Overview of Construction Methods

CONSTRUCTION METHODS

There are two methods that can be used to construct thefeedermain they are:

– Open Cut Method– Trenchless Method

OPEN-CUT METHOD

Generally used when depth is less than 10 m, otherwisetrenchless used:Protection and/or relocation of existing utilitiesRemoval of soil from trenchPlacing of imported bedding material and pipeBackfilling of pipeTemporary restoration of roadConstruction of line valves and chambers at selectedlocationsFinal restoration of roadAs most of the feedermain is within the road right-of-way,where there are existing utilities, the proposed feedermainwill have to be installed below the existing utilities.Open cut construction will be a minimum of 5.0 m deep andwill be carried out using a trench box to avoid completelytearing up the existing road.

TRENCHLESS METHOD (Humber River Crossing)

The feedermain crossing the Humber River will becompleted via Trenchless method to minimize environmentalimpacts.Define construction staging areas and excavation of entryand exit shaftAdvancement of trenchless excavation using an electricTunnel Boring Machine (TBM) or Horizontal DirectionalDrilling (HDD)Removal of soil through the shaftsInstallation of feedermainOnce the feedermain is constructed the shaft sites will bereturned to original condition

Actions to Limit Construction Impacts

TRAFFIC MANAGEMENT

A traffic plan (for exit and entry shaft locations) willregulate construction traffic. For pedestrian safety, hoarding is to be installed around construction site areas. For open cut construction, closure of traffic lanes, identification of detours and temporary access routes, willminimize the impact to property owners and commuters

NOISE

Restricted hours of operation, per Town of Caledon noiseby-lawHoarding around construction sitesUsing mufflers and other noise-reducing features ofconstruction equipment

AIR QUALITY

Standard dust reductions measures to include:Keep on-site truck movements to a minimumMaintain truck wheel cleaning stations at eachconstruction siteClean and wash streets adjacent to the constructionareasUse MOE approved chemical binder dust suppressantas circumstances warrant

NATURAL FEATURES

During construction:Install sediment and erosion controls throughout theconstruction areaMinimize vegetation removal within route alignment tothe extent possiblePrune damaged roots and branches appropriatelyReplace any trees to be removed with similar vegetationRemove all stockpiles upon completion of the works andthe sites restored

Traffic Management

As construction of the feedermain progressesalong the recommended route, there will betraffic disruptions.Open cut construction will require laneclosures (100-200 m stretches) that advanceas the pipe is installed.Access to properties will be maintained at alltimes.Proposed mitigation measures include:– Use of traffic diversions to maintain level

of service;– Advance notification signage.

Public notification will be continued duringdetailed design and construction to keep youinformed of what will be happening and when.Adjacent businesses, residents, senior’shome and community services (i.e. EMS, fire, school boards) will be notified in advance ofthe timing of construction.

King Street

The proposed watermain on King St. will be installed on:– North-side from Colerain Dr. to HESP Dr.– South-side from HESP Dr. to Temperance St.

Temporary lane closure during construction as shown inthe figure above will be maintained, in accordance withOntario Traffic Manual - Book 7.Pedestrian sidewalk along King Street will be maintainedduring construction.Access to intersecting roadways will be maintained duringconstruction.Access to local residences and business will be maintainedat all times.Emergency vehicle access will be maintained at all times.Expected construction duration: 3 to 4 months.

Impacts and Mitigation

Potential Anticipated Impact Proposed Mitigation Measures

Due to the small footprint required for the new elevated tank and the lack ofexisting natural features in the proposed site, the impacts to the naturalenvironment are expected to be negligible; however site clearance forconstruction of the new tank will involve disturbance to agricultural area

• Disturbed areas will be restored to original or improved conditions as soon as construction is complete

Some temporary and localized impacts in terms of noise, vibration, dust, mud andtraffic increase resulting from the construction of new elevated tank

• Construction equipment will be operated as per the Town of Caledon’s local noise by-law. Adjacentbusinesses, residents, senior’s home and community services (i.e. EMS, fire, school boards) will be notifiedin advance of the timing of construction and provided with Region contact information should they encounterany problems during construction

• Temporary construction walls or fencing around construction area to minimize noise, dust, mud and visualimpacts

• Standard best practices for vehicle and pedestrian safety will be used throughout the construction area

Spills of hazardous materials during construction (e.g., fuels, hydraulic fluids) • Standard sediment and erosion control measures will be implemented during construction to minimize effectsfrom spills

• Contractor to have designated fuel filling station and spill clean-up kits on site

Potential to impact cultural resources • Archaeological assessments will be completed prior to project implementation to assess the potential risk ofimpacts to archaeological features

Crossing of Humber River using trenchless methods on fish and fish habitat • Impact will be avoided by use of trenchless methods under watercourse

Minimal traffic impact at entry and exit shaft locations • Controlled access to shaft areas• Construction will be fenced off and shaft areas enclosed

Potential impact to through traffic during Feedermain installation • Most of the feedermain will be constructed using open-cut methods within the existing right-of way• Traffic control measures will be implemented• Staged construction will reduce impacts• Emergency services will not be disrupted

Limited use of parking lot in Bolton core • Parking use will return to normal upon completion of project• Use of signage to direct auto and pedestrian traffic to alternative routes• The potential contractor will be required to maintain access to the parking lot at all times• Also Construction vehicles and personal vehicles of construction crew will not be allowed to use the parking

lot
