lessee has all the mining equipments used for

the scientific mining. The mine is Eco-Friendly. Economically the ore is mineable as

compared to overburden thickness.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

The proposed mine will bring economical benefits to the state by the way of Royalty for

mineral and to the local people by way of direct and secondary employment opportunities

Masonary Stone, Belast, Grit, Crusher Dust, Earth Work & Red Gravel like other

building stones, is used for a variety of structural and decorative purposes. The material is

in high demand at the local market for real estate industry.

The project will bring about socio-economic improvement of the area and will prove

All the drawings, lease documents and other company documents required by the

concerned authorities will be provided by us.

Document related to approvals obtaining from following authorities by

o Forest Clearance from NBWL

o Water NOC from CGWB

Will be charged separately based on mutually agreed terms.

The Consultant will not be responsible if the project is rejected due to any

administrative or Applicable rules or Act.

You are requested to sign duplicate copy of this letter and return to us as a token of your

acceptance of the aforesaid.
